(1A) Councillor Sadler expressed a declaration of interest with Hillam and Monk Fryston Cricket Club and the Prince’s Trust. Councillor Lorriman expressed a declaration of interest as a member of the CEF and Martin House Hospice. No further declarations of interest were made. 1A Guest Speakers – Councillors Mackman The Chairman welcomed Councillors J & C Mackman to the February parish council meeting. The Councillors were invited to provide an update affecting local issues since their last visit to the parish council monthly meeting. Issues regarding Wind Farm planning applications and the current situation regarding such applications currently under review was discussed. Traveller sites in the locality are a topic which is affecting both local residents and Selby District Council. This is due in the main to the fact that no selected sites have been identified by the District Council. Sites that were identified have been rejected due mainly to local resident’s objections to such sites in their locality. Flooding in Hillam has been reduced in the village due to the introduction of the new pumping station. Capital funding is being sought from Yorkshire Water to further reduce the possibility of flooding in the locality. Councillor Lorriman is to contact Yorkshire Water, the responsible Authority to establish the current position and when the relevant works will be undertaken. Action: Councillor Lorriman. Selby District Council have set up a Planning Surgery to assist prospective applicants to seek professional advice regarding proposed development, property alterations/improvements and any other relevant planning issues. The cost for this service will be £25 for twenty five minutes. Minutes of Hillam Parish Council held on Wednesday, 5th February 2014 at the Monk

Fryston and Hillam Community Centre

Present:

Councillors: Collinson (Chairman), Sadler (Vice Chairman), Robertson, Lorriman, Pattison and

the Clerk to the Council.

(1) Minutes

The minutes of the Parish Council held on Wednesday, 4 December 2013 having been

circulated to all members of the Council were read, approved and signed by the Chairman, Councillor Collinson.

(1A) Councillor Sadler expressed a declaration of interest with Hillam and Monk Fryston

Cricket Club and the Prince’s Trust.

Councillor Lorriman expressed a declaration of interest as a member of the CEF and Martin

House Hospice.

No further declarations of interest were made.

Local Government Boundary changes are to be proposed to merge existing boundaries

thereby reducing the number of District Councillors required to serve those areas. SDC believe

that substantial savings will be achieved by such an action. Currently there are 41 District

Councillors which will be reduced to 31.

Local issues were discussed which have an impact on Hillam as well as Monk

Fryston;

Post Office customer usage;

Temporary crossing near to the Stove Shop, Main Street, Monk Fryston;

Loss of pathways and hedges on land that has not been previously registered.

The Chairman thanked Councillor John and Carol Mackman for attending the February parish council meeting. Advising members of the current issues affecting both Selby

district and the outlining areas as well as the locality of Hillam. It is very much appreciated to both Councillors for giving up their time and providing such detail and answering the questions

raised by parish council members over the points raised.

(2) Matters Arising

2.1 The Clerk informed the members the sum of £100 had been received from Hanover

Housing as a financial donation towards the provision of grit salt for use by the volunteers who

slat the pathways round Manor Court, Hillam.

2.2 Councillor Sadler reported the verge has not yet cleared back from the road on Chapel

Street. The local farmer who has agreed to undertake the work will complete the task shortly.

Councillor Sadler to liaise with the local resident who is willing to provide the necessary

assistance. Action: Councillor Sadler.

2.4 Councillor Sadler provided the Clerk with a receipt to cover the £12 gift to the local

resident who kindly undertakes the planting etc. in the Square. The gift, a twelve month

contribution to the Hillam Christmas Lights 100 Club.

council.

(7.2) Other Environmental Issues

(i) Councillor Sadler reported that street light number 21 was not working. Clerk

advised the members that this fault has been reported to the electrical contractor and a part is awaited.

(ii) Councillor Collinson reported the LED light has been installed by the contractor

in the Square. No adverse comments have been received from residents. The light given by the light does appear to blend in with the surroundings and is not a brilliant or offensive level

of light. Councillor Lorriman suggested that when a light becomes defective, the LED lamp be installed to replace the SOX lights which are currently fitted to all of the street lamps in the

village. Consideration will be given to the suggestion when the matter of repair arises again.

Action: All Members.

(iii) Councillor Sadler provided the Clerk with a letter received from a resident

regarding alleged speeding along Chapel Street and the request made for traffic calming

measures to be sought. The matter was discussed, and it was agree the Clerk will write to the

resident and ask that data be obtained covering the vehicle registration number, type of vehicle,

date and time. Once this information has been gathered over a reasonable time period and

passed to the Clerk, the data will be provided to North Yorkshire Police and NYCC, Highways

for consideration. Action: Clerk.

(iv) Councillor Sadler informed the members that owing to prevalence of dog

excrement being present of the pathways through the village, a number of signs have been prepared and will be fixed in relevant places, asking dog walkers to gather the excrement

deposited by their animals under their control. The matter to be deposited in the appropriate receptacle.

(v) Councillor Lorriman referred to vehicle monitoring along Austfield Lane which

has been sought from NYCC, Highways. The Authority advised Councillor Lorriman that the

relevant equipment which is supplied by the Fire Authority is currently inoperable and repairs

are awaited. Action: Councillor Lorriman.

(vi) Councillor Collinson reported that the public notice board, located in the Square is

in need of refurbishment as water is ingressing from the rear of the board and affecting the

notices that are pinned to the backing board. Clerk asked to contact Mr S Booth, local

contractor, to arrange for the site to be visited and a quote obtained for its repair and if the

board can be fitted with doors in replacement of the Perspex sliding doors. Quote to cover both

items. Action: Clerk.

(8) Reports

(8.1) Burial Committee

The Chairman, Councillor Collinson informed the members that person/s unknown are using the water supply for purposes other than those of the cemetery.

Applications have been made to erect a new headstone, add additional lettering to one

headstone and two enquiries received regarding headstones etc.

(8.2) Community Association

No report was provided in the absence of Councillor Robertson

(8.3) CEF Meeting

Councillor Lorriman reported that no report is to be given as the next CEF meeting will

be held in March 2014.

(9) Any Other Business

(9.1) No other business was brought to the meeting for discussion.

The next meeting of Hillam Parish Council to be held on Wednesday, 5th March at

7:30pm prompt, at the Monk Fryston & Hillam Community Centre.
