“THE Philippines, despite allotting the most time to science education in elemen-tary in the Southeast Asia, continues to rank poorly in comparison to other countries in the region,” Sen. Alan Peter Cayetano said in a recent statement citing a study by the South East Asian Ministers of Education Organization (SEAMEO), which said the Philippines allot more time to science at 1,100 minutes per week, as compared to Brunei’s 810 minutes, Sin-gapore’s 540 minutes, and Malaysia’s 360 minutes as the basis.

In an ideal situation, one who logs in the most minutes usually is among the top performers if not the top performer.

This holds true with al-most every aspect of life. It was thus logical for the good senator to ask “With the amount of time we spent learning science, shouldn’t we be performing better compared to our neighbors?”

Impl ici t ly, the report shows that something is amiss with our science education program; it has either stagnated or worse, deteriorated.

How and why did this happen? To this, even non-experts like me can cite a thousand and one reasons

On Science problemOn Science problemand could recite a litany of contributory factors, valid or not.

One may contend that to look for answers to the above question is an exercise in futility as the damage has been done. However, it is necessary to find out the reasons so that we may not fall into the same pitfalls again.

As to the answers, I can’t competently give one although I have my suspicions; it would take an exhaustive investiga-tion to get to the bottom of this seeming fiasco.

Nevertheless, I would like to post these questions to my fellow educators and educa-tion planners––is our current science curriculum responsive to the changing needs in these times? Are our science teachers really equipped with the proper academic tools to be able to teach science competently? And does elementary educa-tion get the full support from the government? Again, these require exhaustive studies.

On the other hand, I would like to give my insights to the question involving the teachers as I am in direct contact with them on the daily basis being on the management side of the school.

First, public elementary education does not specify specialization requirement in hiring teachers thus teachers who may not be that competent to teach science can be as-

signed to this subject. In fact, many schools still

practice the “one-teacher for all subjects” in a class even in the fifth and sixth grades. It is asking too much of our teachers to expect them to perform at a very high level and competently for all subjects.

Teachers as they are, they have their human limitations too. I am not saying that this is an anomaly but surely science teaching can be improved.

To do this, it is my humble opinion that starting the fourth grade, the science subject must be handled exclusively by teachers who will undergo science teaching specializa-tion trainings and seminars.

These science teachers should not be assigned to other subjects and should not be replaced by a non-science teacher.

Second, upgrade our sci-ence labs and textbooks.

There is still hope for our science education.

With the new K-12 pro-gram, curriculum changes and the mother-tongue based teaching and the much need-ed government support we can be still in the running for the race to the top.

Many may consider this as wishful thinking and im-possible but I do believe that some seemingly impossible things may become inevitable. Advertorial

Last year’s seminar is toward the responsibility of every SK chairmen of the 490 barangays in dealing good governance, practice transparency and to be able practice in their own level.

The people of Cagayan de Oro City welcome Misamis Oriental Gov. Oscar S. Moreno as a new city resident. Gov. Moreno registered as a voter of Cagayan de Oro City in Carmen, the city’s largest barangay in the First District, last week. Whatever Moreno’s motive in register-ing as a voter in Cagayan de Oro City is not an issue.

For quite sometimes, the people of Cagayan de Oro had been hearing stories that Moreno was abandoning the people of Misamis Oriental. It is unbelievable ’though that Moreno’s action of registering, as a resident of Cagayan de Oro City, would validate such barbershop’s story.

After all, any person, whether coming from Misamis Oriental or elsewhere could transfer residency to Cagayan de Oro City. Who would not want to live in Cagayan de Oro City? Through the years, the city has grown by leaps and bound. With its continued economic growth and the pouring in of investments from anx-ious investors, the growth of Cagayan de Oro City is the pride of every Cagayanon. Thanks to incumbent City Mayor Vicente Emano who, despite unfounded accusations of ‘have done nothing’ by political rivals, have steered Cagayan de Oro City to what it is today.

Emano succeeded to draw in aggressive in-vestors and real estate developers to propel Cagayan de Oro City’s development to new heights. Moreno will now also enjoy the com-fort of Emano’s hard works. In fact, as one of the city’s new residents, Moreno now lives in an exclusive upscale subdivision in Upper Carmen. A local television reported that the millionaire-governor Oscar Moreno lives in a house costing not less than P3 million, a re-quirement imposed by real estate developers to the subdivision’s neighborhood. No doubt, having served as Congressman and Governor of Misamis Oriental for over a decade, Moreno could have saved millions.

As a politician, Cagayanons now fear that Moreno is going to run for an elective post in Cagayan de Oro City. That if Moreno wins, the popular fear is that Moreno might plunder Cagayan de Oro City’s gains established by Mayor Dongkoy Emano through the years. In the meantime, Cagayanons welcome Moreno as a millionaire resident-neighbor – not, and shall never be a future public official!

NOW, there is reason to debunk the idea that the Sino-Japanese settlement would encourage peaceful settlement of various ‘hotly pursued’ areas within SCS. The Philippines is now experi-encing China’s saber rattling in areas China historically claimed as within SCS. China’s aggressive posturing started when it occupied portion of the disputed Spratly Island, a group of more than 750 reefs, islets, and atolls. It is located in SCS between Vietnam, Philippines, China, Malaysia, and Brunei. Spratly or ‘Kalayaan Island’ is 475 miles west of Palawan. There is a host of claimants over other parts of the disputed Spratly Islands.

The Philippines claimed Amy Douglas Bank – 231 KM or 124.73 Nautical Miles from Palawan Province, Philippines, Recto Bank (Formerly Reed bank) – 157 KM or 84.77 Nautical Miles, and Mischief Shoal - 250 KM or 134.99 Nautical Miles, all within the 200 nauti-cal miles guaranteed by the United Nations Convention on the Law of the Seas (UNCLOS) to the Philippines.

In 1995, China put up structure at Mischief Shoal, as shelter for Chinese anglers. It later turned out that the structure was a military listening post. China intends to construct a military airfield in the area, too. China’s military presence in Spratly showed the importance of SCS to China’s regional security. Like the Scarborough Shoal, Mischief Shoal is one of the islands in Spratly claimed by the Philippines within the ambit of Interna-tional Tribunal of the Law of the Sea (ITLOS).

In return, the Philippines established a military outpost in ‘Pag-asa Island,’ part of Kalayaan Archipelago. The

Philippine government recruited civilians to populate the place. Apart from establishing a local government unit in the area, civilians working in Kalayaan are salaried in addition to free subsistence extended by the Philip-pine government.

On Feb. 17, 2009, Philippine Congress ratified the Philippine Baseline Law. The baseline law established 101 base points around the Philippine main archipelago. Under the baseline law, the base points consist of the outermost points of the outermost islands connected by straight line. The Kalayaan group and Scarborough Shoal were classified as ‘regime of islands’ under the Republic of the Philippines. ‘Regime islands,’ mean that the Philippines continue to lay its claim to the islands.

On March 10, 2009, President Gloria Macapagal Ar-royo signed the Philippine Baseline bill into law known as Republic Act 9522. The Philippine Baseline Law is UNCLOS compliant. It also adheres to the Declaration of the Conduct of Parties in the South China Sea (DOCS) signed by Asean countries and China on Nov. 2002. However, China and Vietnam protested the baseline law. Incidentally, both are not signatories to UNCLOS although China was one of the nation-judges of territo-rial conflicts in disputed areas in SCS.

In other words, China does not respect UNCLOS. Obviously, this is the reason why China is not akin to bringing the dispute over Scarborough Shoal for arbi-tration at ITLOS. After all, ITLOS record in resolving international dispute merely focused on maritime con-cerns. Thus, China finds ITLOS an irrelevant body when it comes to territorial dispute. China prefers a bilateral settlement of conflict with the Philippine government involving the Scarborough Shoal (Bajo de Masinloc, meaning ‘under Masinloc) and all other disputed islands within SCS. THE Republic of Korea launched its Korea Copy-right Commission (KCC) Manila offi ce last May 10. Th is is the fourth satellite offi ce that Korea has opened since 2008. The first two are in Beijing and Shang-hai, China. Th e third is in Bangkok, Th ailand.

also help educate agents and artists in assessing and col-lecting the rates that should be collected from the use of a song, movie or artistic work.

Th e Korean government hopes very much for the legitimate enjoyment of

Korean arts and culture in the Philippines, whether online or in the forms of DVD’s. When we are suc-cessful in this, we can also demand that the Filipino artists rights be respected and duly compensated in Korea as well as a matter of reciprocity.

KCC will have the Na-tional Library of the Phil-ippines as a major partner for its copyright awareness campaign. Under the law, the National Library is the one in charge of keeping an archive of all copyrighted works in the Philippines and copyright registration.

BUTUAN City - Vice Presi-dent Jejomar Binay has ex-tended financial assistance to families of fire victims here.

Vice Presidential Staff Ritch Rosario said the initial assistance was P3,000 for each family of the seven victims already identified by the Scene of the Crime Operatives (SOCO).

Same financial assistance was extended to the three survivors, who are confined in a private hospital here.

It can be recalled that an early morning f ire, Wednesday, gutted down the NOVO Jeans and Shirts along Montilla Boulevard, this city, killing at least 17 stay-in sales ladies and

gation was conducted by the national government, spearheaded by Depart-ment of the Interior and Local Government (DILG) Secretary Jesse Robredo.

Meanwhile, according to report, SOCO has finally identified all the 17 victims who are totally burned dur-ing the incident.

Secretary Robredo was in the city to personally

conduct an assessment on the incident. He brought along with him a team from the Bureau of Fire Protec-tion (BFP) Arson Investiga-tion Section to conduct an independent investigation of the incident.
