Duterte last week sent Dureza, and Silvestre Bello III and Hernani Braganza to Oslo and met with their counterparts Luis Jalandoni, Fidel Agcaoili and Jose Maria Sison to discuss the resump- tion of stalled talks. ARMM ready forsenior high school program

COTABATO CITY - TheEducation department inthe Autonomous Regionin Muslim Mindanao(DepEd-ARMM) is nowready for the implemen-tation of the senior highschool program, the cen-terpiece of the new K to12 basic education sys-tem.

Out of 304 public sec-ondary schools in theregion, the DepEd-ARMM has alreadyidentified a total of 156that offer senior highschool program. The re-gion is expecting around35,000 Grade 11 studentsthis school year, the pio-neering batch of seniorhigh school students.

This year’s programcovers the last two yearsof the K to 12 and in-cludes Grades 11 and 12.In senior high school,students will go througha core curriculum andsubjects under a track oftheir choice.

It will allow studentsto choose from specifictracks namely: academic,technical-vocational-livelihood, arts anddesign, and sports. Thesetracks will prepare futuregraduates should theydecide to pursue higher

education (college), seekimmediate employment,or become entrepre-neurs.

Marjuni Maddi,DepEd-ARMM’s assistantsecretary for academics,admitted there are stillproblems in the imple-mentation of theprogram such as lack ofteachers as well as class-rooms that are still underconstruction.

“Yes, we still haveproblems but we are do-ing our best toaccommodate the stu-dents and we assurethem (we would) fix theseproblems as soon as wecan,” Asec Maddi said.“On June 13, the first dayof school, we actually vis-ited schools to see thestudents’ situation,” headded.

Asec. Maddi said thedepartment will fill up933 senior high schoolteaching positions thisyear.

The expected salariesof senior high schoolteachers will range fromP19,940 to P39,493monthly. Applicants willbe ranked according toDepEd’s cr iteria forevaluation and selectionprocess.

Early this year, theARMM’s Public Worksand Highways depart-ment startedconstructing 819 class-rooms for senior highschool. “Ang mga class-rooms na ipapatayo aypara sa full implementa-tion ng K to 12 programsa ARMM ( The class-rooms to be constructedare for the full implemen-tation of K to 12 programin ARMM),” DepEd-ARMM Secretary Dr. JohnMagno said.

The projects areworth more than P1 bil-lion fromDepEd-ARMM’s 2015 Ba-sic Education FacilitiesFund. The Division ofMaguindanao I will re-ceive the largest numberof projects with 165classrooms worth morethan P158 million.Among the schools in theprovince where seniorhigh school classroomswould be built is theGuindulungan NationalHigh School in the townof Guindulungan. ZAMBOANGA CITY – Sus-pected Abu Sayyafmilitants have seized 13Indonesian tugboat crewmembers off the southernPhilippine province ofTawi-Tawi, reports said.

Indonesian mediaalso reported that theboat captain phoned hiswife and told her that theywere intercepted June22 at sea by gunmen, whointroduced themselves asAbu Sayyaf and were de-manding 20 millionringgits for their safe re-lease.

The militants andtheir hostages – of tug-

boat Charles OO - werelast reported heading toTawi-Tawi, one of 5 prov-inces under the Muslimautonomous region.There was no immediatestatement from the boatowner PT Rusianto Broth-ers.

The tugboat washeading to Samarinda inEast Kalimantan followinga trip from the Philippineswhen gunmen interceptedit. The Abu Sayyaf re-ported split the hostagesinto two groups.

ARMM health worker to receive‘Bayani ng Kalusugan Award 2016’COTABATO CITY – TheDepartment of Health hasawarded a health workerfrom the Autonomous Re-gion in Muslim Mindanao(ARMM) for excellent ser-vice in her community.

Virginia Cadano, 56, amidwife from Lamitan Cityin Basilan province, re-ceived the DoH "Bayani ngKalusugan Award 2016" -which aims at recognizingindividuals, groups and or-ganizations for exemplarywork, innovation and re-forms towards universalhealth care.

Cadano has been serv-ing as a rural health midwifein Barangay Limo-ok HealthCenter for the past 29 years.She earlier served in Jolotown in Sulu province for sixyears.

Kadil Sinolinding,DoH-ARMM Secretary, saidthe Bayani ng KalusuganAward is a platform thathonors and celebrates ex-cellence in work that meetsthe highest standards ofquality and provides satis-faction to clients. “Cadanohad consistently displayedsuch excellence,” he added.

Since her assumptionas a rural health midwife in1987, there has been no ma-ternal and new born childdeath recorded in thebarangay health centerwhere she serves.

“Kapag may

In June 2015, the DoH-ARMM conducted the HighImpact Five (HI-5) HealthSummit at the ShariffKabunsuan Cultural Com-plex in this city. The fivecritical UHC programs dis-cussed are the following:

reduction of maternaldeaths;

improvement of infanthealth and reduced infantdeaths;

improvement of thehealth of children under fiveyears old;

combating human im-munodeficiency virus/acquired immunodefi-ciency syndrome and

malaria, as well as otherdiseases; and

implementation of aservice delivery network inall areas of the region.

“UHC HI-5 is a strategythat focuses on five criticaluniversal health care inter-ventions such asprioritizing the poor, pro-viding tangible outputs,which are felt through syn-chronized implementationof activities,” Sec.Sinolinding said.

Cadano will receive acash prize of P200,000 anda trophy that “generallysymbolizes the meaningfulcontribution of theawardee to move the coun-try closer to attaininguniversal health care.”

Cadano attributes hersuccess to the support thehealth center receives fromthe ARMM government,Lamitan City governmentunit, and even from thebarangay government.

Various forms of assis-tance from the DoH-ARMMinclude the deployment ofhundreds of registered mid-wives to far-flungbarangays across the regionthrough the ‘Midwives inEvery Community inARMM’ project. He also said the militaryhas been using some AbuSayyaf members as their “as-sets” a slang to refer to spyor informant. He asked thegovernment to investigatemilitary officers in cahootswith the Abu Sayyaf and forthe Armed Forces of thePhilippines to conduct a loy-alty check among its ranks.

He said a congressionalinquiry into the kidnappingshowed the alleged involve-ment of the military officer.The military’s WesternMindanao Commandquickly denied the accusa-tions and challenged Aminto prove his allegations.

based Bangsamoro BasicLaw needs to be immedi-ately passed into law, notonly because it effec-tively addresses thepeculiarities unique tothe Bangsamoro that arenot necessarily found inother prospective federalstates,” Ebrahim said.

Congress failed topass the BBL after politi-cians opposed to thedraft law said many of itsprovisions were uncon-stitutional.

World Bank country directorvisits Davao's Cacao project

DAVAO CITY – The newcountry director of the WorldBank office in the PhilippinesMara K. Warwick visited re-cently cacao farmers hereand she was impressed withthe project.

It was Warwick's firstproject visit in her new as-signment. She replacedMotoo Konishi, who retiredrecently after 35 years of ser-vice at the World Bank.

Warwick and her teamwent to meet the beneficia-ries of the recently approvedP26-million Cacao Produc-tion and Dry-fermentedbeans marketing inBarangay Subasta inCalinan, a project imple-mented under theDepartment of Agriculture –Philippine Rural Develop-ment Project (DA-PRDP).

DA-PRDP is a six-yearrural development projectworth P27.5 billion througha loan from World Bankworth P20.56 billion, and P7-billion counterpart from theGovernment of the Philip-pines (GOP) and LocalGovernment Units (LGUs).

“This is the very firstproject I’ve visited (in thePhilippines). So I am reallythrilled to see you and yourproject,” Warwick said dur-ing her speech in a gatheringof about 50 farmers andproject implementers inSubasta Integrated Multi-purpose Cooperative farm.

“I really thank you foryour dedication and for yourenthusiasm to be part of theWorld Bank funded Pro-gram. I know you put somuch hard work and manynumber of hours in thepreparation of the plans and

attending meetings andother activities,” she added.

“We have been plantingcacao ever since I could re-member. It is easy to grow asinter-crop with other cropslike fruits trees and coconut.Cacao gives us additional in-come and with this projectwe are hoping to make it big-ger in the market.

Tadios has a 3-hectarefarm and at least 1 hectare isdevoted to cacao.

Who killed ‘Tiny’ Perez?ZAMBOANGA CITY –Police and military havenot released the results oftheir investigationn intothe killing of a decoratedarmy officer - LieutenantColonel Cristobal JulianPaolo Perez - who wasshot several times in thehead and body at theback of his house inGuiwan village inZamboanga City.

Tiny Perez, as he wasfondly called by friendsand colleagues, foughtthe Abu Sayyaf in Basilanand Sulu provinces in theMuslim autonomousregion, and one of themost respected militaryofficers in Mindanao.

S u p e r i n t e n d e n tRogelio Alabata, the re-gional police spokesman,said Perez was shot bymotorcycle gunmen justat the back of the SecretRecipe Restaurant.

"He was shot by mo-torcycle-riding suspectsalong at his mentionedaddress, particularly atthe back of Secret RecipeRestaurant. Victim sus-tained multiple gunshotwounds in head andbody," Alabata told theregional newspaperMindanao Examiner.

Alabata said policeinvestigators recoveredbullet shells fired from.45-caliber pistol in the

Kusug Tausug sends 8.5 tonsof rice to Basilan fire victims

handed over to the De-partment of Social Welfareand Development and re-packed at 5 kilos per bagand distributed amongthe victims of the recentfire in Isabela City, accord-ing to Jann Akbar, one ofthe volunteers for theKusug Tausug, who as-sisted in the humanitarianoutreach of the neophytelawmaker, who is the sis-ter of Sulu Governor TotohTan.

Social workers saidsome 2000 people wereleft homeless by the hugefire that hit two areas inIsabela City during theRamadan. The fire razed

some 500 houses in Zone1 and Zone 2 in KaumPurnah.

The mayor of Isabela,Cherry Akbar, also orderedsocial workers to distrib-ute relief goods to firevictims and appealed tothe public for cash andfood donations. Local ra-dio station, dxNO-RadyoKomunidad, alsolaunched a campaign toseek relief donations fromresidents to help thehomeless now staying intemporary shelters in gov-ernment schools inIsabela City.

The regional govern-ment also distributedrelief packs to the fire vic-tims.

A huge fire also brokeout last week ZamboangaCity and many of the vic-tims are still in temporaryshelters. The blaze, whichstarted in Santa Catalina’sMarietta Drive and spreadthrough other areas andrazed tens of dozens ofhouses made of wood.

The blaze reachedgeneral alarm and firefighters from different vil-lages were called to helpcontrol the conflagrationthat lasted about 4 hours.City Fire Marshall ClintCha said fire engines haddifficulties passingthrough narrow streetsand the presence of on-lookers aggravated thesituation and hampering

the government responseto the conflagration thatvirtually consumed thecramped neighborhoodthere.

Most of those lefthomeless by the fire arenow staying temporarily ingovernment schools wheresocial workers distributedfood aid. Civilians also do-nated food and blankets tothe fire victims. Authoritiesare expected to investigatethe cause of the conflagra-tion or whether arson wasbehind the blaze thatburned at least 600 houses.

1) Put all the ingredients together in the meat marinade mix except the meat in abig container or a ziplock. Mix well, then add meat. Let it marinate for 2 days forbest flavour, or 30 minutes if you want to be fast.

2) When done marinating, fry the meat in a pan. Set aside.

3) Make garlic fried rice in same pan. Fry the garlic first, then onions, then rice, addseasonings and garnish with S&P.

4) Serve with an egg of your choice on the side. Usually, we serve it with a side ofcucumber or oranges too, but I didn't have any on hand.

CEBU - The PhilippineAtmospheric, Geophysi-cal and AstronomicalServices Administrationhas urged the public toprepare for the onslaughtof La Niña which is ex-pected to occur startingthis October and will ex-tend until February nextyear.

“There is 75 percentchance of La Niña to hap-pen and that most often,it happens after a strongEl Niño,” said PAGASAVisayas Director OscarTabada.

La Niña is character-ized by unusually coldsurface temperatures ofthe ocean and is associ-ated with abnormal heavy

rainfall, temperature andtropical cyclones.

Tabada said La Niña’sstrength can be visibly feltby November, Decemberand January as the coun-try expects 14 to 15tropical cyclones beforethe year ends.

With La Niña, therewill be more cyclones,stronger typhoons and se-vere flooding, he said,adding, its effects aremore disastrous than ElNiño.

“Visayas andMindanao will be moreaffected by La Niña com-pared to Luzon,” Tabadasaid, citing the preva-lence of "habagat" orsouthwest monsoon

which brings frequentheavy rainfall.

Tabada specificallywarned Cebuanos to bevigilant as the provincewas ravaged in the pastby typhoons. He said thecountry will continue toexperience El Niño andLa Niña even up to 2080while Central Visayas isat high risk.
