CAGAYAN de Oro City––Officials of the Cagayan Electric Power and Light Co., Inc. (CEPALCO) led by company SVP Ralph U. Paguio and Engr. Jorey T. Alfaro briefed the visiting technical staff of the South Cotabato II Electric Cooperative (Socoteco II) on November 6.

CAGAYAN de Oro City––The United States Embassy in partner-ship with History/ International Studies/ Political Science Depart-ment of Xavier University held a US Election Watch Program at the University’s Magis Center.

The program featured a live feed of CNN election coverage and a mock election.

A total of 951 students from the City’s National High Schools, Xavier University and Liceo de Cagayan University participated

in the mock election and 74% of the votes went to Pres. Barack Obama.

William Cocks, US Embas-sy Representative said the real strength of the United States like the Philippines is their democ-racy. He said, they have created the mock election with the aim to give the participants a chance to vote on who they’ve wanted the next president of the United States to be.

“We’re here talk to you about the election not about who we want to vote for but about the

democratic process, about what the election means for our country and we can also talk about our offices,” Cocks said.

Dr. Roel Absin, Chair for His-tory/ I.S./ PSC Department, con-ferred that the activities conducted such as the 2012 mock debate and US Presidential Elections count-down will aid them in preparing their primary beneficiaries—the students in Northern Mindanao to bigger challenges.

With this specific vision, Absin said that “everyone’s attention is focused in setting a premium on

the exercise of the right of suf-frage not only to promote the US Elections and Electoral System but also to instill the value of the exercise of their liberty and duty to elect the governors and the government and for them to attend to the challenge--the challenge to earn an unyielding understanding on various socio-cultural, economic and political issues, issues on health, resource regeneration and reserves invest-ments, foreign debt, security and leadership involvements.”

Through the activities, the US

embassy in Manila particularly in public affairs section in partner-ship with Xavier University pur-sues its mandate--the promotion of a democratic system. The activity also became the venue for letting students understand a platform or contention on diverse issues which is noted as a commendable act of a wise electorate.

US Embassy hosts first poll watch program in C. de Oro

ILIGAN City––The Depart-ment of Trade and Industry (DTI) in Lanao del Norte continues to process applica-tion for Import Commodity Clearance (ICC) sticker for motorcycle helmets.

Motorcycle helmet evaluation for surnames beginning in P-ZProvincial Director Ruel

B. Paclipan, DTI Lanao del Norte, said applicants with last names starting with letters P to Z will be accom-modated this November. Although letters A-F and G-O were scheduled last September and October,

respectively, helmet own-ers belonging to the A-F batch could still apply until November 29 only.

The DTI began accepting applications based on the letter coding scheme last September 2012.

The letter coding scheme

is part of the DTI’s effort to facilitate inspection of hel-met and avoid long queues as helmet owners beat the year-end rush. Paclipan urged motorcycle riders not to miss out on their schedules so as not to pay fines that the Land Transportation

Office (LTO) shall impose to riders wearing helmets without the Philippine Stan-dard (PS) or the ICC mark by 01 January 2013.

Based on the Republic Act (R.A.) 10054 or the Motorcycle Helmet Act, any person caught not wear-

ing the standard protective helmet shall be punished with a fine of P1,500 for the first offense, P3,000 for the second offense and P5,000, for the third offense. Fourth offense shall be meted with a P10,000 fine and confisca-tion of driver’s license.

BUTUAN City, Agusan del Norte––Government troopers recovered war materiel in an encounter with 15 com-munist rebels in the mountain villages of Surigao Del Norte Tuesday, an army report yesterday said.

The encounter resulted in the recov-ery of 200 meters detonating chord, 21 pieces of empty shells for AK 47, and 2 pieces empty shells for M14 rifle. There was no report of casualty on both sides.

Lt. Col. Vincent B Iringan, Command-ing Officer of the 30th Infantry Battalion, said government troopers were conducting patrol in the mountainous villages of Sitio Sabang Pagbangayan, Camam-onan, all in Gigauit, Surigao Del Norte when they chanced on the rebel group in the area.

Iringan ordered the conduct of pur-suit operations to hunt down the fleeing rebels. He said the rebels are harassing and extorting farmers in the area.

Army recovers war material owned by rebels in Surigao

ZAMBOANGA City––The Technical Education Skills and Development Authority (TESDA) has distributed a total of 1,600 scholarship grants to graduating stu-dents in Basilan province.

These grants provided by TESDA to the Autonomous Region in Muslim Mindanao (ARMM) are available in two colleges operated by the Furigay Colleges Inc. in the cities of Lamitan and Isabela in Basilan.

The distribution of the grants was held at the Fu-rigay College in Lamitan City Wednesday morning by TESDA-ARMM provincial director Hansaman Salasim on the 5th foundation an-niversary of the college.

grants include graduating students of the Lamitan National High School and the Basilan National High School in Isabela City.

The TESDA courses offered include Welding, Baking and Pastry Mak-ing, Commercial Cooking, Computer Operations and Troubleshooting and House-keeping and Household Services.

The other avai lable courses are Health Care Services, Computer Hard-ware Serving, Carpentry, Plumbing, Horticulture, Bar Tending, Food and Bever-ages and Cosmetology.

College president He-gem Furigay said their two institutions have so far pro-vided training to over 3,000

unemployed or high school graduates in the provinces covered by TESDA-ARMM scholarships.

These graduates have found employment in local establishments or abroad.

There are only four col-leges in Basilan, the Claret College in Isabela, the Basi-lan State College in Lamitan and the Furigay Colleges, one each in Lamitan and Isabela.

Most students who want to pursue their col-lege education usually go to Zamboanga City where three big universities and several colleges cater to students from Basilan, Sulu and Tawi Tawi and other provinces and cities in the Zamboanga Peninsula.

The City Council committee on social services chaired by Councilor Nadya Emano supported the request of the Barangay Council of Lumbia for the grant of an honorarium of P2,400 per month to the two Day Care

SOUTH Cotabato - The provincial government has spearheaded the 13th Pro-vincial Tribal Congress at the South Cotabato Gym-nasium and Cultural Center in Koronadal City, recently.

At t e n d e d by m ore than 800 tribal leaders from different towns of the province, event done in coordination with the Provincial Social Welfare and Development Office (PSWDO) and the National Commission on Indigenous People (NCIP).

Guest sp e a ker was Lawyer Reuben Dasay A. Lingating, chair of the Min-danao Indigenous People’s Conference for Peace and Development (MIPCD), who emphasized the im-portance of Republic Act No. 8371, or the Indigenous Peoples Rights Act (IPRA).

“IPRA is very significant to the lives of the tribal people because this will remind them of their rights. With this, everyone should read and know IPRA,” Lin-gating stated.

CAMP FERRER Sr, BISLIG CITY – An army soldier and a civilian were hit in ambush perpetrated by New People’s Army (NPA) ‘rebels’, evening of November 6, in Purok 6, Bayugan 3, Rosario, Agusan del Sur.

The incident took place while the soldiers of the Bravo Company, 75th IB, 6TH ID, PA, headed by 2nd Lt. Gerald Mohado, were heading back to camp after a day-long security operation in some parts of Agusan del Sur.

MARAWI CITY - The In-tegrated Provincial Health Office (IPHO) of Lanao del Sur has conducted a two-day command confer-ence on family planning last week to address the unmet needs for family planning in the province.

The conference was attended by chief of hos-pitals, municipal health officers and other health workers from the differ-ent towns of the province.

It was also graced by other stakeholders from both the public and private sectors, like representa-tives from the provin-cial government, Amai Pakpak Medical Center, Al-Mujadila Foundation,

and members of the media, among others.

The conference focused on discussions regarding issues on family planning and reproductive health, as well as, the approaches and directions of the fam-ily planning program in the province, IPHO Chief Alinader Minalang said.

The Islamic perspective on reproductive health, updates on the implemen-tation of the Reproductive Health Code, generation of demands through fam-ily development sessions and the role of community health teams in the delivery of family planning services were also tackled.

The conference also

featured a lecture on cer-vical cancer prevention and recognition of indi-viduals who gave support to IPHO and to the rural health units and hospitals who showed exemplary performances in the de-livery of family planning and reproductive health services.

The highlight of the conference was the sign-ing of commitment by the participants to improve not only the provision of family planning services and the availability of commodi-ties, especially to the poor, but also the overall health status of our constituents, Minalang said. (APB-PIA 10/asf )

LP faces credibility problemBy CRIS DIAZAFTER sometime discussing about

politics in the province of Misamis Oriental, it is time to take a glimpse at Cagayan de Oro City. Of course, we are not through with the province. From time to time, we will drop a visit there. This time, let us have a quick look at the city’s political weather. For a time, we tried to measure various considerations of local candidates – their acceptability and appeal to city electorates.

Aside from looking at personalities, we also take into consideration the candidates’ political party. A political party is very important because it is one of the bases to deliberate on the candidates’ chances in winning an electoral contest.

There are two important political parties in Cagayan de Oro that will slug it out in the scheduled mid-term elections next year. These are the United Nationalist Alliance (UNA), an alliance of opposition leaders and political parties and the Liberal Party-NP coalition. A third political party, the Centrist Democratic Party Philippines, a newly formed national political party, has a lone candidate in Cagayan de Oro City in the person of Rep. Rufus Rodriguez.

Incumbent City Mayor Vicente Emano is standard-

bearer of UNA-Padayon Pilipino political party in the city. Gov. Oscar Moreno of Misamis Oriental is the can-didate of the Liberal Party-NP coalition. We have no idea on how to address Moreno. Is he a former Governor of Misamis Oriental or a resigned Gov. of the province? Is it not awkward to address Moreno as governor while at the same time he runs for the mayoral post in Cagayan de Oro City? Calling Moreno former Governor of Misa-mis Oriental would probably give justice to his mayoral candidacy in Cagayan de Oro City. However, Moreno has not resigned his post as Governor in Misamis Oriental. Is Moreno running for mayor in Cagayan de Oro City fair to the people of the province? That is another issue.

At this time, discussions on the chances of candidates to win an election in the city are exciting. A random interview of local residents had candidates of the UNA-Padayon alliance enjoying an upper hand over candidates under the Liberal Party-NP ticket. LP-NP candidates might quick to say that the observation is discrimina-tory. Well, ‘truth hurts.’

The truth is most candidates of LP-NP ticket in Cagayan de Oro City are facing credibility problems. The problem started when the LP hierarchy in Manila picked out candidates to complete their slot in the city. It is of public knowledge that candidates of the current LP-NP ticket in Cagayan de Oro City are not authentic LP members. AS HER BABY EATEN BY WILD DOGS: I am sure that the American mother whose two year old baby boy fell from her grip while they were viewing a pack of wild African dogs in-side the Pittsburg Zoo in Pennsylvania, USA, Sunday, November 4, 2012, must be having endless nightmares now, after she personally witnessed how her baby was eaten alive and killed by the dogs, as she watched helplessly.

US news networks de-scribed the incident as “horrific”, but then it is more than that. It is to me “catastrophic beyond mea-sure”, something that the mother will no longer forget as long as she lives. The picture of her baby being eaten by the dogs, as well

You can imagine how thankful that poor lady was to receive such mercy, even though she still got her fair and just punishment.

BARACK OBAMA has been reelected after a hotly-con-tested presidential elections in the US. Up to yesterday, it was still a neck-to-neck race. And both Obama and Republican candidate Mitt Romney were still aggres-sively courting votes in swing states up to the eve of the elections.

For a US president who was propelled to the White House in 2008 with the larg-est margin in both popular and electoral votes in 12 years, his struggle for re-election is a revelation. In 2008, Obama defeated John McCain by garnering 365 electoral votes as against the latter’s 173 and with a winning margin of more than nine million popular

votes. This time, some ana-lysts project that the final results would be around 300 electoral votes for Obama to Romney’s 200+.

The last elections where a presidential candidate in the US won by a large margin was in 1996 when Bill Clinton defeated Bob Dole with 379 electoral votes versus Dole’s 159, with a winning margin of more than eight million popular votes.

As those familiar with US presidential elections already know, while US citizens vote for a candi-date, what is decisive is the electoral vote. Each state is allotted with a certain number of electoral votes depending on the popula-tion. There are 538 electoral votes in the US. The number of electoral votes that a party

garners would determine the number of their delegates to the electoral college, which will vote for the president.

Obama’s fading star could be traced to his ad-ministration’s failure to solve the economic crisis, generate jobs, and deliver on his promise of change. Instead of helping the ma-jority of US citizens to cope with the crisis through job generation and reversing the privatization of social services, he continued with the bail out of banks began by the Bush administration. He did not veer away from the neoliberal economic policies that resulted in the crisis that imploded in 2008 and caused suffer-ings among majority of US citizens. While he pulled out a substantial number of US troops from Iraq, he

increased the deployment in Afghanistan.

Obama did deliver on his promise of enacting health care reform with the signing of the “Patient Protection and Affordable Care Act”. While being touted as the most significant reform that Obama delivered, the law did not bring back the erstwhile free health services being given to US citizens. In its stead the law provides federal subsidies to small companies so that these could provide medical in-surance to employees, and to low-income individuals and families above 100 percent to 400 percent of the federal poverty level; expanded the coverage of Medicaid to include individuals and families with incomes up to 133 percent of the federal

scampering away to avoid the mad dog, shouting for others to do so. But the 11 year old boy did not run or scamper away. Instead, he calmly put his kid brother behind him, took off his coat, and wrapped it around his right arm and used it to ward off the dog.

The dog bit the coat, but because it was thick, its teeth sunk and got stuck into the cloth, disabling it from doing any other thing. Seeing what the boy did and the inability of the dog to pull away from the cloth, by-standers then came to the rescue and hit the dog on its head. When asked why he did not run like the others, the 11 year old boy simply quipped: “And leave my brother to the dog? No way!”

Thus, it is basically a compromise that did not alter the health care system

dominated by private health insurance companies.

Despite Obama’s failed promise of change, he still won because not only did Romney not offer any sig-nificant policy alternative, he represented something worse: declaring that he would repeal Obama’s al-ready-compromised health care act and reduce federal spending on Medicare and other federal programs; adheres to the principle of Reagonomics of cut-ting taxes, especially on corporations, purportedly to bring about economic growth; endorses eliminat-

ing the minimum wage; vows to make it easier for oil companies to drill for oil and rejects the Kyoto protocol; would tighten immigration control; and bring back the bellicose ways of the Bush admin-istration.

However, if Obama’s first term is to be the gauge, no significant change could be expected despite his message of hope in his victory speech.

Obama was said to be only the second Democratic president who was reelected after World War II, the other being Bill Clinton.

This reflects a strong con-servative current among the American people. But now, amid the crisis and failed promises of Obama, the American people still rejected the person who represents the blatantly conservative Republican Party and its principles. This is where the glim-mer of hope lies: in the yearning for change and rejection of conservative principles; and ultimately, in the actions for change, which include workers’ strikes and growth of the mass movement. THE militar y tr ibunal cleared, for lack of evi-dence, two court mar-tialled military officers in connection with the massacre of 19 Special Forces troopers in Al-Barka, Basilan on October 2011.

C ol . Jose Fel ic iano Loy, a member of Gen-eral Court Martial, said that the cleared officers were Col. Alexander Ma-cario, former head of the Special Operations Task Force - Basilan, and Lt. Col. Orlando Edralin, the former commander of the Special Forces training school.

Loy said Undog still had to face trial for one count of violation of Ar-ticle of War 97 after his motion was denied, add-ing that the trial would proceed.

While Lt. Col. Leon-ardo Peña, the former commander of the 4th Special Forces Battalion, has yet to file a motion as the GCM has yet to rule on the prosecution’s formal offer of evidence.

The GCM has set an-other hearing next week. It is headed by Brig, Gen. Teodoro Cirilo Torralba III.

Joining Torralba in the GCM are Loy as law mem-ber; Brig.Gen. Domingo J. Tutaan, Col. Dante G. Taliño, Col. Wilfredo S. Bonil la, Col. Andre T. Tanyag, Col. Joel D C. Celino, and Col. Rafael A. Sera Jose as members.

The GCM started hear-ings last May 22 and since then held trial weekly to fast track the cases and expedite the proceedings.

Wakefield was arrested inside his hotel room in Davao City by operatives of the Kidapawan City PNP led by its chief, Supt. Renante Cabico, WCPD of the Davao City PNP, and staff from Kidapawan City Social Welfare and Development Office.

They used as guides in locating Wakefield two children, both sidewalk vendors in the city’s pub-lic market who alleged they were recruited by two women and brought to Wakefield where they were raped.
