Minutes of Meeting / Workshop (with all States except Goa) on

(I) Review held in 2nd & 3rd week of January 2019 and (II) National Workshop on AAP entry Formats held on 28-29 January, 2019

I. In one to one meetings held with the State Officials (except Goa which has not attended) in 2nd & 3rd week of January 2019, following issues

have been deliberated and the same along with actionable matters are as under:

This year States will fill up AAP templates wherein they

will select schemes based on descending order of

financial liability. E.g. states are to select the schemes in

the following order:

a) Schemes physically 100% completed but

financially incomplete

b) >75 to <100% financially incomplete

c) >50 to <75% financially incomplete

d) >25 to <50% financially incomplete

Objective of this exercise is to ensure funds are used to

prioritise completion of schemes which are nearing

completion.

AAP formats were discussed withStates. It was also

informed that States along with IMIS Co-ordinators must

attend the meetings scheduled to be held on 28-29th

January,2019.

2. IMIS updation before April

1st,2019

were asked to start carrying out survey with their

resources by end of March, 2019 positively.

Stateshave shown their agreement to carry out this survey

on priority within this time frame.

5. Registration of PFMS Formats for implementation of PFMS

attached as Annexure-1.

Module (REAT).

Most of the States have informed that they have already

registered their State level agency and registration /

mapping of child level agency is in progress. Further,

State has also informed about their funds flow.

States are requested to take necessary step for

implementation of REAT module under PFMS

mandatorily by 31.03.2019 as per requirement of Ministry

of Finance, GoI and to provide the desired information to

this Ministry as per prescribed format.

6. Geo-tagging State was asked to review and analyse

Format F-21 of IMIS

As per Format F-21 of IMIS, it is observed that there is

very poor progress (less percentage) of geo-tagging of

NRDWP Assets. Most of the States who have already

geo-tagged their assets are required to integrate the same

with IMIS with the help of NIC team of this Ministry.

States were requested to complete the geo-tagging of

remaining assets.

7. Pending Calamity UC Details of pending UC / ASA under

Calamity Component as Annexure-2.

Concerned States were asked to submit either UC or

refund the unspent funds immediately to this Ministry in

order to comply with the observations of CAG Audit.

8. Pending UC/ASA under

NCEF/MNRE Fund

Details of pending UC / ASA under

NCEF/MNRE Fund as Annexure-3.

Concerned States are requested to submit UC /ASA for

NCEF/MNRE Fund with reporting of the physical

achievements in IMIS formats C-35B & C-35C in order

to comply with the observations of CAG Audit.

9. IT / IMIS Issue IMIS entry issues have been sorted out

instantly or have been brought to the

notice of NIC.

Further, in meeting /workshop with the States (IMIS

Coordinators/IT Managers) to be held on 28-29.01.2019,

all queries will be clarified.

10. NWQSM Action Plan regarding left out quality

affected habitations

II. National Workshop on AAP entry Formats held on 28-29 January, 2019 – This was chaired

by JS(Water) on 28th and Secretary, MDWS on 29th. Secretaries of few States, Chief Engineer of

most of the States and various other officials have participated in this Workshop. Discussions are

summarized as under:

A. Director (Water) in the National has shown PPT and explained following:

a. Reason why a new way of submitting Annual Action Plan Formats (AAP) is being

introduced for 2019-20 which are as under:

i. Huge Nos. of Ongoing Schemes, Huge Liability of Ongoing Schemes

ii. Huge Nos. of old ongoing Schemes,

iii. Huge ongoing Schemes with Nil expenditure in last 3 years

iv. States do not mark the habitations as target for Coverage in the Year

v. Physical Progress (based on Milestone) - not entered / not updated

vi. Work Order date and SLSSC date – not entered

As such, it has been decided that let States go through each scheme while preparing AAP

& update them and let Districts also to be part of the planning and progressing of

Schemes and Coverage of Habitations. For this, State has to furnish physical & financial

progress of each & every scheme and habitations proposed to be covered is required to be

tagged online. Subsequent to this, NIC officials have explained how to fill AAP formats.

Every State has been given one Laptop equipped with Internet to get familiarised with the

process and hands on training in this regard.

b. Regarding huge numbers of Ongoing schemes with huge balance committed liability

across the country which is more than three times the notional annual allocation in

case of few States. Further, there are schemes which are very old or inactive ongoing

schemes which are required to be looked into by the States, failing which these will

be put in a suspense account and would be deleted if States does not submit the

request within a window of 2-3 months. In addition to this, there are non-existent

schemes, may be due to non-updation in IMIS. These are also required to be deleted

(if no expenditure was made on that) to avoid criticism.

c. Utilization of available fund with the States while aiming to reduce Unspent amount

immediately failing which releases for next year will get affected. Huge unspent

balance with the State has also caused a substantial cut in Budgetary Allocation of

2018-19 at Ministry Level.

d. Shared the extract of findings (of the draft report, final report is still awaited) of third

party evaluation survey done by M/s WAPCOS regarding Functionality status of

completed PWSS of NRDWP and requested the States for looking into it and for

taking corrective and preventive actions.

e. Expeditious action on Geo-tagging of Water Supply Schemes.

f. Need for capturing House Hold Connections (Govt. or Own) irrespective of the

funding through which it has been provided. NIC officials have shown a format to be

filled up in IMIS online.

g. Explained proposed ranking (Composite Index) of the States based on their

performance with respect various criteria.

B. Deputy Advisor has explained

a. The need of taking up Swajal Schemes in all Aspirational Districts and expeditious

action required by the State in this respect. The detail in this regard should also be

furnished in IMIS.

b. The restructuring of procedure / methodology of Appraisal with respect to innovative

technologies to be considered by High Level Standing Committee in this regard.

C. Deputy Secretary (Water) has explained

a. Rankings of Laboratories

b. Demonstrated the roster for sample collection

c. Explained Geo-fencing in sample collection done in West Bengal, this was also

presented in length by officer of West Bengal

D. Joint Secretary (Water), through her presentation, has explained the importance of (a) online

entry of AAP Format while tagging the progress of schemes and coverage of habitations, (b)

expeditious utilization of funds while aiming to reduce unspent amount, (c) geo-tagging, (d)

Household connection survey, (e) proper manning, equipping & utilizing laboratories, (f) ranking

of states for overall performance & performance of laboratories as well, (g) adequate O&M for

keeping the schemes functional, (h) completion of ongoing schemes which are in higher level of

physical progress and sending the old / inactive schemes into suspense account which will be

ultimately closed for progressing further.

E. Secretary, MDWS has stressed upon all the aforesaid issues raised by various officials of MDWS

and requested the State Officials to make all out efforts by them for maximizing the coverage of

piped water supply and household connections in rural areas. He has also impressed on

expeditious completion of ongoing schemes and adequate O&M of completed schemes.

There are about 40,000 schemes (PWS) with outstanding liability of still over 52,000 Cr.

oStates to analyze whether these schemes are dead and moribund, by doing ground truthing.

oThese schemes will be put in a separate account from post 31th March (after all AAP

meetings). Exceptions must be discussed during AAP meeting and closed.

o If found to have been completed but not updated in the system or requiring foreclosure, the

said status should be updated in IMIS in March MPR.

oOtherwise, these schemes would be closed and put under the category of completed schemes

and no further funds can be booked against these schemes from central fund (NRDWP).

Why Lab Ranking?

With assistance from Government of India, 2,298 water quality testinglaboratories at various levels, have been set up in the country as on15.01.2019

In order to encourage competitiveness, greater ownership, improve the quality and strengthen the functioning.

The decision was taken in consultation with States during the workshop held at MDWS, New Delhi on 10th May, 2018.

Accordingly, a ranking score based on 8 indicators was developed and was shared with States for comments /suggestions.

The Committee held several meetings and revised the 1st edition of the Protocol which wassubjected to internal and external review and comments were received on the protocol.

These comments were thoroughly analyzed and appropriately considered in the Protocol(Second Edition).
