Fake land titles jeopardize Iligan City water projectIThis after it was learned that the titles of the lands used for the said project are questionable and alleg-edly fake. The lands are owned by Brigido and Pura Licayan and others. However, the one who signed the agree-ment using the lands for the water project’s piping was another person in the name of Anthony Bryan Sy. Sy, according to an initial probe has submitted fake land titles to the city government showing his spurious ownership of the questioned lands.

On June 18, 2007, a writ-ten protest was filed by Pura V. Licayan and Brigido V. Licayan against Free Pat-ent No. 103504-05 234 and 103504-05-235 which were in the name of Anthony Bryan Sy, covering Lot Nos. 4696-E and 4696-D, of CSd-12-008976. THE Philippine Charity Sweepstakes Office (PCSO) is a hotbed of corruption. The condemnation was hurled at the Sweepstakes office after a study by law-makers showed anomalies in the management of funds at the said office. Under RA 1169 as amended by BP 42, the Philippine Charity Sweep-stakes Office is mandated as the principal govern-ment agency for raising and providing funds for health programs, medical assistance and services and charities of national char-acter…, and shall have the authority … to engage in health and welfare-related investments, programs, projects…"

Insiders of said office relayed information and evidence relayed to Bayan Muna which showed that the previous PCSO admin-istration was dismally and anomalously not faithful to its charter, violated COA rules, and could be charged with violation under the Anti-graft laws. Police identified the vic-tim as John Rey Torres. The victim’s mother, Nora Torres, 24 left her two sons for just a while to fetch water some 80 meters away

FOR planning to increase the premium by 10.4 percent to 11 percent by the end of the year, SSS received flacks from lawmakers. Partylist Rep. Teddy Casiño and Rep. DENR taps multi-sectors to thwart illegal loggingBUTUAN CITY-The De-partment of Environment and Natural Resources (DENR) has refreshed and revitalized the operations of the Port Integrated Clear-ance Office (PICO) and the Multi-Sectoral Forest Protection Council (MS-FPC) here. Newly appointed DENR head in Caraga Marlo D. Mendoza said the move is part of the DENR’s effort to strengthen the anti-illegal logging campaign in the region. The Regional Multi-Sector Forest Protection Council hopes to boost the anti-illegal logging campaign and eliminate public misconception about irregularities which are of-tentimes taking place in the anti-illegal logging opera-tions, Mendoza said. He said that in the ab-sence of a clearance to

transport goods and other products from its office, the PCIO could confiscate a closed van cargo at the exit and entry ports throughout the country. Under the agreement, the Department of Envi-ronment and Natural Re-sources (DENR), thru its Regional Offices and/or its appropriate offices, shall continue to issue clearance including transport permit for forestry and wildlife products, flora and fauna intended for loading on board domestic vessels. The agreement further stated that “when neces-sary, the concerned DENR Officer shall be present in the loading of forest and wildlife products, flora and fauna and other natural resources products at the port of loading to ensure strict monitoring and the implementation of Environ-

ment and Natural Resources laws, rules and regulations on such goods and cargoes. The MFPC was created in 1995 when the DENR sought assistance with the World Bank to finance the Environment and Natural Resources Sector Adjust-ment Loan (ENR-SECAL) which aimed forest pro-tection and upland devel-opment. It was conceived with the Monitoring and Enforcement Component (MEC) of the program as a forest protection strategy. Th e number of MFPC grew to 64 in 1995 to 314 in 1999. Its members were ini-tially selected from various government organizations, non-government organiza-tions, the media, church, in-digenous communities, local communities, local govern-ment units, academe, youth groups and civic groups. CARP projects launched in Lanao Norte

ILIGAN CITY - As part of the 76th Araw ng Kol-ambugan celebration, two CARP-funded projects reeled off on July 1 this year with government officials in attendance. These are the ground-breaking ceremony of the 7.2 km. farm-to-market road from Barangay Ku-lasihan to Barangay Palao in Kolambugan, Lanao del Norte and the launching of the Kolambugan agrar-ian reform beneficiaries (ARB) products. DAR-10 Regional Director Felix Aguhob said the farm-to-market road had been planned for sometime now and is finally realized with the launching. He said the project cost is estimated at PhP 30.5 M funded un-der the Agrarian Reform Infrastructure Support Project-Phase III. C o n g r e s s w o m a n Imelda “Angging” Q. Di-

maporo of the Ist District of Lanao del Norte expressed her thanks and appreciation for the implementation of the project in Lanao del Norte saying it is a big help to the farmers in transport-ing their products to the markets. She asked the DAR officials to convey the gratitude of Lanao del Norte officials to the DAR Secretary for the interven-tion, as she assured DAR officials of the support of the Province of Lanao del Norte in its programs and projects. She also said that she would continue to help the farmer-beneficiaries through the congressional fund to uplift their living conditions. Kolambugan Mayor Bertrand Lumaque said the project had been long awaited by the people. To-gether with the officials of the barangays covered by the project, he expressed gratitude to the DAR of-ficials for making their dreams come true.

After the groundbreak-ing ceremony, the launch-ing of the two ARBs prod-ucts of Kalambuan ARC in Kolambugan namely, KOL Virgin Coconut Oil and KOL Coco Nectar Vinegar, immediately followed. These products are made possible with the active collaboration and support of the Kolambu-gan LGU, DTI and DAR to provide additional income to the ARBs.

Almost everyone knows that a medical indigent’s last recourse is to ask help from the Philippine Charity Sweepstakes Office. Why? Because this gov-ernment office is mandated un-der the Constitution to be the provider of “funds for health programs, medical assistance and services and charities of national character.” It is therefore a big letdown that this government institution of charity are cutting down its budget on financial assistance. It has cut down indigent assistance to only P14,000 or even less. PCSO Chairman Margarita Juico reasoned out that OCSO is now in deep debt, and that PCSO has P329 million-worth of unpaid accounts because of assistance released through guarantee letter that exceeded the actual budget. Certain hospitals such as the Makati Medical Center and the National Kidney Transplant Institute to which PCSO owes P29 million and P19 million, respectively, have blacklisted the charity of-fice due to the unpaid accounts. But why? PCSO earns P50-P80 million per day only from its Lotto ticket sales, A probe on the issue revealed that PCSO funds for charity were diverted to pay expensive media advertising which only a few Manila media outfits only enjoyed. Is it in deep debt because it overpriced contracts and perks of the PCSO board. It was also learned that “very rich” members of the PCSO board were given the control of disposing millions in PR fund. The Commission on Audit held that anomalous PCSO spending wasted too much money on advertise-ments and other perks. It is high time that Congress should now investigate deeper on whether these ad-vertisements were shown at all. Worse, a lawmaker said the PR fund was even diverted to intelligence funds which the PCSO does not even need. Under RA 1169, savings from operations shall directly go to the charity fund and realigning the same is in violation of its charter. There is a need to shake down the PCSO Board. It should also be investigated why there seemed to be an anomaly on remittance of unclaimed prizes, such as the P600 million worth of unclaimed prizes in 2006-2008, to the charity fund. Congress must investigate why the remittance was delayed and whether these unclaimed prizes were again malversed by the PCSO board. A Congressional investigation is in order to probe these allegations of anomalies in the PCSO. The public needs an assurance that what is intended for charity should not be pocketed by corrupt public officials.

Jungle survivalJUNGLE Survival Course is one activity in Northern Mindanao that the tour-ism stake holders have not explored. With the many natural advantage of the for-est and eco-parks surround-ing the region, Misamis Oriental is a good location for this activity which could expose our region as an adventure movie location or students bivouac activi-ties reminiscent of the old ROTC outings until it was replaced with the Civic Action Course as the new curriculum introduced by the Department of Educa-tion some 30 years back. It is interesting to note that the military as the next destination of the advanced ROTC corps have incor-porated jungle survival activities in their training for Scout Rangers regiment which is a pre-requisite for

soldiers to undergo and experience preparatory to their assignment in the re-mote hinterlands or in the enemy lairs in the jungle of Jolo or Basilan. While we do not en-courage militarization of the young and the adven-turous, we look at nature and natural landscapes as a good learning exposure for young people instilling in their minds as good steward of nature and guardian of the environment. Training young students for jungle survival course will enrich

their history and culture on how civilization has progressed. If not for the primitive ways of doing things, no modern technol-ogy can be achieved as it has always been the basis for new discoveries and milestones for improvement of technologies. Many indigenous tribes in Northern Mindanao have kept some best secrets to extract drinking water from plants. Bamboos are used to boil rice and bamboo fric-tion can built fire with the use of moose and dry leaves

or twigs can trap chicken from the wilds. In our Boy Scout years, we were lucky to have participated in some peculiar and never say die camping. Building danger signs out of tree branches or smoke signals to relay persons in need of help were some of the greatest experience in our youth. ConnectednessTHE reality of LIFE is con-nectedness and disconnect-edness as well. The frag-mented life that we have needed to be connected to something greater than the fragment. Looking at man’s physical existence, man or human being has to con-nect himself to the air by breathing. And breathing the air makes man whole physically and to refuse to breath is to disintegrate. Although man uses air, he cannot consume it, neither can be posses it. Air is not terminal with man’s death; it outlasts man. Man is more than physi-cal entity; he has moral, spiritual existence that must be connected to someone greater than man’s total life. He needs to connect himself to the Absolute Spirit-God. Just as breathing is a necessary connection to

the air for physical whole-ness, so also praying is a necessary connection to God for spiritual wholeness. Breathing is not an option; neither is praying an option. Not to pray is to disconnect oneself from the power-line of God. “Without me you can do nothing.” Praying is an obliga-tion and a privilege. It can be done alone in private, anywhere and anytime. But praying alone is not enough; it should be done together with the community of be-lievers, in a sacred place like

the church. Air is anywhere, but in some places it is con-centrated, in others, less. I believe that Christ’s pres-ence is anywhere too, by His power of creation and by His Lordship over the universe. I am also sure that Christ’s presence is also concentrated in the very person who imple-ments the righteousness of God. Christ’s presence is also concentrated in the community of believers when they assemble in His name to worship Him; He

assure us that, “Where two or three are gathered in His name, I am in the midst of them”. The strongest concen-tration of his presence is found in the Holy Eucharist. He who eats my flesh and drinks my blood lives in me and I live in him (Jn. 6:56). He who avails himself of this kind of presence is intimately connected to the divine wholeness. Congratulations! To Gov. Khalid Dimaporo of Lanao del Norte for lead-ing the province towards the promotions of LIFE and Developments in all aspects of human life. That, the First Party (City Government of Iligan) is undertaking a massive Water Develop-ment Project to improve the water supply system for the city which requires the installation of pipes from the source thru privately owned lands in Upper Tominobo to the National Highway, in accordance with a duly approved plan. The project traverses the land (now in ques-tion) which Anthony T. Sy, claimed as his properties. The lands are all situated at Upper Tominobo, Iligan City, known as Cadastral Lot No. 4696 and Cadastral Lot No. 4696-B, Csd-12-008976. Meanwhile, Lanao del Norte Provincial Environ-ment and Natural Resources Officer Ben-Ali B. De-campong , opined that “ since the spurious titles presented by Sy were con-tested within the prescribed one-year period, his office has the authority to review the same and it is within the power and authority of his Office, being the Office who issued the abovementioned titles, to effect and direct the cancellation of the same.” Under the circumstances, the Lanao Norte Penro di-rected the cancellation of Free Patent Nos. 103504-05-234 and 103504-05-235 over lot Nos. 4696 and 4696-B, of Csd-12-008976 issued in the name of Anthony Bryan Sy, not only for being

dubious and, fabricated but also because they are non-existent. The documents in question are declared Null and Void Ab-initio accord-ing to Decampong. ‘Bazooka’ prepares for war, eyes world crownAJ “Bazooka” Banal is not letting the chance of a life-time to become a world champion slip through his fingers again. Banal learned his bitter lesson four years ago in a 10th round knockout loss to Rafael Concepcion for the interim World Boxing Association super flyweight belt that slipped the world crown out of his hands. Now, the 23-year-old Banal is ‘hungr y’ and promised he would not let history repeat itself as he geared for war in the next fight although the date or venue of his world title fight with Pungluang Sor Singyu of Thailand remain indefinite. ”For now, everything has

been going well in AJ’s train-ing camp for the world title fight. We only have a little adjustment because of the opponent. We are studying the opponent’s style, what his favorite punches are and his weaknesses,” ALA Gym head coach Edito Villamor said. Banal and Sor Singyu are fighting for the vacant World Boxing Organiza-tion bantamweight strap sometime in October. ALA Promotions is cur-rently on a back-and-forth battle against top Thai-based promotion outfit One Songchai on where the fight should take place. ”We are working on the contract to be sent to One Songchai. Let’s just hope for

the best,” ALA Promotions president Michael Aldeguer said. “It’s really 50-50, but we did all we could to bring the fight here (Cebu),” he said. Aldeguer expects an answer from their Thai counterparts next week. This collaboration brings together two of the best contemporary Filipino artists in the classical music world in breathtaking performances of popular Broadway hits and famous Italian arias plus renditions of well-loved Filipino classics. Some of the pieces to be featured in the concert which are sure to enthrall audiences include Some Enchanted Evening from the musical South Pacific; Puccini’s Nessun Dorma and I Could Have Danced All Night from My Fair Lady. Likewise highlighted are our very own Filipino classics such as Usahay, Lagi Kitang Naalala and Huling Pagsamo.

Sal Malaki is currently based in the United States as a resident artist of the Los Angeles Opera Company, the 4th largest opera house. The LA Opera Company is under the general direction of world-renowned tenor and conductor Placido Domingo. Sal’s vast experiences in the classical music scene include performances in all-time favorite musicals such as Madama Butterfly, La Traviatta and Il Postino. Locally he appeared in Dr. Feliciano’s La Loba Negra, Felipe De Leon’s Noli Me Tangere and can be heard in the audio recording of Ryan Cayabyab’s operatic composition, Spoliarium.

Sal is a graduate of the University of the Philippines College of Music in Diliman, Q.C. He obtained his music degrees both in Flute (Teacher’s Diploma), under Prof. Enrique Barcelo and Voice (Bachelor of Music) under Professor and National Artist in Music Andrea O. Veneracion

and Prof. Emeritus Fides Cuyugan-Asensio. Right after graduation, he was invited to join the faculty of the UP College of Music. He was also a voice instructor and head of the Voice Department of the St. Scholastica’s College in Manila. Sal was a member and tenor soloist of the UP Madrigal Singers before joining the Los Angeles Opera Company and the Los Angeles Master Chorale in 1995.

Rudolf Pelaez Golez is one of the country’s top classical virtuoso pianists. An international prizewinner, he studied with Prof. Seymour Lipkin of the Juilliard School in New York City. Recently, he performed in a series of concerts in Cebu, Manila and in the United States to critical acclaim. He performed with the Manila Symphony Orchestra at the Rodelsa Hall two years ago under the baton of Professor Arturo Molina. He is slated to perform in Moscow and St. Petersberg in October this year.

Apart from concertizing, Rudolf has joined the faculty of the Graduate Schools of Music of the Cebu Normal University and the Philippine Women’s University in Manila, aside from serving as Vice President for Cultural Affairs of the Liceo de Cagayan University.
