MINUTES DELAWARE COUNTY INTERMEDIATE UNIT BOARD MEETING June 3, 2020 The Delaware County Intermediate Unit Board of Directors meeting was called to order at 7:12 p.m. by President Edward Cardow. The meeting was held virtually, and members participated via Zoom due to the COVID-19 quarantine. Prior to this meeting, an Executive Session and an Information Session were held. Following a salute to the flag and a moment of silence, the Secretary called the roll. The Delaware County Intermediate Unit Board of Directors meeting was called to order at 7:12 p.m. by President Edward Cardow. The meeting was held virtually, and members participated via Zoom due to the COVID-19 quarantine. Prior to this meeting, an Executive Session and an Information Session were held. Following a salute to the flag and a moment of silence, the Secretary called the roll.

The meeting was suspended at 7:22 p.m. due to weather, and was reconvened at 8:15 p.m. The Secretary called the roll again.

The meeting resumed with the election of the Board President. Ms. Harvey called for a vote. Roll call vote: 14 yes, 0 no, with Mr. Johnson absent. Mr. Cardow takes his seat as President, and Ms. Harvey relinquishes her chair. Mr. Cardow asks for nominations for Vice President. Ms. Hopkins nominates Ms. Karwoski. No other nominations were made, so Mr. Cardow declared the nominations closed. Roll call vote: 14 yes, 0 no, with Mr. Johnson absent. Mr. Cardow asks for nominations for Treasurer. Ms. Karwoski nominates Mr. Brown. No other nominations were made. Voting: 14-0, Motion Approved Ms. Harvey nominates Mr. Puppio as solicitor, and Ms. Hopkins seconds the motion. Ms. Hopkins asks for a rate, and Mr. Puppio indicates $150.00 per hour. Ms. Goldman asks what services the retainer is for since that is not the hourly rate. Dr. Edelberg indicates $150/hour and $170/hour for special education (same as last year). Mr. Puppio’s retainer is $5,550 for DCIU and $5,100 for DCTS. The document is posted on DCIU’s website for public viewing. The term is for one year. Ms. Goldman asked about the other attorney in Executive Session. Mr. Puppio explained that this other firm does specialty work for DCIU. Roll call vote: 14 yes, 0 no, with Mr. Johnson absent. Mr. Puppio thanked the Board for their confidence.

Board Reorganization and Appointment of PSBA Voting Delegate (continued) Mr. Cardow asks for nominations for Board Secretary. Ms. Hopkins moved that we nominate Dr. Shellie Feola for Secretary. No other nominations were made, so Mr. Cardow declared the nominations closed. Voting: 14-0, Motion Approved Mr. Cardow asks for nomination for Alternate Board Secretary. Ms. Hopkins nominated Christine Lombrana as Alternate Board Secretary in Dr. Feola’s absence. No other nominations were made, so Mr. Cardow declared the nominations closed. Voting: 14-0, Motion Approved Mr. Cardow asked for nominations for a Voting Delegate for DCIU at the PSBA School Leadership Conference on November 7, 2020. Mr. Cardow indicated it was virtual. Ms. Goldman indicated that it is currently going to be traditional but may be virtual. Ms. Monroe nominated Ms. Goldman as the voting delegate. Ms. Hopkins nominated herself. Dr. Downie nominated Ms. Fletcher who then withdrew. Ms. Goldman withdrew her nomination leaving Ms. Hopkins as the remaining nominee. Voting: 14-0, Motion Approved Minutes of May 6, 2020 Meeting The minutes of the May 6, 2020 meeting were approved, without reading, following a motion made by Ms. Monroe and seconded by Ms. Karwoski. Voting: 14-0, Motion Approved Bill Lists and Financial Reports The following financial reports were approved on a motion made by Ms. Monroe and seconded by Ms. Powell. Special Education Financial Report listing total disbursements in the amount of $2,160,371.56 and funds available in the amount of $5,383,709.59. Intermediate Unit Financial Report listing total disbursements in the amount of $1,271,895.25 and funds available in the amount of $12,220,954.32 Federal Projects Financial Report listing total disbursements in the amount of $1,296,248.04 and funds available in the amount of <$48,863.42>. Special Projects Financial Report listing total disbursements in the amount of $1,166,688.80 and funds available in the amount of $10,713,620.56.

Communications Dr. Edelberg reported that the Intermediate Unit General Operating Budget for 2020-2021 has been approved by 15 school districts. The weighted vote on this budget is 513 ayes and 0 nays. Twelve school districts have approved the election of the following individuals to serve as members on the Delaware County Intermediate Unit Board of Directors for the term July 1, 2020 to June 30, 2023:

Comments from the Audience There were none. Personnel Actions Dr. Edelberg announced that Dave O’Neill’s salary is listed in error on the supplemental agenda. The correct salary is $73,720.00.

Ms. Monroe moved and Ms. Karwoski seconded approval of the personnel actions as listed on both the regular and supplemental agendas, and authorized the administration to fill vacancies created through resignations, retirements and terminations as soon as practical.

3) Approve an increase of $7,000.00 to the Family Center budget from

• $45.00 per hour for travel (mileage reimbursed at the government standard rate)

7) Approval to implement the Office of Workforce Development (OWD) year-

8) Approve contract for Gwynedd Mercy University to provide a qualified

provide services at the GEMMA from September 7, 2020 to June 17, 2021. All costs are recovered through “home district” billings.

21) Approval for Radnor Township School District to contract with DCIU to

provide educational services at St. Edmund’s Home from September 7, 2020 to June 17, 2021 at a cost to the district of $789,606.00.

22) Approval for Garnet Valley School District to contract with DCIU to provide
