One text message received by a civilian from an unknown person said gunmen would attack Pata Island for reason still unclear, although there was a report of a brief shooting in the area. Another text message urged civilians to evacuate or get out of their village. Tan said there have been a spike of black propaganda through text messages since politicians filed their certificate of candidacy for this year’s polls. asked OPAPP why it spentP45.3 million for vehiclerental which was more thanwhat it spent for the rent ofoffice space and equipment.The COA questioned theneed to rent 294 vehicleswhen Deles and 34 otherofficers from her office andthe government peacepanel headed by UPProfessor Miriam Ferrer had23 vehicles at their disposalwith at least 4 officials beingissued more than oneservice vehicle; and weregiven regular transportationallowances. The COAdiscovered that Deles’ officehad a total 56 vehicles in itsmotor pool.

The COA said that Delesentered into vehicle leaseagreements with anemployee in her office, whodid not have priorexperience in the rentalbusiness, without bidding to“the disadvantage of thegovernment and inviolation of PresidentialDecree 1445 or theGovernment Auditing Codeof the Philippines andDepartment of Trade rulesand regulations.”

The report said COAalso questioned why OPAPPdid not return the P662million DAP funds morethan year after the SupremeCourt declared itunconstitutional. The COAsaid that Deles’ office couldhave understated theunreturned DAP fundsbecause these were wronglytreated as liquidations byher office.

Deles’ office received atotal of P2.067 billion in DAPfunds of which P1.467billion were used andtransferred to the ArmedForces of the Philippines,Office of the RegionalGovernor of theAutonomous Region inMuslim Mindanao (ARMM)and provincial governmentof Northern Samar and theDepartment of Interior andLocal Government.

The COA said that onlyP800 millions of thisamount was liquidated withthe remaining P667 millionsstill unaccounted for. Therewas no immediatestatement from Deles overthe COA report.

“Is the OPAPPdeliberately evading publicscrutiny by not includingtheir proposed projects forproper allocation in theGAA? Did they find DAP as away to evade scrutiny for thelarge amount of money thatgoes to OPAPP?” she asked.

“Whatever magics theOPAPP and DBM do, suchhuge amount of people’smoney supposedly spent forthe peace initiatives of thegovernment did nottranslate in concrete gainsfor the people. At best, onlyallies of the administrationbenefited from the DAPfunds,” she added.

“The government’speace initiatives havebecome a business venturerather than a sincere effort togo into the root causes of thearmed conflict and solvepoverty, landlessness andjoblessness. Jose Lorena said their DAPfunding allocation in 2011,which amounted to P1.8billion as reflected in theDBM report, was used fordifferent peace anddevelopment initiatives inconflict-affected andvulnerable communitiesacross the country, and insupport of several existingpeace tables and not insupport of the MNLF peaceprocess alone.

Of this amount, nearly P704 million was used to fund219 projects – such ascommunity infrastructures,post-harvest facilities, localroads, and water systems,among others – in MNLFpeace and developmentcommunities in 14provinces and four cities,which were implemented bynational agencies and localgovernments under thePAMANA program, he said.

no entries on where its fundswent or how its budget wasspent, but President Aquinoapproved the DAP in 2011

on the recommendation ofthe Development BudgetCoordination Committeeand the Cabinet Clusters asa “stimulus package” by thegovernment for the projects.

From 2011 to 2012,DAP funding reachedP142.23 billion – P83.53billion in 2011 and P58.70billion in 2012 – and mostof the funds went tohealthcare, public works,housing and resettlement,agriculture, tourism, roadinfrastructure, schooli n f r a s t r u c t u r e ,rehabilitation andextension of light railtransit systems, andelectrification project inthe villages.

In 2013, some P15.13billion in DAP funds werealso released by Abad andthese went to the policeand redevelopment of theRoxas Boulevard in Manilaand other rehabilitationprojects in areas affectedby typhoons.

Aquino said the DAPfunds came from thesavings of variousgovernment agencies andis legal, citing Article VISection 25 (5) ng 1987Constitution. “…thePresident, the President ofthe Senate, the Speaker ofthe House ofRepresentatives, the ChiefJustice of the SupremeCourt, and the heads ofC o n s t i t u t i o n a lCommissions may, by law,be authorized to augmentany item in the generalappropriations law fortheir respective officesfrom savings in other itemsof their respectiveappropriations.”

And Book VI Chapter 5Section 39 of the 1987Administrative Code:“Except as otherwiseprovided in the GeneralAppropriations Act, anysavings in the regularappropriations authorizedin the GeneralAppropriations Act forprograms and projects ofany department, office oragency, may, with theapproval of the President,be used to cover a deficit inany other item of theregular appropriations….”

With big projects in the pipeline, ARMMexpects more investments, jobs in 2016COTABATO CITY – TheRegional Board ofInvestments in theAutonomous Region inMuslim Mindanao (RBOI-ARMM) is expecting todraw more investmentsthis year.

Atty. Ishak Mastura,RBOI-ARMM chairperson,said the agency is targetingto generate at least P900million worth ofinvestments and 900 newjobs in 2016, conservativefigures considering whatthe regional governmenthas achieved last year.

RBOI-ARMM postedP6.5 billion worth of newprojects in 2015, way overits original investmentstarget of only P700 millionannounced early last year.Within this month, RBOI isexpecting to approve a P1.3billion oil palm plantationin Maguindanao, thus theyear’s targets could betopped within the firstquarter.

There are also newventures in the pipelineincluding a P45 millionindustrial waste treatmentfacility in Polloc,Maguindanao and an P80million water facility. Theregion’s economicpotentials – rich in rawmaterials and an emergingmarket for goods and

services – have beengenerally overlooked bythe business sector inprevious decades but thishas changed significantlyin recent years.

Investors, Atty.Mastura said, continue toput money in the regionbecause of their trust in thegood governanceinitiatives of the presentARMM administration.Moreover, he added theongoing peace processaugments investors’confidence in the region.

Atty. Mastura said“2015 was the best year sofar because the region hasposted the highest value ofinvestments in the 26-yearhistory of ARMM.” Lastyear, RBOI recorded anincrease of 70% in the totalvalue of investmentsregistered compared withP3.867 billion in 2014.Likewise, 4,894 jobs werecreated, 43% highercompared with 3,433 newjobs registered in 2014.

R B O I - A R M Mapproved eight majorinvestment projects in2015 led by Al-Sahar AgriVentures Inc., a Cavendishbanana plantation inMaguindanao with a P3.7billion project. It was thelargest single investmentin the history of the ARMM.

Chan C. Mining Inc.also invested P742 millionfor a nickel ore project inTawi-Tawi, Lamsan PowerCorp., meanwhile, had a5.5-megawatt power plantexpansion project worthP687 million in SultanKudarat, Maguindanao.

Other investors in theregion are:

– Tawi-TawianPetroleum Trading Corp. inPanglima Sugala. Tawi-Tawi; DS3 Fuel Tanking andServices Inc., a petroleumproject operating at PollocFree Port, Parang,M a g u i n d a n a o ;Maguindanao EnegryFarms Inc. based in SultanKudarat, Maguindanao fora 474 hectare-napier grassplantation; MatlingIndustrial and CommercialCorp.,, a cassava starchmilling plant in Malabang,Lanao del Sur; andSouthsea Industrial EnergyCorp, an oil refinery projectin Simunul, Tawi-Tawi.

DSWD-ARMM Pantawid programresumes distribution of cash grantsCOTABATO CITY – TheDepartment of SocialWelfare and Developmentin the AutonomousRegion in MuslimMindanao (DSWD-ARMM) resumes thepayout of cash grants tobeneficiaries of thePantawid PamilyangPilipino Program (4Ps) inMaguindanao aftermonths of delay.

Rahima DatumanongAlba, DSWD-ARMMoffice-in charge,explained “The delay ofthe payment of grants forunpaid periods startedwhen conduit GlobeExchange Inc. (GXI) failedto replenish the fund fromthe previous payouts to itsmerchant partner LoadedMarketing.”

She also explainedthat before thesuspension of the payoutin October 2015, theDSWD, through conduitsGXI and LoadedMarketing, was payingPeriod 5 (September-October) and Period 6(November-December) of2014 as well as unpaidgrants starting Period 6 of2012.

The release of payout

for Period 6 covering themonths November-December in 2012 and forthe same period in 2014 to22 towns of Maguindanaowill start on Thursday,January 7.

Towns inMaguindanao’s firstdistrict where qualifiedbeneficiaries would soonreceive cash grants areBarira, Matanog, Parang,Datu Blah Sinsuat, Upi,Sultan Mastura, SultanKudarat, NorthKabuntalan, South Upi,Mother Kabuntalan, andDatu Odin Sinsuat(Dinaig).

Those in the seconddistrict are as follows:Datu Hoffer, ShariffSaydona, Datu Unsay,Datu Saudi, Datu Piang,Datu Anggal Midtimbang,Guindulungan, Talayan,Talitay, Pagalungan, andPagagawan.

Based on DSWD-ARMM data, GXI haspreviously released a totalof P373,852,600 cashgrants to 120,286beneficiaries inMaguindanao. The LandBank of the Philippinesserves as the soleauthorized disbursement

agent of the DSWD for thenationwide distributionof cash grants. It alsoauthorized moneytransfer agents to deliverthe grants.

The choice ofconduits went through abidding processundertaken by theLandbank Head OfficeBids and AwardsCommittee.

Sec. Alba reiteratedthat the agencycontinuously monitorsthe distribution of cashgrants to the beneficiariesacross the region.

4Ps is the nationalgovernment’s flagshippoverty alleviationinitiative, providinggrants to the pooresthouseholds in order toimprove health, nutritionand education ofchildren.

Church Formally Opens Diocesan Process for Cause for Martyrdom of Fr. Francesco PalliolaDIPOLOG CITY – TheCatholic Church onWednesday officiallylaunched the diocesanprocess for the cause ofmartyrdom of Fr.Francesco Palliola, thefirst step towardsbeatification andcanonization tosainthood.

In ceremonieshighlighted by Mass atOur Lady of the MostHoly Rosary Cathedral inDipolog City, BishopSevero Caermareannounced the openingof the Cause of Fr.Palliola, an Italian Jesuitmissionary whodedicated his work andhis life to the people ofMindanao.

If declared a saint, Fr.Palliola will be third fromthe Philippines – after St.Lorenzo Ruiz of Manilaand St. Pedro Calungsodof Cebu – and the first tocome from Mindanao.

Born into nobility, inthe town of Nola inNaples, Italy on May 10,1612, Fr. Palliola joinedsome 40 Jesuits on anexpedition to thePhilippines. After a trip ofover two years, he finallylanded in Iligan City on

January 2, 1644,beginning a mission inMindanao that wouldtake take him to Dipolog,Dapitan and the rest ofthe ZamboangaPeninsula, spreading theCatholic faith to thelocals, including thenatives.

Fr. Palliola wasmartyred at Ponot, nowJose S. Dalman town, onJanuary 29, 1648 byTampilo, a convertednative leader who hadleft Catholicism, and whothe priest was trying tobring back to the faith.He died at the age of 37.

A painting of Fr.Palliola, showing adagger piercing histhroat, remains at thearchives of the BangkoSentral ng Pilipinas.Together with traditionspassed on since hisdeath, and writtenrecords of individualswho have been healedafter praying to him, thepainting is a reminder ofFr. Palliola’s lastingimpact on the people ofthe Peninsula.

His gravesite,marked by a modestmemorial, continues tobe regularly visited by

those who seek hisintercession.

Work on Fr. Palliola’ssainthood has been acollaborative effortinvolving not just theDiocese of Dipolog, butalso the Jesuits and theAugustinian Recollects,who had worked in thearea.

On the eve of theopening of Fr. Palliola’scause, Bishop BeniaminoDepalma of the Dioceseof Nola also sent amessage to hiscounterpart in Dipolog,expressing their joy andsupport.

According to BishopCaermare, they arehopeful of Fr. Palliola’scause. “Padre Palliolamay have beenNeapolitan, an Italian bybirth; but his love forGod, his great passion formission and caring forthe people of theZamboanga Peninsula,particularly the Subanonlumad, made him trulyMindanaoan” he said.

He added that thoughFr. Palliola lived close to400 years ago, hecontinues to care for hisadopted homeland tothis day, interceding for

people in need –including fisherfolk whocarry on the tradition ofstopping by his grave topray for a good catch.

With the opening ofthe cause for hismartyrdom, aninvestigative process isnow set in motion, to

ascertain theauthenticity of his life,the renown of hissanctity, and the miraclesattributed to him.

1. Bukol sa suso – Lahat ngbabae edad 20 pataas aykailangang matutokumapa ng kanilang suso.Gawin ito buwan-buwanbago at pagkataposmagka-regla. Humarap sasalamin at tingnan angsuso. May pagkakaiba baang kanan at kaliwangsuso? Habang nakatayo,salatin ang suso mula sautong (nipple). Gamitinang dulo ng dalawangdaliri at kapain ng paikut-ikot ang suso. Mag-umpisasa nipple at hanggang sapapalabas. Pagkatapos ayhumiga naman sa kama atulitin ang pagkapa ng suso.Bago matapos, kapain dinang kili-kili paramaghanap ng kulani(lymph nodes). Kung maybukol kayong nasasalat,magpatingin sa inyongsurgeon o OB-gynecologist.

2. Ulcer opangangasim ng sikmura –Huwag magpakagutom.Kumain nang madalas saisang araw pero kauntilang. Small, frequentmeals. Mag-almusal,meryenda, tanghalian,meryenda at hapunan. Angpag-inom ng tubig ngpakonti-konti sa buong

4 people arrested forGlobe subscription fraud

CEBU CITY – Fouremployees of a car dealerin Cebu City were recentlyarrested by a joint policeand Globe Telecomsecurity team after theyallegedly submitted fakedocuments in applying forpost-paid accounts thatincluded provision forhigh-end smartphones.

Globe Telecomidentified the suspects asGirly Belleza, Allen MarieAlmario, Gerald AnthonyLizares and WildredoArabis. It said based oninvestigation, the fourindividuals all submittedfake documents - usingfictitious names - inacquiring post-paidsubscription with highend phones. Thisprompted a joint policeand Globe security teamto set an entrapmentoperation against them.

A police reportrevealed that Bellezamanaged to get high-endunits namely 2 units ofiPhone 6+ and iPhone 5

while Almario managed toalso get an iPhone 6, aniPhone 6+ and a GalaxyCore Prime. On the otherhand, Lizares got 2 units ofiPhone 6+ while Arabis gota Lenovo hand phone and2 units of iPhone 6.

The four had beendetained by policeauthorities andappropriate criminalcharges will be filedagainst them, GlobeTelecom said, adding, itwill continue to workclosely with policeauthorities in pursuingfraudsters.

“The company isdeeply committed inprosecuting illegalactivities involving ourproducts and services. San Francisco townranks best LGU in Cebu

CEBU - A small town inCamotes Island wasranked the best localgovernment unit in Cebuduring the Capitol-ran“Our Cebu Program”, anin-house search for themost outstanding LGU inthe province.

San Franciscobagged the award for sixtimes in a row now and ithas been a consistent topawardee since the searchstated in 2009, accordingto a press release fromCapitol.

Governor Hilario P.Davide III and ViceGovernor Agnes Magpalerecently turned over thetrophy and a P1-millioncash prize to SanFrancisco officials duringthe awarding ceremonyheld recently at theCapitol Social Hall.

“Our Cebu Programcontinues to changeparadigms of localgovernance. It has engagedlocal government units towork towards the vision ofa wholesome, advanced,vibrant, equitable andsustainable Cebu,” saidDavide.

Survey shows less poor families nowCEBU – The Aquinogovernment haswelcomed the results ofthe latest Social WeatherStations (SWS) survey onself-rated poverty and self-rated food poverty whichshowed a decrease in thenumber of poor Filipinofamilies, saying thegovernment anti-povertyprogram is gainingground.

“We acknowledge thelatest Social WeatherStations survey on self-rated poverty and self-rated food povertyshowing a decrease in thenumber of Filipinofamilies who consideredthemselves as poor and'food-poor' at 50 percentand 33 percent,respectively. We note thatthe rating for self-ratedhunger is the lowest since2011 while the rating forself-rated food poverty istwo percentage pointslower than the 35 percentrecorded in Septemberlast year," saidC o m m u n i c a t i o n sSecretary HerminioColoma Jr.

According to Coloma,the latest SWS surveyvalidates the efficacy ofthe government’spurposive and targetedsocial protection andpoverty alleviation

programs, anchored onthe expanded PantawidPamilyang PilipinoProgram (4Ps), which hasbenefitted close to 4.4million householdsnationwide.

The government, hesaid, is committed tosustaining the momentumof its social protection andsocial welfare programsthrough the delivery ofbasic education, skillstraining and universalhealth care in theremaining months of theAquino administration.

“These governmentinitiatives seek to bringabout the inclusion of allmarginalized citizens inthe mainstream of socialopportunity,” Colomasaid

P r e s i d e n t i a lSpokesperson EdwinLacierda also said thelatest SWS surveyencourages theadministration to furthermaximize the country’sresources toward greaterinclusivity.

The 2016 budgetattests to this governmentcommitment, he said,noting that theDepartment of Educationwas again given thelargest share of thebudget, as well as theConditional Cash

Transfer (CCT) program.“In the coming

months, our agencieswill remain hard at workpromoting countrywidedevelopment andimplementing programsthat will truly benefit thepeople. Clearly, thePhilippines is already onthe path to progress,”Lacierda said.

The SWS releasedrecently the results of itsfourth quarter 2015survey on self-ratedpoverty and self-ratedfood poverty, indicatingthat 50 percent ofFilipino familiesconsider themselvespoor, bringing the yearlyaverage to 50 percent.

This is four pointsbelow the 2014 averageof 54 percent and is alsothe lowest annualaverage for self-ratedpoverty since 2011.

The survey, whichwas conducted fromDecember 5 to 8 among1,200 adult respondentsnationwide, alsorevealed that 33 percentof families considerthemselves food-poor—a two-point dropcompared to the 35percent last Septemberas well as the lowestquarterly rate sinceMarch 2010.
