INTRODUCTION
MSME-Development Institute, Jaipur is the field Office of Ministry of
MSME, under O/o DC (MSME) in the state of Rajasthan for promotion and
development of Micro, Small & Medium Enterprises by extending various
policy promotion measures, programmes and schemes formulated by the
Ministry.

The Focus area of the institute is to sensitize & implement the MSME
schemes i.e. MSE-Cluster Development Programme, National
manufacturing competitiveness programme schemes etc.
In addition to above, the Institute reorients its activities in accordance with
the policy initiatives taken by the Ministry of MSME, Government of India
form time to time for promotion and development of MSMEs.
Rajasthan has emerged as the largest State of Indian Union, covering an
area of 3.42 lakh Sq. Kms., after the division of the State of Madhya
Pradesh. It constitutes about 10.41 percent of the total area of the country
and is situated in the north western part of the country sharing geographical
boundaries with the State of Punjab, Haryana, Uttar Pradesh, Madhya
Pradesh and Gujarat. It also has long international borders 1070 Kms. With
Pakistan. It is a diverse State. The region of the west and north-west
comprising 11 Districts spreading in 61.11 percent of the total area is either
desert or desert which forms the Great Indian ‘THAR’ Desert. The state
receives deficient rainfall and normally experiences drought conditions. Rich
cultural and historical heritage of the State gives it the status of Country’s
most attractive tourist destination. In respect of minor and major minerals
combined, State enjoys the status of second richest states in the country. The
state is the leading Producer of oil seeds, spices, Guar and Maize. High
production of milk has resulted in rapid growth of organized modern dairy
sector.
The result of oil exploration in the western ‘THAR’ region of the state has
opened up new vistas for establishment of units based on the Petrochemical
and allied products.

INFRASTRUCTURE FACILITIES
AT THE INSTITUTE
2.1 Land & Building
The Institute located at 22 Godown Industrial Estate, Jaipur on the
plot of land measuring 8672.61sq. Meters, with the covered are of
3300sq. Meters. The building was constructed in the year 1991,
keeping in view the requirement of the Institute. Additional training
infrastructure is required to be created in order to cater to the growing
demand for the training programmes

The Institute has also the facilities of a Central Workshop equipped with
CNC Wire cut, EDM Vertical turning, Vertical Surface grinder, Milling
Lathe & Tool Cutter, Grinder etc. for providing CFS for the manufacture
of products tooling & spare part of the Plant & machineries.
2.3 The Human Resources:
The institute is presently functioning under the overall supervision of the
Director & other officers as division heads in position are as per the details
appended below:
1. Dy. Director (G&C), looking after Glass & Ceramics, IMT, ITF,
Leather & Footwear Division, RGUMY, TREAD and Hindi etc..
2. Dy. Director (Mech.) looking after Mechanical Division, TRC,
Ancellery Division, Store Inspection , coordination of CDP and NMCP
Components Bar Code, DESIGN , TEQUP, ICT etc..
3. Dy. Director (Chemical) looking after Chemical Division, Food
Division, WTO, RTI(CPIO) and NMCP Components IPR, MATU,
SEMD of SMEs through Incubators etc..
4. Dy.Director (E.I.) looking after Economic Investigation Division,
Library and Coordination work of the Institute etc.
5. Dy. Director (L/F) is looking after administration / DDO Charge.
6. Dy. Director (Met.) is looking after Metallurgy Division, workshop &
MSME-TS Coordination work and NMCP Components LMCS, MTR
& QMS/QTT etc.
The Director coordinates and attends all other activities including the
field visits to organize programmes at various place of the state in order to
ensure even distribution of the activities for balanced economic development
of the State.

4.1 Entrepreneurship Development Programmes:
Rajasthan is situated in the north – western part of the Indian
Union (23˚30′ and 30˚ 12′) North latitude and 69˚ 29′ and 78˚ 17′ East
longitude. It is largely in arid State for most of its part. The western
boundary of the state is part of Indo- Pak international boundary, running
to 1070 Kms. It touches four main districts of region, namely, Barmer,
Jaisalmer, Bikaner, and Ganganagar. The state is touched by Punjab and
Haryana states in north, Uttar Pradesh in the east, Madhya Pradesh in the
South East and Gujarat in the South West. About 66.96% of the land is
desert and tribal areas. Rajasthan has been one of the favourite
destinations in India for both domestic and foreign tourists. The Institute
is focusing for development of MSMEs in this region for motivating the
educated unemployed youths towards self-employment.
The Institute has organized most of the ESDPs & EDPs for weaker
section, SC/ST. ESDPs on Computer Hardware, Repair Maintenance of
Mobile Phone, Beautician for women, Leather items, Herbal cosmetics,
Chemical products, Items & Jewellary, Bio-Technology, Audio Video
editing, Data processing, Fashion designing etc. at various locations in
the state. It is vital to mention here that the Govt. of Rajasthan is focusing
on E-governance; therefore computer hardware enjoys vast potential even
in the remote and far flung area in the state.
The Complete details of programmes like ESDPs/EDPs/MDPs & BSDPs
conducted by this institute under Govt. section & other programmes
under the PD A/c during the year 2012-2013 are given below:
The institute has also initiated action for regular follow up with
the successful EDPs/ESDPs trainees to get the feed –back about
the efforts made for setting up self-employment ventures.
4.1.1 Industrial Motivational Campaigns:
The Institute organized 139 IMCs at different places, in the State
. Total 11911 educated youths/ perspective entrepreneurs were
motivated through campaigns and were given guidance for
starting their self employment ventures.

5. Workshop Facilities
Common facility Services are available in the Institute Workshop at Jaipur. Some
of the important services provided are CAD/CAM Training, Training on CNC
Wire Cut Machine, Training in the Trade of Turning, Milling and Manufacturing
of Jigs, Fixtures and Dies. The total revenue earning of the Workshop was Rs.
12,83,015/- against the target of Rs. 5.5 lakhs. The Central Workshop earned
revenue of Rs. 2,51,765/- during the year from Common facility services and Rs.
10, 31,250/- through SDP Trainings on CNCs Machines and Specialized
CAD/CAM Training in Computer Software and CNCs Machines.
6. MSME-Testing Station, Jaipur
MSME-Testing Station is achieved its self sufficiency level of 194.50% during
the year. Total revenue earned by the testing station is Rs. 62, 91,579/- against
the recurring expenditure of Rs. 32, 42,188/- for the year 2012-13.
7. Export Packaging Programme
The Institute organized awareness programme on Export Packaging at Jaipur in
which representatives of 24 units participated and were benefited from the
expertise / sessions by IIP. The Details of the programme is enclosed at annexure
5 to 6.
8. Vendor Development Programmes
MSME-DI (Micro, Small & Medium Enterprises, M/O MSME, Govt. of
India), Jaipur organized total No.of 18 SVDPs and 02 NVDPs at various
place in Rajasthan State. About 1, 02,444 Inudusrialists & Deligates
participated and benefited by these Exhibition & Buyer sellers meet and
generated Business of Rs. 16.65 Crores.The technical session were also
conducted during these programmes. The Details of the programmes is
enclosed at annexure 7 to 9.
9. ISO-9000 Certification of Units:
Total No.of 43 numbers of MSME units were benefitted by way of
reimbursement of ISO-9000 certification during the year 2012-2013. Total of
Rs. 17, 70,661 /-amounts was released to the units as during the year 2012-

10. Awareness Programme on Bar Code Scheme & Bar Code
Reimbursement:.
This Institute organized Four One -Day awareness programme on Bar Code
(under NMCP) for MSME units at Bhiwadi, Bikaner, Jaipur and Jaipur in
which 182 units participated and benefited from these programmes. Scheme of
subsidy/Reimbursement and procedure to obtain Barcode was discussed by
eminent faculty. In Bar Code total no. of 25 units of reimbursement for one
time registration fees Rs. 5,01,375/- and 26 no. of units reimbursement for
Annual recurring fees Rs. 2,40,657/- . Total 51 units were benefitted from Bar
Code Subsidy, the amount of these subsidy is Rs. 7, 42,032/- during the year

12. Activity of the library:
This Institute has purchased the books for library under modernization. Institute
received sanction of amount Rs.1, 00, 000/-from DC (MSME), New Delhi. Rs.
15,033/- were spent on purchase of book in Hindi, Rs. 29,845/- were spent on
purchase of books in English and Magazine, Journals, News Papers Rs. 4,717/-
and Rs. 20,000/- were spent on purchase of furniture. Total amount of Rs.
69,595/- utilized during this year.
13. Activities under NMCP scheme
The following programmes were organized by the MSME-DI Jaipur under the
NMCP scheme during the year 2012-13.
1. Four awareness programmes/ Seminars organized on Bar Code at Bhiwadi,
Bikaner, Jaipur and Jaipur for MSMEs of the Rajasthan, total 182
participants benefitted from these programs.
2. Two awareness Programmes/ seminars on IPR were organized by this
institute at Jaipur and Kota total 166 participants were benefitted from these
programmes. The Details of the programmes is enclosed at annexure 1 & 2.
3. Two Awareness programme for encouraging MSME to acquire Product
Certification licenses organized by this institute at Jodhpur and Bhiwadi
total 110 Nos. of Units participated in programme. The Details of the
programme is enclosed at annexure 3 & 4.
4. Six one day awareness programmes on NMCP & Public Procurement Policy
organized by this institute at Kota,Jaipur, Kishangarh(Ajmer, Pali, Alwar and
Udaipur total 243 No. of Enterpreneurs were participated in these
programmes.
5. Eleven unit reimbursed amount of Rs. 4, 92,526/- for BIS certification under
TEQUP scheme of NMCP scheme during the year. The Details are given as

14. MSE Clusters and the Perspective for their Development
According to UNIDO, a cluster can be defined as a sectoral and geographical
concentration of enterprises, faced with common opportunities and threats
which can give rise to external economics, favour the emergence of specialized
technical, administrative and financial services and create a conducive ground
for the development of the inter-firm cooperation among public and private
local institutions to promote local production, innovation and collective
learning.
The presented adopted approach for cluster development consists of drawing
lessons from the experience of successful clusters and then implicating them
through building up of local capabilities with the active participation of
various cluster actors like Micro/SSI units, “Industry Associations, business
Development Service Providers, Policy Markets etc. The process of cluster
development usually consists of the following steps:
1. Selection of cluster.
2. Selection of Cluster Development Agent.
3. Diagnostic Study.
4. Preparation of Action Plan for intervention
5. Approval of the project and release of funds through leveraging.
6. Implementation of trust building between Cluster Actors and
Development Agent.
7. Monitoring and Evaluation
8. Self Management Phase.
15. Significance of Cluster Approach
International experiences, show that small firms are unable to face competitive
pressures because of their isolation and ineffective linkages with relevant
support organization and commercial services providers, whereas the cluster of
MSMEs bound together in strong and dynamic networks and relaying upon
strong linkages with relevant local/material support institutions, have proved
competitive in the global context.

16. Institutional support to other agencies.
MSME-DI, Jaipur is providing all necessary services and support to the
MSMEs, in close liaison with Sate Commissioner of Industries and DICs by
organizing various development programmes like EDPs, Seminars, and
Workshops etc. To have close liaison with DICs, Institute has nominated one
Officer of the Institute for each DIC. The designated officer generally
attended Task Force Committee Meetings. In addition, MSME-DI also keeps
coordination with the Industrial Promotional Agencies in the State like
KVIC, RBI, NABARD, NSIC, RSIC, SIDBI, BIS, KVIB, RIICO, RFC,
RUDA and various NGOs and Industries Associations for development of
MSMEs.
17. Participation in International Trade Fairs
Units in the small scale sector get an opportunity for exhibiting their
products in the International Trade Fairs and abroad by way of displaying
their products through the efforts made by the officers of MSME-DI,
Jaipur.In such exhibition, MSME units not only get an opportunity for
exposure of their products but also know latest development and the trends in
the manufacture of the items and the requirements of foreign buyers. 27
applications were forwarded to Head Quarters for International Trade Fair /
Exhibitions during the year 2012-2013 and total Stall Charges Rs. 42,000/-
received during this year from participating units. 05 Application of units
were returned by O/o DC (MSME), New Delhi due to non availability of
stalls. 09 No. of units got subsidy payments under SSI-MDA during 2012-13
amounting of Total of Rs. 3, 04,420/-. Proposal received from 02
associations were forwarded to Head-quarters under International Co-
operation Scheme during 2012-13. The list of units recommended for

1. General state of MSMEs in the state Jurisdiction:
Central & State government is providing the support for the
growth of MSMEs in Rajasthan. The impact of the same is indicated
by growth of MSMEs and contribution by this sector. Some of the
main sector of the MSMEs in the state is Gems & Jewellary, Textiles
& Garments, Handicrafts, Automobiles, Carpets, Minerals and various
stone industries and agriculture are the main sector of growth. These
sectors contributed in the large extent to the state economy.

16. Visit of VIPs during the Year
1. AS & DC (MSME), Govt.Of India, New Delhi visited this Institute on
18th
of August 2012 and called a meeting of all officers & staff to
discuss various issues and progress of the Institute. He also visited
central workshop & MSME-Testing Station and directed to submit the
proposal for modernisation of CAD/CAM Lab.
2. Secretary (MSME), Govt. of India, New Delhi visited Jaipur on 20th
of
August 2012. During his visit, he held two meetings, one with Central
& state Govt. officials pertaining to promotion of MSMEs and other
with the various industry associations of Jaipur. Secretary (MSME) also
visited foundry Cluster at Jaipur.
17. Other Important Activities and Meeting attended during the year
1. Annual Progress Report for the year 2011-12 of the MSME-Development
Institute, Jaipur was prepared and same was forwarded to the
Headquarter.
2. Deputy Director (G&C) and Deputy Director (Chem.) attended
workshop on MSME Financial Literacy and Education organized by
D&B in association with SIDBI at Jaipur.
3. Deputy Director (Chem.) participated in a Two-Day Seminar on
Emerging Trends in Renewable Energy organized by UDML College of
Engg. Jaipur and delivered a talk on activities of MSME-DI, Jaipur.
4. Applications for National Award-2011 were invited through wide
publicity among DICs, Associations and Industries. 22 No. of
application for National Award -2011 were received & scrutinized &
forwarded the same.
5. Director called the meeting of all divisional heads and nodal officers to
discuss the activities of the Institute and Action Plan for the year 2012-
13. He had allotted targets to all the divisional heads and districts Nodal
officers to do all the activities of the Institute and for organizing
programmes in the allotted districts.
6. Director along with Deputy Director (Mech.), Assistant Director (Met.)
and Assistant Director (E.I) visited Kota & held discussion with various
Departments and associations regarding the industrial progress and
Potential for MSMEs. During the visita a brief District Industrial
Potential Survey Report Kota was prepared and same was forwarded to
Headquarter.
7. Deputy Director (G&C) attended Empowered Committee meeting
organized by RBI at Jaipur.
8. Deputy Director (Chem.) attended IPR workshop focused on
Geographical Indications and Trademark for SHG Groups in traditional
sectors on 25th
May 2012 at Hotel Maharani Place, Jaipur and delivered
a lecture on Geographical Indications and MSME Schemes & Activities
of MSME.
9. Deputy Director (G&C) attended State Level Bankers Committee
meeting organized by Bank of Baroda at Hotel Rajputana, Jaipur.
10. A meeting regarding National Award 2011 under the Chairmanship of
Secretary (SSI &KVI), Govt.of Rajasthan organized at O/o
Commissioner of Industries, Govt. of Rajasthan, Jaipur. Applications
recommended by the State Level Committee were sent to the Head
Quarter.
11. Director called meeting with all divisional heads and nodal officers to
discuss the various activities of the Institute and Action Plan for the year
2012-13 and also the work allotted to the divisional heads. Districts were
allosted among the Nodal officers to look after all activities of the
Institute & orgaisation of programme in allotted disrict. Director
instructed all nodal officers to prepare Brief Industrial profiles of all the
districts in time.
12. Director attended the Senior Officers Meeting of MSME-DIs held on 06-
08 June, 2012 under the Chairmanship of AS&DC (MSME), New Delhi
regarding the action plan for the year 2012-13 at Headquarter New
Delhi.

Screening Committee Meeting of MSE-CDP, held on 20 June, 2012
under the Chairmanship of AS&DC (MSME) at New Delhi attended by
the Director.
15. Assistant Director (E.I.) regularly attended IMPCCs meeting organized
by PIB at Jaipur.
16. Deputy Director (Mech.) attended Seminar and delivered a presentation
on MSME Schemes organized by India SME Forum Mumbai at Jaipur.
About 100 participants from MSMEs other organization representatives
participated in this Seminar.
17. Assistant Director (E.I.) attended DLCC Meeting organized by Lead
Bank, Bank of Baroda, O/o Collector, Bhilwara under the Chairmanship
of CEO, Bhilwara.
18. Deputy Director (Mech.) presided over the Sensitization Workshop on
Scaling up Sustainable Development of MSME Clusters in India jointly
organized by MSME Foundation, New Delhi and Foundry Cluster,
Jaipur on 30th
June 2012 at Hotel Om Tower, Jaipur. A presentation on
MSME Schemes was also made during the programme. About 60
paricipants form MSMEs, mainly from foundry cluster of Jaipur, Ajmer
and nearby places were presented in the workshop. SIDBI was also
participated in Workshop.
19. Director along with Deputy Director (Mech.) visited Gota-Loom Cluster,
Ajmer for discussion with Stake Holders of the Cluster with the officials
of DIC, Ajmer.

training and investment plan for bridging the gap in employability of
youth and up-scaling their skills.

MSME-Development Institute, Jaipur organised a one day
Awareness/sensitisation workshop on Intellectual Property Rights (IPRs) on
29 August, 2012 at Conference Hall of VKI Association, Jaipur. The
workshop was organised in association with Vishwakarma Industrial
Association Jaipur. The workshops begin with the welcome address by
Shri T.R. Choudhary Prisedent, VKIA Jaipur followed by presentation of
bouquet to distinguished guests and speakers. Shri T.R. Choudhary explained
the need of such awareness workshop in the era of WTO and needs of
protection under Geographical indications of Goods so that genuine
producers can reap the benefit of IPR.
Shri M.K.Meena, Dy. Director (Chem), MSME-DI, Jaipur in his
address explained the purpose of organising the awareness/sensitization
workshop. He said that in post WTO era it has become imperative for
MSME sector to come forward to take the challenge both in Domestic and
International market as well. Under National Manufacturing
Competitiveness Programme (NMCP) of DC (MSME), New Delhi, many
activities are being done and awareness is being created about Intellectual
Property Rights as it is important in the context of present economic
scenario,

information on schemes of DC (MSME), New Delhi pertaining to IPRs, in
details.
In the technical session Shri Shaswat Purohit , Expert, Mindspright
Legal, Jaipur gave an overview of Intellectual Property Rights,
Understanding various forms of Intellectual Property Rights ,International
perspective on importance IP protection & its benefit of MSMEs,
Trademark, Copy Right, Counterfeiting issues.
Shri N.R.Meena Assistant Controller of Patent & Designs Patent
Office, Min of Commerce & Industry, New Delhi. Delivered lector on
Procedures for registration of IP; Insight into patent law, PCT Protection,
insight to registration of IP, How to file, Where to file, Cost and time
involment.
Shri Amit Bikram Dey, Mindspright Legal, Mumbai focused his
presentation on Patents and Trade Secrets. He explained the procedure to
obtain the patent in the country. He informed that patents are given for the
country and separate application are required be filed for the each country.
The patent process are shorter comparatively and facilitation centre set up
by State Government with the help of Government of India is providing
assistance in filing application for registration of IPRs. Emphasising on
importance of Trade Secret, he informed, about the type of information
which are protected under IPRs provisions i.e. Trade Secret. He also
explained about Industrial design, Geographical Indications, IPR
Enforcements issue some of the Industrial design can be protected under
Copy Right for a longer period. After technical session the house was
opened for questions and answers.
Shri Vikas Gupta Deputy .Director (Mech) MSME-DI Jaipur
delivered talk on NMCP schemes, Min. Of MSME.
During Question hour session the participants put forth many
queries related with the trade Mark registration, its sales, time duration and
expenditure in obtaining Trade Mark registration and also about difficulties
being faced in obtaining patent. The experts clarified the doubts raised by
the delegates and suggested solutions to their problems.
