ARMM provides P12.6 million inlivelihood assistance to cooperativesCOTABATO CITY - Liveli-hood projects worthP12.6 million under theAutonomous Region inMuslim Mindanao's ban-ner program Health,Education, Livelihood,Peace and Governanceand Synergy (HELPS) willbe awarded to various co-operatives in ARMM.

The livelihood assis-tance, extended to thebeneficiaries throughARMM’s Science andTechnology department(DOST-ARMM), com-prises nine bakeryprojects in the provincesof Basilan, Sulu, andTawi-Tawi; two organicor vermi-composting fer-tilizer production inLanao del Sur; and threemat-weaving projects inTawi-Tawi.

Mon-Em Abangad,DOST-ARMM informa-tion officer, said threebakery projects were al-ready turned over tocooperative-beneficia-ries in Basilan provinceon April 12. The coopera-tives, he said, wereprovided capital fundsand their members givenskills training.

“We trained them onbread, cake, and pastrymaking, and basic handwashing. We also gave in-puts on food safetyhazards and the Halalcertification process,”said Abangad.

The cooperative re-cipients of HELPSprojects are Switch YakalConsumers Cooperativein Lantawan; BadjaKahapan Agri-FarmersProducers Cooperative inTipo-Tipo; and PintasanConsumers Cooperativein Mohammad Ajul.

“Masaya po kami saproyektong ibinigay saamin dahil magkakaroonna kami ngpagkakakitaan, maypang gastos na kamiaraw-araw (We are happywe are given this project,now we can make bothends meet everyday),”said Nihma Asanji, 27, amember of the BadjaKahapan Agri-FarmersProducers Cooperative.

Abangad said theprojects will help im-prove the livingconditions of the resi-dents in their respectivecommunities. He addedthese will also create jobsand provide additionalincome to members ofthe cooperative-benefi-ciaries.

The six remainingbakery projects will beimplemented in thebarangays of Poblacion inBongao, Tawi-Tawi; andPuukan Laminusa inSiasi, San Raymundo andWalled City in Jolo, BilaanPoblacion in Talipao, andBaligtang in Pandami, allin the province of Sulu.

On Wednesday, April20, the agency turnedover a vermi-compostingproject in barangayDaguan, Kapatagan,Lanao del Sur toMalinday Daguan Farm-ers ProducersCooperative.

The same project willbe turned-over toRadapan Poblacion Fer-tilizer Livelihood FarmersProducers Cooperative inRadapan Poblacion,Pagiapo, Lanao del Sur onApril 23.

Meanwhile, matweaving projects will beimplemented in thebarangays of Balimbingin Panglima Sugala, andUnas-Unas and TongTampakan in SouthUbian, all in the provinceof Tawi-Tawi.

HELPS is a priorityprogram of the regionalgovernment under theHataman administration.It aims at providing basicintervention to poor anddepressed areas in the re-gion.

The regional govern-ment has identified 200barangays as priorityproject recipients underthe HELPS program in2015-2016. The ARMMgovernment has ear-marked P10-millionworth of various projectsfor each of the targetedbarangays. (Bureau ofPublic Information)

mayor vs black propagandaZAMBOANGA CITY – Firstgentleman TrifonioSalazar has branded aspolitical propaganda formedia mileage the allega-tions by a mayoraltycandidate Mario Yangawho strongly criticised theNational Intelligence Co-ordinating Agency (NICA)for its alleged failure to de-tect the entry of Mororebels in Zamboanga Cityin 2013.

Yanga also blamedSalazar’s wife, Mayor BengClimaco, for allegedly fail-ing to properly response tothe first few hours of theraids.

“Yanga doesn’t knowwhat he was talking aboutand all these issues aremere propaganda aimedat putting him in the newssince he was always lag-ging behind politicalsurveys. The poor re-sponses of theconstituents on Yanga’scandidacy show the real-ity on the ground,”Salazar told the regionalnewspaper Mindanao Ex-aminer.

Salazar, who previ-ously headed the NICA,said among the functionsof the agency is to collateand make assessment theinformation gathered byintelligence agencies forthe President. He said ac-tionable intelligence arepassed on to operatingunits - the police andmilitary and other law en-forcement agencies.

He said it is up to thepolice chiefs and militarycommanders or heads oflaw enforcement agen-cies on how to deal withthe intelligence reportsthey disseminate.

Salazar said Moro Na-tional Liberation Frontrebels from Sulu andBasilan provinces, all un-der the Muslimautonomous region,landed in several villages,including Taluksangayand Arena Blanco, andthat a navy patrol boat –aware of intelligence re-port on the plans of theMNLF to enterZamboanga - clashedwith a group of rebelsonboard several motor-boats near Rio Hondo.

Yanga, who was thendeputy chief of the re-gional police force, saidthe rebel siege would nothave prolonged if themayor showed strong

leadership in dealing withthe situation.

But it was unknownwhy the regional policeforce and the army failedto detect the entry ofrebels despite a hugenumber of security per-sonnel in Zamboanga.

Yanga was assigned inZamboanga’s east coastwhile security forces werebattling rebels in the vil-lages near downtownarea, according toSalazar, who was a formerdecorated army com-mander.

Salazar said he wasguarding the village ofSanta Catalina near CityHall together with retiredarmy general NehemiasPajarito together with vil-lage chieftain JimmyVillaflores, who is nowrunning for a councilseat.

It can be recalled thatin November 2001, hun-dreds of rebels occupiedCabatangan, the formerMuslim regional complex,and held hostage dozensof civilians, includingchildren, in an effort tostop the elections in theregion.

More than 100 peoplewere killed in the fightingand in the end, MayorMaria Clara Lobregat,mother of incumbentcongressman CelsoLobregat, who was thechief executive then, al-lowed the rebels to leaveZamboanga in exchangefor the release of the hos-tages.

The next year,Zamboanga city wasrocked with a series ofAbu Sayyaf bombings -October 2, 17 and 21, 2002that killed 11 people, in-cluding an U.S. soldier,and over 180 otherswounded.

Salazar said the po-lice chief then was Yanga.“The 2002 series of bomb-ings is a sign ofincompetence on Yanga’spart. He should have re-signed his position after ithappened,” he said.

ARMM conducts ‘Lakbay Edukasyon’for school and barangay officials

COTABATO CITY -Teachers, school headsand barangay captains infive municipalities in theprovinces of Sulu andTawi-Tawi visitedMaribulan ElementarySchool, one of top per-forming schools inSarangani province, for astudy tour dubbed‘Lakbay Edukasyon’.

This year’s study tourdelegation comprises 160teachers and school

heads and 40 barangaycaptains from the townsof Simunul, Sitangkai,and Bongao in Tawi-Tawias well as from the townsof Indanan and Patikul inSulu.

Alfhadar Pajiji, Au-tonomous Region inMuslim Mindanao-Edu-cation department(DepEd-ARMM) assistantsecretary for specialprojects, said this is thefirst batch of LakbayEdukasyon study tour thisyear.

He described thestudy tour as an educa-tional trip that providesopportunities for expo-sure visits and learningthe host school’s bestpractices, specificallyprograms, projects andinterventions the partici-pants could replicate intheir own areas.

Maribulan Elemen-tary School isimplementing best prac-tices within its systemamong public schools inRegion 12, or CentralMindanao.

After the study tour inSarangani, the partici-pants will proceed toACES Natural Farming In-stitute in Panabo City,Davao del Norte. ThePanabo City tour is aimedat educating the partici-pants on the importanceof organic farming as well

as exploring the possibil-ity of applying suchfarming techniques intheir respective commu-nities.

“This is the first timewe experienced this kindof program and after thestudy tour, we will surelyadopt what we learned inour locality,” said Hja.Darwisa Kadil Sakiran,barangay captain ofBarangay Tagbak inIndanan, Sulu.

ARMM GovernorMujiv Hataman said theprogram will help im-prove the qualityeducation in the region.“We want all the schooldivisions and barangaycaptains in the differentprovinces in the ARMM toexperience this programbecause this will helpthem a lot,” Gov. Hatamansaid.

In 2015, DepEd-ARMM also conducted asimilar study tour involv-ing district supervisors,school heads andbarangay captains in theprovince of Basilan.

Norovirus outbreak reportedin Zamboanga City

ZAMBOANGA CITY –Local government andhealth officials haveurged residents to main-tain good hygiene andcleanliness following theoutbreak of the highly-contagious norovirus thathad already killed at least4 people.

Sheila Covarrubias, aspokeswoman for MayorBeng Climaco, citing offi-cial medical records, saidover 1000 people – mostlychildren – were affectedby the virus and beingtreated in hospitals aftersuffering from severe di-arrhea.

“Laboratory test re-sults from the ResearchInstitute for TropicalMedicine revealed thatthe diarrhea outbreak inthe city was caused by aviral infection callednorovirus,” she said.

This was also con-firmed by City HealthOfficer Dr. Rodel Agbulos,who said the norovirus ishighly contagious and

can be obtained from aninfected person, contami-nated food or water, or bytouching contaminatedsurfaces.

“The virus causesstomach or intestines orboth to get inflamed oracute gastroenteritis, andleads one to experiencestomach pain, nausea anddiarrhea. The best way tohelp prevent norovirus isto practice proper handwashing and generalcleanliness,” he said.

Agbulos said many ofthe patients were admittedin different hospitals dueto acute gastroenteritis.Three of those who diedrecently were children andone was a prisoner, whosuffered from severe dehy-dration.

According to Centersfor Disease Control andPrevention, there is nospecific medicine to treatpeople with norovirus ill-ness. Norovirus infectioncannot be treated with an-tibiotics because it is a

viral infection.Most of those affected

by the virus were residentsof Santa Catalina,Tumaga, Upper Calarian,Mampang, San Roque,Santa Barbara, Tetuan,Talon-talon andTugbungan where there isacute water shortage dueto the extreme weatherphenomenon called ElNino.

Place the batter in the refrigerator for an hour to rest.2) Place a crepe pan over medium-heat. Brush the skillet with a light coating of butter.Add 2 ounces of batter to the pan, swirling it around until the bottom is coated evenly.Cook until the crepe edges’ pull away from the pan, about 1-2 minutes. Flip and cook onthe opposite side for another 30 seconds. You may have to play with the temperature abit. The common notion is that the first crepe goes to the pan, so don’t get discouraged ifyou have to try a few times to get the temperature right. No shortage of fish supplydespite El Niño

CEBU CITY - The Bureau ofFisheries and Aquatic Re-sources has assured thepublic that there is no short-age of fish supply in CentralVisayas despite the El Niñoweather phenomenon af-fecting the country.

BFAR Assistant RegionalDirector Allan Poquita saidthe most affected by thedrought is those who are inaquaculture due to the lackof water supply.

He explained that lesswater in the fish pond mightlead to oxygen deficiencywhich would result to fishkill. “We still have sufficientfish supply in our marine liferesources,” Poquita said.

Poquita explained thatduring hot season, a lot ofphytoplankton is producedin the ocean and this servesas food for fishes.

There are plenty of foodfor the fishes due to the pen-etration of the sunlight indeep waters that causes al-gae to bloom.

Poquita also reportedthe partial cost of damage inthe impact of El Niño on fish-eries production operationsand said Bohol province reg-istered P44.75 million losesand Siquijor with P1.72 mil-lion and P1.23 million inCebu.

He said most of the dam-age hit the freshwater Tilapia,

CEBU – Health SecretaryJanette Garin has urged citi-zens to maintain cleanlinessand good hygiene followingthe outbreak of the highly-contagious norovirus inZamboanga City inMindanao that had alreadykilled at least 4 people andaffected over 1,000 others injust several weeks.

Garin said laboratorytest results from the ResearchInstitute for Tropical Medi-cine revealed that thediarrhea outbreak inZamboanga was caused by aviral infection callednorovirus.

This was earlier con-firmed by Zamboanga CityHealth Officer Dr. RodelAgbulos, who said thenorovirus is highly conta-gious and can be obtainedfrom an infected person,

contaminated food or water,or by touching contami-nated surfaces.

“The virus causes stom-ach or intestines or both toget inflamed or acute gastro-enteritis, and leads one toexperience stomach pain,nausea and diarrhea. Thebest way to help preventnorovirus is to practiceproper hand washing andgeneral cleanliness,” he said.

Agbulos said many ofthe patients were admitted indifferent hospitals due toacute gastroenteritis. Threeof those who died recentlywere children and one was aprisoner, who suffered fromsevere dehydration.
