BackgroundBackground
• Algeria is characterized by a semi-arid climate facing decreasing rain fall since the three last decades
• Shortage in water supply and irrigation
3
RationaleRationale
• Increase of water consumption (demographic growth and economic development)
• Increased volume of untreated wastewater • Agriculture water demand = 2700 million m3/year• Wastewater produced = 750 Million m3/Year• Need to manage this resource to maximise
productive activities (e.g. agriculture) and to minimise adverse health and environmental impacts
• Benefits: less energy consumption, less impacts on environment.
4
Algerian NeedsAlgerian NeedsTechnical • Developing integrated water / wastewater planning and
models;• Assessing the most suitable technologies for wastewater
treatment and reuse;Knowledge• Understanding health, environmental impacts and
consequences of using wastewater in irrigated agriculture;• Understanding economic and financial aspects of wastewater
reuse;• Designing programmes for capacity building, awareness raising
and information dissemination;Legislation• Advising on regulatory and institutional framework.

Algeria - UNESCO cooperationAlgeria - UNESCO cooperation
• In the framework of the UNESCO-WPA Water Programme for Africa, a feasibility study for the use of non-conventional water resources has been agreed.
• The study is funded by the Italian Ministry of Environment through UNESCO and UNEP/GPA
• Within the cooperation framework UNESCO provides international experts in the concerned disciplines

Pilot projectsPilot projects
REGHAIA CONSTANTINE
Focus on two pilot sites that represent the complexity of the problem related to the management and use of wastewater in Algeria:- The area of the Lake Reghaia, near Algiers- The area of Constantine, at the east part.
9
Water quality in the lakeWater quality in the lake
• Advanced eutrophication is appearing
• Methane, evident anoxia phenomena
• Is the lake going to die?
• 400.000 population discharge is only a part of the causes.
• An integrated approach is needed
10
JustificationJustification
• Less than one third of urban/industrial wastewater is treated;
• No measures are taken for controlling no-point pollution sources (farming, fertilizer, other contaminants)
• Untreated wastewater is reused for 700 ha of irrigated agriculture

FeasibilityFeasibility StudyStudy objectivesobjectives
• Propose a viable solution for wastewater management and reuse in the pilot areas of Reghaia and Constantine;
• Promote the application of innovative management technologies;
• Enhance skills of Algerian stakeholders through capacity building
• Support dissemination of project results by establishing a multi-stakeholder platform
• Identify and design needed infrastructure• Apply for national and international funding
for the implementation of the structures identified
