The overall value for society of these datasets

Without spatial reference systems, satellite-based navigation systems will not work.

Without a digital transport network, route planning is not going to happen.

Without a cadastre or land register, property rights are insecure, valuation is expensive and tax income is uncertain.

Without addresses, delivery services are poor, statistics is cumbersome and disaster management will be most challenging.

Data will be available in standardized and well documented form, via high efficient digital services which are updated and

maintained according to user’s needs an technology


Data will be quality proved through daily use, according to agreed and open quality norms. Errors and omissions can be reported

easily – and will be corrected efficiently and quickly.

#2 Trustworthy



# 3 Current, Timely


Updates will be available for the users within seconds or minutes (and not within weeks or months) – and data will be updated

when a change occurs – and not weeks or months after.


The three big basic data domains (person, business, property) will use the same address data set as a common reference, in order to ensure

that information from these domains can be linked together.

# 4 Consistent



There will no longer exist ”white spots” where many activities unfolds and services are delivered – without proper addressing.

# 5 Full Cover



Data is unambiguous and will have a positional accuracy which reflects the technologic development and the user’s needs

– e.g. for hand held mobile devices for navigation and location

# 6 Accurate



# 7 Early


Data will be present as early as possible - e.g. so that the road name and address is available for the utility company, the entrepreneur and the estate agent – even

before the land division is approved and the building has been constructed


# 8 Persistent


The addresses will be persistent geographic identifiers which are not affected by changes in ownership or administrative reference

– users should not be bothered by unnecessary updates


# 9 Standardized


Data models and standards will be well defined across the full domain of basic data. Quality- and metadata will be available in order to

support cost effective development of applications


Data will be ”ready for use” in navigation and location applications e.g. for in hand held mobile devices. All road names and address

instances will have a proper link to a digital road network.

Outlining the Problem

Several Danish authorities manages information on addresses outside the country

The primary entity in question could be a person, a business entity or organization or a real property

Often the address information plays a ‘supporting role’, but sometimes correct information is crucial

Management, formatting, storing, sharing and validation of address information is cumbersome and costly – and a burden for each authority



Examples of Administrative Tasks

Danish Citizens moving to another country Business managers living outside Denmark Foreign service providers doing business in Denmark Taxable persons living outside Denmark Taxable citizens owning a property outside Denmark Receivers of social services, living outside Denmark Pensioners who receive a Danish pension Applicants for a visa, asylum seekers, fugitives


- Involving >0.5 million transactions/year


Example Cases


A Turkish citizen living in Sweden, travels with a bus through Montenegro. There is a traffic accident and he receives hospital treatment in Sjenica and afterwards by a doctor in Malmö. The bus company is Danish, and the insurance company asks the Danish Board of Industrial Injuries to assess the level of compensation

After her stay in Aarhus a Filipino ‘au pair’ gets a new job in Germany – and after that travels back to live with her family in Manilla. She receives a social grant from the Danish Pensions Authority.

Before start of a construction work in Denmark, an Irish entrepreneur company must register herself with a proper business address in Cork in a it-system provided by the Danish Business Authority.

Status – Where are we now?

The Danish ‘Basic Data Board’ has decided to analyze the economic impact of the proposed solution

The business case results and proposal of plan for implementation could be expected within 6-8 months

Hopefully we will be able to bring news on the results for the next INSPIRE Conference 2014

But it is interesting, that INSPIRE also in this field will be able to support e-Government and a more efficient administration
