1 Milton Keynes Employment June 2016 Headlines The JSA claimant count rate in Milton Keynes was 1.2% in June 2016. This is a fall of 0.1% from May 2016 and a fall of 0.5% from May 2015 (the claimant count rate stood at 1.7% in June 2015). There were 1,990 JSA claimants in Milton Keynes in June 2016. This is a decrease of 150 individuals from May 2016. The Milton Keynes JSA claimant count rate of 1.2% is lower than the national (UK) rate of 1.4% but higher than the regional (south east) figure of 0.8%. The largest proportion of people who have been unemployed for more than one year is in in the older age group (50-64 year olds). Headlines

The JSA claimant count rate in Milton Keynes was 1.2% in June 2016. This is a fall of 0.1% from May 2016 and a fall of 0.5% from May 2015 (the claimant count rate stood at 1.7% in June 2015).

There were 1,990 JSA claimants in Milton Keynes in June 2016. This is a decrease of 150 individuals from May 2016.

The Milton Keynes JSA claimant count rate of 1.2% is lower than the national (UK) rate of 1.4% but higher than the regional (south east) figure of 0.8%.

The largest proportion of people who have been unemployed for more than one year is in in the older age group (50-64 year olds).

The claimant count fell in Milton Keynes across 2015. The first three months of 2016 saw slight increases, but the number of individuals claiming JSA has been on a downward trend, falling by 241 individuals between March and June. At 1.2%, the claimant count in Milton Keynes remains below the national figure (1.4%) but is higher than the regional and SEMLEP rates of 0.8% and 1.1% respectively.

1.2% of all 18-24 year olds were claiming JSA in June 2016. This is equal to the proportion for the working age population (16-64 years) as a whole. The largest proportion of people who have been unemployed for a year or more is in the 50-64 years age group, although this is only marginally higher than the rate across all ages.

In June 2016, there were eight wards within Milton Keynes with JSA claimant unemployment levels above the borough average of 1.2%. Levels of claimant unemployment were particularly high in the wards of Woughton and Fishermead (2.5%), Central Milton Keynes (2.0%) and Bletchley East (2.0%). It should be noted that ward boundary changes occurred in Milton Keynes in May 2014. Claimant count information for the new wards has only been published since November 2015.

Chart 1 demonstrates that the JSA claimant count in Milton Keynes was below the national average in 2007 but increased above it during the recession and fell below it in 2013. Unemployment continues to follow a downward trend (allowing for seasonal variations), with the rate in the south east region consistently below the national and Milton Keynes rates.

Universal Credit Since November 2015, individuals of working age looking for work or on low incomes in Milton Keynes are eligible to claim Universal Credit. Universal Credit is a single monthly payment which is replacing six existing benefits, including Jobseekers Allowance. Universal Credit is being introduced in stages and, over the coming years, all those on low incomes or seeking work will move from their existing benefits to Universal Credit. In Milton Keynes, individuals who have recently become unemployed may be required to claim Universal Credit rather than JSA. Experimental statistics are now available for a claimant count that consists of both JSA claimants (published by Nomis) and those who are claiming Universal Credit and are out of work (published by the Department for Work and Pensions). This equates to a claimant rate of 1.4%. This is below the claimant rate for the UK (1.8%) but above the rate for the south east (1.0%).

Job Postings

Labour Insight is a tool which monitors the jobs posted by employers on job search websites. According to this, there were 5,139 job postings across the Milton Keynes local authority area in June 2016. This compares to 4,522 job postings in May 2016. The most commonly advertised occupations were programmers and software development professionals (319 postings), business sales executives (186 postings) and other administrative occupations (170 postings). This is a similar pattern to previous months, with programmers and software developments the most common job posting for the past three months. Web design and development professionals was the third most common job posting in May, but in June this had slipped to 12th. Comparing Milton Keynes with other areas within SEMLEP and comparator areas shows that Milton Keynes had the second highest number of job postings in June 2016, behind Reading with 5,197 job postings.

Comparing the types of jobs being posted shows that the most common postings in Milton Keynes match those of comparator and SEMLEP areas as well as national patterns. Looking at England as a whole, as well as Northampton and Reading (as the two SEMLEP/comparator areas closest to Milton Keynes in terms of number of job postings) similar occupations are being advertised across the four areas. Annual Population Survey & Not in Education, Employment or Training Data

The Annual Population Survey (APS) unemployment statistic is a broader measure than the JSA claimant count. The claimant count is an administrative measure of those claiming Jobseekers Allowance. The APS is a survey based measure, over three month periods, which uses the internationally agreed definition of unemployment as recommended by the International Labour Organisation (ILO). The ILO counts the following as unemployed:

- Those without a job who want a job, have actively sought work in the last four weeks and are available to start work in the next two weeks

- Those who are out of work, have found a job and are waiting to start it in the next two weeks.

APS data is released every three months and is based on an average of the previous twelve months’ data. As such, it is not statistically valid to compare APS estimates for periods under twelve months apart. APS data for January 2015 to December 2015 was published on 20 April 2016 and this information is included in the report below. To avoid making comparisons with earlier quarters which would not be statistically valid and which may paint an inaccurate picture of patterns of employment in Milton Keynes, APS figures will only be updated annually, in the April Employment Reports. This is below the UK rate of 5.4% and higher than the regional rate of 4.3%. Youth unemployment (16-24 year olds) is 16.2% in Milton Keynes; this is higher than the national and regional averages of 14.4% and 12.6% respectively. These figures do need to be treated with caution however. The figures are derived from survey data and as such, confidence intervals in Milton Keynes are higher than those regionally and nationally. In the case of youth unemployment, the confidence interval for Milton Keynes is 8.1. This means that the actual percentage of unemployed 16-24 year olds could be up to 8.1% higher, or up to 8.1% lower. The APS measure of unemployment for Milton Keynes fluctuated above and below the national rate between 2007-2015 and is currently slightly lower than the national rate and higher than the regional figure. It must be noted that because these figures are from survey data, confidence intervals are higher for Milton Keynes than for the national and regional figures and there is more fluctuation in the data. The employment rate in Milton Keynes has been increasing over the past couple of years. Following an increase of 3.4% between 2014 and 2015, the employment rate in Milton Keynes is now above both the national and regional averages. Whilst the male employment rate has fluctuated, it remains consistently higher than the female rate but there has been some narrowing of the difference in employment rates by gender.

The largest proportion of people in Milton Keynes are employed in professional occupations, at 18.7%. A further 15.7% are employed in associate professional and technical occupations. The proportion of people working in sales and customer service is higher in Milton Keynes than nationally, reflecting the significant retail sector locally. Conversely, the proportions working in skilled trades; caring, leisure and other service occupations; and elementary occupations are below the national averages.

In Milton Keynes, 35.6% of the working age population are qualified to NVQ level 4 or above. This is below the averages for both the UK (36.9%) and the south east (39.8%). The proportion qualified to level 4 or above has increased since 2014, but at a slower rate than that experienced nationally and regionally, with a 0.5% increase in Milton Keynes compared to 1.1% in the UK and 0.7% in the south east. At 9.0%, the proportion of individuals with no qualifications is above the average for the UK (8.8%) and the south east (6.3%). However, this proportion is lower than in 2014 when it stood at 9.5%.
