At the outset Smt.Pooja.M.Anand submitted a letter dated 20/11/2018 to the President Cantonment Board requesting for Upgradation/Promotion of post for Shri.V.N.Khandode Sanitary Inspector as his experience and services can be very well utilized for implementation of Swachh Bharat Campaign in Khadki. The President Cantonment Board asked the Chief Executive Officer to examine the matter and apprise him about the same. 1. To consider and note the minutes of Civil Area Committee meeting held on 05/11/2018 at 1530 hours. 1. Considered & approved with the following modifications:- Item No.9 :- Considered the matter . In respect of House No.487 Old Bazar Khadki, SY.No.27-254.. Proposal be forwarded to the Higher Authorities for Renewal/Determination as there is Encroachment of Size 3468.625 sqft also there is unauthorized construction of 2612.175 sqft. Also there is change of purpose i.e. Shop measuring 520 sqf. 2. PROPOSAL FOR AFFILIATION OF COL.BHAGAT ENGLISH SCHOOL TO STATE BOARD Cantonment Board, Khadki had as per the sanction received from Dte of DE, SC vide their letter No. 8117/EDN/VII/DE dated 12/2/2010 opened Col.Bhagat English Medium School in CBSE pattern from the academic year 2010-11 starting with Class LKG & Std.I. Classes are being upgraded every year and now in academic year 2018-19, the School has classes upto Std.IX. Cantonment Board is providing all facilities and requisite infrastructure as required for the school. The School is registered with CBSE Board for middle school affiliation of the said school and as per their instruction, the school had approached the CBSE Board for affiliation to Secondary level after the school reached Class VIII.
The matter was discussed in the Board meeting earlier. The School has reached Class IX this year (2018-19) and the process of affiliation to the CBSE Board is going on. However, the expenditure of the infrastructure and salaries of the teaching and non-teaching staff is being borne by Cantonment Board . As per the requisite strength of teachers as of now, an amount of Approx Rs.80 lacs per annum is being incurred by the Board towards payment of the staff (teaching and non-teaching staff) other than the expenditure to be incurred for the infrastructure and other resources such as Uniforms, Books & stationeries, etc to the tune of approx. Rs.3 Crores. The expenditure towards establishment will increase, i.e approx. 1 Crore plus anticipated medical expenses of approx. Rs. 15 lacs per annum once the staff are appointed on permanent basis. It is highly unlikely to get fund from the Central Government. Therefore, simultaneously the process for affiliation to the State Board is required to be taken up so that the School receive the Grant. In this connection, the State Board authorities were approached and they have advised to get the affiliation done at the earliest from the Hon’ble Education Minister, Mumbai as the School will reach Class X next year and the students will have to give Board exam for which affiliation has to be completed.
The matter is therefore placed before the Board for affiliating the School with
the State Board as the matter has to be processed very fast. The ZP authorities have also informed that a recommendation letter is required from the Hon’ble MLA also. In this connection, the Note dated 11/10/2018 along with all relevant documents are placed on the table. 2. Considered, discussed & approved. 3. EXTENSION OF CONTRACT PERIOD OF CHARTERED ACCOUNTANT AS COUNSELOR FOR IMPLEMENTATION OF ACCRUAL BASE ACCOUNTING SYSTEM(ABAS) Reference : FCR No.3 dated 27/09/2016 as confirmed by CBR No.3 dated 30/09/2016. To consider the Chief Accountant report dated 15/11/2018 . It is required to extend the services of M/s Prakash Mahendra Vinod &Co firm Chartered Accountant atleast for one more year for the period w.e.f. 01.07.2018 to 30.06.2019. As the implementation of ABAS system in Khadki Cantonment Board is going on for 2016-17, after that the work of 2017-18 and 2018-19 is also to be done for financial year. On same terms and conditions i.e on fixed remuneration of Rs.35,000/- Relevant papers are placed on the table for consideration and approval. 3. Considered the matter and recommended to extend the service of M/s Prakash Mahendra Vinod & Co for one more year for the reasons mentioned in the agenda side. Also recommended to revise the remuneration to Rs.35,000/- per month.. 4. Design, Supply, Installation, Testing And Commissioning of five person Passenger Lift of Otis /Thyssenkrupp /Schindler /Kone make at Khadki Cantonment Board Office To consider office report of Engineering section regarding Technical and financial bid of E-Tenders received for the work of Design, Supply, Installation, Testing And Commissioning of five person Passenger Lift of Otis /Thyssenkrupp /Schindler /Kone make at Khadki Cantonment Board Office . In response to the tender advertisement issued vide this office letter AE/Tender/2018-2019/P-240 dated 19 June 2018 published in Times of India ( English ), Pudhari ( Marathi ) and Nav-Bharat (Hindi) and e-tender was also published on web site of Khadki Cantonment Board. And government Portal. Accordingly, the technical bid was opened on 18 July 2018 in which four tenderers were participated and found qualified for Financial Bid as follows:-
1. M/S D K ELECTRICALS. 2. M/S SHREE SAI PRASAD ELECTRICALS. 3. M/S MATHURA ELECTRICALS. 4. M/S J.B.ELECTRICALS Subsequently the financial bid/BOQ of 04 tenderers was opened on 24 July
2018. Details of the rates received are as below:-

As per above details, M/s Shree Sai Prasad Electricals has quoted Rs. 17,88,000/-plus AMC Rs.90,000/-for one year after defect liability period of one year . As per report of the Engineering Section, when compared with the market rates received Rs.16,00,000/-in the month of August 2017 works out to be 11.75 % above which seems to be reasonable. Budget Head exists under E(2)b for the year 2018-2019 ( R ) and 2019-2020 ( O ) It is hereby approved that the installing of lift is highly essential in the office building as per norms prescribed for disabled persons visiting office. In this connection the office report along with the relevant papers are placed on
the table.
4. Considered and discussed at length. After detailed deliberation it is resolved that
rates quoted by the lowest tenderer M/s Shree Sai Prasad Electricals for Rs.
17,88,000/- plus Rs. 90,000/- towards Annual Maintenance Contract for period of 01
year after the defects liability period of 01 year for the work of Design, Supply,
Installation, Testing and Commissioning of 05 person passenger lift at Khadki
Cantonment Board Office be accepted. Further, it was decided that the CEO be
authorised to place the work order(s) as per the availability of funds and the sanction
accorded for the Budget Estimates for 2018-19 (R) & 2019-20 (O).
5. DEMOLITION / CONSTRUCTION /MODIFICATIONS OF URINALS & ALLIED WORKS IN CANTONMENT AREA ( SWACHHA BHARAT ABHIYAN) (III CALL).
Reference CBR No. 16 dated 10 Aug. 2018 in which the E-Tenders received for the work of “Demolition / construction / modifications of urinals & allied works in Cantonment area (Swachha Bharat Abhiyan) (III call)” were considered and it was decide that the matter be pended for further examination.
The financial bid/BOQ of above mentioned tenderers which were opened on 30
June 2018 as per schedule specified in the tender notice. Details of the rates received
are as detailed below:-

As per report of the Engineering Section, the lowest tenderer M/s Sewa Foundation had quoted rates 67.20% above MES SSR 2010 amounting Rs. 1,02,82,800/-. The lowest rate accepted by the Board in March 2018 for the similar building work of Extension of Swabhiman Centre for Special Children in the premises of Bharat Ratna Dr. Babasaheb Ambedkar Cantonment General Hospital, Khadki is 64.08% above MES SSR 2010 vide CBR No. 16 dated 08 March 2018. Further, as compared with the forecast percentage as issued by the Chief Engineer, Pune Zone for the period ending June 2018 which is 63% (62% plus 1% water charges) above MES SSR 2010, the rates quoted by the lowest tenderer were found to be on higher side. M/s Sewa Foundation has now voluntarily vide his letter dated 10 Aug. 2018 has reduced his quoted rates from 67.20% above MES SSR 2010 to 64% above MES SSR 2010, which now seems to be reasonable.
In this connection the letter along with other relevant papers are placed on table
for consideration and decision.
5. Considered and discussed at length. After detailed deliberation it is resolved that revised rates quoted by the lowest tenderer M/s Sewa Foundation @ 64% above MES SSR 2010 for the work of Demolition/Construction/Modification of urinals & Allied works in Cantonment area (Swachh Bharat Abhiyan) (III Call) be accepted. Further, it was decided that the CEO be authorised to place the work order(s) as per the availability of funds and the sanction accorded for the Budget Estimates for 2018-19 (R) & 2019-20 (O).
6. CONSTRUCTION OF TOILET BLOCK, BABY CHANNEL, URINAL, SEWAGE LINE, ROAD & ALLIED WORKS NEAR INDIRANAGAR VASAHAT RAILWAY LINE(SWACHHA BHARAT ABHIYAN) (III CALL).
Reference CBR No. 16 dated 10 Aug. 2018 in which the E-Tenders received for the work of “Construction of Toilet block, baby channel, urinal, sewage line, road & allied works near Indiranagar Vasahat Railway line. (Swachha Bharat Abhiyan) ( III call)” were considered and it was decide that the matter be pended for further examination.
The financial bid/BOQ of above mentioned tenderers which were opened on 30
June 2018 as per schedule specified in the tender notice. Details of the rates received
are as detailed below:-

7. BEAUTIFICATION & DEVELOPMENT OF BYPASS ROAD NEAR RAILWAY UNDER BRIDGE, KHADKI (WATER FALL TYPE)
To consider the office report regarding cancellation of the work of Beautification and Development of Bye pass Road near Railway Under Bridge, Khadki (Water Fall Type). The Board vide CBR No. 03 dated 06 April 2015 and GE (C) letter no. 8000/Cantt/ SAT/ E8 dated 09 May 2015 the lowest rates quoted by M/s S.G.Enterprises, Pune were accepted for the work of Beautification and Development of Bye pass Road near Railway Under Bridge, Khadki (Water Fall Type). After completion of contractual formalities before placing the work order on the contractor it was understood through one of the site visits of the officials of Pune Metro work the said open plot would be required for diversion of traffic during the execution of the work of Metro through Khadki Cantonment area. Therefore, it will not be possible & advisable to undertake this work.
In this connection the office report along with other relevant papers are placed
on table for consideration and decision.
7. After detailed discussions the matter was considered and it is resolved to foreclose the work of Beautification and Development of Bye pass Road near Railway Under Bridge, Khadki (Water Fall Type) as the same will be of no use while the work of Metro will be taken up which otherwise is in progress in other parts of the city and incurring any funds would be redundant.
8. DEMOLITION OF OLD DILAPIDATED HALL ON THE REAR SIDE OF BHARAT RATNA DR. BABASAHEB AMBEDKAR CANTONMENT GENERAL HOSPITAL, KHADKI. To consider the office report regarding demolition of old unused hall on the rear side of Bharat Ratna Dr. Babasaheb Ambedkar Cantonment General Hospital, Khadki. Work of Extension of Swabhiman Remedial & Therapy Centre for Special Children in the premises of Bharat Ratna Dr. Babasaheb Ambedkar Cantonment General Hospital, Khadki is in progress on receipt of the sanction of GOC-in-C, SC vide letter no. 8117/OW/Swabhiman Centre/KKE/C/DE/17 dated 30 Oct. 2017 for an amount of Rs.80,49,000/- . The old unused hall adjacent to the proposed Swabhiman Centre is in dilapidated condition and the entire roof is in dangerous conditions. The said structure is beyond economical repairs which need to be removed and relocated if need be at a different position within the Hospital premises as per usage & requirement of the proposed hall. The open area so created after demolition can be ideally used for various activities related to remedial treatment and therapy for the Special Children being done in such cases as has been studied and observed at various such Centres being in operation in Pune.
In this connection the office report along with the estimates amounting to @ Rs.
2,70,000/- for demolition of the hall to be undertaken in the term contract and other
relevant papers are placed on table for consideration and decision.
8. Considered and discussed at length. After detailed deliberation it was resolved that the old unused hall on the rear side of Bharat Ratna Dr. Babasaheb Ambedkar Cantonment General Hospital, Khadki be demolished through the term contract at the accepted rates on the estimated amount of Rs.2,70,7000/-. The open area could be more beneficial for the use for the purposes of various activities related to remedial treatment and therapy for the Special Children. The proposal for construction of new hall can be taken in consultation with RMO and hospital staff.
9. CONSTRUCTION OF COMMUNITY HALL AT KHADKI POLICE STATION
OUT OF MLA FUNDS) (V CALL). To consider the office report regarding E-Tenders for the work “Construction of
Community Hall at Khadki Police Station (out of MLA Funds) (V Call)” scheduled to be received up to 26 Sept. 2018 in response to the tender advertisement issued vide this office letter AE/Tender/2018-2019/P- 280 dated 29 Aug. 2018 and published in Times of India, Pudhari and Bharat Dairy. Accordingly, the technical bid was opened on 01 Oct. 2018 as per schedule specified in the tender notice in which two tenders were received from the following tenderer:-
1. M/s Gurukrupa Enterprises. 2. M/s Rutu Enterprises.
The financial bid/BOQ of above mentioned tenderers was opened on 22 Nov.
2018. Details of the rates received are as detailed below:-

As per the report of the Engineering Section the lowest tenderer M/s Gurukrupa
Enterprises has quoted 66.69% above MES SSR 2010. The lowest rate accepted by the
Board in March 2018 for the similar building work of Demolition and Reconstruction of
Maternity Ward in the premises of Bharat Ratna Dr. Babasaheb Ambedkar Cantonment
General Hospital, Khadki is 64.50% above MES SSR 2010 vide CBR No. 15 dated 08
March 2018. Further, as compared with the forecast percentage as issued by the Chief
Engineer, Pune Zone for the period ending June 2018 which is 63% (62% plus 1%
water charges) above MES SSR 2010, the rates quoted by the lowest tenderer seems
to be reasonable. The work will have to be restricted to Rs.5,00,000/- the amount
available as per Local Development Programme out of MLA Funds.
In this connection the office report along with other relevant papers are placed on
table for consideration and decision.

Further, it was decided that the CEO be authorised to place the work order(s) as per the availability of funds and the sanction accorded for the Budget Estimates for 2018-19 (R) & 2019-20 (O). 10. INTERNAL DEVELOPMENT OF HINDU SHAMSHAN BHUMI LIKE PATHWAY, GATE, SECURITY CABIN, ETC., GADIADDA, KHADKI. (III CALL).
To consider the office report regarding E-Tenders for the work “Internal development of Hindu Shamshan Bhumi like pathway, gate, security cabin, etc., Gadiadda, Khadki. (III Call)” scheduled to be received up to 26 Sept. 2018 in response to the tender advertisement issued vide this office letter AE/Tender/2018-2019/P- 280 dated 29 Aug. 2018 and published in Times of India, Pudhari and Bharat Dairy. Accordingly, the technical bid was opened on 01 Oct. 2018 as per schedule specified in the tender notice in which three tenders were received from the following tenderer:-

Further, it was decided that the CEO be authorised to place the work order(s) as per the availability of funds and the sanction accorded for the Budget Estimates for 2018-19 (R) & 2019-20 (O). 11. PERIODICAL SERVICES LIKE PAINTING, POLISHING (INTERNAL AND EXTERNAL) (III CALL).
To consider the office report regarding E-Tenders for the work “Periodical services like painting, polishing (internal and external) (III Call)” scheduled to be received up to 26 Sept. 2018 in response to the tender advertisement issued vide this office letter AE/Tender/2018-2019/P- 280 dated 29 Aug. 2018 and published in Times of India, Pudhari and Bharat Dairy. Accordingly, the technical bid was opened on 01 Oct. 2018 as per schedule specified in the tender notice in which five tenders were received from the following tenderer:-

As per the report of the Engineering Section the lowest tenderer M/s Vilas
Bhujangrao Suryawanshi has quoted Rs. 24,70,750/- which is 38.47% above MES
SSR 2010 as regards SSR items in the tender. This lowest rate, when compared with
the corresponding lowest rates accepted by the Board in May 2017 works out to 23.58%
above. The detailed comparative statement is placed opposite. Further, as compared
with the forecast percentage as issued by the Chief Engineer, Pune Zone for the period
ending June 2018 which is 63% (62% plus 1% water charges) and with the imposition
of latest GST the rates quoted by the lowest tenderer seems to be reasonable.
In this connection the office report along with other relevant papers are placed on
table for consideration and decision.
11. Considered and discussed at length. It was pointed by the President, Cantonment Board that comparison with forecast percentage of MES as mentioned in the agenda be dropped as there is provision of such forecast for the subject work. After detailed deliberation it is resolved that rates quoted by the lowest tenderer M/s Vilas Bhujangrao Suryawanshi for Rs.24,70,750/- for Periodical services like painting, polishing (internal and external) (III Call) be accepted. Further, it was decided that the CEO be authorised to place the work order(s) as per the availability of funds and the sanction accorded for the Budget Estimates for 2018-19 (R) & 2019-20 (O). 12. REPAIRS TO DRAINS AT VARIOUS LOCATIONS WITHIN KHADKI CANTONMENT LIMITS.
To consider the office report regarding E-Tenders for the work “Repairs to drains at various locations within Khadki Cantonment limits” scheduled to be received up to 26 Sept. 2018 in response to the tender advertisement issued vide this office letter AE/Tender/2018-2019/P- 280 dated 29 Aug. 2018 and published in Times of India, Pudhari and Bharat Dairy.
Accordingly, the technical bid was opened on 01 Oct. 2018 as per schedule specified in the tender notice in which three tenders were received from the following tenderer:-

Construction has quoted 59.40% above MES SSR 2010. The lowest rate accepted by
the Board in April 2018 for the similar building work of Repairs to storm water drain from
Duncan Road to Arjun Road & behind AWWA Hostel and Mumbai Pune Road is 54%
above MES SSR 2010 vide FCR No. 04 dated 12 April 2018 as confirmed by CBR No.

It was pointed by the President, Cantonment Board that comparison with forecast percentage of MES as mentioned in the agenda be dropped as there is no relevance in the particular case. After detailed deliberation it is resolved that rates quoted by the lowest tenderer M/s Paveway Construction Pvt. Ltd. for Rs. 98,96,500/- for Repairs/Resurfacing of roads at various locations within Cantonment limits be accepted. A.S.Katiyar, desired that a list of the roads that will be taken up for repairs/ resurfacing may be given to Station Headquarters, Khadki/Aundh for record purposes.
Col. R.S.Sidhu, desired that the Cantonment Board to take up the resurfacing of the Tank Road from CAFVD to Bridge leading to Vishrantwadi as it is in very bad condition and lot accidents take place. It was informed by the CEO that the said road is with MES and it will not be possible for the Cantonment Board to undertake the repairs.
Ms. Kartiki P Hivarkar, requested the President Cantonment Board to take up
the work of repairs/resurfacing of internal roads of Queens Mary Technical Institute as a charity for one time.. He informed that he will take up the case with QMTI before taking up the issue further.

Shri Abhay K Sawant, requested the Board to take up the work of Resurfacing of Holkar Bridge (old) as the same is not in good condition. It was discussed that since the bridge has outlived its life the same shall be banned for use of heavy vehicles. It was resolved that the bridge be used for light vehicular traffic and PWD be requested for resurfacing of the Bridge. Alternatively Board may take up the resurfacing work in the larger interest of general public & traffic moving on the said Bridge.
Shri Manish S Anand, requested the Board that old Holkar Bridge be given Heritage look by installing antique street light poles and lights along the Bridge.

To consider the office report regarding E-Tenders for the work “Repairs to concreting of the open area along Sai Prasad Mangal Karyalaya, East Khadki along with other allied works” scheduled to be received up to 26 Sept. 2018 in response to the tender advertisement issued vide this office letter AE/Tender/2018-2019/P- 280 dated 29 Aug. 2018 and published in Times of India, Pudhari and Bharat Dairy. Accordingly, the technical bid was opened on 01 Oct. 2018 as per schedule specified in the tender notice in which three tenders were received from the following tenderer:-

23. Considered and discussed at length. After detailed deliberation it is resolved that rates quoted by the lowest tenderer M/s Rutu Enterprises @ 62.00% above MES SSR 2010 for Repairs to concreting of the open area along Sai Prasad Mangal Karyalaya, East Khadki along with other allied works be accepted. Further, it was decided that the CEO be authorised to place the work order(s) as per the availability of funds and the sanction accorded for the Budget Estimates for 2018-19 (R) & 2019-20 (O). 24. ANNUAL MAINTENANCE CONTRACT INCL. SECURITY FOR 1.2 MLD SEWAGE TREATMENT PLANT, EAST KHADKI. As per the report of the Engineering Section the lowest tenderer M/s Aqua Tech
Engineers has quoted Rs.6,93,924/-. This lowest rate accepted by the Board in Jan.
2014 was Rs. 4,23,600/- vide Spl CBR No. 31 dated 24 Jan. 2014. However, the Board
vide CBR No. 08 dated 27 April 2018 had reinvited the only rate received of
Rs.6,45,000/- being on higher side. Meanwhile, Shri A.Dhumane of M/s Simran
Engineers & Traders, the firm at present maintaining the Plant since 2014, has expired
and the Plant needs to be taken over from the said firm. Further, as compared with the
earlier rates and with the imposition of latest GST the rates quoted by the lowest
tenderer seems to be reasonable.
In this connection the office report along with other relevant papers are placed
on table for consideration and decision.
24. Considered and discussed at length. After detailed deliberation it is resolved that rates quoted by the lowest tenderer M/s Aqua Tech Engineers FOR Rs.6,93,924/- for Annual maintenance contract incl. security for 1.2 MLD Sewage Treatment Plant, East Khadki along with other allied works be accepted. Further, it was decided that the CEO be authorised to place the work order(s) as per the availability of funds and the sanction accorded for the Budget Estimates for 2018-19 (R) & 2019-20 (O). 25. SUPPLY OF PIPED NATURAL GAS CONNECTION FOR CANTONMENT BOARD’S CREMATION GROUND AT WEST AND EAST KHADKI. To consider the letter No. MNGL/PNG/KCB/2018-19/42 dated 29 Oct 2018 received from Maharashtra Natural Gas Ltd. regarding laying of network for Cantonment Board’s proposed Gas based Crematoriums at West and East Khadki. The work of provision of Gas based Cremators at West and East Khadki is in
progress and accordingly the MNGL were requested by this office for initiating the
proposal of laying of network for Piped Natural Gas for the above mentioned
crematorium.
MNGL vide its letter dated 29 Oct 2018 has informed that:-
a) For East Khadki Crematorium amount to be deposited by the Board would be
Rs.5,28,575/- which includes meter regulating station (Rs.3,50,695/-) and laying
of 25 meters of pipelines exclusively for the crematorium; and
b) For West Khadki Crematorium amount to be deposited by the Board would be
Rs.6,61,717/- which includes meter regulating station (Rs.3,50,695/-) and laying
of 150 meters of pipelines exclusively for the crematorium.
Accordingly an amount of Rs.11,90,292/- will have to be deposited to MNGL for
Network for Cantonment Board’s proposed Gas based Cremators at West and East
Khadki.
In this connection the letter of MNGL along with and other relevant papers are
placed on table for consideration and approval.
25. Considered and discussed at length. After detailed deliberation it was resolved that the CEO be authorised to take up the work of laying of network for Cantonment Board’s proposed Gas based Crematoriums at West and East Khadki through MNGL and incur necessary expenditure. Shri Kamlesh Chaskar, Vice-President, Cantonment Board, informed the Board that the work of restoration of roads being damaged by MNGL while laying the gas pipe lines in the bazar area are not satisfactory and general public of Khadki has been complaining about the pathetic repairs being undertaken by MNGL. The CEO informed that MNGL has been time and again been informed about the same. All the Elected Members were of the opinion that the security deposit on the MNGL be not released till complete satisfaction regarding road restoration work within Khadki Bazar area. 26. BUILDING PLAN AND APPLICATION FOR PROPOSED DEMOLITION AND RECONSTRUCTION OF BUNGALOW NO. 14, BHARAT RATNA
DR. BABASAHEB AMBEDKAR ROAD (ERSTWHILE ELPHINSTONE ROAD), GLR SY. NO. 190 KHADKI CANTONMENT. To consider the building application received from Dr. Suresh M Ranka and others pertaining to demolition and reconstruction of Bungalow No. 14, Bharat Ratna Dr. Babasaheb Ambedkar Road (erstwhile Elphinstone Road), GLR Sy. No. 190, Khadki through their Architect M/s Creation, Pune. Bungalow No. 14 Elphinstone Road, GLR Sy. No. 190, Khadki is situated outside notified Civil area, under the management of Defence Estates Office, Pune Circle, Pune. Details as forwarded to the DEO, Pune, of the proposed building plans are detailed below:-

of the DEO, Pune, the building plans were referred vide this office letter no. CEE/KCB/2017-18/Vol. XII/P-106 dated 06 July 2018. In reply the DEO, Pune vide his letter no. I/180 /II/119 dated 01 Nov. 2018 has accorded the No Objection on behalf of the Government for the proposed demolition and reconstruction of the Bungalow No. 14, Elphinstone Road, GLR Sy. No. 190, Khadki as per the plans and application.
Further, as per the letter received from the DEO, Pune which refers the Station Headquarters, Khadki/Aundh letter no. 2011/5/Bungalow /Q2 dated 20 Sept. 2018 wherein the Station Commander Kirkee/Aundh has recommended demolition and reconstruction of main bungalow No. 14, Elphinstone Road as per revised plan and that the applicant shall construct a boundary wall on the Southern side, at a distance of 10 mtrs from outer wall of the newly constructed bungalow.
Also, as per para 04 of the DEO, Pune letter the applicants have submitted an
indenture of Admission Deed executed on 18 Oct. 2018 duly registered under serial No. 9025/2018 on 22 Oct. 2018 in the office of the Joint Sub-Registrar Haveli -2 Pune as required under Revised Land Policy of 1995.
In this connection the office report along with other relevant papers and the
building plans are placed on table for consideration and decision.
26. Considered and discussed at length. Col. A.S.Katiyar informed the Board a letter has been issued by the Station Headquarters, Khadki/Aundh in this regard that no construction work be carried out till resumption of vacant land of bungalow. It was informed by the CEO that matter has been referred to the DEO, Pune for his comments in this regard.
It was resolved that the matter be pended for further examination.
27. FABRICATION AND MOUNTING OF 14 CUBIC METER GARBAGE COMPACTOR WITH BIN LIFTING ARM ON ASHOK LEYLAND 1618/2C 4700 MM BS IV CHASSIS Reference: Tender No. 17/1/ Fabrication of compactor/P- 41 dated 18.07.2018
Vide above referred tender notice, tender published in daily Times of India (in English) Daily Maharashtra Times (in Marathi) and Bharat Diary (in Hindi) on 20th February 2018 for the above subject matter and also put up on Notice Board and Website too. Total 06 bidders participated in the subject work. Documents uploaded by the tenderer have been verified in the technical bid by the Finance Committee members constituted by the Board. Report of HS/GS:-
Rate quoted by M/s Hi-tech Services @ Rs. 39,86,000/- (Inclusive of GST, transport and RTO charges) is the lowest for the fabrication and mounting of 14 cubic garbage compactor with Bin lifting Arm on Ashok Leyland 1618/2C BS IV Chassis provided by the Board as specification mentioned in Appendix “A”. At present Board is having only single Bulk Refuse Carrier vehicle while one is hired from private contractor @ of Rs. 5150/- per trip from Khadki to Kasarwadi,Pimpri and Rs. 5500/- per trip from Khadki to Moshi, PCMC. Garbage collected through Rubbish vehicles, Dumper placer vehicle and Ghanta gadi vehicle are unloaded into BRC vehicle which is unloaded at the Trenching ground thus other vehicles need not to go to unload its waste at Trenching ground. This not only saves expenditure incured towards HSD for other vehicles but also helps to increase frequency of the rubbish vehicles for collection of garbage, thus rubbish vehicles can cover extra area during this period. Market survey has been done by the HS and as per his report, the rates quoted by M/s Hi-tech services, is found reasonable. Fabricated Garbage compactor of 14 cubic meter mounted on truck chassis is available on GeM and its cost is Rs. 59,79,810/- (copy is attached for reference)
The Budget provision made for this subject work under Head F9(b) for the year 2018-2019 (O) will be supplemented through the total budget provision available in Budget Head F9(b) for the year 2018-2019( O) which is Rs. 17 crore. Since work of fabrication of compactor with Bin Lifting Arm is special and can adjust different types of dust bins with dumper placer arm system also and need not purchase particular type of new garbage bins for this purpose only, its cost is higher as compared to simple fabrication of compactor. As per the report of the Health Section, the lowest rates received are reasonable
as per current market trends in this regard.
Being special type of work it has to be done on priority basis.

CONTAINERS) AS PER SPECIFICATION Reference: i) Tender Notice No. Fabrication of water container/P-217 Dated 19.12.2017 ii) Discussion held in the Board meeting held on 10.08.2018 Point of fabrication of additional five new water containers as per the requirement for the Khadki Cantonment Board due to irregular water supply to the Board resident from Holkar water supply station managed by Pune Municipal Corporation was raised by the members of the Board.
In this connection tender was published in daily Indian Express (in English) Daily Pudhari (in Marathi) and Bharat Diary (in Hindi) on 22nd December 2017 for the above subject matter. Total 03 tenderers participated in the Bid, but only single tenderer was technically qualified and being III call, single qualified tender was opened. Details of rate quoted by the tenderer is as follows:-

It is brought to the notice that Specifications of stationary water tankers with
specifications of water tractor Mounted on two wheels available on Government e Market place are different and not according to the tender specifications which is given in the tender as per the requirement.

28. Considered, discussed & approved . It was also resolved to purchase three additional Water Tankers as the requirement is high and also to replace old tractors of the Board. 29. PROPOSAL FOR PURCHASE OF BACKHOE LOADER (JCB MACHINE) FOR KHADKI CANTONMENT BOARD.
Reference: i) CBR NO. 07 dated 30.08.2017 ii) Proposal for purchase of backhole loader sent to the Office of the PD,DE,SC,Pune and certain query raised by them.
Vide above referred CBR it was resolved to purchase a JCB 3CX Excavator
loader with 0.25 cum bucket and 1.06 showell bucket and heavy duty rear tires. Approx

machine was made by the Board after due inquiry and suggestion taken from
neighbouring PMC officials.
After enquiry on the GeM portal for the reasonability of the cost of the said machine, it was observed that 3CX JCB machine is not available on GeM. Thus Board preferred for JCB 2DX backhoe loader for its good quality and its availability on GeM and its multifarious usage and multipurpose utility. 2DX BACKHOE LOADER (JCB) is available on GeM portal at much lower rate for Rs. 16,41,640/- . Proposal for purchase of the same instead of 3DX Excavator loader was sent to the Principal Directorate, Southern Command, Pune vide this office letter No.D/1(e)/Vehicle Purchase/P-17 dated 16/08/2018. However, Directorate of DE, Southern Command have advised to forward specific resolution of the Board to this effect.
Budget provision for purchase of JCB machine alongwith all the necessary
details was made under the Head D-1(e) for 2018-2019 (R) by the Board and the
same has since been sanctioned by the GOC-in-Chief, Southern Command, Pune .
The Proposal will be re-submitted to the Dte DE,SC, Pune in continuation of the
earlier proposal already submitted vide KCB letter No.D/1(e)/Vehicle Purchase/P-17
dated 16/08/2018 .

At present Board is hiring the Bulk Refuse Carrier (Tipper) vehicle since 10th August 2017 on the said rate. This service was hired because Board is having only single vehicle and if the vehicle goes for unloading waste at Moshi or Trenching ground, other rubbish vehicles which collect garbage and gathers at Ramp to unload collected wastes have to wait till return of the vehicle due to which the frequency of the vehicles are low and also increase insanitation in & surrounding area due to not lifting waste. As per report of the HS/GS, Market survey was done and rate quoted by the L1 seems be reasonable than prevailing market rates. In this regards rates of 28 cubic meter capacity (Tipper vehicle) hired by Pune Municipal Corporation were verified, Resolution No.1034 of Pune Municipal Corporation dated 24.08.2016 refers.

Existing rate for said contract w.e.f. August 2017 is Rs. 22,435/- per month per
labour.
To verify the reasonability the latest rates were compared with previous years
rate and it has been observed that latest rate received is 25.78 % above. It has
also been observed that tenderers are reluctant to participate for night shift tender,
because labours are demanding more salary & hence percentage of absentees of
labourers is more in night shift. As per the tender condition, deduction is made @
of double the quoted tender in case of the labourers are absent.
Hence, latest rate quoted by M/s Shubham Enterprises for night shift is found to
be reasonable.

31. Considered, discussed & approved. Shri Manish.S.Anand, Member requested the Board that Dust Bin be installed between every 8-10 Shops so that the wastes are dumped in these dust bins. The same was agreed to. However, CEO informed that it is also mandatory for the shopkeepers to place Dust Bin of their own in front of their shop. Board also resolved that the Shop Keeper be prosecuted if they do not maintain Hygience and litter wastes in open. Board felt that in vew of the ongoing Swachh Sarvekshan and Swachha Bharat Abhiyan strigent action should be taken against the person making public Nuisance by way of throwing garbage, use of plastic bags, Illegal trading, irregular Hawkers and creating similar public nuisance.
President Cantonment Board directed the CEO & Health Section to take action against the defaulters. CEO apprised that action is regularly being taken against all defaulters and will continue further. 32. PURCHASE OF HEARSE VAN FOR DR.BABASAHEB AMBEDKAR CANTONMENT GENERAL HOSPITAL, KHADKI. The Board is having only single Hearse Van Vehicle No.MH-12-AQ-1450 Model No. TATA 407 at cost of RS.6,65,102/- in the year 2000 . Repairing expenditure incurred till date is Rs.3,17,264/-, total Km run is 288789 Km till date. Since existing Hearse Van vehicle is more than 18 years old, it is beyond Economical condition and report to replace the same is also being raised by the members of the Board. The vehicle (Make – Force Traveller Body Shell BSIV 3350WB, PSABS(For MMU, Hearse Van, Blood Vans, Opthalmic & Dental Vans) is available on Government e Market place on cost of Rs.9,68,093/- Budget provision amounting to Rs.12,00,000/- has been made in D(1) (e) for the year 2018-2019(R) which has already sanctioned by the GOC-in-Chief, Southern Command, Pune. the notified Civil Area Under Section 46 of the Cantonment Act 2006 admeasuring 213
Sqft. comprising GLR Sy.No. 27/376, land in Khadki Cantonment under the
management of Cantonment Board, Khadki was held in Sch. VI of CLAR 1925 w.e.f
19/12/1928 renewable at option of lessee for ninety years on payment of annual rent of
Rs. 7/- for the purpose of house. (Deed in Sch.VI is not available in our records.
Efforts were made to trace the lease deed in the office & also. Dte. of DE. SC. Pune.
Letter was written to Sub- Registrar, Haveli II to forward original / certified copies of
Registered lease document vide this office letter No. 12/3/Gen/P-21 dated 20/02/2016.
The Sub. Registrar has vide letter No.3/2016 dated 16/02/2016 intimated that the
particular lease deed is not traceable. After expiry of lease the same was renewed for
further period of 30 years w e f 19/12/1958 in Sch.VIII of CLAR 1937. At present the
lease stands in the name of i) Shankar Govind Zumbare ii) Chandrakant Govind
Zumbare iii) Gajanan Govind Zumbare, iv) Vinayak Govind Zumbare v) Shashikant
Govind Zumbare. The lease is expired on 18/12/1988 at an annual rent of Rs. 10.50.
Engineering Branch Report:- As per the report of the Engineering Section
dated 16/10/2018 there is no sub division on site, no unauthorised construction & no
change of purpose but their is an encroachment in the form of WC & Bath room
measuring 8’ x 5’ sqft. Proposal for renewal of lease to the extent of authorized leased
area is only processed delinking encroachment. Encroached land shall continue to be
dealt with for eviction under provisions of PPE Act 1971. Undertaking to be obtained
from the lessee/HOR in the form of Affidavit . Damages will be levied/recovered from
the HOR. Proposal for renewal of lease to the extent of authorized leased area only
should be processed.

As per GLR. the property of House No. 10 &11 NB, Khadki situated within the
notified Civil Area under Section 46 of the Cantonments Act.2006 measuring 4287.000
sfft. comprising GLR Sy.No.27/571 of B-3 land in Khadki Cantonment under the
management of Cantt.Board, Khadki was held on lease in form ‘C’ Cantonment Code
1912, for the period of 49 years w.e.from 21/08/1923. At present the lease stands in
the name of Shri. Chandulal Nagindas Mehta. Lease expired on 20/08/2002 at an
annual rent of Rs. 1294/- for the purpose of House and Shop however in GLR it is not
reflected. Proposal can be sent for renewal of lease alongwith correction in GLR i.e.
from ‘house’ to ‘’House and Shop’’ and date of expired from ‘’20/08/1972’’ to
“20/08/2002’’
The Board vide CBR No.2 dated 19/12/1973 resolved that the lease be renewed by grant of fresh lease in Sch.VIII of CLAR 1937 for residential-cum-commercial purpose from 21/8/1972 on payment of annual rent of Rs.1887/- and initial premium of Rs.25,740/-. Proposal was forwarded to GOC-in-C, Southern Command for grant of fresh lease in Sch VIII of CLAR 1937 vide this office letter No. NB/10-11/P-111 dated 11/03/1974. Sanction was accorded vide HQ,Southern Command letter No. 12837/MLC dated 24/02/1976. The HOR was accordingly informed vide this office letter No. NB/10-11/P-114 dated 12/05/1976 and No. NB/10-11/P-116 datd 20/9/1976 to pay the annual rent and premium and execute fresh lease in Sch.VIII.
In the meanwhile a Partition Deed was made between the family members of H.No.10-11, NB and as per the deed, the property falls on the share of Shri Dinesh Nagindas Mehta, but this transfer has not been made so far. Shri D.N.Mehta sold the property by two separate Sale Deed to two individuals, namely, (1) Shri K.T.Agarwal and (2) Sarvashri M.M.Agarwal and S.M.Agarwal which involves sub-division of site. Sanction received from the competent authority vide their letter No. 12837/DE dated 21/10/1988 for executive the lease with the following remarks :
“ Since the rent and premium has been accepted, there is no other alternative other than to execute the lease with the original lessee and agree to sub-division as provided in the lease deed”.
The purchasers had shown their willingness for execution of two separate lease by surrendering the existing lease. Accordingly the matter was placed before the Committee/Board and the Board vide CBR No. 35 dated 28/11/2008 resolved that mutation be carried out as under :

The Board also resolved that proposal be submitted to PD,DE seeking their sanction for renewal of lease highlighting the breach of conditions of lease for their appropriate action. admeasuring 6140.750 Sqft. comprising GLR Sy.No.27/555 B-3 land in Khadki
Cantonment under the management of Cantonment Board, Khadki was held in Form
“C” Cantt.Code 1912 admeasuring 6000 sqft. for 49 years w e from 21/05/1923 at an
annual rent of Rs. 114 /- of the Lessee may be granted a renewal of the lease for a
further period of 50 years w e f 21/05/1972. Supplementary deed executed on
15/01/1960 to evidence the enhancement of rent from 114/- p.a. to Rs. 168.50.p.a. &
area extended 6000.00 sqft to 6140.750 sqft. At present the lease stands in the name
Shakuntalabai Suryakant Kamaji.

Matter is placed before Board for Renewal of expired code lease for further period of 50 years w e from 22/05/1972. In this connection, office report along with all relevant documents are placed on the table. 44. Considered & recommended that proposal be sent for sanction of the Competent
Authority/Principal Director, Defence Estates, Southern Command, Pune for renewal of
lease for a further period of 50 Yrs w.e.f. 22/05/1972 in respect of House No. 69
New Bazar, Khadki, GLR SY.No.27/555, by enhancing the lease rent by 50% as per
condition of the lease.
General Points discussed:-
i) Shri S.L.Kamble Member (Ward No.I) informed the Board that there are number
of applications received under RTI by various applicants probably with ulterior
motives. List of such applicants be prepared and their queries under RTI be
summarized and be dealt with as per latest rules in this regard.
ii) Shri Kamlesh S Chaskar, Vice-President, (Ward No.II) requested for renovation
of the Cantonment Market Square. It was informed by the CEO that the matter
has already been taken up with Government College of Engineering, Pune for
their comments regarding Structural Stability, which is awaited.
iii) Shri Manish S Anand, Member (Ward No.III) enquired about the opening of the
door to the Hall inside Cantonment Quarters at Surtimohalla being constructed
by PWD out of MP/MLA funds, which was inspected by the President,
Cantonment Board. It was informed by the CEO that matter has already been
informed to the PWD authorities. PCB instructed that matter be followed up with
PWD for its timely completion.
iv) Shri Manish S Anand Member (Ward No.III) pointed out that he had demanded
32 LED fittings in Ward No. III but he has not been issued. The CEO informed
that on getting list of detailed locations same can be fitted/changed within next
15 days.
v) Shri Manish S Anand Member (Ward No.III) informed that he has been
requesting to develop the open plot near Cantonment Board’s Surtimohalla
public toilet block as garden. As of date only play equipments have been
installed. CEO informed that the further work will be completed on priority basis.
vi) Shri Manish S Anand Member (Ward No.III) stated that the rents of Cantonment
Board’s shops/stalls being allotted to Sports persons at various locations be
revised to Rs. 1/- for which he has been requesting for long time. It was informed
by the CEO that the matter will be taken up on priority.
vii) Shri Manish S Anand Member (Ward No.III) requested the Board that in the light
of recent serious fire incidence in Patil Estate in PMC area, latest fire
extinguishers balls be purchased and stored at various strategic points to tackle
fire incidences in the Cantonment area in Public interest, which was agreed to.
viii) Shri.Manish.S.Anand Member raised the point of hiking the Salary of the person
working in the Cremotarium which was assured.
ix) Shri.Manish.S.Anand bought to the Notice of the President Cantonment Board.
that Inspite of his request, the tittle of CAC Meeting Agenda No.2 stating
Renewal of Lease & Condonation of Breach of Lease condition was not
corrected. CEO assured that clarification will be sought from the concerned
dealing head.
x) Smt. Vaishali.K.Pahilwan Member (Ward No.VI) informed the PCB to know the status of work in Anganwadi, to which President Cantonment Board, asked Col.Kiran Kumar Giri, Nominated Member to arrange a meeting with Sr.GM of the AFK.
xi) Ms Kartiki P Hivarkar Member (Ward No.V) informed the Board that portion of Range Hills market especially earmarked for sale of beef is lying vacant. The same be either re-auctioned or used for some other purposes in case there are no takers. Similarly ,Shri D.T.Bhapkar Member (Ward No.VII)informed that similarly number of shops in Khadki Business Centre are lying vacant and need to be re- auctioned. It was informed to take immediate action in the matter.
xii) Ms. Kartiki P Hivarkar Member (Ward No.V) pointed out that gardens near Type
II & Type III, Ward No. V, Range Hills be included in the list of gardens being
maintained by the Cantonment Board, which was agreed to.
xiii) Shri D.T.Bhapkar, Member (Ward No.VII) wanted to know about the status of the matter pertaining to Excision of Civil Area of the Cantonment Board. It was informed by the CEO that the matter will be taken up after ascertaining the pending correspondence in this regard on priority.
xiv) Shri Abhay Sawant, Member, (Ward No.VIII) enquired about the status regarding the revision of the Property tax which been exorbitantly levied during the last triennial assessment of Property Taxes. It was informed by the CEO that the matter is under consideration and file will be put up to the President Cantonment Board for his perusal. However these revisions can even be done during the subsequent triennial assessment
xv) Shri.Kamlesh.S.Chaskar,Vice-President.and Shri.Suresh.L.Kamble,Shri.Abhay
.K.Sawant, Shri.Duryodhan.T.Bhapkar, Elected Member submitted letters dated 26/11/2018 & dated 29/11/2018 to the President Cantonment Board requesting the Board to name major road-crossing on Old Mumbai-Pune High Way near Khadki Police Staion as Samvidhan Chowk and develop & install Samvidhan Stambha in the Chowk at suitable place, which was agreed to.
Before conclusion of the Meeting, The Board bid farewell to Col.A.K.Katiyar,
Nominated Member on his transfer & posting. Col.A.K.Katiyar reciprocated stating that
it was a privilege to work with the Khadki Cantonment Board and was happy that Army
& Civil Officers worked hand in hand for the development of Khadki.
The Board ended with the recitial of National Anthem.
