Problems on Legal Aspects of EIA(before Act No.32 of 2009)

EIA decision is not an administrative decision which is final, concrete and individual, EIA decision is a recommendation for issuance of permits. so there is an opinion can not be sued by the state administrative court, but there is also the opinion of the lawsuit can be initiated in Amdal decision to court. In the implementation court decisions have not provided consistent results on the issue. See Case on Reclamation of Jakarta Northern Coastal .
