Comelec lauds PPI, BWM, Veterans Bankfor conduct of election coverage seminar

Comelec provincia l election supervisor Law-yer Cirilo Nala, who was invited to discuss Comelec rules and regulations, said the seminar organized for media reporters in the region is laudable, par-ticularly in its effort to educate and prepare report-ers covering the May 13 Automated Synchronized National, Local and ARMM Regional elections.

Past Philippine elec-tions have been known as confrontational and bloody, and among those directly affected are members of the tri-media who were given the tasks of covering from campaign period to post-election days.

The bloodiest among them all is the Maguindanao massacre that caused the death of 33 media practitio-ners who joined a caravan of a politician’s wife to file her husband’s candidacy for governor of Maguindanao province. Trial against the suspects belonging to the Ampatuan clan continues up to this time.

Atty. Nala discussed sev-eral topics concerning the May polls, including Gun Ban, Philippine National Police Supervision and Con-trol, Comelec Checkpoint and the Fair election Act, among others.

Aside from Atty. Nala, Froilan Gallarado of Min-danews was also invited

to talk about “Safety and Conduct in Covering the 2013 elections” while Richel Umel of Agance France Press shared with the par-ticipants on “ethics and Reporting Techniques.”

Joe Felicilda, lead con-vener of MinPressDev and editor-in-chief of Mindanao Star, discussed important aspects of the topic, “how to Cover Political Cam-paigns.” he particularly coached participants on how to appear fair and balance in their reporting and not being bias in their coverage of the campaign.

The seminar is the brain-child of Mediante, program director for the PPI project. Sudaria, CeO and publisher of the four newspapers un-der the BWM Group of Publications, supported the undertaking in partnership with Veterans Bank.

Sudaria, in his message, extended his gratitude to all the participants for acknowledging the invita-tion, even as he thanked PPI for the initiative of holding the seminar with BWM Media Center and Veterans Bank.

Another venture of BWM Media Center comes to fore on March 8, 2013, when it launches the BWM NewsCon, a weekly news conference that will tackle regional issues and con-cerns affecting Kagay-anons and those in the neighboring areas here in Northern Mindanao.

ARMM passes free birth registration law

The law was authored by Assemblywoman Rahima Datumanong Alba of the 2nd district of Maguindan-ao, who said MMA Act 293 is part of the commitment of the ARMM government to the country’s millennium development goals (MDG). “We want this law to be instrumental in secur-ing some of the principal rights of every child in the ARMM,” she said.

It is also expected to help address problems that re-sulted from lack of authentic birth certificates among a considerable number of residents in the ARMM to allow the regional govern-ment to get a good evalua-tion of its population. Governor hataman said in the past, a previous pol-icy allowed a number of employees in the regional government who are be-lieved to have reached or are beyond retirement age to continue in the service. “We hope the law will address problems like this in the coming years,” he said.

Meanwhile, the United Nations Children’s Fund (Unicef ) and the United Nations higher Commis-sion on Refugees (UNhCR) supports the free birth reg-istration in the region. Trevor Clark, chief of Unicef ’s Cotabato City Field Office, said they have pro-vided and will continue to provide technical assistance to the ARMM government on the free birth registra-tion. he said they will support the agenda being champi-oned by the ARMM govern-ment that gives more rights to children. MARAWI Ci ty - The Integrated Provincial Health Office (IPHO) here recently oriented new nurses hired under the Registered Nurses for Health Enhancement and Local Service (RN Heals) project. Dr. Amanollah Ban-tuas, chief of the Train-ing Division of the De-partment of Health in Autonomous Region

in Musl im Mindanao (DOH-ARMM), faci l i-tated the training. A background on the RN Heals project, fam-ily planning program, and maternal health programs were among the topics discussed during the orientation. IPHO said 50 reg-istered nurses in the province qualified for the project.

Lanao health office gets 50 new nurses

The nurses, whether assigned in a hospital or health center, will

receive a monthly allow-ance of P8,000 from the national government. Hosp i ta l o r ru ra l health units where the nurses will be assigned are also encouraged to provide additional mon-etary or non-monetary incentives to nurses such as meal allowance, transportation al low-ance, communication allowance, and modest board and lodging al-lowance. CAGAYAN de Oro City - The Australian Center for International Agricul-tural Research (ACIAR), together with ecosystems Research and Development Service-10 (eRDS-10), has started implementing the project, dubbed as Improv-ing Watershed Rehabili-tation Outcomes in the Philippines using a Systems Approach in Claveria, Misa-mis Oriental.

The project aims to re-habilitate the Cabulig River Watershed in Claveria, Misamis Oriental.

An assessment on the status of selected National Greening Program (NGP) sites implemented in Clave-ria by the People’s Orga-nization (PO) under the Community Based Forest Management (CBFM) sites was conducted.

This is done to design the appropriate methods of improving the survival and early growth of the key species used in the NGP and identify better/alter-native species that could fit-in to the three major concerns of the project in

the aspect of production, livelihood and environ-mental significance.

The project would also identify the “best bet” na-tive or indigenous forest tree species and appropriate silvicultural interventions for old forest plantations.

Future act ivit ies of the project will include the characterization and vulnerability assessment of the watershed area to landslide, soil erosion, and flooding; the implementa-tion of livelihood options for the members of the CBFM-POs in the site; and conduct of species trials in

the watershed. Dr. Jack Baynes from

ACIAR spearhead the project. With him were Prof. Arthur Pasa and For-ester Roger Tripoli of the Visayas State College of Agriculture, Baybay, Leyte. eRDS-10 Regional Techni-cal Director for Research Danilo C. Cacanindin is ACIAR’s regional research counterpart.

The InfoBoard is a com-

It is currently being used by Ateneo de Manila to keep their students informed, in real time, about impor-tant school activities and

Laurence Dadua of Smart Philippines conducted an orientation last February 18 with some City hall person-nel, headed by Assistant City Disaster and Risk Reduc-tion Management Officer Armen Cuenca, regarding the InfoBoard and its uses for the city.

The InfoBoard requires, however, that users would use Smart or Talk n Text SIM cards to enjoy the 30,000 allocation of free messages per month. Messages sent to non-Smart users will be billed P0.70.

Among its uses is as an early warning communica-tion tool for the people of the

80 barangays in the city, in case of emergencies, such as incoming typhoons, possible flooding or any disaster for that matter.

With the InfoBoard, the 80 barangay captains can receive timely text messages through their cellphones from the City Disaster and Risk Reduction Manage-

ment Office giving them updates and specific instruc-tions, all at no expense to the city or its subscribers.

Limbaco-Misamis Oriental Schools Division Superintendent said dur-ing the Cluster 1 Division MANCOM held at Tali-sayan Central School on January 16,2013. Limbaco reiterated that as leadsers they should always be punctual.Punc-tual not only in submitting reports but also in atten-dance to every gathering. School administra-tors-districxt supervisors,

principals, head teachers and School in- charge from Magsaysay to Tali-sayan attended the said meeting. During the administra-tors’ meeting,the super-intendent elaborated the performance contract of the teachers hence,this is the basis of the con-troversial Productivity Incentive Bonus issue. Limbaco challenged every administrator to do their duties and respon-sibilities in their respec-tive districts to uplift the

standard of education. The said meeting be-came challenging and heart- pounding when the administrators were made to answer questions as Limbaco picked their names from the box. MAMBAJAO, Camiguin - Sixty nine operational day care centers (DCC) here continue to implement the essential health Care Pro-gram (ehCP) benefitting some 2,383 preschoolers. For three years, adequate supplies of toothbrushes, fluoride toothpaste “poly paste”, lice shampoo and hand soap were provided to preschoolers. The Barangay Councils on the other hand look after

the needs of the DCCs in maintaining their respective center’s dental traps. The project was initiated by Fit for School Foundation and has been sustained by the provincial government over the years. It originally covers grade levels 1 to 4 elementary stu-dents, and later expanded to cover all pre-schoolers, as well. Aside from receiving hygiene kits, the children

likewise undergoes regular deworming activities. The success of ehCP in the province has gar-nered recognition from the Philippine Institute for Development Studies. Meanwhile, the DCCs here are also beneficiaries of the 120 days supplemental feeding program, last year, amounting to P2-million, excluding of kitchen utensils that were also provided for them. CAGAYAN De ORO CITY – The country’s leading domestic airline and the Department of Tourism are working both ends of the new direct air route between the cities of Zamboanga and Cagayan de Oro to ramp up travel and tour-ism between the two destinations. “With the new air route, it is now easy, cheap and convenient for people from both cities to visit each other’s cities for a brief holiday,” noted Mary June G. Bugante, regional director of the Dept. of Tourism for Region IX. “Knowing how different the two cities are, we look forward to more tourists from Region X visiting us in the same manner people from here look forward to visiting Northern Mindanao.” Cebu Pacific flies from Cagayan de Oro to Zamboanga three times a week every Tuesday, Thursday and Saturday. Before the direct air route was opened last October 20, 2012, commuters had the option of either taking a 12 hour bus ride (with 5-stops in between) or fly some 1,650 kilometers via Manila or five times the 330 kms. that actually separates the two Mindanao cities. “even if the direct flights are more expensive than the bus, many would still opt to fly, considering the health and safety consider-ations inherent in any 12-hour overland trip,” said Catalino e. Chan III, regional director for DOT Region 10. “however , a commuter can secure a fare even lower than the bus if he books early.” “I booked our flight last De-cember 2012 for our Centennial Alumni homecoming at the At-eneo de Zamboanga University as soon as the flight was started, “ said Ramon Raciv escudero, a native Zamboangueño who now resides and works in Cagayan de Oro. “As a result, I paid even less than what I would have paid for a bus.” Tourism and airline officials have organized trips by travel writers from Cagayan de Oro and Zamboanga to benchmark the new air route. The first group of travel journalists from Zam-boanga visited Cagayan de Oro last November 27-29, 2012 while Kagay-anon travel writers returned the favor just last Feb. 12-14, 2013. “To further promote inter-regional travel, DOT Northern Mindanao plans to hold its an-nual month-long Pasundayag sa Northern Mindanao cultural festival in Iloilo and Bacolod instead of Metro Manila as it has traditionally been done in the past,” Mr. Chan noted. At present, CeB operates 60 domestic and 31 international routes. Two international routes being offered will commence later this year: Manila-Bali on March 16, 2013 and Manila-Dubai on October 7, 2013. Cagayan de Oro’s Lumbia Airport is the regional hub for air commuters from the four prov-inces and nine cities of Northern Mindanao (Region X) but serves passengers from as far as the Caraga, Lanao and Zamboanga regions.
