tHe city government of Cagayan de oro continues to pursue the drive against vandalism. in its resolution no. 11328-2013, the Council headed by Vice Mayor Caesar ian acenas en-joins the 80 urban and rural barangays, academe, tri-media and other lo-cal civil societies in the city to participate in the campaign. through the City Coun-cil committee on police, f ire and public safety chaired by Councilor ian Mark Q. nacaya, the city and the Cagayan de oro

Police office (CoCPo) have intensified the drive. this, after Councilor nacaya expressed con-cern over the unabated incidents of vandalism in the city, which he says, adversely affects the city’s cleanliness and beautifica-tion drive. Upon the recommenda-tion of Councilor nacaya, a task force was created by the CoCPo that will focus solely on addressing this. the committee will hold a Focus Group Discus-sion (FGD) on Wednesday with psychologists from the Department of Health

and different schools and universities and with the local police office in an effort to dig deeper into the problem of vandalism. aeroSol SPraY Meanwhile, Council-or nacaya is reminding owners, proprietors or managers of any business establishments to comply with regulations on the sale of aerosol paints. these paints are widely used by vandals in defacing public and private edifices. ordinance no. 5074-95 prohibits the selling and possession of aerosol paints and similar products

by minors and penalizes any person for the im-proper or malicious use of the same. it imposes penalties to violators. Business establishments must require art students or working minors to pro-duce evidence or proof such as school iD and authorization from the painting or printing estab-lishment, respectively, at-testing to the fact that they are legitimately engaged in this, before selling aerosol paints to the said students or minors, as provided for in the ordinance. aFter two years of reigning as President of the republic of the Philippines, BeniGno C. aQUino iii must have gained expertise in choosing reliaBle and Brilliant men to administer the impera-tive agencies of government to help him implement the immense programs delib-erately established for the Filipino People. take the late JeSSe ro-BreDo of the Department of interior and local Gov-ernment and of course the Secretary of the Department of education Dr. arMin a. lUiStro FSC who made eDUCation a tool for na-tion Building. The late DilG Secretary has been applauded

for his superiority in Public Service urging every govern-ment official and employee to be Matino and MaHUSaY. Deped Secretary on the other hand encouraged the teachers and administrative staff of his department to be guided with the ideologies and values introduced by roBreDo to his personnel. The two are parallel in their direction to be trusted by the Filipinos. Such is a very noble intention from an honourable fellow. one manifestation of this merit is the KinDerGar-ten Classes instigated in the Public Schools since School Year 2011-2012. The said program has been found very beneficial to the poor and the

needy since our KinDer-Garten training were only available for the children who belong to the well-off families, only to those who can pay high tuition fees and can afford to provide the school supplies to their children. nowadays, the Day Care Program of the Department of Social Welfare and De-velopment became merely a substitute for the Formal learning acquired by the pre-school children from the KinDerGarten classes established in elementary Schools of the Department of education. to Dr. arMin a. lU-iStro FSC, thank you and i salute you, Sir.!

CaGaYan de oro City - the regional agriculture and Fisheries information Division (raFiD), with the Department of agriculture (Da-10) is now leading a region-wide information caravan on the 2013 na-tional Year of rice. the caravan, February 26 to March 7, is being conducted in the provinces

of Bukidnon, lanao del norte, Misamis occidental and Camiguin to attain the country’s goal of rice self-sufficiency. two thousand partici-pants are participating in the event, themed: “Sapat na Bigas, Kaya ng Pinas.” the caravan is a social marketing and advocacy campaign which seeks to

attain the three-fold goal of achieving rice self-suf-ficiency in the country, promoting better health among rice consumers and improving the productivity and income of rice farmers. the activity includes a briefing on the 2013 na-tional Year of rice, which was declared by President aquino under Proclamation

494 signed on october 18, 2012. there will be an open discussion between farmers and the Da on topics such as rice varieties for adverse conditions, community seed banking and farm machin-eries and equipment assisted by the region. the department’s at-tached agencies, including

the national Food author-ity, national irrigation ad-ministration, Philippine rice research institute and the Philippine Crop insur-ance Corp. will also be at the caravan. they will discuss ad-ditional production sup-port, post-harvest and farm mechanization assistance, market development ser-

vices and insurance cover-age. the Da 10 anticipates to enlist more agricultural stakeholders, including farm-producers, the pub-lic and policymakers to have higher regard and in-creased productivity among rice farmers as well as be healthier rice consumers.

oroQUieta City - the Commission on elections (Comelec) in Misamis oc-cidental has ordered the removal of campaign posters mounted outside the com-mon poster area by a certain party-list group. “Mounting of the said materials is clearly in defi-ance of the ruling that all campaign materials should be mounted inside a com-mon poster area, as provided for by republic act no. 9006, otherwise known as the Fair elections act,” said atty. Stalin a. Baguio, Provincial election Supervisor (PeS). Baguio, however, did not mention the concerned party-list group saying the Comelec will send the neces-sary notice of violation first, before coming out with the

By Rutchie C. Aguhob name of such party-list group in public. Baguio ordered the re-moval of all campaign ma-terials posted outside the common posters area to all election officers of the three cities and 14 municipalities of the province who attended the recent Joint Provincial Security Control Center meeting held in the city. the said meeting also coincided with a seminar where the salient points of republic act no. 9006 and amendments of important Comelec resolutions relative to the May elections were discussed. “We at the Comelec must do our best to gain the trust and confidence of the people by doing our part in the implementation of our election laws, and simply following instructions by

the candidates or parties should be a matter for us to go about,” Baguio said. He reiterated that the posting of campaign materi-als in public places outside the designated common poster areas is prohibited and that persons posting such campaign materials shall be held liable together with the candidates and other persons who caused their posting. Comelec resolution no. 9615 promulgated on Janu-ary 15, provides that parties and candidates may post any lawful campaign mate-rial in authorized common poster areas in public places, subject to the requirements and/or limitations set by the Comelec and that the materials can also be posted in private places, as long as it has the consent of the

owner. However, Baguio clari-fied that it will be presumed that the candidates and par-ties caused the posting of campaign materials outside the common poster areas, if they do not remove the same within three days from notice of such violation is-sued by the election officer of the city or municipality where the unlawful elec-tion campaign materials are posted or displayed. Baguio added that mem-bers of the Philippine na-tional Police and other law enforcement agencies depu-tized by the Comelec shall apprehend the violators caught in the act, who will then be filed with appro-priate charges as provided by resolution no. 9615. journalists who competed in individual and group writing and non-writing journalistic competitions.

this year’s rSPC was participated in by 2,528 cam-pus journalists from public and private elementary and secondary schools, who were among top four winners in their respective journalistic fields in the schools division level competitions.

The rSPC top three win-ners in individual contest categories and the first-place winners in group contest categories will represent region 10 in the nSPC.

individual contests in-cluded editorial, feature, news and sports writing, copy-reading and headline writing, editorial cartooning and photojournalism, while the group contests were on radio broadcasting and col-laborative publishing.

During the awarding pro-gram, the Schools Divisions of Camiguin and ozamiz City were both declared overall champions, since they garnered identical total points, according regional Journalism Coordinator Mala epra B. Magnaong.

toP SCHoolS DiVi-SionS

The Schools Division of Camiguin, which was last year’s rSPC overall cham-pion, produced 27 nSPC qualifiers, since she topped the secondary level’s collab-orative publishing in both english and Filipino, four first-placers, six second-plac-ers and three third-placers in individual competitions.

also, she got additional points from four others who made it to the top seven winners.

on the other hand, oza-miz racked up points enough to equalize Camiguin for the top overall spot after her sterling performance

in radio broadcasting in elementary level english and Filipino, as well as in secondary level Filipino.

She also won first place in collaborative publish-ing in the elementary level Filipino, while 17 others won in individual contest categories.

Hence, this year’s rSPC host schools division will be sending a total of 36 delegates to the nSPC, eight of them among the top three winners in individual competitions.

last year, region 10 which was represented by ozamiz was the nSPC 2012 (Puerto Princesa, Palawan) champion in radio broad-casting for secondary Fili-pino.

Camiguin amassed most of her points in second-ary english, thus relegat-ing Misamis oriental and ozamiz on second and third spots, respectively, as well as in secondary Filipino since she was second to Misamis oriental, while ozamiz was third.

ozamiz also collected additional points since she was second to Misamis occi-dental in elementary english, while Bukidnon was third.

in elementary Filipino, it was Cagayan de oro on the top spot while Valencia and Malaybalay was second and third, respectively.

other overall top-per-forming school divisions were Misamis oriental, third; Cagayan de oro, fourth; and Misamis occidental, fifth.

for recognition, but rather an exercise of a right. a right that has been long past overdue, neglected and worst, invaded by people and organization with vested interest. Who in one way or another would like to fit-in their selves in the Criminol-ogy profession without first getting into the rigors of its academic discipline. the B.S. Criminology program is the only for-mal educational program in this country that have provided the fundamental principles of Public Safety, law enforcement, Criminal investigation, industrial Security, Correctional ad-ministration, Fire and arson investigation, and Forensic Sciences, etc. such fact is even a judicial notice to all and therefore all rights imbedded therewith should be afforded to all its prac-titioners. the passage of r.a. 4864 “the Police act of 1966” did not even recognized that there is such a formal education as B.S. Criminol-ogy in spite of the fact that the Philippine College of Criminology has offered and produced graduates of the program more than 10 years before the passage of r.a. 4864. the integrated national Police empowered through P.D. 765 which was approved on august 8, 1975, in like manner failed to give due recognition and value to the Criminology profes-sion. Wherein the academic program of Criminology was even way ahead before the Philippine government was able to set –up its crime laboratory. (to be continued)

tHe DePartMent oF eDUCation under the administration of Dr. arMin a. lUiStro conscientiously improves eDUCational Pro-GraMS to foster prop-er implementat ion of learning development throughout the citizenry. this is in line with the ViSion of the aQUino administration to pro-vide access of knowledge to every Filipino living in our country toDaY. one of these Pro-grams is literacy among the indigenous People, an array supported by republic act 8371 oth-

erwise known as the in-digenous Peoples’ rights act of 1997. as expressed by some experts , the aforementioned Program takes “iPs Front seat”, in as such that ma-jority of the people in Bukidnon belongs to the indigenous People, our Division must be grateful enough to ad-vocate iP education to our residents and start it by promoting the CHar-aCteriStiCS of the 7 tribes, preserving their culture and respecting their rituals, arts, music, literature and rights. to start with, let me

enumerate the 7 tribes recognized by the Pub-lic as legitimate ethnic group of Bukidnon such as: Higaonon talaandig Bukidnon Umayamnon Manobo tiguahanon and Matigsalog indigenous People can now do away with all the hazards of prejudices and discrimination… the said tribes are now eligible for literacy and Formal instruction as prescribed by the De-partment of education.

CaGaYan de oro City – Kalabugao, what? it may not be long before the word Kalabugao is on everyone’s lips, since this obscure place is being supported from all sides. local and national gov-ernment agencies in region 10 have pledged their com-mitment to help Kalabugao Plain. this, during the Bantulaay : Peace and Development Convergence Program for Kalabugao Plain held in Ba-rangay Kalabugao, impasug-ong, province of Bukidnon, February 13-14. led by the regional Peace and order Council (rPoC-10), representatives from the Department of the inte-rior and local Government (DilG), national telecom-munications (ntC), national economic and Development

authority (neDa), Com-mission on Human rights (CHr), Philippine informa-tion agency (Pia), as well as the Philippine national Police (PnP) and the armed Forces of the Philippines (aFP), lo-cal governments of impasug-ong town and Bukidnon and non-government organiza-tions, like Balay Mindanaw and the church attended the program. Seven barangays of Ka-labugao were clustered and each tackled priority projects they wish to have in their communities. the projects were divided into five sectors, namely economic, environment, infrastructure, social and institutional. Under these sectors were programs and projects pro-posed for livelihood: animal and tilapia fingerlings dis-

persal, organic agriculture production and rejuvenation of coffee, among others. a greening program and reforestation was also dis-cussed along with agro-for-estry and the establishment of eco-tourism, especially the preservation of Pulangi and Kalabugao river. they also found a need to put up daycare and health centers, school buildings, low-cost housing projects, farm-to-market roads, con-struction of cell sites and strengthening of the tribal justice system for the Higa-onon tribe. Misamis oriental Gover-nor oscar Moreno, chair of rPoC-10, said Kalabugao symbolizes far-flung areas of their rural communities. it has weak government presence, poses high inci-dence of conflicts and ob-vious poverty but has high potential to develop the in-

digenous People with the presence of church and civil society. Kalabugao Plain is at the tri-boundary of the provinces of Bukidnon, Misamis ori-ental and agusan del Sur. it is also home of the Higaonon tribes led by Datu Palasambag and a strategic watershed area of Pulangi river. Gov. Moreno said Ka-labugao Plain is important because it affects other parts of Mindanao. the flood in Gingoog, Butuan, Cagayan de oro and even in Davao and Cotabato come from it. attaining peace and or-der is also essential because people need to live without worrying what happens to their families or homes. He added that they want to give the message that despite the limitation, they want the government to give and provide help to the people. one of the leading senato-rial candidates in the forth-coming May 13, elections, a favorite of the Maranaos, graced the enthronement of two prominent royal personalities in lanao del Sur last February 16.

Former Congresswoman of las Piñas and Managing Director of Villar Founda-tion Cynthia Villar was the Guest of Honor during the enthronement of Sultan ansary Maongco and Bai a labi nessren “eleanor” Dimaporo lantud of tabib, Butig, lanao del Sur.

the affair was held at the lanao del Sur Capitol auditorium.

according to Maranao custom the Sultan is the Head of the Community while the Bai a labi is the equivalent of the Sultan in leading the women popu-

lation. Some call the Bai a labi,

their queen.ansary is known to be

a prominent personality in his profession and among the people of Butig and the whole province of lanao del Sur while lantud is the incumbent Mayor of Pantao ragat, lanao del norte.

in her message, Villar give her wishes to ansary and lantud for their suc-cesses and the prosperity of their respective domains.

She also praised the Ma-ranaos for being mostly business-minded.

She said that Maranao businessmen and traders are found everywhere through-out the country.

She told the crowd of hundreds of people from the different Sultanates of lanao del Sur that she has started livelihood Projects in lanao del Sur among

many that she has through-out the country through the Villar Foundation.

these will be replicated in many more places in Mindanao and nationwide once she becomes a Senator, she said.

Her mention of live-lihood projects was ap-plauded many times by the audience.

it can be noted that ac-cording to neDa records, lanao del Sur, one of the provinces in the autono-mous region in Muslim Mindanao (arMM) is among the poorest prov-inces in the country.

after the enthronement ceremony, Villar was wel-comed at the laSUreCo offices in another part of Marawi City where she formally opened the Con-sumers’ Park within the compound of the said co-operative.
