MINUTES of the

Fourteenth Annual Assembly of the Kansas District of the Pilgrim Holiness Church

First Session June 13th, 1927

The fourteenth annual Assembly of the Kansas District of the Pilgrim Holiness Church convened at Hutchinson, Kansas, June 13th to 17th, 1927, with General Superintendent Rev. Seth C. Rees in chair. Devotional services were led by Dist. Supt. Rev. Howard J. Beecher.

Moved and carried that the reading of minutes of last Assem-bly be omitted.

Roll call read and corrected. Moved and carried that all local preachers acting as pastors

he admitted into the Assembly bar with full Assembly privileges. Moved and carried that the first four rows of seats constitute

the Assembly bar. Moved and carried that Rev. I. C. Dunbar and wife be received

into the Assembly. Moved and carried that greetings from the Oklahoma District

and from Bro. H. L. Solter of India, be accepted. Moved and carried that greetings from Brother and Sister

Webster of Caldwell, Idaho, be accepted. Moved and carried that the District Superintendent appoint all

committees. Moved and carried that the time of Assembly be from 8 A. M.

to 12NOON. Reports of pastors read and acted on by Assembly. Partial reports of unstationed pastors, evangelists and deacon-

esses read and acted on by Assembly. Moved and carried that Bro. I-I. L. Solter of India, be advised

Second Session June 14th, 1927

Session opened with Gen. Supt. Rev. Seth C. Rees in chair. Devotional services were led by Rev. M. M. Conrad. Minutes of last session read and accepted. Roll call read and approved.

Reports of unstationed ministers, evangelists and deaconesses read and acted on by the Assembly.

Moved and carried that Bro. Conrad write out his Home Mis-sionary Report so as to be spread on the minutes.

Reports of pastors read and approved. Eastern Kansas District Treasurers Report read and accepted.

(Seepage 15) Moved and carried that all statistical reports be turned in

without reading. Moved and seconded that the above motion be amended so as

to include all other reports not yet read. Carried. Rev. R. E. Dunham of the Nazarene Church, was introduced

to the Assembly and gave his testimony, after which motion was passed granting him an honorary seat in conference bar.

Upon being presented to Assembly, motion was passed inviting Sister Rees into conference bar with conference privileges.

Third Session June 15th, 1927

Session opened with Gen. Supt. Seth C. Rees in chair. Devo-tional services were led by Sister Brockman. Minutes read and ap-proved, followed by roll call.

Brother and Sister J. J. Cork of Western Kansas, were intro-duced to the Assembly.

Rev. Mack Anderson of the Nazarene Church, was introduced to the Assembly and given an honorary seat in conference bar.

Brother Oscar Felsburg was introduced to the Assembly and given an honorary seat.

Rev. Howard K. Busby and wife were presented to Assembly. Report of District Superintendent read and accepted. See

Fourth Session June 16th, 1927

Session opened with General Superintendent Seth C. Rees in chair. Devotional services were conducted by Rev. J. Earl Benja-man. Roll call omitted. Minutes of last session read and approved after correction.

Moved and carried that all former action relative to Committee on Publications be rescinded.

Moved and carried that publication of Minutes be placed in the hands of the District Secretary.

Report of Examining Committee read and acted on by the Assembly. See page 16)

Rev. A. L. Hipple of the Nazarene Church, was introduced to the Assembly and granted an honorary seat in conference bar.

Moved and carried that we elect a new Examining Board. One for three years, one for two years and one for one year.

Moved and carried that we suspend rules and declare the one receiving the highest number of votes elected for three years, the second highest for two years and the third highest for one year.

The election resulted as follows: Rev. Lloyd Waddell for three years Mrs. Velma Berkgren for two years Mrs. J. j. Cork for one year

Moved and carried that three members comprise the Home Missionary Board and were elected as follows:

Rev. Lloyd Waddell, Chairman Rev. Ben. Brockman, Treasurer

At this time it was moved and carried that Rev. M. M. Conrad be elected as Secretary of Home Missionary Board by acclamation.

Board which was not accepted by Assembly. Moved and carried that Brother Waddell be excused from As-

sembly bar to get his reports. Moved and carried that the Foreign Missionary Board be com-

posed of three members; the one receiving the highest number of votes to be declared Chairman, the second highest Secretary and the third Treasurer. The election resulted as follows:

It was now moved and carried that Brother Fortner be declared elected to the Foreign Missionary Board by acclamation to act as Secretary.

Moved and carried that actions relative to Brother Fortner in the above motion be rescinded and that he fill the office of Treas-urer of the Foreign Missionary Board.

Moved and carried that a price of ten cents per copy he placed on the Minutes.

Moved and carried that each pastor or delegate, or in their absence the District Superintendent or District Secretary make in-quiries of the churches as to the number of minutes they will re-quire at ten cents per copy.

Moved and carried that the District cause to have printed 150 copies of Minutes over the amount required by the churches.

Moved and carried that the amount of District stationery needed be referred to the State Council.

Moved and carried that a free will offering be taken up and divided equally between the Treasurer and Secretary of the District

Moved and carried that each church make one straw tick and two comforters to be used for the Annual Camp and Assembly.

Motion to adjourn in order.

Fifth Session June 17th, 1927

Session opened with Gen. Supt. Rev. Seth C. Rees in the chair. Devotional services were led by J. Earl Benjaman. Minutes of last session read and accepted. Final reading of roll call approved by Assembly.

Upon request of Brother Benjaman it was moved and carried that we grant him a letter of transfer to the Oklahoma District.

report was accepted after correction. After a short talk by Bro. Rees advising the Assembly of the

need of new subscriptions to the Advocate, the members of this As-sembly pledged themselves to secure 250 new subscriptions to the Advocate the coming year.

Moved and seconded that a committee of three be appointed to have the matter of the purchase of a new camp ground sight and the selling of the present ones in their charge with power to act and that the District Superintendent be chairman of this committee. Carried.

Moved and supported that the District Superintendent appoint the other members of this committee. Carried.

Moved and carried that a camp superintendent and committee be appointed. Rev. M. Nil. Conrad was appointed as District Camp Superintendent. Moved and carried that the Camp Superintendent appoint his own Camp Committee.

Report of the Examining Board read and acted on by Assem- bly. See page l6

Moved and carried that action relative to Ordination Services for Friday at 10 A. M., be rescinded and that Ordination Services be held Sunday morning, June 19th, 1927.

Moved and carried that the District Superintendent elect a Camp Meeting Treasurer. Brother Harley Fortner was elected.

Ordination Services

Ordination services were held Sunday morning, June 19th, 1927, with Sister Thressa McCracken. Brother L. F. Upshaw and Brother Glen Hahn as candi- dates for ordination. Services opened by singing "A Charge to Keep I Have, followed by an exhortation by Rev. Seth C. Rees, after which the District Coun-cil and other elders by prayer and the laying on of the hands set aside the candi-dates to the work whereunto God had called them.

Report of Resolution Committee (1) Resolved, that we as the Kansas District and Assembly send a telegram to Bro. Waddell, expressing our sympathy in his bereavement, due to the death of his mother. Carried.

Moved and seconded that Brother Beecher send this telegram. Carried.

(2) Resolved that a portion of the forenoons of the Camp Meetings previous to the opening of the Assembly, be devoted to the discussion of ministerial, church and Sunday school problems, and thac these discussions be conducted under the direction of the District Superintendent. Tabled

(3) Resolved, that all reports be made out in full previous to the opening ses-sion of the Assembly, Carried

(4) Whereas, there is a dangerous tendency noticeable on the part of some of our members toward worldliness in dress that borders on immodesty, therefore, be it resolved, that this Assembly instruct each pastor and evangelist of the Dis-trict to exercise the greatest care to impress upon the minds of prospective mem-bers the necessity of conforming in their dress to the Bible and the Manual and that this Assembly, composed of members of the Kansas District, place ourselves on record as being opposed to bobbed hair, short sleeves, short skirts, low-necks, and the wearing of jewelry. Also that present members who refuse to regulate their dress so as to cop'iply with the Bible, the Manual and this Resolution, be refused the privilege of voring. holding o!fioe or teaching class. Carried.

(5) Resolved that all active pastors of this District be advised by the Assembly to employ Evangelists of the Pilgrim Holiness Church in preference to Evange-lists of other denominations. Adopted.

(6) Resolved that the District Council cause to have printed District stationery and that all members of the Council be permitted to use the same free of charge. Also that the Assembly recommend that all pastors, evangelists, deaconesses. local preachers and members of the Assembly other than those already referred to, use this stationery; the same to be obtained from the District Secretary at cost. Carried.

(7) Inasmuch as God has favored us with the presence of our dearly beloved Gen. Supt, Rev. Seth C. Rees and wife, be it resolved that we show our appre-ciation of this favor by a rising vote. Carried.

(8) Inasmuch as the people of Hutchinson have so liberally and loyally provid-ed for the camp, be it resolved that we show our appreciation to them by a rising vote and that this resolution be openly read at the last Sunday afternoon service. Adopted.

(9) Resolved that we hereby recommend that each Church after prayerful con-sideration with pastor and advisory board, allow the pastor to hold at least one Home Missionary or Revival Meeting off charge. Carried.

(10) Resolved that a special young people's and children's worker be employed for che 1928 Camp. Carried. (11) Resolved that the next years Camp Meeting be held August 2nd to 12th, and that the District Assembly be called together at a time determined by the Council. Adopced. (12) Resolved that next years Camp and Assembly be held in Hutchinson, Kansas Substituted to read that this matter be referred co State Council with

(13) Resolved that we hold a Ministerial Convention at a point and time to be determined by the District Council. Carried.

(14) Resolved that the names and present addresses of district preachers and date of their ordination or license be printed in the Minutes. .Adopted.

District Superintendent's Report

To The Pilgrim Holiness Church. Kansas District, Greetings:— Dear Co-labourers: Another conference year has come to a close, and in

compliance with our custom of giving an account of our yearly labor, it faintly reminds us of hc time when we shall be assembled at the judgment to give an entire account of our lifes work. The past year means that a portion of lifes history is made and completed: what it might have been or could have been will not alter the facts of what it is.

On account of the changes made by the General Council, I feel that you will all agree with me that the past year can rightly be called a year of adjust-ments, though a few unpleasant things have occurred, however, the God of Israel has been wkh us and in general a beautiful spirit has been nanifested. Again I feel like saying that God has greatly helped us, and there is no reason that we should nbc go forward, if we be scripturally and spiritually armed as Paul has said, 'The weapons of our warfare are not carnal, but mighty through God, to the pulling down of strong holds.'

I took a number of subscriptions to the Advocate and few souls were both saved and sanctified, which will all be given in the Church report I have done my best where no doubt many could have done better.

3 We recommend that at the end of the tent season, if noc otherwise engaged in home missionary meetings in halls or elsewhere, that the Home Missionary. where desirable, be engaged and used as Evangelists in the district where classes pay their pastor less than $400.00 per year cash. And that all offerings above pro rata of the cime engaged in any such meetings, be turned over to the pastor as a love offering: it being understood that all ocher offerings made to the Home Missionary are to go into the Home Missionary Treasury. Carried.

4 We recommend that each Sunday School pay the sum of $1.00 per month in-to the Home Missionary fund. Carried.

5 We recommend that one service of this Camp be given over to a Home Mis-sionary Meeting, at which pledges be taken for this work to be paid within a period of one year Carried. 6 Owing to the improbability of the Home Missionary Board being able to gc together to consider the problems of the home missionary work, thus imparing the activities of the Home Missionary, therefore, be it resolved, that the Home Missionary Board be disbanded by this Assembly. and that we proceed to elect a Home Missionary, who shall actively engage in this work; reporting the results of his labor each quarter to the State Council, through the Disc. Supt. Lost.

7 We recommend that this Assembly elect a Home Missionary who shall work under the Home Missionary Board ançl who shall report the results of his labor to the same quarterly. Lost.

S Resolved that we elect a Home Missionary Board as provided for in the Manual. The chairman of said board to be elected by this Assembly. He, in co-operation with the Disc. Supt. and the Home Missionary Board, to supervise the work of Home Missions in this District. Carried.

Foreign Missionary Committee Report

I We recommend that each Church in the District be requested to devote at least one service each month to the interest of Foreign Missions, and that in these services offerings be taken for the support of the same. Carried.

2 We recommend that if possible, that one or a portion of one of the remain-ing services of the present Camp and Assembly be devoted to the interests of Foreign Missons. Carried.

3 We recommend that at least one service of the 1928 Camp and Assembly be set aside for a Foreign Missionary service. Speakers for the hour to be secured by the District Superintendent. Carried.

School, has offered to visit the Churches of the District once a year in the in-terest of the Bible School and Home Missionary work: one half of all offerings raised through his efforts to be given to the Bible School at Colorado Springs and one half to be given to the Home Missionary work in Kansas.
