GENERAL Santos City––Police authorities assured Wednesday that the city’s security situation has re-mained under control de-spite the spate of gun-related violence in the area in the last several days that killed two police officers and a suspected hired gunman.

Chief Supt. Alex Paul Monteagudo, Region 12 police director, said all po-lice units in the city and the neighboring areas are on high alert and intensive followup operations are cur-rently ongoing against those behind the daring murder of two local policemen just hours from each other on Tuesday.

ZAMBOANGA City––A suspected member of the Abu Sayyaf Group who carries a P600,000 reward for his arrest was appre-hended on Tuesday in this southern port city by the combined National Bureau of Investigation (NBI) and police operatives.

NBI Regional Director Manuel Almendares on Wednesday reported the suspect was arrested inside a shopping mall in downtown Zamboanga City around 12 noon Tuesday.

Almendares identified the suspect as Algaber Said alias ‘Talha’ who was nabbed for kidnapping with serious illegal detention. Said carries a P600,000 reward.

Said, who al legedly serves as “spotter” of the Abu Sayyaf Group, was ar-rested when he was sighted inside the shopping mall, Almendares said.

The suspect has been tagged as involved in the June 2001 Lamitan siege and the Dos Palmas kidnapping in May 2001, Almendares said.

“As a law enforcement agency, we are bound to obey orders. We are responsible for insuring obedience to the laws. Hence, as models, we have duties to ensure strict adherence to established PNP codes of conduct,” he said.

The statement came amid widespread common per-ception that illegal drugs and illegal gambling in the country proliferate because police officials were receiving “protection money” from the syndicates.

“I could not compromise my profession in receiving payoffs from illegal gambling operators or illegal drug

manufacturers and producers just to protect them,” he said.

PSSupt. Beñas empha-sized, he will not tolerate corrupt law enforcers, if ever they exist.

He pointed out that through police community

relations, the PNP accepts—and even encourages—in-formation on corrupt police officials in the province.

CAGAYAN de Oro City - The Environment and Man-agement Bureau (EMB) conducted, Wednesday, a public hearing for the water classification of Macajalar Bay in Misamis Oriental.

The activity is a way of getting comments and con-sensus of the stakeholders on their preferred classifi-cation based on the revised water criteria under DENR Administrative Order No. 34 (DAO 34).

EMB 10 Director Sabdul-lah C. Abubacar stressed there are the two basic con-siderations for the process. One is based on its beneficial use and the other on its water quality.

He, however, noted that analytical results of the wa-ter quality is only secondary and is made to confirm the classification.

The sampling stations were distributed in all 14 towns covering the 65 ki-lometer stretch of the Ma-cajalar Bay coastline from La Esperanza in Kinoguitan town to Laguindingan.

sima, chief of the EMB 10 laboratory section said that the towns will either be clas-sified as class “SB” and “SC,” depending on the water sampling results generated, in consideration also to its best usage.

“SB” classification is good for Recreational Water Class 1 (Areas regularly used by the public for bathing, swimming, skin diving, etc.) and fishery Water Class 1 (Spawning areas for cha-nos chanos or bangus and

similar species.While class “SC” is cat-

egorized for Recreational Water Class II (e.g. boating, etc), Fishery Water Class II (commercial and sustenance fishing) and Marshy and/or mangrove areas declared as fish and wildlife sanctuaries.

The sampling results, she said, will also serve a basis of action on the part of the local government units in drafting their plans and policies.

EMB likewise reminded the LGUs to harmonize its entire comprehensive and coastal resource manage-ment plan with its water classification.

The EMB is now consoli-dating the data gathered for the final water classification report which will be trans-mitted to the EMB central for national publication.

LGUs who may wish to submit their position paper or a resolution, may do so, before the December 30, 2012 deadline. (JCV/PIA 10/asf)

TODAY, we will celebrate the birth date of Andres Bonifacio, the most authentic national hero among Filipino revolutionaries. There was a time when a debate on whether Bonifacio be given the appropriate title as a national hero better than Dr. Jose Rizal was. The debate rages even to this day.

For the working class, Bonifacio was the indisputable hero of the Filipinos. He led and started the Philippine revolution at a time when Rizal was enjoying his sojourn along with beautiful women in Europe. The Fil-Spanish elite declared Rizal.

Bonifacio, a laborer who sell fan and bastion would not qualify as a national hero. He was uneducated. Unlike Rizal who studied various courses in a Domini-can friar school in Manila, Bonifacio was illiterate. Bonifacio was a descent of unknown family while Rizal came from a well-to-do family in Calamba, Laguna.

The Spanish government never did recognize Bonifacio as a hero. The friars who controlled the country’s educational institutions identify only Rizal as the hero because of his searing ‘El Felibusterismo’ and ‘Noli Me Tangere’ novels. Unknown to most of us, Rizal might have plagiarized Victor Hugo’s 1862

Remembering Andres Bonifacio‘Les Miserable’s,’ the book that fanned the French Revolution. Rizal was in Europe at that time when he wrote his novels. He went to Europe in 1882.

By the way, the Spaniards glorify Rizal probably to recompense their barbaric act of killing him (Rizal) by musketry. Did the killing of Rizal in Bagumbayan (now Luneta) stop the revolutionary movement?

Andres Bonifacio, the epitome and symbol of Philippine revolution, was a victim of a colonial system where the ‘Ilustrados’, Filipinos with money and education, tried to steal the credit from him as the ‘Father of Philippine Revolution.’ Even now, the highly commercialized educational system would want to make it appear that Jose Rizal founded the Katipunan, the revolutionary organization founded and organized by Andress Bonifacio on July 1982. [History of the Philippine Revolution, Bernardita Reyes Churchill, National Commission for Culture and the Arts].

Historical accounts had it that Bonifacio together with his brother Procopio were ordered executed by Emilio Aguinaldo in Tala Hill, Maragondon, Cavite sometime in 1897. Aguinaldo issued the order the day after the Tejeros Convention where a group of Cavitenos, who usurped the authority from Bonifacio through a farcical election, elected him President of the Katipunan. At least, in the next several months, there wouldn’t be anyone who will be victimized again. But then, when will we ever learn?

LITTLE LATE: You see, even if the Court of Ap-peals or any other court will subsequently freeze the bank accounts, or order the seizure of the properties, of the persons responsible for

the scams, as what Justice Secretary Leila De Lima announced with respect to the owners of Aman Futures Group Philippines, Inc., it is a certainty that those ac-counts will no longer have any money left in them, just as it is a certainty that there is no longer any piece of property left in the name of the scammers as of today.

STEALING JEWELRIES OF THE VIRGIN: Either life must be very hard nowadays, or Filipinos have already lost their faith in God. I mean, how can anyone from a supposedly Christian na-

tion like the Philippines, steal some P1 million or so jewelry adorning the image of the Virgin Mary in Lapu-lapu City, Cebu? Indeed, the thief must be having a very bad need for money, or simply no longer believes in God. Whatever it is, the theft will surely bring more punishments from God, and the sad thing is that it is not only the thief or his or her family that will suffer, but other people as well.

DAY 3, THE MORNING AFTER --- Back home in Davao City, during very rare days when Beth would wake up in the morning WITHOUT neck or shoulder pains, I would immediately know. As she would open her eyes free of pain, she would always say: “HELLO TO THE WORLD”. But as I said, that was a rarity.

At Room 19 at Villa Medica on Day 3, I woke up early, still dark outside considering the 7 hour time difference. An early rise at 5 a.m. at Edenkoben was 12 high noon back home. So no trouble with that. And I had difficulty adjusting to the local German time. I was engrossed in Sen. Enrile’s “A MEMOIR” and taking down notes of Beth’s procedures and conditions so I had no problem waking up in the middle of the night as it was early morning back home.

Due to the relaxants and the antihistamines adminis-tered to her, she appeared well rested and sound asleep most of the time during the night, though waking up and rising a few times to go to the bathroom.

It was morning. I was reading and looking at the photos on Page 80 of the Sen. Enrile’s “A MEMOIR” when Beth first stirred. Then she opened her eyes, looked around and said softly: “HELLO TO THE WORLD”. Wow, no neck pains that morning! That made my day! And to think I haven’t heard her say those magic words for some time since Manila and Hongkong and Frankfurt.

She rose from bed, dressed up and said she was ready to go downstairs for breakfast, only to be reminded that she had to stay in the room for the day. The German nurse came and took her temperature, looked at her injected buttocks and said: “Everything’s okay” and left. Beth looked flush in the face. Dr. Rose Liquete, her at-tending physician in Manila told us about it in

CAGAYAN DE ORO CITY – To improve its distribution system and give more op-portunities for a lower power cost for its consumers, the Cagayan Electric Power and Light Co. is investing about P2 billion over the next four years in projects. The Energy Regulatory Commission (ERC) has ap-proved capital expenditure spending of Cepalco for the third regulatory period (July 2011 to June 2015). This was slightly lower than the P2.14 billion it first asked ERC. The regulatory board has disal-lowed some of its proposed projects. The ERC said that , under the performance-based regula-tion (PBR) scheme , Cepalco’s budget for the next four years would result in lower distribu-tion charges for its customers. For regulatory year 2012, Cepalco was able to decreased its current average charges of P1.5705 per kWh, to P1.2491 per kilowatt-hour, as approved by ERC. “The decreasing price trend

on the third regulatory period for Cepalco is a good signal that the benefit of adopting the PRB rate-setting meth-odology is now taking effect. The PBR has put pressure on the utilities to improve their systems and be more efficient in their operations,” said ERC chairperson Zenaida G. Cruz-Ducut. With the ERC decision, Cepalco can now translate the approved charges of P1.2491 per kWh for 2012 into rate schedules for its different

customer classes and file its application with the ERC for approval. Upon approval of these revised rate schedules, Cepalco can then start charging the lower rates to its customers. Cepalco is the third-largest power distributor in the coun-try, and has more than 100,000 residential, commercial and in-dustrial customers in its fran-chise area covering Cagayan de Oro and the municipalities of Tagoloan, Villanueva and Jasaan, Misamis Oriental.

Philippine Veterans Bank, a commercial bank owned by World War II Filipino veterans and their heirs, reiterated its support to the Philippine Veterans Affairs Office (PVAO) after signing a revised Memorandum of Agreement on the Direct Re-mittance Pension Servicing System (DRPSS) together with six other banks. Original ly signed in 20 09, t he DR PSS was launched in 2009 for the benefit of Filipino veterans. Through the program, delivery of monthly pen-

sions to veteran pensioners is made easier, faster, and safer through the use of modern technology and has also improved the monitor-ing of PVAO and veterans’ funds though bank recon-ciliation systems. The DRPSS agreement mandates all partner banks of PVAO to credit to quali-fied veteran pensioners their monthly pensions not later than 25th of each month and that all six banks are to render the best possible service to these pensioners including the provision of

safe and convenient areas for withdrawal of pensions. Aside from Veterans Bank, other banks sig-nifying their support of PVAO’s DRPSS included Asia United Bank (AUB), Development Bank of the Philippines (DBP), Land-bank of the Philippines (Landbank), Maybank, and United Coconut Planters Bank. Under the revised MoA, partner banks working with PVAO will regularly monitor the living status of pensioners via updating of pensioners’ passbook and ATM accounts every six (6) months. A pension account will be automati-cally tagged six months after its activation and no withdrawals can be made, especially via ATM, un-less the pensioner makes a personal appearance at or submits a valid proof of life to his bank where he maintains his pension account.

Alcabaza received his award at the Mall of Asia, Pasay City, during the celebration of the World Remembrance Day for Road Traffic Victims, last Nov. 18, said Supt.Jonathan S. Dela Peňa of the Misamis Occidental Schools Division (MOSD). Meanwhile, elementary pupil Desiree Angel Awitan of Cagayan de Oro City (CDO) Central School also grabbed the first place in the contest in the elementary level, Allan G. Farnazo of the CDO Schools Division, said. Farnazo, who is also the officer-in-charge of the Department of Education (DepEd), Region 10, said Allcabaza and Awitan received their awards together with their coaches, Cheryl A. Omar and Maricel Escabarte. Focused on the theme, “Road Safety As A Way of Life,” the contest aimed to intensify awareness and increase the level of involvement of pupils/students and teachers in road safety-related activi-ties in the school and in the community. It was aimed to ensure a wide coverage of the road safety advocacy of the DepEd, Schools Divi-sion Superintendent Jonathan S. Dela Peňa said. Open to public and private elementary pupils and high school students, the contest was held by DepEd in coordination with the Department of Transportation and Communication and the National Coalition for Commuter Safety and Protection, Inc. Among the contest guidelines was the use of indigenous materials like wood, dry leaves, bamboo, sand, petals, shells, stones, etc., except for glue, varnish and fixative materials, such as fixative spray, which are used to protect the work of art. Winners were selected on the following criteria: originality, 25 percent; relevance to the theme, 25 percent; clarity of message, 25 percent; creativity, 15 percent; and visual impact, 10 percent. DAVAO CITY -- The City Government of Davao is hopeful over its bid for 2013 Ad Congress after an inspection team from the congress organizers visited the City last No-vember 23-27. Davao City Investment and Promotions Center head and current City Tourism Operations Office chief Jason Magnaye said the inspection team were visibly impressed with the

facilities in the city. One of the highlights in the visit was the inspec-tion of the brand new SMX Convention Center in SM Lanang Premiere, one of the newest malls in the City. The SMX Convention Center is a 7,835 square meter ultra-modern con-vention facility which can accommodate from 3,500 to 5,000 people. It is located within the SM Lanang Premiere shopping and entertainment mall.

“It’s Davao’s time now,” Magnaye quoted one of the visiting team. In the past the city would lose the bidding to perennial hosts Subic and Cebu. Department of Tour-ism Region XI director Art Boncato said that the reason Davao lose out on its previous bids was the absence of a large conven-tion facility. He said it changed this year when the SMX Davao opened. With the facility, Davao has gotten the edge

as it has other facilities in place such as hotels which could accommodate the thousands of delegates. The Ad Congress is one of the biggest conventions in the country as it requires a convention center that would accommodate 5,000 people. Alarmed by the inci-dents, Veronica Lobood, OIC-Provincial of National Commission of Indigenous Peoples (NCIP), vowed to further investigate the ac-tivities of Secura after they have learned the NCIP logo was printed in the ID appar-ently to lure tribal people.

An NCIP staff admit-ted a Secura representative came to their office to ask for support to allow them to recruit tribal leaders and community members but was bluntly told that this could not be possible in the absence of consultation among the council of tribal leaders.

The veracity of Secura as a legitimate company remain to be seen since they could not present any legal docu-ments from the Securities and Exchange Commission yet they have already duped thousands of lumads and other residents to pay the membership card.

Such al luring quick money scam has become frenzy to the more vulner-able lumad residents in Agusan del Sur of which most of the thousands of hectares targeted are part of the ongoing application for Certificate of Ancestral Domain Titles (CADT).

There are about seven CADT applications in Agu-san del Sur covering some 102,000 hectares which still awaits final approval from the national government even as lumads in vari-ous tribal origins has been working for many years to rightfully own their ances-tral lands.

This despite multi-sec-toral efforts to hasten the processing of their CADTs since last year, an integrated approach that would at least uplift their still impover-ished economic plight.

Under the Conflict Sen-sitive Resource and Asset Management (Coseram) Program , thousands of hectares of proposed CADT areas in the barangays of Sta. Maria, Tabon-Tabon, El Rio and Bugsokan which even traverses beyond the provincial and municipal political boundaries are con-sidered pilot areas if ever the processing of these ancestral lands can be fast tracked amid the intricate stages of complying the require-ments of CADT before the national government may recognize them under the Indigenous Peoples Rights Act of 1997.

Coseram which is a pro-gram of German govern-ment-supported Deutsche Gesselschaft fur Internatio-nale Zusammenarbeit (GIZ) have reached a working tripartite agreement with National Commission for Indigenous Peoples and the Provincial Government of Agusan del Sur to simplify the processing of the CADT claims and efficiently pursue the Ancestral Domain Sus-

business facilitation while the private sector responds with more invest-ment and consumption.

ERS AND RP’S JUSTICE SYSTEM: I haven’t read the Court of Appeals resolution yet that ordered the dis-missal of the murder charges against former Palawan Gov. Joel Reyes and his brother, Coron, Palawan Mayor Ma-rio Reyes, but it is scaring a lot of people to see that the Department of Justice could slap an accusation for a serious and heinous crime against anyone which, from the point of the courts, is totally erroneous.

At around 5:15 p.m., SPO1 Capati was gunned down by two motorcycle-riding suspects near the junction of the Mabuhay Road and the national high-way here.

Covered establishments are those using these installations/equipment.

Meanwhile, establishments like DMPI, who are under the Philippine Economic Zone Authority (PEZA), also adhere to PEZA’s labor standard laws in accordance with the Labor Code. They are corre-spondingly inspected by PEZA in line with DOLE’s mutual concern for industrial peace and harmony. PEZA will continue to coordinate with DOLE on this matter.

Aside from inspecting on these said equipment, DOLE also makes sure that appropriate PPEs are worn by workers, especially those in the construction industry.

In confined work spaces, where noxious or hazardous substances are used, gas masks are a require-ment to prevent cardio-vascular and upper body poisoning. Whereas safety belts should be worn for those working six feet and below, while safety harness is required for above six feet.
