MM1. 16/116937. Establishment of the General Manager Performance Review Panel

A MOTION was MOVED by Councillors Greenhill and Van der Kley:

1. That the Council establishes the General Manager Performance Review Panel for the purpose of conducting the performance review process for the General Manager for the 2015 - 2016 period, consisting of the Mayor, Deputy Mayor, Council appointed Councillor and Councillor Luchetti as the General Manager’s nominated Councillor;

2. That the Council appoints Councillor Fell as their representative on the General

Manager Performance Review Panel for the term of Council; and

3. That the Council endorses that the Group Manager People & Systems assist the General Manager Performance Review Panel in conducting the process.

MM2. 16/126751. Office of Local Government report into proposed amalgamation between Hawkesbury City Council and Hills Shire

A MOTION was MOVED by Councillors Greenhill and McGregor:

1. That the Council notes the Delegate of the Chief Executive of the Office of Local Government Council Boundary Review has released a report into the proposed amalgamation between Hawkesbury City Council and the Hills Shire and that this proposal makes recommendation affecting the Blue Mountains and Penrith local government areas;

2. That the Council writes to the Office of Local Government in relation to the report making reference to the potential effect to the Blue Mountains, and seeks assurance from the Office of Local Government that any proposal will be afforded an appropriate consultation process, including opportunity for community engagement; and

3. That the Council delegates the authority to the Mayor and General Manager the

ability to respond on behalf of Council should the NSW Government seek urgent discussions on any potential merger proposals involving Blue Mountains City Council and that the Council be kept informed of any such approaches and responses.

2. 16/90202. Australian Mayoral Aviation Council – Annual Conference

A MOTION was MOVED by Councillors Van der Kley and Begg:

1. That the Council receives and notes this report; and

2. That the Council does not become a member of the Australian Mayoral Aviation Council (AMAC) at this stage, however reconsiders its position on membership of the AMAC pending decisions of the Federal Government regarding the future of Western Sydney Airport (WSA) at Badgerys Creek.

3. 16/97156. Adoption of Delivery Program 2013-2017 and Operational Plan 2016-2017

A MOTION was MOVED by Councillors Hollywood and Begg:

1. That the Council notes the outcomes of the public exhibition of the Draft Delivery Program 2013-2017 and Operational Plan 2016-2017 as summarised in Part 1 of the Enclosure;

2. That the Council endorses the recommended changes to the Draft Delivery

Program 2013-2017 and Operational Plan 2016-2017, outlined in Part 2 of the Enclosure;

3. That the Council adopts the Delivery Program 2013-2017 Operational Plan 2016-

2017 including the changes in Attachment 2, and approves: a) The proposed 2016-2017 actions and projects as detailed in Section 3 and

Section 4 of the Delivery Program / Operational Plan; b) The 2016-2017 budget and proposed expenditure as detailed in Section 4

and Section 5 of the Delivery Program / Operational Plan; c) The making and levying of ordinary rates on the land value of rateable land

in 2016-2017 as detailed in Section 5 of the Delivery Program / Operational Plan; and

d) The fees and charges as detailed in the separate document Fees and Charges 2016-2017; and

4. That the Council supports, in principle, kerbing and guttering at Buena Vista Pde.

Winmalee for the financial year 2016-2017 and the Council receives a report on the feasibility in line with the Best Value principles which shall come to a Council meeting as soon as practicable.

4. 16/111454. Performance of Invested Monies For May 2016

1. That the Council notes the performance of invested monies for May 2016;

2. That the Council notes that the loan balance continues to reduce ahead of long term projections, with the loan balance of $49.0 million as at 31 May 2016 projected to favourably reduce to $45.9 million by the end of the financial year;

3. That the Council notes that as of 31 May 2016 funds held in investment total $31.2 million; and

MINUTE NO. 174

6. 16/110956. Pay and Display Framework

A MOTION was MOVED by Councillors Begg and Hollywood:

1. That the Council notes the outcomes contained in this paper, following a review of the Pay and Display system at Echo Point;

2. That the Council establishes in 2016-17 an additional Echo Point Pay and Display reserve specifically for long-term asset renewal and that a minimum of $200,000 of income be allocated into this reserve annually, as well as any additional income greater than $700,000 per annum;

3. That the Council notes the allocation of $580,000 over 4 years from the Echo Point Pay and Display Reserve (reserve for tourist precinct maintenance) for the upgrade of tourism and visitor infrastructure at Echo Point and Katoomba Falls, as part of the funding package which secured the Federal Government National Stronger Regions funding grant;

4. That the Council investigates the feasibility for expansion of pay and display areas to include the Katoomba Falls Reserve, and surrounds, and receives a further report by December 2016; and

5. That Council allocates funding, as outlined in this report, in the 2016-17 budget (from the new Echo Point Pay and Display Reserve for Asset Renewal) for asset management planning for the precinct and also for update to the masterplan and plan of management.

(SFA) Evaluation report, particularly those relating to the Council’s role (Enclosure 1);

3. That the Council advocates to the NSW and Federal Governments about the strengths of the Stronger Families Alliance’s prevention and early intervention approach to supporting children and young people’s resilience and well-being in the Blue Mountains;

4. That the Council writes again to the NSW Minister for Family and Community

Services (FACS), the Hon. Brad Hazzard and local State Members of Parliament, the Hon. Stuart Ayres, Member for Penrith and Ms Trish Doyle, Member for the Blue Mountains, advocating for an increase in and continuity of the FACS salary subsidies of BMCC’s Child and Family Services Development Officer and Youth Services Development Officer positions, to enable Council to continue to undertake the important Stronger Families Alliance program in partnership with FACS; and

5. That the Council receives a further report in December 2016, providing an updated

and amended project plan and timetable detailing the delivery of the Child and Youth Plan.

or delegate requesting a Gateway Determination in accordance with the provisions of Section 56 of the Environmental Planning and Assessment Act, 1979;

3. That the Council processes the Planning Proposal in accordance with the Gateway

Determination issued under the provisions of Section 56 of the Environmental Planning and Assessment Act, 1979;
