Page 1 of 24 MINUTES OF THE MEETING OF THE SCREENING COMMITTEE HELD ON 20 TH MARCH 2013 AND AGAIN ON 16-17 TH APRIL 2013 TO CONSIDER NEW PROJECT PROPOSALS UNDER THE SCHEME OF FINANCIAL ASSISTANCE FOR PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE AND FOR SOCIAL DEFENCE SERVICES. A meeting of the Screening Committee constituted by the Ministry of Social Justice and Empowerment was held on 20th March, 2013 under the Chairmanship of Shri T.R. Meena, Joint Secretary (Social Defence) to scrutinize and make recommendation on the new proposals of NGOs received through State Governments/Union Territories under the Scheme of Financial Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse and for Social Defence Services. The Committee could not consider all the new proposals due to shortage of time; therefore, it decided to meet again on 16-17th April 2013 to consider these cases. Shri T.R. Meena, Joint Secretary (SD) and the Chairman of the Committee had to leave for election duty as an observer for the assembly election in the State of Karnataka on 16 th April 2013, therefore, he authorized the other members of the committee to scrutinize the proposals. Due to his ill health Shri M.M. Sabharwal from HelpAge India, authorized Ms. Anupama Datta to participate in the meeting on his behalf. Fr. Joe Pereira from Kripa Foundation, Shri Sandeep Gupta, Deputy Secretary (IFD) in the Ministry of Social Justice and Empowerment, and Ms. Anupama Datta (On behalf of Shri M.M. Sabharwal) members of the Committee, were present in the meeting. Shri Lalsanglur, Director (SD), Shri Surendra Rawat, Deputy Secretary (Age) and Shri Aujender Singh, Under Secretary were asked by the Committee to assist in the scrutiny during the meeting. 2. At the outset, the Committee members were briefed about the existing guideline of the Ministry (i.e. Order No.1-31/2006-Cdn dated 05.09.2008), norms and guidelines of the Scheme, budget allocation for 2012-13 under the Scheme, notional allocation fixed for the States/UTs within the budgetary outlay and number of new proposals received. 3. Shri T.R. Meena, Joint Secretary (Social Defence) and Chairman of the committee draw the attention of the members to clause 3.4.2 (ii) of the Scheme of Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse and for Social Defence Services which entails that the organizations/institutions to be eligible should ordinarily have existed for three years. After deliberations in details, the Committee agrees that its inference in the context of the scheme is that the organization should have working experience of three years in the de- addiction sector. 4. The Committee then decided to give priority to those proposals which have been received from un-served/under-served States, followed by un-served/under-served districts, in that order, subject to fulfillment of other requirements of the scheme and availability of funds. The Committee also decided to give priority to the innovative projects, projects for most vulnerable groups like children, women etc. and proposals from States where high incidence of drug abuse is reported. 5. The Committee, during examination of the proposals, observed that a large number of new proposals recommended by the State Government were incomplete in many respects and therefore, did not find it possible to recommend these proposals. The Committee decided that all such incomplete proposals should be returned to the respective State/UT Governments with the request to advise the concerned Organization to rectify such shortcomings and re- recommend afresh for consideration of the Screening Committee in the future meeting.

MINUTES OF THE MEETING OF THE SCREENING COMMITTEE HELD ON 20TH

MARCH 2013 AND AGAIN ON 16-17TH

APRIL 2013 TO CONSIDER NEW PROJECT

PROPOSALS UNDER THE SCHEME OF FINANCIAL ASSISTANCE FOR

PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE AND FOR

SOCIAL DEFENCE SERVICES.

A meeting of the Screening Committee constituted by the Ministry of Social Justice and

Empowerment was held on 20th March, 2013 under the Chairmanship of Shri T.R. Meena, Joint Secretary (Social Defence) to scrutinize and make recommendation on the new proposals

of NGOs received through State Governments/Union Territories under the Scheme of Financial Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse and for Social Defence

Services. The Committee could not consider all the new proposals due to shortage of time; therefore, it decided to meet again on 16-17th April 2013 to consider these cases. Shri T.R.

Meena, Joint Secretary (SD) and the Chairman of the Committee had to leave for election duty as an observer for the assembly election in the State of Karnataka on 16th April 2013, therefore,

he authorized the other members of the committee to scrutinize the proposals. Due to his ill

health Shri M.M. Sabharwal from HelpAge India, authorized Ms. Anupama Datta to participate in the meeting on his behalf. Fr. Joe Pereira from Kripa Foundation, Shri Sandeep Gupta,

Deputy Secretary (IFD) in the Ministry of Social Justice and Empowerment, and Ms. Anupama Datta (On behalf of Shri M.M. Sabharwal) members of the Committee, were present in the

meeting. Shri Lalsanglur, Director (SD), Shri Surendra Rawat, Deputy Secretary (Age) and Shri Aujender Singh, Under Secretary were asked by the Committee to assist in the scrutiny during

the meeting.

2. At the outset, the Committee members were briefed about the existing guideline of the

Ministry (i.e. Order No.1-31/2006-Cdn dated 05.09.2008), norms and guidelines of the Scheme,

budget allocation for 2012-13 under the Scheme, notional allocation fixed for the States/UTs within the budgetary outlay and number of new proposals received.

3. Shri T.R. Meena, Joint Secretary (Social Defence) and Chairman of the committee draw

the attention of the members to clause 3.4.2 (ii) of the Scheme of Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse and for Social Defence Services which entails that

the organizations/institutions to be eligible should ordinarily have existed for three years. After deliberations in details, the Committee agrees that its inference in the context of the

scheme is that the organization should have working experience of three years in the de-addiction sector.

4. The Committee then decided to give priority to those proposals which have been

received from un-served/under-served States, followed by un-served/under-served districts, in

that order, subject to fulfillment of other requirements of the scheme and availability of funds.

The Committee also decided to give priority to the innovative projects, projects for most

vulnerable groups like children, women etc. and proposals from States where high incidence of

drug abuse is reported.

5. The Committee, during examination of the proposals, observed that a large number of new proposals recommended by the State Government were incomplete in many respects and

therefore, did not find it possible to recommend these proposals. The Committee decided that all such incomplete proposals should be returned to the respective State/UT Governments with

the request to advise the concerned Organization to rectify such shortcomings and re-recommend afresh for consideration of the Screening Committee in the future meeting.

6. State wise position of the new proposals placed before the Committee and its recommendations are given as under:

(i) Andhra Pradesh: All the 7 new proposals duly recommended by the State level

GIA Committee and received through Govt. of Andhra Pradesh were placed before the

Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, found only following two proposals suitable for recommendation:-

(ii) Assam: All the 24 new proposals duly recommended by the State level GIA Committee and

received through Govt. of Assam were placed before the Screening Committee for

consideration. The Committee, on scrutinizing these proposals in detail, did not found any of

the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure.

(iii) Bihar:- One new proposal duly recommended by the State level GIA Committee and

received through Govt. of Bihar was placed before the Screening Committee for consideration.

The Committee, on scrutinizing the proposal in detail did not find it suitable for recommendation. Details of the proposal along with the remarks of the Committee are at

Annexure.

(iv) Chhattisgarh: All the 2 new proposals duly recommended by the State level GIA

Committee and received through Govt. of Chhattisgarh were placed before the Screening

Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not

find any of the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure.

(v) Delhi: 4 new proposals duly recommended by the State level GIA Committee and

received through Govt. of NCT of Delhi were placed before the Screening Committee for

consideration. The Committee, on scrutinizing these proposals, found only one proposal suitable for recommendation whose detail is given as under:

(viii) Himachal Pradesh: 2 new proposals duly recommended by the State level GIA

Committee and received through Govt. of Jammu & Kashmir were placed before the Screening Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not

find any of the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure.

(ix) Jammu & Kashmir: 3 new proposals duly recommended by the State level GIA

Committee and received through Govt. of Jammu & Kashmir were placed before the Screening

Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not

find any of the proposals suitable for recommendation. Details of each of the proposals along with the remarks of the Committee are at Annexure.

(x) Jharkhand:- One new proposal duly recommended by the State level GIA Committee

and received through Govt. of Jharkhand was placed before the Screening Committee for consideration. The Committee, on scrutinizing the proposal in detail did not find it suitable for

(xi) Karnataka: All the 8 new proposals duly recommended by the State level GIA

Committee and received through Govt. of Karnataka were placed before the Screening

Committee for consideration. The Committee, on scrutinizing these proposals in detail, recommended the following 6 proposals:

(xii) Kerala: All the 9 new proposals duly recommended by the State level GIA Committee

and received through Govt. of Kerala were placed before the Screening Committee for

consideration. The Committee, on scrutinizing these proposals in detail, recommended the

following one proposal:

(xxi) Rajasthan:- All the 14 new proposals duly recommended by the State level GIA

Committee for consideration. The Committee, on scrutinizing these proposals in detail, did not

8. The recommendations of the Committee in para 7 above are subject to other conditions

and completion of necessary formalities as per the norms/ guidelines of the Scheme.
