Enriquez Me- morial Sports Complex which is being used as temporary shelters for war victims in Zamboanga City. Apolinario said they will close the sports complex on July 16 to pave way for its renovation. John Leonard Monterona, Migrante’s re- gional coordinator, said the two women – Sheila Mae Masulit and Babae Ramalan – from taken from their shelter. Before disappearing, the duo managed to phone their fellow workers to say that they were assaulted and molested after refusing to sign documents written in Arabic. Masulit also phoned her husband who is work- ing in the municipality of Al Kharj, about 120 km. from Riyadh, and sought help. “The two conveyed that they were being forced to sign documents in Arabic and because they refused to sign the documents, both were slapped and allegedly mo- lested. The two said they were not at Jawazat (immi- gration) office, but were being held in an isolated room,” Monterona told the regional newspaper Mindanao Examiner. He said before the women were picked up, the Philippine labor office told them to proceed to the immigration office for their deportation formali- ties. Monterona said he and other Migrante offic- ers reported the incident to the Philippine Overseas Labor and Welfare Office in Riyadh, and that they sought the assistance of the Filipino officials to locate the missing women. “We have also mobi- lized our members and networks to visit all po- lice stations near the de- portation center to look for the two OFWs. Both Sheila Mae and Babae’s mobile phones can no longer be contacted,” he said. It was not immedi- ately known whether the Department of Foreign Affairs and the Saudi em- bassy in Manila were aware or has been in- formed about the miss- ing Filipinas. PAGADIAN CITY – A tor-nado struck a small villagein Pagadian City inZamboanga del Sur prov-ince in southern Philip-pines, but authorities saidthere were no reports of ca-sualties, although severalhouses were destroyed bythe swirling vortex of windand debris.

Wilfredo Asoy Jr, of theprovincial disaster risk re-duction managementcouncil, said the tornadohit the village ofKahayagan last week.

The tornado struckjust as the region was beingbattered by heavy rainsthat triggered flash floodsin many areas in

Mindanao that had killedat least 6 people.

Authorities said the rainsalso triggered a landslide inhe village of Biswangan inLakewood town also inZamboanga del Sur.

NFA says no fake rice in ARMMCOTABATO CITY – The Na-tional Food Authority (NFA)in the Autonomous Regionin Muslim Mindanao(ARMM) assured the publicthat there is no synthetic, orfake rice in the region amidreports of such product soldin Davao City and in otherareas.

The NFA-ARMM hasconducted inspections inrice retail outlets all over theregion since July 1 in re-sponse to reports of sus-pected synthetic rice beingsold in some provinces, notonly Mindanao but inLuzon and the Visayas aswell.

“We closely superviserice (distribution) in the re-gion and so far, we have notmonitored any fake rice,”said Fernando Nuñez, NFA-ARMM assistant regionalmanager.

Fake rice is reportedlymade from other cropsmixed with synthetic com-ponents, including chemi-cals related to the manufac-ture of plastic, and pro-duced in neighboring coun-tries.

NFA rice supply inCotabato City andMaguindanao comes fromGeneral Santos City; rice re-tailed in Marawi City andLanao del Sur is fromCagayan de Oro City; and inBasilan, Sulu and Tawi-Tawi,rice comes from ZamboangaCity.

Nuñez said there areseveral processes and certi-fications in the legal impor-tation of rice. The supplier isrequired to submit certifi-cates of origin, of weight, andof quality in order to check ifthe incoming commodityconforms to current stan-dards.

NFA rice is available inthe region’s markets at aprice of P27 per kilo for regu-lar milled and P32 per kilo forwell-milled. The region’sgrains agency also offeredtips when buying rice.

Consumers, it said,should buy only from li-censed retailers, which canbe found in designated pub-lic markets, from groceriesand supermarkets, as well asin NFA-accredited outlets.Licensed outlets, it added,

display the full name of theretailer and the NFA ac-creditation number.

Consumers should alsopay attention to the appear-ance of the commoditysince the NFA imports long-grained and white rice. Fakerice is reportedly not toowhite, usually round, anduniform in shape and size.NFA rice also does not smellof plastic. When cooked,there should be no layer ofplastic above the rice. Avoidrice, the agency said, thatweighs less than the usual.

Furthermore, thegrains agency said if there issuspicious-looking ricebought, the consumer mustprovide a sample of at leastone kilo of uncooked grainsand basic information ofwhen, where, and fromwhom it was bought.

Solon raises alarm over Metro Rail contract awarded to tycoon PangilinanMANILA – CongressmanCarlos Zarate has expressedalarm over the awarding of aP43 million contract toMiescor Rail (MRAIL), acompany controlled by ty-coon Manny Pangilinan.

He said the Departmentof Transportation and Com-munications (DOTC) an-nounced that a subsidiary ofpower distributor ManilaElectric Co. (Meralco) willmaintain the power supplyof Metro Rail Transit Line 3(MRT-3) along EpifanioDelos Santos Avenue, andthat aside from the railwayline’s power supply, MRAILwill also maintain the over-head catenary systems for sixmonths, beginning July 5.

“It seems that they havealready controlled many as-pects of the operation of theproblematic rail system aswell as other strategic indus-tries in our economy likeelectricity, water, telecom-munications, health, roadsand media, among others,”Zarate said.

“This is very dangerousconsidering that only oneindividual or group controlsa very significant portion ofour society. The apparentdanger further increases ifsuch control belongs to a for-eign individual or entity likethe Indonesian Salim group,which is reported to be theputative owner of the MVPgroup of companies. was published in The ManilaTimes, it said the so-called“MVP” group of compa-nies—dubbed after the ini-tials of its public face andchief executive Manuel V.Pangilinan—has emerged asone of the biggest conglom-erates in the country today,its newest and the most ag-gressive.

It said the real owner-ship of this vast conglomer-ate has been kept hiddenfrom the public eye.

The conglomerate isdominantly owned and con-trolled by Anthoni Salim, 66,heir to the fortune of his latefather, Soedono, who was thebiggest and closest crony ofthe late Indonesianstrongman Suharto duringhis 33-year regime. “MVP”has miniscule shares in theconglomerate.

That the group hasstrived to make it known bythat name, as will be ex-plained in this series, is for aspecific purpose.

Forbes magazineranked Salim as the thirdrichest Indonesian in 2014,with his $5.9 billion networth topping that of Philip-

pine tycoon JohnGokongwei’s $4.9 billion orJaime Zobel de Ayala’s $3.9billion, according to thesame list.

The Forbes’ profile ofSalim in 2014 is a revelation:“Salim’s Philippine Long Dis-tance Telephone (PLDT) hasinvested $445 million [in] a10% stake in Germany’sRocket Internet. Hisfather,Liem Sioe Liongfounded the Salim Group;the clan was later criticizedfor ties to Suharto.” Salim’sPLDT, not MVP’s nor FirstPacific’s.

Salim is the only billion-aire in the magazine’s listwho is indisputably one ofIndonesia’s richest tycoons.Yet a big chunk of his wealthis generated in another na-tion, the Philippines. That’show broken our nation hasbecome.

From 2000 to 2014, FirstPacific Co., Ltd. – Salim’sholding company – gener-ated $2.7 billion in profitsfrom its Philippine opera-tions, mostly from PLDTamounting to $2.2 billion. Incomparison, Salim’s compa-nies in his own country gen-erated just about half of that,or $1.4 billion. That meanshis Philippine operationsmake up 66 percent of hisempire’s profits.

The Manila Times reportsaid that Salim acquiredPLDT in 1998 for $749 mil-lion, while Meralco was cap-tured – as these series willexplain – with the Indone-sian bringing very little newcapital into the country.

In the case of Salim’s op-erations, it has resulted incapital outflow – $2.7 billionin 14 years or $200 millionyearly, or nearly fourth of theaverage foreign equity inflowover the same period.

Salim’s companies havealways used local borrow-ings for much of its opera-tions and acquisitions, evenmanaging to borrow billionsof pesos from governmentbanks such as the Develop-ment of the Philippines andthe Land Bank.

Those huge revenues arepossible because of Salim’scontrolling 26-percent hold-ing in PLDT, the biggesttelecom firm in the Philip-pines, which owns mobile-phone behemoth SmartTelecoms as a subsidiary,and his 52-percent stake inMetro Pacific Investments

Corp. (MPIC), his holdingcompany of 48 subsidiariesin the country. MPIC’s cashcows are the Manila ElectricCo., the electricity-distribu-tion monopoly in Metro Ma-nila, and Manila Water Ser-vices, the monopoly for wa-ter distribution and sewer-age for the western part of themetropolis, covering 17 cit-ies.

Through MPIC’s MetroPacific Tollways Corp., theIndonesian is now the big-gest toll and expressway op-erator in the country, man-aging the North Luzon Ex-pressway (NLEX), SubicClark Expressway and theManila Cavite Expressway.

The report further saidthat President Aquino’s ad-ministration has turned overto the Salim conglomeratesome of the country’s biggestinfrastructure projects –among these are toll road ex-pansion projects such as theNLEX Harbor Link (P11 bil-lion project cost, NLEX CitiLink (P7 billion), Cavitex ex-pansion (P8 billion), Con-nector Road/Metro Express-way Link (P124 billion).

The group has diversi-fied into bridge constructionwith its P18 billion project tobuild the Cebu-CordovaBridge. In partnership withthe Ayala group, the Salimconglomerate has won theP1 billion projects to operatea computerized fare collec-tion for the light-rail lines.

In 2013, its 55-percentcontrolled Salim consortiumwon the project to build theP65-billion Light Rail TransitLine Cavite ExtensionProject, the biggest infra-structure project awardedunder the Aquino Adminis-tration.

And unexpectedlythrown in as part of theproject was the award of theconstruction of the commonstation of LRT lines to theconsortium, which moved itslocation close to the Trinomamall of the Ayalas – Salim’spartners who hold a 35 per-cent stake – from its originalSM North Mall site. Suchgovernment decision was sopatently anomalous that theSM’s Sys have sued, evenbringing the case to the Su-preme Court.

Salim’s latest coup waswinning the Cavite-LagunaExpressway (Calax) projectwith its bid of P27 billion, P5billion more than the nexthighest bidder, a San MiguelCorp.-led consortium.

PLDT itself, whichSalim’s firms control, to-gether with Japanese com-panies, is a corporate empirewith 49 subsidiaries, severalin strategic public utilities,the largest of which are themobile telephone firm SmartTelecommunications andCignal TV, the direct-to-home satellite TV firm thathas the biggest subscriberbase.

Salim, in effect, has overthe past several years be-come the newest media mo-gul in our country, despitethe categorical constitu-tional ban on foreign owner-ship of even a single share ina local media outfit.

Through a PLDT unit hisexecutives control, Salim’sgroup operates TV 5 with itsmore than two dozen radiostations and online newsedition, interaksyon.com.PLDT’s power to prop up amedia outfit with mediocreexpertise in the field was, infact, demonstrated when itthrew nearly P1 billion a yearinto advertising to its start-up firm TV-5 from 2010 to2014. According to PLDT’slatest report, that financialsupport will continue until2021.

Salim indirectly holds,through PLDT’s 70 percentinterest in BusinessWorldand a 22 percent stake in thePhilippine Daily Inquirer.Soon – I was informed byhighly reliable sources – theNew Standard newspaperwill join Salim’s media stable.

Charges filed vs suspects in slay attempton ARMM official’s youngest brotherCOTABATO CITY – Localauthorities said it filedfrustrated murder chargesagainst two suspects inthe attempt on the life ofthe youngest brother of atop official of the Autono-mous Region in MuslimMindanao (ARMM).

City ProsecutorRicardo Cabaron saidthey have filed charges(Frustrated Murder CaseNo. 30861) against AlHuzain Hussin and hiscompanion in connec-tion to the shooting of Al-Wijar Mawallil.

Mawallil is thebrother of Amir Mawallil,Director of the ARMM’sBureau of Public Informa-tion.

Al-Wijar was shot bytwo motorcycle-ridingmen on January 7 whiledriving his car on the wayhome at Galvez Drivealong Governor RamosAvenue in the village ofSanta Maria here.

The resolution saidHussin, also known as“Alhusiane Hussin yIbrahim,” was one of thealleged suspects behindthe shooting of Al-Wijar.Hussin was Al-Wijar’sfriend.

A supplemental Judi-cial Affidavit executed byAl-Wijar on April 4 said

that on the night beforehe was shot, he sloweddown his car as he sawHussin and his compan-ion allegedly tailing himon a motorcycle.

Al-Wijar said that assoon as Hussin posi-tioned his motorcycle onthe driver’s side, his back-rider allegedly shot himand then they sped off.

Hussin, however, sub-mitted a counter-affidavitand other controvertingevidence denying the ac-cusations lodged againsthim. He said he was withhis family and friends onJanuary 7.

He also averred andsubmitted his medicalcertificate asserting thathe was diagnosed withheart ailment thus wasadvised to avoid strenu-ous activities includingdriving a motorcyclehence, making it untruethat he allegedly drove themotorcycle.

Hussin also deniedever receiving text mes-sages from a certain “Tot-ing.” His allegations werecorroborated by his wit-nesses – MershaleneHamid, Ibrahim Hussin,Nursima Hussin, AlgazimHussin and Aziza Sahid.

The City Prosecutorsaid Hussin’s companion,

whose true name andidentity is still unknown,cannot be properly inves-tigated in accordancewith the Rules of CriminalProcedure. But the Pros-ecutor recommended thesum of P200,000 bailbond for each accused.

The Prosecutor addedthat after careful evalua-tion and assessment ofthe evidence on record,he found there is reason-able ground to believethat the crime chargedhas been committed andthat Hussin and his com-panion, by virtue of con-spiracy, appear to be re-sponsible for the sameand are probably guiltythereof.

“The defense inter-posed by the respondentbeing evidentiary in na-ture can be best deter-mined during the trial ofthe case,” Cabaron said.

The elder Mawali saidthey will pursue the caseagainst his brother’s at-tackers. “We will pursuethis case,” Mawallil toldthe regional newspaperMindanao Examiner.

NPA offensive continues in SouthDAVAO CITY – Communistrebels continue their offen-sive operations againstmilitary targets in easternMindanao despite relent-less anti-insurgency cam-paign by the government. Just last week, two infan-trymen were wounded in abomb attack in the town ofTalaingod in the Davao delNorte.

Capt. Alberto Caber, ofthe Eastern MindanaoCommand, said the sol-diers were patrolling the vil-lage of Palma Gil when theexplosion occurred. Heblamed the New People’sArmy for the latest attack.

The ambush alsosparked a 20-minute gunbattle. There was no reportof enemy casualties.

“The soldiers sufferedminor shrapnel woundsand burns due to the explo-

sion in the area. First aidcare was immediately ap-plied by the troops to thewounded personnel andthey are now in stable con-dition,” Caber said, adding,the soldiers were membersof the 68th Infantry Battal-ion.

It was the second attackin recent days, communistinsurgents also detonatedan improvised explosiveplanted on a road in the vil-lage of Binucayan inAgusan del Sur’s Loretotown and wounded fourpatrolling soldiers from the26th Infantry Battalion.

NPA rebels also killed apro-government militiaand an army soldier in anattack in Aguinaldo villagein Laak town in CompostelaValley province.

Rebel forces have in-tensified its attacks on mili-

tary and other targets in thetroubled region followingthe killing of one of theirleaders, Leoncio Pitao, lastlast month in Davao City.

Pitao, alias Ka Parago,and his medical aide werefatally shot by troops inPaquibato District, aknown NPA stronghold.

Muslims raise $38,000 torebuild burned black churchesSEVERAL black churchesacross the South haveburned in recent weeks,some due to what is be-lieved to be arson, whileothers fell victim to natu-ral disasters such as light-ning.

The destruction ofthese black churches in-spired a group of youngMuslims from differentparts of the country to puttogether a crowdfundingcampaign to raise moneyto help rebuild them.

Faatimah Knight, a23-year-old studying the-ology, started a campaignon LaunchGood with agroup of friends to raise$50,000 during the monthof Ramadan, a holymonth for Muslims dur-ing which they fast andgive alms.

The initial goal for thecampaign was only$10,000, but the groupsurpassed that mark injust 12 hours after theylaunched. "Nearly broke

the LaunchGood servers!"The website's Facebookpage posted.

On the campaign'spage, Knight writes, "Allhouses of worship aresanctuaries... let's unite tohelp our sisters andbrothers in faith."

But there was morethan just religion thatcompelled Knight to startthe fundraiser with herfour other friends. She felta personal connection tothe recent tragedies.

"Supporting thesechurches hit me most as ablack person," the Brook-lyn resident said. "It hasbeen a challenging timeto be black in America."

On June 17, DylannRoof allegedly killed ninemembers of Charleston'sEmanuel African Method-ist Episcopal Church.Four days later, blackchurches began burningacross the South.

The NAACP, which ac-knowledged that only

three of the recent churchfires are thought to be ar-son-related, said theblazes require "our col-lective attention."

Regardless of why orhow these churches wereburned down, the cam-paign has seen an over-whelming support since itlaunched in early July. Ithas already raised morethan $38,000, and with afew days left, Knight isconfident they will reachtheir goal.

"The response hasbeen overwhelminglysupportive. There havebeen a few people whowere confused about whyMuslims would rebuild achurch, but for the mostpart people are totally onboard," she said.

Pope praises Bolivia'sefforts to help the poor

POPE Francis's home-coming tour of SouthAmerica has moved toBolivia for the second legof his regional tour,where he has urged theworld to take better careof the environment andthe poor.

Bolivia's leftist Presi-dent Evo Morales was atEl Alto's airport to wel-come the pontiff, whopraised Bolivia for taking"important steps" to in-clude the poor andmarginalised in the po-litical and economic lifeof the country.

Morales hugged thepope as he descendedfrom the Boliviana deAviacion plane onWednesday and hung apouch around his neck,woven of alpaca with in-digenous trimmings.

It is of the type com-monly used to hold cocaleaves, which are chewedby people in the Andes toalleviate altitude sick-ness. It was not known ifFrancis chewed anyleaves, though he wasserved mate tea madewith coca leaves, chamo-mile and annis on theplane from Quito, Ecua-dor.

We are the PhilippineEcumenical Peace Plat-form (PEPP), the largestecumenical formation ofchurch leaders in thecountry today. As peaceadvocates, compelled bythe gospel mandate, wesee it within the ambit ofour mission to accompanythe peace process be-tween the Government ofthe Philippines (GPH) andthe National DemocraticFront of the Philippines(NDFP).

We held our 4thChurch Leaders’ Summitin Cebu City this June 29 toJuly 1, 2015 with sixty-three (63) participantsrepresenting the Associa-tion of Major Religious Su-periors of the Philippines(AMRSP-men andwomen), Catholic Bish-ops’ Conference of thePhilippines (CBCP), Ecu-menical Bishops’ Forum(EBF), National Council ofChurches in the Philip-pines (NCCP) and thePhilippine Council ofEvangelical Churches(PCEC) coming from allover the country to expressour support for the re-sumption of the peacetalks between the parties.As we journey with theGPH-NDFP peace pro-cess, we resolved to am-

plify the call to both par-ties to resume the formalpeace talks on the Com-prehensive Agreement onSocio-Economic Reforms(CASER) that has been inan impasse since February2011.

The former Commis-sion on Elections(COMELEC) Chair, Atty.Christian Monsod andformer National Eco-nomic Development Au-thority (NEDA) Chief, Dr.Cielito Habito briefed uson the challenges of socialjustice and the need forfundamental socio-eco-nomic reforms that willaddress the issues of pov-erty and inequity – theroots of the armed con-flict. We heard the expla-nations of former GPHPeace Panel member, Atty.Rene Sarmiento on howthe Comprehensive Agree-ment on Respect for Hu-man Rights and Interna-tional Humanitarian Law(CARHRIHL) was craftedthrough an arduous pro-cess of negotiations in-cluding the contentiousissue of the Joint Agree-ment on Safety and Immu-nity Guarantees (JASIG),which underwent a totalof 17 drafts.

We were likewisemoved by the testimoniesof a health worker, afarmer and a LUMADabout their experiences ofinjustice and the violationof their fundamentalrights in their communi-ties. We also engaged inprofound conversations

on how we as church lead-ers and our flock, can con-tribute to the peace nego-tiations in order to attainthe peace our people cryfor. This sharing of in-sights and experiences byour resource persons andour own conversationshas inspired us to remaincommitted and steadfastin our accompanimentwork with the GPH-NDFPPeace Process.

Recent developmentshave also strengthenedour resolve. We are en-thused by the recent pro-nouncements of the GPHand NDFP that they areopen to the possibility ofgoing back to the negoti-ating table. We are simi-larly encouraged by theperseverance and readyinvolvement of the RoyalNorwegian Government(RNG) in its role as thirdparty facilitator with theappointment of a new spe-cial envoy in the person ofMs. Elisabeth Slattum, aswe also call for a more pro-active facilitation.

We call on the GPHand NDFP to immediatelyresume the formal peacetalks in order to addressthe roots of the armedconflict. Along with thiscall is our appeal to bothparties to make them-selves more visible andaccessible to the public,especially to the organiza-tions accompanying thisprocess.

As an expression ofour commitment, we willhelp spread the goodnews of peace through thecreative education of ourpeople on the GPH-NDFPprocess. We will do inno-vative approaches topeace in our churches likepopularizing peacesports, songs, dances andother art forms in supportof the peace process. Wewill encourage our youngpeople to be involved indifferent fora. We will like-wise make our churchleaders more visible in thepublic media expressingtheir full support to thetalks. We will use the timeand space during theelection months to con-solidate our ranks,strengthen our collectivestrategies, dialogue withdifferent stakeholders tosustain the peace processand be more pro-activewhen an opportunityopens up for the resump-tion of the talks.

We affirm that allsigned agreements thatwere painstakingly nego-tiated by both parties inthe past are signs of hopeand should be honored toserve as building blocksfor future agreements.

We will journey withthe parties and our peopleuntil the day we see thedawning of peace. We en-join all peace-loving Fili-pinos to continually prayand tirelessly work forpeace.
