CAGAYAN de Oro City -- Corn production dur-ing the second quarter this year decreased by 10 percent, compared to the same period last year due to the hot weather that af-fected Northern Mindanao, the National Economic and Development Authority (NEDA) Regional Office X said.
Records from the Bu-reau of Agricultural Sta-tistics (BAS) in the region show that corn production went down by ten percent from 78,894 metric tons in the second quarter of 2011 to only 71,229 metric tons in the same quarter this year.
Hot weather affects corn production, says govt agency
Engr. Cecilio Y. Clarete, chief economic develop-ment specialist of NEDA-
X’s Knowledge Manage-ment Division, said the decrease may be traced
to reduced production in four of the region’s five provinces that suffered
from the hot weather be-tween February and April, especially Bukidnon, the region’s major corn pro-ducer.
He said the largest re-duction of 27 percent was posted by Misamis Oriental due to inadequate rain in the western portion of the province.
Only Misamis Occiden-tal registered an increase in production, from 1,295 metric tons last year to 1,355 metric tons this year, up by about five percent.
The rainfall, Clarete said, was sufficient and enough for corn growing in Misamis Occidental.
The same BAS records also show that the overall corn production was af-
fected by the 22 percent decline in the volume of yellow corn produced dur-ing the quarter, registering only 38,414 metric tons this year compared to the 49,538 metric tons pro-duced in the previous year.
Clarete said the increase in white corn production of 12 percent, from 29,356 metric tons to 32,815 met-ric tons, was not able to offset the huge drop in yellow corn production.
The overall increase in white corn production was accounted largely by Bukidnon which posted a 179 percent surge that amply compensated the declines in three other provinces. (APB/PIA-10/jdelpf )
Aquaculture produc-tion, which accounts for 40 percent of the total fishery production of the region grew by 7.4 percent, from 15,886.80 metric tons in last year’s second quarter to 17,059.01 metric tons in the same period this year.
Engr. Cecilio Y. Clarete, Chief Economic Develop-ment Specialist of NEDA-10 said that seaweeds produc-tion which grew by eight percent to 11,883.64 metric tons has been the major contributor to the aqua-culture industry.
Brackish water, whose production went up by seven percent, followed next with 4,515.04 metric tons.
Clarete said both in-creases were due to the rising number of growers of alvarezii, expansion of harvest area of tiger prawn

in Lanao del Norte and area planted in Camiguin, as well as good quality of milkfish stockings and resumption of some tiger prawn ponds in Misamis Occidental.
Conversely, commercial and municipal fishing in the region registered decreases offsetting the increase in aquaculture production and resulting to 42,480.31 metric tons total regional fishery production, a slight 0.04 percent increase com-pared to the production volume last year.
Clarete said the 1.4 per-cent decline in municipal fish production was due to lesser appearance of migra-tory and in-season species in Misamis Occidental and lesser unloading of flying fish, galunggong, brown squid, and yellow-fin tuna in Misamis Oriental.
The draining of part of the National Power Corpo-ration (NAPOCOR) res-ervoir which is a fishing ground in Bukidnon also adversely affected inland fishery, he added.
Commercial f ishing trips, on the other hand, were hampered by unfa-vourable weather.
Clarete said one boat in Misamis Occidental was on dry dock for repair and maintenance and two boats in Misamis Oriental trans-
ferred fishing activities to Bohol while another boat was impounded at Talisayan due to encroachment in municipal waters.
Lesser appearance of schools of fish in Lanao del Norte and some in-season species like roundscad, fimbriated sardines and frigate tuna in Misamis Oc-cidental further contributed to the negative performance of the commercial sector, explained Clarete. (APB/PIA-10/jdelpf )
BRITISH MPS HAVE CALLED FOR UNLIMITED LI-ABILITY FOR FIRMS that cause oil spills in the Arctic, and establishment of an Arctic environmental sanctuary, the BBC reported on Thursday.
The UK parliament’s statement comes after the En-vironmental Audit Committee concluded spills could cause unprecedented environmental damage.
“The MPs want to see a standard pan-Arctic spill response standard, unlimited liability for firms and an Arctic environmental sanctuary,” the British parliament said in a statement.
But the UK has no power over the Arctic and the British government has only observer status on the Arctic Council – a group of Arctic states that discusses Arctic issues. The grouping is under pressure to cash in on oil and gas.
“The committee wants the UK to try to use its in-fluence to improve environmental safeguards but in evidence the MPs heard, that governance of the region was fragmented and weak,” the Environmental Audit Committee said.
Sweden, which currently holds the chair in the Arc-tic Council, declined to comment on the British MP’s moratorium proposal.
The proposal comes a day after new findings showed that drilling will get easier as the Arctic is already warm-ing much faster than anywhere else on the planet.
Arctic drilling has been ongoing since the 1920s but it has become much more controversial after BP’s Deepwater Horizon spill in the Gulf of Mexico caused a large-scale environmental disaster when more than 5 million barrels of crude oil were leaked in the water, pol-luting over 1,100 miles of coastline. BUDGET HEARING. Photo taken during the budget deliberation for FY2013. Together with Cong. Maxie of ABAMIN Party-List is his brother Cong. Rufus Rodriguez of 2nd District of Cagayan de Oro and Rep. Randolph Ting of 3rd district Cagayan Valley.
“This is the first time that a proposed national budget was approved on second reading before midnight and the House leadership thank everyone,” House Speaker Feliciano Belmonte Jr. said when the budget was approved at 10:30 p.m.
The proposed 2013 bud-get, dubbed as an “empower-ment budget”, is 10.5 percent or P190 billion higher than the current year’s budget of P1.816 trillion and rep-resents 16.8 percent of the country’s Gross Domestic Product (GDP).
To support the achieve-ment of the said target, 60.3 percent of the P2.006-trillion budget is allocated to social and economic ser-vices to the tune of P1.210 trillion.
In next year’s appropria-tion, social services alloca-tion alone is 13.9 percent or

P85 billion higher than the P613.4 billion outlay for the sector in 2012.
Among the departments, the Department of Educa-tion (DepEd) continues to get the largest allocation
at P292.7 billion, which is P55.9 billion higher than its P238.8-billion budget in 2012.
This is followed by the Department of Public Works and Highways (DPWH) with P152.9 billion allocation compared to the previous P126.4 billion. The Depart-ment of National Defense (DND) will get P121.6 bil-lion next year which is P13.5 billion higher than the 2012 allocation of P108.1 billion.
Completing the top 10 agencies with the biggest allocations for 2013 are the Departments of Inte-rior and Local Govern-ment (DILG) with P121.1 billion; Agriculture (DA) with P74.1 billion; Health (DOH) with P56.8 billion; Social Welfare and Develop-ment (DSWD) with P56.2 billion; Transportation and Communications (DOTC) with P37.1 billion; Finance (DOF) with P33.2 billion; and Environment and Natu-ral Resources (DENR) with P23.7 billion.

THE Liberal Party trusts Senate President Juan Ponce-Enrile and would not be a party to any moves to oust the senator, House Speaker Feliciano Belmon-te Jr. said on Thursday.
“We have utmost con-f idence in Enrile. The government owes a lot to him for the way he handled the impeachment trial and in other measures before

He added that, as far as he knew, there were no talks within the ranks of the ruling party to oust the Senate president from his post.
Meanwhile, the House Speaker said the House of Representatives would keep out of the conflict between Enrile and Sen.
Antonio Trillanes IV over the latter’s back channel negotiations with China on the Panatag Shoal issue.
“The issue is an inter-nal affair of the Senate. They have to settle the matter among themselves. We would like to be in-formed like everybody else but we would not inquire out of propriety,” Belmonte said.

THINK a minute. Many marriages are not
happy simply because the husband and wife don’t understand each other’s needs.
Men and women are very different creatures!
Remember the best-selling book, Men Are From Mars, Women Are From Venus?
Last t ime we talked about women’s needs. So today, we’ll look at your husband’s needs.
Number 1: A man needs passion—physical passion. But also a passionate wife who is fun and a good sport. Frankly, some wives are just plain boring. Other wives are so grouchy and always serious, that all they seem to do is nag

and complain. Some of us could learn to laugh and lighten up! Not only will it cure our grouchiness and moodiness, but the atmosphere in many homes would definitely improve.
Number 2: A man needs help in the home. And some men more than others. Just a neat house and tasty food. But we need to care enough to notice and give attention to our husband’s likes and
dislikes. Remember the well-known saying, “The tunnel to a man’s heart runs through his stomach!” And some tunnels are bigger than others.
Number 3: A man needs to feel respected by his wife. It doesn’t matter what his job is, our husband needs to know that we are proud of him in his own special strengths and abilities. So nagging him,

IN the past few years, I have received numerous com-plaints from Filipino con-sumers regarding a myriad of issues — most of them concerning credit cards.
Without most of us knowing about it, there is a way to protect ourselves from frauds and “predators” in the business and trade industry.
According to the De-partment of Trade and In-dustry (DTI), the key to better consumer protection is knowing the Consumer Act of the Philippines.
The Consumer Act of the Philippines, Republic Act No. 7394, took effect on July 15, 1992. It promotes the State’s policy “to protect the interest of the consumer,
Consumers should know their right
promote his general welfare, and establish standards of conduct for business and industry.” The Act aims to protect consumers against hazards to health and safety, and against deceptive, un-fair, and unconscionable sales acts and practices.
It also seeks to give in-formation and education to facilitate sound choice and the proper exercise of consumer rights and to
provide adequate rights and means of redress.
Lastly, it aims to involve consumer representatives in the formulation of social and economic policies.
Consumer products or services are defined as “goods, service and credits, debts or obligations which are primarily for personal, family, household, or ag-ricultural purpose, which shall include, but are not
limited to food, drugs, cos-metics, and devices.”
The Bangko Sentral ng Pilipinas (BSP) is among the government agencies that implement the Consumer Act. It concerns itself with consumer credit transac-tions extended by banks and other financial inter-mediaries.
Here is a list of the other government agencies imple-menting the Consumer Act and their areas of concern:
• Department of Trade and Industry: consumer product quality and safe-ty; deceptive, unfair and unconscionable sales acts and practices; weights and measures (metrication); consumer products and

-ooo-RP TO GET FIRST EVER OLYMPIC GOLD MEDAL
IN 2016: The Philippines under the present leadership of the Philippine Olympic Committee (POC) will have its first ever Olympics gold medal in the World Olympics in 2016, POC President and former Tarlac Rep. Jose “Pep-ing” Cojuangco, Jr. announced on Thursday, September 20, 2012, during a bash he tendered for sports officials and political allies at the Cojuangco ancestral home in Forbes Park, Makati City, to celebrate his 78th birthday.
Cojuangco’s announcement was met with glee and jubilation and wild applause by the presidents and other officials of the different national sports associations (NSAs) of the country, who greeted and serenaded him with songs and pledges of commitment that training of Filipino athletes under their associations henceforth will conform to a POC-Cojuangco-prescribed training, focusing on stamina and endurance.
If this comes true, it will be a historic first consider-ing that a gold medal has eluded Filipino athletes since they started participating in Olympic games in 1924. The Philippines actually holds the record of obtaining the most number of medals from the Olympics without a gold. The national Olympic committee of the Philip-pines is the POC, founded in 1911, and recognized by the International Olympic Committee in 1929.
-ooo-POC BARES NEW SPORTS TRAINING PROGRAM:
In an impromptu talk, Cojuangco said the POC quest for an Olympic gold medal is now strengthened by the cooperation of former Surigao Del Sur Rep. Prospero “Butch” Pichay and former Zamboanga Del Sur

Friend, only Jesus Christ can help you change to become the wife your hus-band needs.
Remember, your hus-band will never be perfect; he’ll still fail you some-times. But Jesus will never fail you! He will always love, forgive and accept you.
He will also give you His strength you need each day to love and respect your husband without condi-tions. And that’s when your husband will want to start changing and become the husband you need.

Finding heart in the melting Arctic

Blogpost by SARA AYECHAS POSTED ON GREENPEACE.ORG
THE record has already been bro-ken––but it is about to be shattered.
This isn’t the kind of record you wish to remember and tell your grandchildren about. This is no tale of great sporting achievement like Usain Bolt smashing his way into the Olympic record books. No, this is something entirely more sombre.
I’m in the Arctic as part of a Greenpeace crew to bear witness to this year’s sea ice minimum – the moment of the year when the extent of Arctic sea ice is at its lowest. And very soon we expect to hear news of a new record, breaking the one set in 2007––the lowest ever recorded sea ice minimum.
If current trends continue, the Arctic Ocean––which some research suggests has not been ice free for many thousands of years––is likely to see ice free summers within the next decade.
The melting is happening much faster than previously predicted by the UN’s Intergovernmental Panel on Climate Change, whose models estimate ice free summers by the end
of the century. Why does this matter? Well, just
as some people say that distant rain-forests are the lungs of the world, regulating the air that we breathe; the Arctic is a vital organ which keeps our atmosphere cool by reflecting the rays of the sun back into space, regulating our weather systems.
Also, in the same way that our hearts pump the blood through our arteries, the Arctic is one of the pumps that makes the ocean currents circulate around the planet. No sea ice means a loss of these essential, life affirming Arctic currents, making the heart pump a lot weaker.
Hearts are precious things––they sustain us day in day out––and we should never take them for granted. The heart is also an international symbol of love and hope.
That is why on this Arctic expedi-tion we have taken the flag of every country in the United Nations and suspended them together in the shape of a heart above a melting ice floe.
Very simply we are calling all countries to come together to take action to protect the Arctic. The Arctic needs our love now perhaps more than at any time before.
In this solemn moment the inter-national community needs to find the heart––the courage and concern––to stand together and take action to protect this special place.
It took days of searching to find a floe that was solid enough to install our temporary art piece. Standing on the deck of the Greenpeace ship the Arctic Sunrise, watching the daybreak over the floes of ice, some thin and weak, others so deep that the ocean below was the clearest cold blue; we saw paw prints in the snow and then a lone polar bear appear in the distance – a cream blur against the sea of white.
It felt unimaginable that the breath-taking beauty we saw before us could be threatened by a handful of rich companies who care more about their quarterly figures than the future of this stunning region.
So here is the moment we must act, to stop the reckless and greedy oil companies, and the political leaders who allow them to continue.
A new global movement has formed, 1.8 million people and count-ing, to save the Arctic and declare the uninhabited area around the

KIDAPAWAN City––Sur-vivors of Martial Law still see “remnants of the past,” 40 years later.
Rosal io L lanto, 80, church worker of the Dio-cese of Kidapawan who survived two para-military group attacks during Martial Law, said that even years af-ter the dictator was deposed, “there is still no peace and people (continue to) live in abject poverty.”
Llanto, former organizer of the Basic Ecclesial Com-munity (BEC) in a parish in President Roxas, North Co-tabato, said he was wrong-fully accused of supporting the communist guerillas when he shouted “justice for all victims of human rights violations” during the Martial Law years.
“I heard government of-ficials promised they would uplift peoples’ lives when they sit in power… I saw groups worked for peace… yet, there is still too much violence in this part of the society,” Llanto said.
Father Peter Geremiah of the Pontifical Institute for Foreign Mission (PIME) had witnessed how the ac-tivist church workers were arrested, tortured and killed during Martial Law.
Geremiah arrived in the Philippines a month before Martial Law was declared. His first assignment was in a parish in Santa Cruz, Laguna.
He was surprised when

members of the MetroCom, now Philippine National Police, barged into his par-ish and arrested more than a hundred organizers of the BEC.
He was then transferred to Tondo, Manila and sub-sequently assigned to a far-flung town in North Cotaba-to.where he witnessed how members of a mercenary group wrecked havoc in his parish and the community.
In 1985, Father Tulio Fa-
vali, a visiting PIME priest, was killed by the mercenary group led

Rep. Romeo Jalosjos, both of whom were present last Thursday’s affair at the Cojuangco house, and by other concerned business-men and citizens who share his vision of producing a gold medal in 2016.
By January 2013, train-ing of athletes will start at the ULTRA in Pasig City, and much attention will be given to building their stamina and endurance. The perception is that, Filipino athletes have great potential to get gold medals but that, because of weak stamina and lower endurance, they usually lose out in the end to their opponents.
This is the reason why the POC and the NSAs will now look into what the athletes are eating and what vitamins and food supplements they are tak-ing, not only during the training, but also during actual competitions. This is to make sure that they get the proper food and vitamins and minerals.
-ooo-HOME STUDY PRO-
GRAMS FOR PINOY ATH-LETES: Cojuangco also disclosed that the POC and the NSAs are also scram-bling furiously to provide home study programs and other alternative systems of education for our athletes, to make sure that while they are engaged in serious train-ing, they are likewise able to complete their studies and obtain their degrees.
And training will be more strict, in the sense that those who will not conform to the training policies of the POC and the NSAs will just have to be asked to leave or to be kicked out. “Those that are willing to be trained, we will train them, but those who refuse to follow, we will not train them. It is as simple as that,” Cojuangco pointed out.
“It is time to bring out the best in our athletes,” Cojuangco said, adding that since God has put him and those cooperating with him to realize the country’s dream of a gold medal from the Olympics, all must work towards the realization of
that dream.-ooo-

service warranties; price tag; labeling and packaging; liability for products and services; service and repair shops; and advertising and sales promotion.
• Department of Agricul-ture: agricultural products (quality and safety, and labeling and packaging).
• Department of Educa-tion: consumer education and information
• Department of Health: food, drugs, cosmetics and devices and hazardous sub-stances (quality and safety; labeling and packaging; advertising and sales pro-motion; and price tag)
• Securities and Exchange Commission: credit facilities extended to consumers by financing companies.
The DTI, in a primer, said the consumer should follow this process if he or she has a complaint before the abovementioned govern-ment agencies:
• Identify the problem. Identify the problem and what you believe would be a fair settlement. Do you want your money back (Re-fund)? Would you like the product repaired (Repair)? Will exchange do (Replace)?
• Gather documents. Gather documentation re-garding your complaint. Sales receipts, repair or-ders, warranties, cancelled checks, or contract which will substantiate the com-plaint and help the company solve your problem.
• Go back to where you made the purchase. Contact the person who sold you the item or performed the service. Calmly and accu-rately explain the problem and what action you would like to be taken. If that per-son is not helpful, ask for the supervisor or manager and repeat your complaint. A large percentage of con-sumer problems are resolved at this level.
• Write a formal letter of complaint. If you are not satisfied with the company’s
response, write a formal letter of complaint to the consumer protection agency concerned. State your name and address; the name and address of the establishment against whom you are com-plaining; the circumstances regarding the complaint including names, dates, places, etc. Also, enclose supporting documents such as official receipts, deed of sale and the like, and you should be prepared to make an appearance when called, especially during the mediation conference.

We want to help build the biggest movement ever and that would be a re-cord I’ll proudly tell my grandchildren about. That in 2012, we noticed, we did something, we came together across the planet and saved the Arctic––the heart of the world.

buildings, and developed by Italpinas, a member of the Philippines Green Building Council.
Located within the master planned 360-hectare Pueblo de Oro Township in Cagayan de Oro City, it boasts of pas-sive eco-design elements like cross-ventilation, building orientation, an inner green courtyard and terrace, brise soleil (louvers) and extended awnings to maximize natu-ral light and shadow which combine to complement each
other and bring down the temperature in the building that it remains cool even in hot summer months to lessen the need for air conditioning.
“Condominium devel-opments in the Philippines are usually located in highly built-up urban areas where the eco-friendly design ele-ments cannot be optimized due to the surrounding en-vironment,” a recent visitor noted. “In contrast, you have this design where its loca-tion and orientation takes advantage of the prevailing winds and shadows to keep it cooler and residents can enjoy the unobstructed view of the sea, forests and hills. Everywhere you see it’s green.”
Primavera’s flood-free location within the Pueblo de Oro Township is another plus factor that greatly adds value to the project. With its mix of commercial establish-ments like SM City, Koresco Hotel and institutions like schools, churches, clinics and amenities like the 18-hole championship golf course, residents within its various residential enclaves have everything they need within easy reach, considerably re-ducing the carbon footprint of the whole township.
“An added value is the Italian design which is unique to this project and helps bring the community forward,” he added.
Primavera Residences was “Highly Commended ” as one of the Best Condo Developments in the Philip-pines by the South East Asia Property Awards 2011 earn-ing it a listing in the Best of South East Asia Real Estate 2011/12 publication based in Singapore.
The ITA Project and Ital-pinas team was also cited with a “Special Energy Award” in the 2011 Design Against the Elements (DAtE) global architectural design compe-tition which aims to build green, livable, affordable, and disaster-resistant village in the Philippines that will serve as the blueprint for other communities threatened by climate change.
Primavera’s passive design elements are estimated to reduce energy consumption for air conditioning by 32% or around 20% for total energy consumption.
In addition to Primavera’s passive design elements, Mr. Nati said they would also be tapping solar energy on
its rooftop with the use of photovoltaic cells that would produce around 100 kilowatts peak renewable energy from its two towers.
With the recent approval of the Feed-In Tariff rates by the Energy Regulatory Com-mission, Primavera is opti-mistic its implementing rules and regulations, including the “Net Metering Law” would enable its photovoltaic cells to feed electricity directly to the local distribution utility grid, Mr. Nati said. Mean-time, the energy produced from the solar cells would be used to directly power the common and shared areas of Primavera.
Around 90 percent of the units in Tower A have already been sold and the only ones still available for sale are the premium units in the topmost floors which offer an unprec-edented view of Macajalar Bay and the mountains and hills of Bukidnon and Misamis Oriental for exclusive clients who value their privacy and aesthetics.

In a meeting with some mayors from the province’s conflict areas on Thursday, Mendoza said she has full confidence on the peace panel.
She is hopeful that a peace accord, which is ex-pected to end the decades-long conflict in Mindanao, would be signed soon.
Mendoza met with the mayors of the municipali-ties of Pikit, Aleosan, Mid-sayap, Pigcawayan, Carmen and Kabacan – towns con-sidered as “conflict areas.” These towns are deemed to be affected in the proposed creation of NPE.

by the Manero brothers who were later arrested, charged, and placed in prison. The killers thought Favali was Geremiah.
“Forty years after, the rem-nants of Martial Law are still very glaring,”Father Geremiah said.
“The killing in 2011 of Father Fausto Tentorio, PIME, was clear indication that (human) rights are continue to be violated,” he said.
Geremiah was certain that a group of armed natives, backed by soldiers, was behind the killing of Tentorio.
“During the time of former President Cory, justice was accorded to Favali. I (hope) we would get the same justice for the death of Tentorio during President Noynoy’s administration,” the missionary said.
Fe Carreon, former organizer of Kabataang Makabayan, an under-ground group of student activists, recalled the horrors of Martial Law.
Carreon was arrested thrice from 1972 until 1975. She saw how male prisoners, all arrested for violating PD 1081, were tortured by police and soldiers.
Four decades after the tumultu-ous years, Carreon said that while the succeeding administrations did not declare Martial Law, “its effects are still very similar.”
“The effects of the Oplan Bantay Laya during the time of former President Arroyo and today’s Oplan Bayanihan of P’Noy are the same, not much different from the ef-fects of Marcos’ Martial Law,” Carreon said.
Protesters f rom Magpet , Makilala, Antipas, President Roxas, and Arakan in North Cotabato gathered around the Poblacion of Arakan to commemorate the death of a number of martyrs in North Cotabato, 34 of them were church workers.
Geremiah said that from Martial Law years until 1991, at least 80 persons in the province were killed; some of them just disappeared and were never found.
Geremiah joined thousands of the protesters, led by the Kilusang Magbubukid ng Pilipinas, Apo Sandawa Lumadnong Panaghiusa sa Cotabato, and other progres-sive groups and individuals, that marched around the streets to shout justice for victims of Mar-tial Law and other human rights violations. PNA
The coming of CEU in Davao will further strength-en the city’s objective to become the hub for educa-tion in Mindanao.
