1 October, at 12:00 pm, the launch of the Multimedia foreign broadcasting platform of Ukraine was held.

Yurii Stets: “We did it, the launch of the Multimedia foreign broadcasting platform of Ukraine was held. “UATV” channel was introduced instead of satellite “UTR” TV channel. The channel

broadcasts from three satellites: Amos 3, Azerspace 1, Galazy 19, as well as on its own YouTube channel. The channel provides information in Ukrainian, Russian and English. Updated “Ukrinform” delivers news in Ukrainian, English, Russian, Spanish, German and Chinese. Now we will inform the world that Ukraine is not only about depressed regions, corruption and poverty, but also a European country that seeks to reforms”.

Newdraftlaw“OnforeignbroadcastingsystemofUkraine”,developedbyMIP,willbethelegal driving force of the Multimedia foreign broadcasting platform of Ukraine. This regulatory document previously was supported by the Government of Ukraine and the Verkhovna Rada Committee on Freedom of Speech and Information Policy.

Launch of Multimedia foreign broadcasting platform of Ukraine

Ministry of Information Policy of Ukraine with a purpose to achieve more widest and dynamic promotion of Ukrainian foreign broadcasting holds regular meetings with the ambassadors of countries from all over the world. Thus, during October Yurii Stets presented the Multimedia foreign broadcasting platform to ambassadors of Estonia, the Republic of Turkey, Canada, Bulgaria, Australia, Egypt, Israel and Lithuania.

During the meeting with Ambassador Extraordinary and Plenipotentiary of Canada to Ukraine Roman Waschuk, the Minister noted: “I expect some assistance on the promotion of foreign Ukrainian broadcasting TV channel “UA TV” in cable networks in Canada. After all, Canada is the third country inhabited by ethnic Ukrainians”.

The meeting with Ambassador Extraordinary and Plenipotentiary of Israel to Ukraine Eliab Byelotserkovski: “I assure you that it will be information which corresponds to the actual events. You know our slogan: “The best counter-propaganda is truth”.


Minister of Information Policy of Ukraine Yurii Stets held a meeting with Ambassador Extraordinary and Plenipotentiary of Estonia to Ukraine Sulev Kannike and Deputy Head of Mission Ulla Uibo.

Sulev Kannike noted the considerable achievements of MIP over the six months of activity and assured the support of the Republic of Estonia in promoting the Multimedia foreign broadcasting platform of Ukraine through cable networks of Estonian television. Estonian representatives also shared the experience of their country in the information policy by informing about the launch of a similar state TV channel in Estonia, funded by state budget.


Minister Yurii Stets held a meeting with Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey to Ukraine Yönet Can Tezel and the Deputy Head of Mission Ozgun Talu.

“UA TV” foreign channel will broadcast programs in Crimean Tatar language”.

“Being aware of your concern about Ukraine and our indigenous people – the Crimean Tatars, I would like to announce that we do everything possible to involve our fellow citizens to information space of our state”, — said the Minister. He also noted that MIP provides large-scale communications campaigns on the Crimea, while realizing that the peninsula is impossible to return without the Crimean Tatars, the Ministry cooperates with the Crimean TatarPeople’sAffairsCommissionerforthePresidentofUkraineMustafaDzhemilevviaimplementing projects involving strategic communications.


Minister Yurii Stets held a meeting with Ambassador Extraordinary and Plenipotentiary of Bulgaria to Ukraine Krasimir Minchev.

During the meeting a common solution for the issues concerning foreign broadcasting of the two countries was discussed as on the part of Bulgaria in some regions of Ukraine the Bulgarian broadcasting is also missing in cable networks of Ukrainian television.

“The resorts of Bulgaria broadcast 5-7 Russian TV channels and none of the Ukrainian. Of course, information about Ukraine is not provided from the source and, in most cases, is not objective. We’re very concerned. Therefore, we would ask you to help to promote foreign Ukrainian broadcasting TV channel “UA TV” in cable networks of Bulgaria”, — said the Minister.


Minister of Information Policy of Ukraine Yurii Stets held a meeting with the Ambassador Extraordinary and Plenipotentiary of Australia to Ukraine Doug Trappett:

“We set ourselves the task to support freedom of speech. For us, the best counter-propaganda is truth. However, we need a support of foreign countries to deliver the truth to the world. Ukraine already has a state foreign broadcasting television channel with the full content and necessary technical support… Therefore, I ask you to help us with contacts and, thus, give access to cable networks in Australia. For my part, I promise to do everything possible for us to be seen and heard in Australia as soon as possible”.


Minister of Information Policy of Ukraine Yurii Stets met with Ambassador Extraordinary and PlenipotentiaryofEgypttoUkraineOsamaTawfikYousefBadr.

Ambassador of Egypt expressed interest in cooperation and noted that the Egyptians are interested in the Ukrainian channel if it will broadcast in Arabic. As for this, the Minister assured that through jointefforts,byhavingquality content in Arabic language through the native speaker,

broadcasting in Arabic will be subsequently implemented. Additionally, the discussion between the parties on the implementation of the Arab language version of “Ukrinform” website of the Multimedia foreign broadcasting platform of Ukraine was conducted.


9 October, the Verkhovna Rada of Ukraine was unable to vote for a Resolution regarding the unimpeded activity of media in pre-election period. Therefore, the Minister of Information Policy of Ukraine Yurii Stets announced about the submission of relevant regulatory document to the Government, because this is a fundamental point of MIP team — freedom of speech and support of the Media.

13 October, during a meeting of the Government, the Minister of Information Policy of Ukraine Yurii Stets addressed to the members of the Cabinet of Ministers of Ukraine to vote for a similar resolution, which will protect journalists from illegal inspections. Prime Minister of Ukraine Arseniy Yatsenyuk and the Government members supportedthisimportantinitiative,reaffirmingthedemocratictraditioninrecentyears.

23 October, the Ministry of Information Policy of Ukraine urged people’s deputies to vote for the bill №1123onprivatizationofmunicipalmedia. Such statement was made by Deputy Minister Artem Bidenko during a roundtable meeting at the Ministry of Information Policy of Ukraine with representatives of the state enterprise “Ukrposhta”, the Ministry of Infrastructure of Ukraine and Ukrainian periodical press publishers. During the event the issues that have faced the industryofperiodicalpressinthelastyearwerediscussed:tariffincreases,logisticsproblems,limiting public procurement. In addition to supporting reform of public media, the parties agreed to establish a working group that will examine a new methodology for calculating tariffs,proposeamendmentstotheResolutiongoverningrelatedmatters,developasocialawareness campaign in support of Press in the regions.

Minister of Information Policy of Ukraine Yurii Stets met with the developers of the Doctrine of Information Security of the Republic of Poland: Director of the Department of Law and Security for non-military National Security Bureau Krzysztof Liedel and Head of non-military security division of the Department of Law and Security for non-military National Security Bureau Paulina Pyasechka.

The Minister expressed his appreciation for the practical and political support to Ukraine on the partofPolishofficials,inparticular,fordeliveringrebroadcastingtransmitterstoMIP,whichprovide access to Ukrainian television and radio broadcasting for residents of Donetsk and other temporarily occupied territories.

Polish colleagues from the National Security Bureau shared their experience on the developmentofastrategicdocumentinthefieldofinformationsecurity,andnotedthatthediscussion in Poland was held as widely as the discussion of the Concept of information security in Ukraine, which is developing by the Expert Council under MIP. Polish developers ofdoctrine,thedraftofwhichwaspublishedonthewebsiteofNationalSecurityBureauofPolandon24July,alsoexpressedtheirwillingnesstocooperateinthefieldofworkingoutmechanisms and tools of propaganda counteraction, and threats to information security of our countries.

Expert Council on the development of the Concept of information security and Ukraine’s information space

13October,duringthereportingbriefingDeputyMinisterArtemBidenkonotedthattheConceptof information security of Ukraine was surrendered by ECMIP to the Ministry, which is now undergoing legal review in the Ministry.

Advisor to the Minister on Information Security Dmytro Zolotukhin, who is the secretary of the Expert Council under MIP, stated that during public discussionsofthedraftConceptofinformation security of Ukraine, on the initiative of individual experts in

the regions, the comments of domestic and foreign experts were taken into account, and a new version of the document was approved.

Co-Chairman of ECMIP Sergii Danylenko, in turn, added: “In our opinion the draft document is qualitative in the intellectual, social and political senses. The draft Concept shows that information security has received a high level of public attention”.

The development of the Doctrine of information security of Ukraine as the second important strategic document which MIP plans to adopt by the end of the year was launched on the basis of the Concept of information security of Ukraine.

Expert Council on the development of the Concept of information security and Ukraine’s information space

Commission on ensuring the stable functioning of the National Television and Radio Broadcasting

Commission on restoration of TV and radio broadcasting continues to increase geographical coverage of Ukrainian TV channels in Donbas:

• pursuant to the decision of the Commission, the Broadcasting, Radiocommunications & Television Concern at its own expense increased the transmitter power in Starobilsk, which allowed to increase the coverage zone of Luhansk TRC up to 80-90 km.

• broadcasting of Luhansk TRC programs on 43th television channel was restored in Popasna.

• broadcasting of Luhansk RSTRC programs on 25th television channel was restored near Luhansk.

• broadcasting of “Radio Pulse” programs of Luhansk RSTRC on frequency of 99.5 MHz was restored.

• “IRTA” TV channel resumed its broadcasting in Svatove, Zorynivka, Bilovodsk and Markivka.


Deputy Minister of Information Policy of Ukraine Tetiana Popova: “The restoration of broadcasting continues. BRT Concern using its resources continues to increase geographic coverage of Ukrainian TV channels. Antenna-feeder path will be replaced without interruption inspeech,afterreceivingfundingpursuanttothedecisionoftheCabinetofMinistersofUkrainefrom07.22.2015,№778-r”.

Achievements of the Commission on ensuring the stable functioning of the National Television and Radio Broadcasting:

• Transmitter to broadcast programs of Donetsk RSTRC was put into service at Mariupol RTBC and Krasnoarmiisk RTS of Donetsk branch.

• Temporary pillar height of 30 m was installed at Kramatorsk RTBC of Donetsk branch; the broadcasting of 13 television and 5 radio programs was resumed.

• The transmitters of “Channel 5”, “Studio 1 + 1”, “Ukraine”, “Goldberry”, “Espresso TV”, Donetsk RSTRC and UT-1 television companies, and FM radio transmitters of “Radio 24” and “TAVR media” radio companies were installed and put into service at Volnovakha RBT of Donetsk branch.

• Transmitters power of “UT-1”, “Studio 1 + 1” and “Channel 5” networks were increased at Artemivsk RTS of Donetsk branch


23October,theUnitedStatestransferredtoUkrainethefirstinaseriesofshipmentsofbroadcast equipment to help improve Ukraine’s technical capacity to broadcast into the eastern Ukraine. Three FM radio transmitters for Donetsk TRC to broadcast Ukrainian TV channels in the east of the country were received.

“TheequipmentdonatedbytheUSAGovernmenttodaywillsignificantlyincreaseDonetskTRC’sabilitytoreachabiggeraudience,andwillhelpsignificantlyimprovethequalityofitsradioprogramming”, Deputy Minister Tetiana Popova said.

26 October, 2015, Minister of Information Policy of Ukraine Yurii Stets decided on appointment of Advisor on Information Policy of the Crimea — Emine Dzheppar, journalist, producer, and social activist on the Crimean Tatars matters. The decision on appointment is made on the recommendation of the Commissioner of the President of Ukraine for the Crimean Tatar people Mustafa Dzhemilev.

“My 5-year-old daughter once asked me: “Mom, why do we go from the Crimea? When will we return? “. Then I didn’t find the right answer. I want to have it, so I act. All that I have done and will do in the profession is a search for this answer”, — Emine commented on the appointment.

Crimean peninsula information support campaign “Crimea is Ukraine”

6 October, 2015, the Ministry of Information Policy of Ukraine presented the project “Protection of the Crimean Tatars’ rights by means of public diplomacy”.

According to Mustafa Dzhemilev, the country-invader tries by all means to lie the international communitythattheCrimeanTatarsarehappyandsatisfiedwithlifeintheRussianCrimea.“This project is another step towards informing the world about what is happening with us due to the occupation, that the destruction of the Crimean Tatars occurred not only in modern history”.

Emine Dzheppar said that the project aims to develop Strategy of public diplomacy of the Crimean Tatars for six months, when with the help of public tools the world one again will hear about the Crimea.

28 October, 2015, Advisor to the Minister on Information Policy of Crimea Emine Dzheppar participated in a discussion organized by the State Department European and Eurasian Bureau’s Senior Anti-Corruption Coordinator, Deputy Political Counselor, US Embassy in Ukraine, George Kent. The event was dedicated to the matter of annexation and the human rights situation in the Crimea.

“I consider it necessary to simplify the procedure of entry and departure from the peninsula. The first step towards this matter has already been done in September, but we must continue this

work — said Advisor to the Minister. — Also among the key tasks I see the need for the development of radio broadcasting in Kherson region, adapted for the Crimean audience.”

Emine Dzheppar also noted that information de-occupation of the Crimea requires an increase a number of radio stations with a content adapted for the Crimean audience, and also modernization of broadcasting equipment.


Ministry of Information Policy of Ukraine supported the Regional Centre for Human Rights, the Ukrainian Helsinki Union for Human Rights and expert analytical group CHROT in realization of a project on human rights in the Crimea.

MIP has committed itself to popularize and duplication and distribution of subject reviews of the human rights situation under occupation “Crimea beyond rules” in Russian and English.

Review aims to help the international community, human rights organizations, international and national bodies and structures to understand the human rights situation in the Crimea.

To date, human rights activists have prepared two thematic reviews: “Freedom of movement and freedom to choose a residence” and “Right of property”.


Ministry of Information Policy of Ukraine supported the initiative of the Crimean Tatar community to conduct social campaigns on national and regional TV channels of Ukraine concerning the 95th anniversary of the hero of the Crimean Tatar people, ace pilot Amet- Sultan Khan.


Series of international diplomatic and expert meetings

1 October, Deputy Minister of Information Policy of Ukraine Tetiana Popova and Advisor to the Minister Dmytro Zolotukhin participated at the conference “Information policy in times of crisis: how to ensure national security, preserving the guarantees of human rights and democratic freedoms?” organized by the OSCE Project Coordinator in Ukraine.

Conference participants discussed the challenges that arise in terms of new information landscape changes with the spread of a modern information technology and a new media.

Dmytro Zolotukhin: “All the experts who gathered today speak the same language. I fully agree that public institutions and public authorities should work together to take an active part in the

struggle for the safety of guarantees of human rights and democratic freedoms. The Concept of information security is an attempt of the conceptual manifestation. This document contains answers to the question: how to preserve democratic freedoms and how protect state against information threats”.

7 October, a press conference “Kremlin’s puppets.The war road in Donbas” was held, during which the report that provides unequivocal evidence of military intervention of Russia in armed conflictandthefactsofstayintheeastofUkrainemilitarypersonnelandmilitaryweaponryofRF was presented.

Semen Kabakaev, a coordinator of the “Stopterror” said: “More than for year of work the “Stopterror” project, with a “stopterror.in.ua” resource, allows concerned citizens to report about illegal actions in the country, particularly in the east of Ukraine in ATO area. The project team during its work has revealed many facts and recorded not only intervention but also the participation of Russia in armed conflict. After analyzing all the available information, we decided to lay out the known facts as evidences of Russia’s aggression”.


8 October, Deputy Minister of Information Policy of Ukraine Tetiana Popova participated at the roundtable meeting regarding local elections “Local elections: reloading. The recipes of economic and political improvement of the situation in Ukraine”.

Tetiana Popova told about achievements of MIP: “Anti-separatism” and “Profile” communications programs were implemented. “Special issue for residents of Donbas” newspaper was resumed with involvement of Donetsk journalists. Agreements were reached with Donetsk TRC and Luhansk TRC on implementing the content of “Hromadske TV

of Donbas” and “Radio Svoboda”. Also we continue to recover broadcasting of Ukrainian TV channels, but the process is prevented by the lack of high points, available frequencies and funding, which we have not received from the budget”.


9 October, Deputy Minister Tetiana Popova and Advisor to the Minister on information security Dmytro Zolotukhin participated in the expert roundtable meeting “Thestatepolicyinthefieldofinformation security” organized by NGO “Telekrytyka”.

The event brought together leading media experts, journalists,representativesofpublicorganizationsandofficialstodiscussthetopicalissuesof Ukraine’s information security, the recovery of Ukrainian TV channels’ broadcasting in the occupiedterritoriesandsignalamplificationintheborderareas.

Advisor to the Minister on information security Dmytro Zolotukhin, in turn, spoke about the importanceofthedraftConceptofInformationSecurityofUkraineinthefieldofinformationpolicy, noting that the document, in particular, has passed expert evaluation of specialists involvedbyOfficeoftheOSCERepresentativeonFreedomoftheMediaDunjaMijatovic


Program of delivery of printed press to Donbas

Issuing of the newspaper “Special Issue for Donbas Residents” was resumed with the support of the Ministry of Information Policy of Ukraine. 1 October, 26th issue of the newspaper was printed and distributed across military perimeter of ATO zone. Circulation is 20 000 copies. “Updated edition was increased to eight pages, and in spring there were only 4. We also have involved leading journalists of Donbas for cooperation, increasing by this the level of trust of the local population, as well as popularity of the publication”, — said Deputy Minister Tetiana Popova. Special Issue has already received a negative feedback from the authorities of “DPR”.

7 October, the Ministry of Information Policy of Ukraine together with the Content analysis Center presented a free tool of media monitoring for Ministries’ press services, which is available for use free of charge.

“Quality monitoring, content analysis and timely response to

critics leads to the formation of positive image of the state”, — said Oleksandr Marikovskyi.

Deputy Minister of Information Policy of Ukraine Artem Bidenko at the roundtable meeting addressed to the representatives of the Ministries’ press services: “Having monitoring, includingcriticismsaboutthedepartment,andhavinganalyzeditonecaneffectivelycorrectmistakes and highlight the work of central authorities from a more positive point of view, as well as respond to the criticism in a timely manner. Therefore, the question of monitoring isextremelyimportantandnecessary,because,firstofall,itisturnsoleofworkofyourdepartments”.


Ministry of Information Policy of Ukraine has provided communication support for the program “Days of NATO in Ukraine”.

“NATO Days” in Ukraine is an important event that is held annually in higher military educational establishments in Ukraine. It aims to establish meaningful dialogue and raise awareness of Ukrainian students of military schools concerning NATO activity. This time honored speakers

Advisor to the Minister of Information Policy of Ukraine on implementation of the “Open government” program Ivetta Delikatnaya visited Warsaw and Wroclaw with the studying tour

aiming to study the experience of Poland in the construction of the Information center of the Government.

Ivetta Delikatnaya: “Poland for 20 years pays sufficient attention to the government communications at the highest level. There is awareness that effective organized system of government communication with

the public – is the result of trust in the government, because the local government work can be seen at every step: public service centers in villages are organized at the highest level, government portals are focused solely on possible requests of citizens, etc”.

During the visit, Advisor to the Minister participated in meetings with Advisor of the Minister of ForeignAffairsofPoland,FirstCounseloroftheSectionofInformationandPublicDiplomacy,representatives of the Information Centre of the Government, head of the Delegation to the European Parliament’s Commission on EU-Ukraine Association.
