Minutes of 12th

meeting of Sub Committee for Operation and Protection

(SOAP) held at SLDC, Raipur on 28.12.2015

The 12th meeting of Chhattisgarh State Operation and Protection Sub

Committee of SGCC was held on 28th December 2015 at SLDC Conference

Hall. The list of participants is enclosed in Annexure-I.

Shri. B.R Soni, Additional Chief Engineer (SLDC) extended warm

welcome to all the participants of 12th

SOAP meeting. He informed that Shri.

W.R Wankhede, Chief Engineer (SLDC) was on official tour therefore he will

not be able to preside the meeting.

Item no. 1 Confirmation of minutes:-

No comments have been received from any office. Therefore

minutes of 11th SOAP meeting are hereby confirmed.

Sub Committee agreed and noted.

Item no. 2 Review of system operation during the month of November

2015:-

Presentation and the performance of Thermal Stations and

Transmission System by SLDC is enclosed in Annexure-II.

Sub Committee noted.

Item no.3 State Energy Audit (SEA) Data:-

The representative from CSPDCL was informed that the data of

EHV sales of October-15 & November-15 to be submitted by the

O/o ED (Commercial) CSPDCL is still awaited due to which the

calculation of transmission loss is delayed.

The above data for October -15 was later submitted to this

office on 08.01.2016.It is once again requested to the

representative of CSPDCL to submit the same by 20th of every

month. The data of Dec15 may please be submitted by 25th

of

Jan16 so that the same can be finalized and SEA for quarter-3 may

be submitted in scheduled time.

Item no. 4 Outage planning for the month of Jan 2016 & Feb 2016:

Outage planning of Transmission feeders, Power transformers for

the month Jan 2016 & Feb 2016 submitted by O/o CE (T&C) is

enclosed in Annexure III.

Once again the representatives were requested to submit the

planned outages for next 2 months by 26th of every month so that

the intra-state outages are discussed & finalize in the SOAP

meeting on 28th

of every month.

Sub Committee agreed and noted.

Item no.5 Real Time Telemetry:

As intimated by the representative of CE (T&C) CSPTCL, the Real

Time Telemetry of 220 KV Churi & Bishrampur is not available

due to non availability of communication and could not give any

time line for its availability. Representative of CE (T&C) has been

once again asked to look into this issue on priority. The committee

felt that the telemetry of 220KV Churi & Bishrampur cannot be

ignored more from the point of view secured grid operation.

Data verification is still pending of most of the newly

commissioned RTUs in Bhilai & Bilaspur region. Further the

following RTUs commissioned at 132 KV S/s once but presently

not reporting to SLDC are: TIFRA, BAIKUNTHPUR,

PATTHALGAON, JASHPUR, PATHARIYA in Bilaspur Circle,

HIRA-POOL in Bhilai & Raipur region.

As per the requirement of Grid Code the Voltages of Most

of the 220 KV substations are out from long time hence its

complete Voltage profile report could not be submitted to CSERC

& STU. Both the offices of CE(T&C),CSPTCL & ED(O&M:Gen)

CSPGCL are requested to arrange the telemetry of Bus voltages on

priority.

Further the MVAR telemetry of 400 KV & 220 KV needs

to be verified & made available to SLDC for maintaining the

Voltages in limits in day to day operation and system study

purpose.

This issue is being intimated to the representative from O/o

CE(T&C), in all previous meetings but there is no change in the

status of Real Time Telemetry as mentioned above.

Item no. 6 Status of FGMO in thermal units as on 28.12.2015:

The representative of CSPGCL has been requested to submit

detailed status of FGMO/RGMO specifically including the status of

Bango Hydel.

Korba West Unit No. 1,2,& 4 and DSPM Unit 1&2- FGMO in

service with manual intervention.

Korba West Unit No 3 - OUT

Korba West Unit No 5 - RGMO

Bango HPS -: OUT

The committee has recommended the Generation representatives to

obtain the approval of competent Regulatory Authorities.

Item no. 7 Status of AUFLS and df/dt relays as on 28.12.2015:

The representative of C.E. (T&C) has intimated that there is no

addition in AUFLS and the status is unchanged.

Item no.8A Details of new generating units scheduled to be synchronized in

Jan 2016 & Feb 2016:

The representatives of Generation Company intimated that Marwa

TPP unit # 1 will start functioning at the end February 2016.

Sub Committee agreed and noted.

Item no.8B Details of new transmission lines transformer or any other

transmission elements to be charged in Jan 2016 & Feb 2016:

The representative of T&C has intimated that and (i) 132 KV

feeder bay for providing grid connectivity to 30 MW Solar power

plant of M/s ACME at 132 KV S/s Jhalap and (i) 132 KV traction

bay at 220 KV S/s Paraswani is likely to be charged during January

2016 and February 2016.

Sub Committee agreed and noted.

Item no. 9 DR/SER status of 400 KV substations:

The DR/SER status of 400 KV S/s of Korba West was received to

this office on 7.01.2016 hence it could not be submitted to WRPC.

The representative of CSPGCL and CE(T&C) has been requested

to send the status of DR/SER of 400 KV S/s of Korba West and

400 KV S/s Raita respectively, by 3rd of every month either by e-

mail or FAX, so that the same can be submitted to WRPC timely.

They are requested to send it by e-Mail by 3rd

followed by

confirmation so that the same can be included in WRPC report.

Miscellaneous Items:-

1. The representative from Generation company intimated that the

A/R on 400 KV Korba West-Khedamara will be submitted till

1st week of January.

2. The representative from Generation Company intimated that the

FRC data of Generators in the format desired by WRLDC for

both the events on 26.10.2015 & 27.11.2015 for Korba West &

DSPM stations will be submitted as soon as possible.

The 13th

SOAP meeting is proposed to be held on 28th

January 2016 at SLDC Raipur.
