CAGAYAN de Oro City - Cagayan de Oro City has collected around P211 million from business permit renewals, which ended January 21. Acting City Treasurer Marilyn P. CAGAYAN de Oro City––A Congressman in Cagayan de Oro City urged the Commission on Higher Education (CHED) to release the P50 mi l l ion annual appropriation for the Mindanao University of Science and Technology (MUST) here.

Rep. Rufus B. Ro-driguez, 2nd District, Cagayan De Oro City, said that Republic Act 9519 has converted erstwhi le Mindanao Polytechnic State Col-lege in Cagayan de Oro City into a state university known as MUST.

He said that an ap-propriation of P50 mil-lion, in addition to the regular fund of the state university under the general appropri-ation act, has been approved for MUST operations for a period of five years after R.A. 9519 were approved in Jan. 7, 2009.

The fund was need-ed for MUST, one of the country’s 14 state universities that had a t ta ined Leve l 1V, the highest a state university or college could attain, where future scientists and inventors are trained to possibly propel the country’s economic de-velopment and growth.

academic programs recognized as a Cen-ter of Development (COD) in the field of mathematics and Elec-trical Engineering and seven other Level 111 accredited programs, Rodriguez added.

He said that CHED has not made any rec-ommendation with the general appropriation act to allocate the P50 million fund for MUST for the year 2011, 2012, and 2013 in which case the Department of Bud-get and Management (DBM) was unable to release funds.

According to Rodri-guez, the unavailability of the funds hindered MUST five-year strate-gic plan in its pursuit for excellence in the fourfold functions of instruction, research, extension, and produc-tion aimed at providing the country’s scien-tific and technological knowledge and skills.

Rodriguez said that the Regional Develop-ment Council of Region 10 has reiterated its request for the release of the P50 million fund as scheduled for the construction and up-grading of the facilities and technologies of the university to perform its role in the devel-opment of resources for global competitive-ness. Solon urges CHED to allocate funds for MUST

“The proposal for 50% discount on the real property taxes from 2012 up to 2014 will not only benefit member companies but everyone hit by Tropical Storm Sendong,” said Chamber President Efren Uy.

In fact, the request was

more of a reminder to the city that it is empowered un-der the Local Government Code to grant tax exemption privileges (Chapter V, Section 192 of RA 7160) especially in cases of natural calamities, civil disturbances, general failure of crops, or adverse economic conditions such as substantial decrease in the prices of agricultural or agri-based products.

Article 282 of the IRR also reiterated that the grant of

tax exemptions, incentives or reliefs by the local sang-guniang bayan/panlungsod/panlalawigan shall only ex-tend to taxes and shall not apply to regulatory fees and shall be extended through an ordinance.

Mr. Uy further said that the proposed 50% RPT dis-count is so small if we were to consider that the banks in the area already zero-valued all properties affected by Sen-dong. Property owners can no

longer use these properties as collaterals because their value is zero.

It’s 100% afterall and the 50% discount we are asking for is a fair and justifiable assistance to Sendong victims to help them bounce back and fully recover from the disaster.

“We hope that more coun-cilors will be able to appreci-ate the rationale behind such request and would rally for the approval of an ordinance to this effect soonest,” said Uy.

Villanueva, Misamis Oriental – Senator Loren Legarda cited recently energy firm STEAG State Power Inc. (SPI) for having been conferred with the prestigious DENR Official Seal of Approval. In her letter to SPI Presi-dent and Chief Executive Offi-cer Dr. Bodo Goerlich, Senator Legarda, who is also Chair-person of the Senate Com-mittee on Climate Change, commends SPI’s continuing effort to integrate green polices into the company’s business plans and operations. In November last year, SPI joined the ranks of 18 other companies in the country, and among the five in Mindanao, to quality under Track 1 of DENR’s Philippine Environ-ment Partnership Program (PEPP). PEPP-Track 1 industries are large companies that go beyond compliance and driven by competitiveness, image and supply chain requirements to improve performance. The award is conferred to companies with no cases and complaints filed with the Pollution Adjudication Board for the last three years prior to the date of award-ing; are in full compliance of all applicable environmen-tal laws and proven to show cleaner production processes and superior environmental performance by a 3rd party auditor.

Since start of its operations in November 2006, the power plant has so far delivered more than 8 billion kWh of electricity to the Mindanao grid representing about 20% of the island’s total power supply. SPI is a special purpose company that owns and oper-ates a 210 MW (net) power plant at the PHIVIDEC In-dustrial Estate in Villanueva, Misamis Oriental. The compa-ny is majority owned by Steag GmbH which is Germany’s 5th largest electricity producer and market leader in biomass power plants. ThE National Grid Corpora-tion of the Philippines (NGCP) complained about the pen-chant of some people for planting trees under the transmission lines. Trees and vegetation that grow or are planted inside or adjacent to NGCP’s existing transmission line right-of-way (ROW) are known to cause trippings or power outages when they breach prescribed safety clearances for high-voltage power lines. the bulk of the power gener-ated from the government’s Agus Complex enters the grid through the said substation. The Agus Complex supplies 500 MW to the Mindanao grid, representing about 60% of the island’s total current supply. At least 200 MW consumed by South Mindanao passes through NGCP’s Balo-i Substation and the transmission lines emanating from it. Alabanza added, “It’s not simply a question of making our work easier. The ROW violations also imply addi-tional cost to the company because we have to clear the land of vegetation and structures before we can per-form maintenance work. In cases where the ROW violations cause dam-age to facilities, the cost implication multiplies. There is the cost of repairs and restoration, in addition to the cost of additional manpower and manhours which could have been utilized for more inspection and maintenance activities.” In addition to operational problems, NGCP also warned the public of the safety haz-ards for ROW violators. Trans-

mission lines are open lines that carry a minimum of 69,000 volts and a maximum of 500,000 volts. “You don’t even have to touch the lines to be electrocuted. Electricity induction may occur once the safe clearance is breached. In other words, if you get near enough, even without touching the lines, you are in danger of being electro-cuted,” Alabanza explained. “Our lines carry electricity that is more than 300 times the power of the electricity flowing in our households, which is just 220 volts. Breaching our safety clear-ances can be fatal,” warned Alabanza. As a preventive measure, NGCP conducts regular safety information campaigns all over the country through print and broadcast media. They also conduct information and safety forums at the ba-rangay level in communities traversed by their facilities to remind the public to take extra precautions when near the transmission lines. NGCP also coordinates with LGUs for help in getting word to the public about the risks and hazards of living under their lines.

“At the end of the day, ROW violations affect our power delivery service. In turn, the distribution utilities and the public at large suffer and are most affected,” said Alabanza. Responsible trimming of trees and vegetation within the transmission line ROW is part of regular operation and maintenance procedures done by linemen. The Department of Environ-ment and Natural Resources (DENR) has granted NGCP the authority to prune or cut any or all vegetation or trees that could cause trip-pings and outages of existing transmission lines where and when necessary. NGCP is a privately owned corporation in charge of op-erating, maintaining, and de-veloping the country’s power grid. NGCP transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines and towers, substations and related assets. NGCP’s regu-lar maintenance activities and expansion projects aim to enhance the reliability and quality of electricity delivered to customers.

This is a big accomplish-ment for BIR RR16, under the leadership of Regional Director Alberto S. Olasi-man. “It is the first time since 2008 to 2011 that BIR RR16 exceeded its collection tar-get,” said Collection Divi-sion Chief Blandina Flo-rante. For his part, Director Olasiman stated, “Nothing is impossible if we will just think positive. Without reservation we could say, we had an excellent collection performance for 2012.” He added, “We had done our part, which is to collect taxes for the government.” He spoke with the rev-enue district officers dur-ing the first Regional Staff Conference in Cagayan de Oro City last January 21. It can be recalled that when Director Olasiman reported last September 2011, the region suffered a deficit of more than P200 million. For the last remaining quarter of the year, he managed to reduce the deficit by yearend to P58 million. He said the region could have done better last 2011 had it not been for tropical storm Sendong which result-ed to damage to property, loss of lives, and adverse-ly affected the economic well-being of the cities of Cagayan de Oro and Iligan. During the conference, Director Olasiman recog-nized the efforts of each of the revenue officers and their personnel which led to the good collection per-formance of the region. First to be recognized was the 2012 Presidential Lingkod Bayan Awardee - Revenue District Officer (RDO) Aminoding Macar-ampat. He led RDO 102 Marawi City and Lanao del Sur to achieve the highest percentage of excess over goal in the region.
