Scheme is offered by the Minority Welfare Department, Govt of Uttarakhand
Offered to minority students studying from class 1st to Class 10th .
Parents / Guardians income must be within double of income decided for BPL families.
Student must be a regular student in institutions recognized and located in Uttarakhand State.
Student must be passed in last examination.
Students studying up to class 1st to 5th is Rs. 60 /Month
Students studying up to class 6st to 8th is Rs. 80 /Month
Students studying up to class 9st to 10th is Rs. 120
/Month

School/ Madrasa verification is done at

After school registration, DSWOs/DMWOs has
to made request to portal administrator for
login account creation.
Administrator will create login account for
School /Madrasa
Intimation of user name and password to
Schools/Madrasa through registered email.
DSWO/DWMO will do scholarship Application registration using School/Madrasa Login.
Student`s name, Class, Community, Income, Bank / branch name, account number and the account holder name should be carefully noted before submitting online application.
Every application will be allotted an application number on successful registration.
After all applications get registered , a single proposal should prepared and locked forward for sanction and disbursement.
Aadhar Number is mandatory from Academic session 2016-17
Account holder either the parents of minor applicant or close relatives (grand father, grand mother , maternal uncle maternal aunt, uncle ,aunt ,brother and sister)
If account holder name is different from parents name , than that person must be guardian of the applicant, otherwise application will not be save.
Applicant should not failed in the current class.
Application submission process is 3 stages process ◦ Apply for Scholarship-online application
◦ Upload necessary documents (mandatory from academic year 2016-2017)
◦ Lock all applications to forward to District Minority Welfare Officer`s office
Take print out of scholarship demand available in report section. Signed it and submit it to the respective officer`s office.
DMWO/DSWO can find duplicate applications(Basic
Search) based on:-
◦ Student Name
◦ Student`s Father name
◦ Bank account number
◦ Bank account holder
Advance search focusing on Account number
If any application found duplicate can be blocked
from further processing.
Can be accessed from the top menu. Filter out locked applications by academic year
and proposal type Click on View button to view Applications under
a proposal Select all correct applications and click on
Accept button available at the bottom of the application list.
To view an application detail , click on View button.
To Reject an application, select rejection type and type reason of rejection.
On accepting applications, a draft version will be prepared
Any application can be remove from the draft sanction order, if found incorrect before locking and forwarding for disbursement.
Locking is done only if concerned officer is sure that all applications in a sanction order are correct and satisfy all requirements for scholarship
Once sanction order is locked , no further modification on any application is not allowed.
Only sanctioned application can be disbursed
Any wrongly sanctioned application can be removed from sanctioned list before start of disbursement
Each district should have enough budget in budget head before disbursement.
Once application gets disbursed, no rollback is possible
After disbursement all applications will become available for e-payment using CTS
NEFT facility will work only after 31March of current financial year on demand or by the permission of Director or competent authority.
Before using this option, DMWO/DSWO must ensure that all sanctioned applications must disbursed properly.
NEFT data can be prepared bank wise.
Generated only after 31st march of the current financial year.
DMWO/DSWO can generate scroll one time only for an application.
Scroll is in district order i.e. all banks can be part of a single scroll

Password protected scrolls in pdf format.
Email is sent on DMWOs/DSWOs registered email id for each scroll

Scheme for Promoting Quality Education in Madras's/Maktabs/Dar rool-Ulooms
SPQEM has two part:- ◦ One for the annual salary grant for Teachers teaching
modern subjects Computer Education, Mathematics, Science and Social Studies at Primary/Upper Primary/Secondary and Senior Secondary level
◦ Annual book/Library and Lab grant for Madras's
Salary grant is for maximum for 12 months
The Qualification covered for these subjects is graduation/Post graduation with optional B. Ed
At least 12 students must be enrolled in each subject.
Current Salary grant is Rs. 6000/month for Graduate teacher and Rs.12000/month for PG Teacher or graduate trained teacher having B.Ed qualification.
The madrasa grant categorized in the following categories. Annual grant for Science kit, Maths kit for primary/upper
primary level madrasa Annual grant for since lab for secondary /senior secondary
level madrasa Annual grant for maintaining book library Annual grant for maintaining Library
Applicant (Teacher) will directly submit application with-out any user name or password.
He will upload all necessary documents. Aadhar number is Mandatory Applicant will be able to edit his application
,but will not able to change his madrasa After successful submission , he will take
print out of the online submitted application After confirming that all entered information
is correct, applicant can lock the application
Only locked applications will be forwarded/visible to concern madrasa.
Application will submit the online printed application along with supporting documents to his madrasa for verification and forwarding .
Applicant can check his application progress online.
Applicant will get email alert when any action will be initiated on his application by the concern officer at various level of processing.
Update Basic profile of madrasa having the following information Level of Education (primary/Upper

No of teachers appointed for teaching identified modern subjects
No of students in each subjects
Registration details of Madrasa(Registration number, registration number)
Bank Profile updation. Bank name and account number of Madrasa
Lock all profile information.
Only single registration for all Madrasas.if madrasa has done registration in pre-matric Scholarship Scheme, it does not require no other registration for SPQEM Scheme.
Ask DMWOs/DSWOs to verify for SPQEM Scheme
DMWO/DSWO can forward the login creation request to Directorate for login creation.
Once login created , update madrasa and bank profile, otherwise applicant will not be able to submit his application.
Verification of Madrasa is mandatory to get applicant to register his application.
Check List Application is correctly filled up the applicant.
Teaching Subject is clearly mentioned.
Qualification is properly entered and matching with the supporting documents
No of students enrolled in that subject at identified level of teaching.
Date of joining Madrasa
Finally check whether the madras is identified for the SPQEM Scheme before accepting application
