Foreword

In 2014, the people of India entrusted the government of Hon’ble Prime Minister Shri Narendra Modi to take the country on a new growth trajectory. In line with the gov-

ernment’s vision ‘sabka saath, sabka vikas’, the Ministry of Petroleum & Natural Gas (MoPNG) has endeavoured to trans-form the hydrocarbon sector and provide clean, reliable and affordable energy to all Indians along with pursuing the green path to progress. Energy for the People Our consumer-centric approach led to the deployment of the PAHAL Direct Benefit Transfer in LPG in January 2015, which made it to the Guinness Book of World Records as the world’s largest cash benefit transfer scheme. The scheme has reached over 150 million consumers, saving over $3.1 billion (Rs. 21,000 crore) of LPG subsidy and directly transfer-ring over $4.8 billion (Rs. 32,000 crore) of subsidy to people’s bank accounts. 2015 also saw the launch of India’s Give It Up campaign, which has succeeded in having over 10 million consumers give up their LPG subsidy so far, resulting in over 6.5 million under-privileged people being given access to LPG connections. Our renewed thrust to fast-track the LPG seg-ment was further demonstrated with the launch of Pradhan Mantri Ujjwala Yojana (PMYU) in May 2016, which targets the set up of 50 million LPG connections for the poorest citizens, under a budget of $1.2 billion (Rs. 8,000 crore). Our drive in the LPG sector has resulted, since 2014, in over 36 million additional LPG connections being set up across India.

Pro-People & Pro-Investment Policy India is the third largest energy consumer in the world, and its energy appetite is growing alongside its population and econ-omy. In March 2015, the Hon’ble Prime Minister Shri Narendra Modi set the target of decreasing our oil import dependence by 10% by 2022 when India celebrates its 75th year of independence. Achieving this target will rely on increased do-mestic developments and sustained international engagements to secure overseas oil equity. At home, the MoPNG has revolutionized India’s exploration & production framework. In 2014, diesel was deregulated and a new pricing formula for domestical-ly-produced gas was deployed. The Hydrocarbon Exploration & Licensing Policy (HELP) released in March 2016 takes our investor-friendly regulations even further. HELP is our new and improved contractual and fiscal model to boost upstream

exploration & production and brings new impetus to develop India’s unconventional and deep-water acreages. A major de-parture from our previous New Exploration Licensing Policy (NELP), HELP relies on providing one license for all types of hydrocarbons, open acreage, revenue-sharing, gas pricing and marketing freedom from HP/HT, deep-water and ultra-deep water reservoirs, and no royalty rates during the first seven years of operating such reservoirs. In May 2016, the MoPNG launched the Discovered Small Fields bidding round, support-ing efforts to monetize the country’s small discovered fields. 67 such fields across 47 contract areas totaling proven and prob-able reserves worth about $10.5 billion have been put up for bidding. The Indian petroleum refining sector has also made tremendous strides and emerged as a major global player with refining capacity of 230MMTPA, which is the fourth largest in the world after the USA, the Russian Federation and China.

Global Partnerships for the Future In light of India’s commitments to COP21 and towards the United Nation’s Sustainable Development Goals, the MoPNG is multiplying green initiatives and reforms to decrease India’s carbon footprint. The launch of the Gas4India campaign in 2016 aims at more than doubling the usage of gas as a clean fuel in our energy mix, from its current 6.5% to at least 15%. Our thrust towards a gas-based economy translates into the development of brownfield and greenfield LNG terminals and the expansion of the country’s cross-country gas pipeline network by an additional 15,000km. Encouraging the expan-sion of our city gas and piped natural gas networks has also successfully increased gas retail activities, with 20 new cities and districts awarded for CGD development over the past two years. The reduction of vehicular emissions is also being addressed, notably with all refineries in the country switching

to EURO-VI emission norms by April 2020. In order to reduce vehicle exhaust emissions and to support the farming industry, progress is also being made under the ethanol blending programme and promo-tion of 2G ethanol and bio-diesel programme.

Under the leadership of Hon’ble Prime Minister Shri Narendra Modi, we have a clear vision for the future of India’s ener-gy sector and our country’s energy security. Together we are working to ensure that all people have access to clean, af-fordable and reliable energy, and to make India a welcoming haven for investment across the energy sector.
