Fake land titles jeopardize Iligan City water projectIThis after it was learned that the titles of the lands used for the said project are questionable and alleg-edly fake. POTENT FORCE. A group of senior citizens who called themselves the Wednesday Club graced the last and final State of the Province Address of Gov. Oscar S. Moreno last week at the Provincial Capitol grounds cheering excitedly when the Governor announced his decision to seek the mayoralty post in Cagayan de Oro in the 2013 elections.

THE Philippine Charity Sweepstakes Office (PCSO) is a hotbed of corruption. The condemnation was hurled at the Sweepstakes office after a study by law-makers showed anomalies in the management of funds at the said office. In November 2001, Sheila Coronel, Dean Armando Malay and Jessica Soho became the first batch of awardees. In the photo are: MBFI Executive Director Nicanor L. FOR planning to increase the premium by 10.4 percent to 11 percent by the end of the year, SSS received flacks from lawmakers. Partylist Rep. Teddy Casiño and Rep. Neri Colmenares, authored of House Bill 4365, which seeks to treble the current SSS pension rates until no retiree should receive no less than P7,000 a month. This rate should make SSS more responsive to the basic necessities of pensioners, Casino said. “The SSS should first increase the pension of retirees before even talking of increasing the contri-butions. There should be no talk of increase unless

SSS should increase pension firstbefore hiking premiums - solons

our bill is passed first kasi walang gustong magbayad ng mas malaki for the pit-tance that the members receive when they retire,” added Casiño. “As our research would show, the minimum SSS pension that a retiree re-ceives at present is P1,200/month. This is for someone who has worked at least ten years as a member of SSS and is in good standing. Meanwhile, a member of 20 years receives a measly P2,400/month. Ni hindi na ito sapat para mabuhay, considering that you can hardly buy anything for that amount of money in a month. Nakakaawa talaga ang mga pensioners,” said

the progressive lawmaker. “In our discussions with the SSS, they say that they do not have the funds to unilat-erally raise pension benefits, from the P1,200.00/month minimum to the proposed P7,000.00/month. But there are billions (P8.5 Billion in 2010) in uncollected SSS contributions that should provide the ready answer. Imagine how many mini-mum wage earners would benefit from these billions. Add to that the proposed fines for erring compa-nies (P10,000.00 for every P25,000.00 of unremitted contributions to SSS) and our retirees can have more dignity in living their wan-ing years,” ended Casiño.

National leaders laud unity of Muslims and Christians in Lanao del Norte

Senator Francis ‘Chiz’ Escudero was one of the many national leaders who joined in the two-week long cel-ebration of Lanao del Norte’s Charter Day.

TUBOD, Lanao del Norte – Many national leaders who came to witness the festivities during the 53rd Araw ng Lanao del Norte were impressed with the unity shown by the Muslims and Christians in this fast-rising province. Most of the national personalities who came belong to the legislative branch of government. “Karamihan ng mga lugar sa Mindanao ay hindi umaa-senso dahil sa kagulohan, away at bangayan sa pagi-tan ng mga relihiyon. Sana makita nila ang advantage at bentahi ng pagkaka-isa tulad ng meron kayo dito sa Lanao del Norte”, Sena-tor Francis ‘Chiz’ Escudero said. Senator Escudero was guest speaker of the Charter Day culmination program held last July 4, 2012 at the cavernous Mindanao Civic Center (MCC) gymnasium which was attended by more than 5,000 barangay officials from 21 municipalities of the province. During the civic pa-rade, the participants were ecstatic to see thousands of flower petals fall from the sky as the Army’s 2nd Mechanized Infantry (Mag-balantay) Brigade conducted flower dropping using their Cessna aircraft.

Another popular politi-cal figure who joined in the Charter Day celebration was Representative Cynthia Villar of Las Pinas who was also the guest speaker during Tourism Day on July 2. “I am very impressed with the facilities of Lanao del Norte. Napakaganda kasi naman talaga ng Lanao del Norte. Mindanao is really a nice place to see and Lanao del norte is one of those places”, admired Congresswoman Villar. In an interview with local media, Zambales Rep-resentative Ma. Milagros “Mitos” Magsaysay also expressed her admiration on the camaraderie between the biggest religious groups in

the province saying, “This is my first time here in Lanao del Norte, nakita ko napaka-peaceful pala dito na kaya pong magsama ang mga Kristiyano at mga Muslim under one roof, at narinig ko nga po na kaya palang mag-jamming ng Muslim at Kristiyano”. For his part, former-Gov-ernor Robert “Ace” Barbers invited local and foreign tourists to visit Lanao del Norte and experience the province known as the ‘land of beauty and bounty’ and the ‘Motocross Capital of the Philippines’. “Pumunta kayo dito sa Lanao del Norte because this is a very safe place”, encouraged Barbers. Fire gobbles up oldest dep’t store in Cotabato

COTABATO CITY- A fire of still unknown origin damaged undetermined amount of merchandise of one of the city’s oldest and most popular department stores Thursday night, authorities said. City fire marshall Adam Guiamad said the f ire broke out at about 7 p.m. near the main entrance of the three-storey grocery center along SK Pendatun

Avenue. “Nobody was hurt and the cost of damages was yet to be determined,” Guiamad said. He said fire firefighters were already at the scene within five minutes after the fire call. DENR taps multi-sectors to thwart illegal loggingBUTUAN CITY-The De-partment of Environment and Natural Resources (DENR) has refreshed and revitalized the operations of the Port Integrated Clear-ance Office (PICO) and the Multi-Sectoral Forest Protection Council (MS-FPC) here. Newly appointed DENR head in Caraga Marlo D. Mendoza said the move is part of the DENR’s effort to strengthen the anti-illegal logging campaign in the region. The Regional Multi-Sector Forest Protection Council hopes to boost the anti-illegal logging campaign and eliminate public misconception about irregularities which are of-tentimes taking place in the anti-illegal logging opera-tions, Mendoza said. He said that in the ab-sence of a clearance to

transport goods and other products from its office, the PCIO could confiscate a closed van cargo at the exit and entry ports throughout the country. Under the agreement, the Department of Envi-ronment and Natural Re-sources (DENR), thru its Regional Offices and/or its appropriate offices, shall continue to issue clearance including transport permit for forestry and wildlife products, flora and fauna intended for loading on board domestic vessels. The agreement further stated that “when neces-sary, the concerned DENR Officer shall be present in the loading of forest and wildlife products, flora and fauna and other natural resources products at the port of loading to ensure strict monitoring and the implementation of Environ-

ment and Natural Resources laws, rules and regulations on such goods and cargoes. The MFPC was created in 1995 when the DENR sought assistance with the World Bank to finance the Environment and Natural Resources Sector Adjust-ment Loan (ENR-SECAL) which aimed forest pro-tection and upland devel-opment. It was conceived with the Monitoring and Enforcement Component (MEC) of the program as a forest protection strategy. Th e number of MFPC grew to 64 in 1995 to 314 in 1999. Its members were ini-tially selected from various government organizations, non-government organiza-tions, the media, church, in-digenous communities, local communities, local govern-ment units, academe, youth groups and civic groups. ERIC F. GALLEGO was first to arrive.

Deborah Tan Abing, owner of the chain of Superama supermart and lives at the rooftop, said they were preparing for dinner when some employees alerted them about the fire. “When we proceeded where the thick smoke emanated, we were forced to move back otherwise we will be suffocated,” she said.

CARP projects launched in Lanao Norte

By RAS DATU

ILIGAN CITY - As part of the 76th Araw ng Kol-ambugan celebration, two CARP-funded projects reeled off on July 1 this year with government officials in attendance. These are the ground-breaking ceremony of the 7.2 km. farm-to-market road from Barangay Ku-lasihan to Barangay Palao in Kolambugan, Lanao del Norte and the launching of the Kolambugan agrar-ian reform beneficiaries (ARB) products. DAR-10 Regional Director Felix Aguhob said the farm-to-market road had been planned for sometime now and is finally realized with the launching. He said the project cost is estimated at PhP 30.5 M funded un-der the Agrarian Reform Infrastructure Support Project-Phase III. C o n g r e s s w o m a n Imelda “Angging” Q. Di-

maporo of the Ist District of Lanao del Norte expressed her thanks and appreciation for the implementation of the project in Lanao del Norte saying it is a big help to the farmers in transport-ing their products to the markets. She asked the DAR officials to convey the gratitude of Lanao del Norte officials to the DAR Secretary for the interven-tion, as she assured DAR officials of the support of the Province of Lanao del Norte in its programs and projects. She also said that she would continue to help the farmer-beneficiaries through the congressional fund to uplift their living conditions. Kolambugan Mayor Bertrand Lumaque said the project had been long awaited by the people. To-gether with the officials of the barangays covered by the project, he expressed gratitude to the DAR of-ficials for making their dreams come true.

OIC- Provincial Agrar-ian Reform Officer Ibra-him L. Marmay said that the farmers are the direct beneficiaries of the project and he asked them to take good care of the project so they could maximize the use of the facilities for a longer period. Th e road project will benefi t 513 agrarian re-form benefi ciaries in the area as well as the more than 2,000 households in the neighboring mu-nicipalities of Tangkal and Munai in Lanao del Norte. After the groundbreak-ing ceremony, the launch-ing of the two ARBs prod-ucts of Kalambuan ARC in Kolambugan namely, KOL Virgin Coconut Oil and KOL Coco Nectar Vinegar, immediately followed. These products are made possible with the active collaboration and support of the Kolambu-gan LGU, DTI and DAR to provide additional income to the ARBs.

THINK a minute. Have you ever stood by a fire when the smoke was so thick you almost thought you could grab it with your hands. But if you try, the smoke just disappears right through your fingers. It’s like that when we try to be humble. We grab for humility, but as soon as we think we’ve got it, it disappears like smoke through our fingers. You see, we trick ourselves when we start to think that we’re humble, because in our mind and heart we actually start feel-ing proud of ourselves that we’re humble. So you see, we’re still very proud. Our problem is the subtle, deceptive nature of pride. It makes us self-conscious, thinking about ourselves and how we good we are or look in front of

A Tricky Problem

others. Our pride competes and compares ourselves with others. That’s why we get angry when someone treats us like we’re not important. Our pride makes us want to act and impress others with how humble we are, when inside we still think we’re more important than some people. This is also why many people want to become rich millionaires. You see, if everybody in the world had a million dollars, then not many people would really

want to be a millionaire because they would not be richer than anyone else. If everyone in the world had a high political position of respect and power, then not many people would want that kind of position because they would not be more respected and power-ful than anyone else. Did you know that it is our pride which causes most of the problems in our life, whether it’s in our family, at work, school, or with friends and neighbors.

Our hidden, tricky pride is the reason we get hurt and angry at others. It’s also the reason we will not forgive them, but instead even try to hurt them back. So is there any hope for us? Can we ever start becoming genuinely honest and humble in our hearts? Yes, that’s the great news! God the Son humiliated Himself by becoming a hu-man being to die and pay the penalty for our sinful pride which separates us from God. But He also will set us free from the power of our sinful pride. Jesus Christ will forgive you right now-if you ask Him. Then He will also give you His power and love, so you can start changing to become the truly humble, honest, and successful per-son He created you to be. Just Think a Minute.

Almost everyone knows that a medical indigent’s last recourse is to ask help from the Philippine Charity Sweepstakes Office. Why? Because this gov-ernment office is mandated un-der the Constitution to be the provider of “funds for health programs, medical assistance and services and charities of national character.” It is therefore a big letdown that this government institution of charity are cutting down its budget on financial assistance. It has cut down indigent assistance to only P14,000 or even less. PCSO Chairman Margarita Juico reasoned out that OCSO is now in deep debt, and that PCSO has P329 million-worth of unpaid accounts because of assistance released through guarantee letter that exceeded the actual budget. Certain hospitals such as the Makati Medical Center and the National Kidney Transplant Institute to which PCSO owes P29 million and P19 million, respectively, have blacklisted the charity of-fice due to the unpaid accounts. But why? PCSO earns P50-P80 million per day only from its Lotto ticket sales, A probe on the issue revealed that PCSO funds for charity were diverted to pay expensive media advertising which only a few Manila media outfits only enjoyed. Is it in deep debt because it overpriced contracts and perks of the PCSO board. It was also learned that “very rich” members of the PCSO board were given the control of disposing millions in PR fund. The Commission on Audit held that anomalous PCSO spending wasted too much money on advertise-ments and other perks. It is high time that Congress should now investigate deeper on whether these ad-vertisements were shown at all. Worse, a lawmaker said the PR fund was even diverted to intelligence funds which the PCSO does not even need. Under RA 1169, savings from operations shall directly go to the charity fund and realigning the same is in violation of its charter. There is a need to shake down the PCSO Board. It should also be investigated why there seemed to be an anomaly on remittance of unclaimed prizes, such as the P600 million worth of unclaimed prizes in 2006-2008, to the charity fund. Congress must investigate why the remittance was delayed and whether these unclaimed prizes were again malversed by the PCSO board. A Congressional investigation is in order to probe these allegations of anomalies in the PCSO. The public needs an assurance that what is intended for charity should not be pocketed by corrupt public officials.

Jungle survivalJUNGLE Survival Course is one activity in Northern Mindanao that the tour-ism stake holders have not explored. With the many natural advantage of the for-est and eco-parks surround-ing the region, Misamis Oriental is a good location for this activity which could expose our region as an adventure movie location or students bivouac activi-ties reminiscent of the old ROTC outings until it was replaced with the Civic Action Course as the new curriculum introduced by the Department of Educa-tion some 30 years back. It is interesting to note that the military as the next destination of the advanced ROTC corps have incor-porated jungle survival activities in their training for Scout Rangers regiment which is a pre-requisite for

soldiers to undergo and experience preparatory to their assignment in the re-mote hinterlands or in the enemy lairs in the jungle of Jolo or Basilan. While we do not en-courage militarization of the young and the adven-turous, we look at nature and natural landscapes as a good learning exposure for young people instilling in their minds as good steward of nature and guardian of the environment. Training young students for jungle survival course will enrich

their history and culture on how civilization has progressed. If not for the primitive ways of doing things, no modern technol-ogy can be achieved as it has always been the basis for new discoveries and milestones for improvement of technologies. Many indigenous tribes in Northern Mindanao have kept some best secrets to extract drinking water from plants. Bamboos are used to boil rice and bamboo fric-tion can built fire with the use of moose and dry leaves

or twigs can trap chicken from the wilds. In our Boy Scout years, we were lucky to have participated in some peculiar and never say die camping. Building danger signs out of tree branches or smoke signals to relay persons in need of help were some of the greatest experience in our youth. In Subic Bay, Korean students and tourists are learning from the Aetas of Zambales, how to survive without the modern ameni-ties of life. Many American Green Berets during the 25 years Vietnam War were trained by the natives of Zambales how to survive in the jungle. The rate of survival among those cap-tured soldiers must have been great since many of those who were reported as Missing in Action turn

ConnectednessTHE reality of LIFE is con-nectedness and disconnect-edness as well. The frag-mented life that we have needed to be connected to something greater than the fragment. Looking at man’s physical existence, man or human being has to con-nect himself to the air by breathing. And breathing the air makes man whole physically and to refuse to breath is to disintegrate. Although man uses air, he cannot consume it, neither can be posses it. Air is not terminal with man’s death; it outlasts man. Man is more than physi-cal entity; he has moral, spiritual existence that must be connected to someone greater than man’s total life. He needs to connect himself to the Absolute Spirit-God. Just as breathing is a necessary connection to

the air for physical whole-ness, so also praying is a necessary connection to God for spiritual wholeness. Breathing is not an option; neither is praying an option. Not to pray is to disconnect oneself from the power-line of God. “Without me you can do nothing.” Praying is an obliga-tion and a privilege. It can be done alone in private, anywhere and anytime. But praying alone is not enough; it should be done together with the community of be-lievers, in a sacred place like

the church. Air is anywhere, but in some places it is con-centrated, in others, less. I believe that Christ’s pres-ence is anywhere too, by His power of creation and by His Lordship over the universe. I am also sure that Christ’s presence is also concentrated in the very person who imple-ments the righteousness of God. Christ’s presence is also concentrated in the community of believers when they assemble in His name to worship Him; He

assure us that, “Where two or three are gathered in His name, I am in the midst of them”. The strongest concen-tration of his presence is found in the Holy Eucharist. He who eats my flesh and drinks my blood lives in me and I live in him (Jn. 6:56). He who avails himself of this kind of presence is intimately connected to the divine wholeness. Congratulations! To Gov. Khalid Dimaporo of Lanao del Norte for lead-ing the province towards the promotions of LIFE and Developments in all aspects of human life. And “kudos” PNP bordership, Mayor Noval and Vice Mayor Mansueto of LGU Tubod… Human na gyod ang PNP Building sa Tubod, lanao del Norte. God bless lanao del Norte.

Consumer assembly held in DipologBy FRANKLIN P. GUMAPON raised by consumers against

certain ‘unscrupulous’ busi-ness establishments and utilities in the city, the as-sembly was a sequel to the consumer assembly also held here on June 8, this year. One of the concerns was the water supplied by the Dipolog City Water District (DCWD), which has been described dirty and rusty,

DIPOLOG City - Represen-tatives from different busi-ness establishments joined the consumer assembly, Monday, spearheaded by the Department of Trade and Industry (DRI) and the Dipolog Consumers’ Watch Group, Inc. Held to thresh issues

with so much chlorine. This particular point was responded to by DCWD Manager Pablito Paluca, who said that the water they are distributing is safe and whatever discoloring can be attributed to some of the deep wells that draw off water with high iron content. He added, DCWD is

now using chlorine dioxide, which is non-smelly and healthier for water treat-ment. In the same assembly, Smart Communications disclosed that the company is now upgrading its equip-ment to provide better signal and services to the people in the area. (JPA/FPG/PIA-Zamboanga del Norte)

CAMP EVANGELISTA, Cagayan de Oro City – The 401st Infantry “Unity” Bri-gade of 4th Infantry “Dia-mond” Division celebrated its 40th Founding Anni-versary at Barangay Awa, New Leyte, Prosperidad, Agusan del Sur at 9:00 in the morning, today. This year theme is “Unity Team 401 Kaba-likat sa Bayanihan para sa Kapayapaan, Kalikasan at Kaunlaran.” The celebration highlights the “Bayanihan Spirit” propagated by the unit in their coordination with the different stakehold-ers in bringing peace and development in Agusan del Sur and Surigao del Sur. The celebration started with the Flag Raising Cer-emony as the unit’s way of renewing the allegiance of each individual soldier for more years of service to the Filipino people. It was followed by the Thanksgiv-ing Mass and the Blessing of new renovated facilities as the unit’s simple way of giving back to the Lord the gratitude of guiding and keeping the members of the unit safe as they perform their mandated duty. Tree planting was also one of the highlight activi-ties showing the dedication of the unit in caring for the environment. Other activi-ties such as boodlefight, fun

Aquino asks Judicial and Bar Council to allow him to designate his JBC representativePRESIDENT Benigno S. Aquino III has requested the Judicial and Bar Coun-cil (JBC) to allow him to designate his representative

Justice as ex-officio chair-man, the Secretary of Jus-tice and a representative of the Congress as ex-officio members and four regular members composed of a representative of the In-tegrated Bar, a professor of law, a retired member of the Supreme Court, and a representative of the private sector. “The nomination of Secretary of Justice Leila M. De Lima and her accep-tance of this nomination similarly leaves the Council with no one to represent the President in the selection process for the next Chief Justice,” Executive Secre-tary Paquito N. Ochoa Jr. in his July 13, 2012 letter to the JBC. “Thus, the President re-quests the gracious consent and kind consideration of the Council in his desig-nation of a substitute for Secretary De Lima as His Excellency’s representa-tive in the Council in the selection of the next Chief Justice of the Supreme Court. The Secretary of Justice is the sole alter ego and representative of the President in the Council, and her absence would do away with the equal representation of the Executive, Legislative

and the Judiciary in the Council intended by the Constitution,” Ochoa said in his three-page letter. “The essence of the membership of the Sec-retary of Justice in the Council is not because she is the Secretary of Justice, but she is the alter ego of the President in the Council,” Ochoa said. “While it may be true that the President appoints other members of the Council—that is the rest, the representatives of the academe, the Integrated Bar, the retired Justices, and the private sector, these appointees are not alter-egos of the President and do not represent the Executive Branch,” Laci-erda said, quoting Ochoa. “The Executive Branch is assured of representation only through the Secretary of Justice. Thus, whereas, in this instance the Secre-tary of Justice is herself one of the nominees and there-fore has to inhibit herself, the executive branch will not have a representative in the council during the deliberations for the selec-tion of the nominees for the Chief Justice,” Lacierda quoted Ochoa in his let-ter to the Judicial and Bar Council. A verification from records revealed that no single paper or records whatsoever has been found thereon with respect to the issuance of the questionable patents. The PENRO was inclined to believe that the signature of then PENR Officer Car-lito P. Vertudez appearing on the front page of the questionable patents were not his own and genuine signature. Hence , the docu-ment appeared alsified and fabricated. Also the subdivision Plan of Lot No. 4696, Cad-292 over Csd-12-008976 surveyed for Cristina De Paz-Tomo, et al has no re-cord on file as well as in both offices of the DENR Re-gion-10 and 12 in Cagayan de Oro City and Koronadal City. The PENRO Resolu-tion over the investigation was issued last October 23, 2007. Records show that dur-ing its Regular Session, the Sangguniang Panlungsod of Iligan City on May 19, 2008 created a Resolution No. 08-300, authorizing City Mayor Lawrence Ll. Diversion of Funds The Bayan Muna find-ings also bared that PCSO diverted at least P150 Mil-lion pesos of the bloated PR Fund to “Intelligence and Confidential fund” before the 2010 elections, which was allegedly requested by then PCSO GM Rosario Uriarte and approved by then Pres. Gloria Arroyo. “ Not only is intelligence not a function of PCSO but the P150 Million savings should have accrued to the charity fund as provided under the PCSO charter.,” says Colmenares. PCSO also diverted at least 1.3 billion pesos in charity fund to the operating expense to pay for the docu-mentary stamp tax. Despite this diversion, however, the previous PCSO board has failed to pay huge amounts of taxes substantially af-fecting the current PCSO

ment with Mr. Anthony Sy, whose property at Abaga, Upper Tominobo Iligan City, will be affected by the development and expansion of the City’s Water supply system. On July 4, 2008 the Memorandum Of Agree-ment between City Mayor Lawrence Cruz and Anthony Sy was made. That, the First Party (City Government of Iligan) is undertaking a massive Water Develop-ment Project to improve the water supply system for the city which requires the installation of pipes from the source thru privately owned lands in Upper Tominobo to the National Highway, in accordance with a duly approved plan. The project traverses the land (now in ques-tion) which Anthony T. Sy, claimed as his properties. The lands are all situated at Upper Tominobo, Iligan City, known as Cadastral Lot No. 4696 and Cadastral Lot No. 4696-B, Csd-12-008976. Meanwhile, Lanao del Norte Provincial Environ-ment and Natural Resources Officer Ben-Ali B. De-campong , opined that “ since the spurious titles presented by Sy were con-tested within the prescribed one-year period, his office has the authority to review the same and it is within the power and authority of his Office, being the Office who issued the abovementioned titles, to effect and direct the cancellation of the same.” Under the circumstances, the Lanao Norte Penro di-rected the cancellation of Free Patent Nos. 103504-05-234 and 103504-05-235 over lot Nos. 4696 and 4696-B, of Csd-12-008976 issued in the name of Anthony Bryan Sy, not only for being

dubious and, fabricated but also because they are non-existent. The documents in question are declared Null and Void Ab-initio accord-ing to Decampong. The Office of the Reg-istrar of Deeds in this City was also directed to cancel the alleged patents and titles in the name of Anthony Bryan Sy, in an Order issued last December 13, 2010 at Tubod Lanao del NorteThe Geodetic Engineer of DENR-10, Esmeraldo D. privileged speech at the House of Representatives early this week. The PCSO comingled the 30% charity fund with the funds for op-erations and prizes to mask this diversion of funds, said Colmenares. Other findings, accord-ing to Colmenares revealed that some P7.2 Billion dur-ing the period of 2001-

board’s financial capacity. Bayan Muna also identi-fied other anomalous and corrupt practices by the PCSO which included Politi-cal Partisanship, Control of Lotto System; Overpricing of STL Machines; Anomalous Contracts, and Failing to Remit Unclaimed Prizes.. “The PCSO has been dis-criminatory in its assistance in favor of selected political personalities,” Colmenares stated. He urged Congress to investigate reports that the PCSO conducted medical missions during the presi-dential campaign in 2010 in support of candidates;

Findings Other findings against PCSO, according to Col-menares, must be imme-diately investigated, such as: PCSO control of the lotto system- Report said that PCSO has lost relin-quished control of the lotto system to the PGMC which leased the lotto machines to the PCSO. “This should include the reported brown out in the PGMC building during the last week of June 2010 putting in question the integrity of the draw during that period,” says Colmenares.

The PCSO also forced STL operators to buy overpriced hand held STL machines for P40,000.00 “when these machines only cost P 7,000.00 through an overpriced contract with the Korean firm UBICON. These STL operators should immediately file criminal and civil cases against the previous PCSO board for anomalously forcing them to purchase overpriced handheld STL machines,” Colmenares added. Anomalous contract on scratch-tickets which only gave PCSO 7.5% of the total gross sale in violation of the PCSO charter. Failure to remit un-claimed prizes, such as the P600 million worth of un-claimed prizes in 2006-2008, to the charity fund. Bayan Muna questioned why the remittance was delayed and whether these unclaimed prizes were again malversed by the PCSO board. PCSO entered into anomalous contracts that are overpriced and gross-ly disadvantageous to the PCSO and the government. These anomalously priced contracts run into billions of pesos according to Col-menares.

‘Bazooka’ prepares for war, eyes world crownAJ “Bazooka” Banal is not letting the chance of a life-time to become a world champion slip through his fingers again. Banal learned his bitter lesson four years ago in a 10th round knockout loss to Rafael Concepcion for the interim World Boxing Association super flyweight belt that slipped the world crown out of his hands. Now, the 23-year-old Banal is ‘hungr y’ and promised he would not let history repeat itself as he geared for war in the next fight although the date or venue of his world title fight with Pungluang Sor Singyu of Thailand remain indefinite. ”For now, everything has

been going well in AJ’s train-ing camp for the world title fight. We only have a little adjustment because of the opponent. We are studying the opponent’s style, what his favorite punches are and his weaknesses,” ALA Gym head coach Edito Villamor said. Banal and Sor Singyu are fighting for the vacant World Boxing Organiza-tion bantamweight strap sometime in October. ALA Promotions is cur-rently on a back-and-forth battle against top Thai-based promotion outfit One Songchai on where the fight should take place. ”We are working on the contract to be sent to One Songchai. Let’s just hope for

the best,” ALA Promotions president Michael Aldeguer said. “It’s really 50-50, but we did all we could to bring the fight here (Cebu),” he said. Aldeguer expects an answer from their Thai counterparts next week. Villamor has already mapped out who to use as Banal’s sparring partners to mimic the different qualities of the 24-year-old Thai, who holds an impressive 42-1 slate with 27 knockouts. Among the sparring mates Villamor has in mind are Michael Domingo and Rey “Boom-Boom” Bautista to train him for power; Mark Bernaldez for speed; and Marjohn Yap and Roli Gasca for elusiveness.
