Preparing for the Convention.
CHICAGO, May 24. ?When the Dem-ocratic national committee met in Feb-ruary a resolution was adopted auth-orizing Chairman Barnum to appointa sub-committee of five to take chargeof the preparations for the NationalDemocratic Convention. He has justannounced the committee as follows .*
William C. Goudy, Illinois ; W. L.Scott, Pennsylvania ; M. M. Ham,lowa ; W. F. Villas, Wisconsin; Aus-tin H. Brown,lndiana. The commit-tee will hold a session in this citywithin the next two weeks.
FERDINAND WARD, the broken Wallstreet gam bier, occupies a room in thejail at present, wondering if he shallhave to go to Sing Sing. A fellowwho obtains millions of dollars on allkinds of pretenses is certainly a fitcandidate for the penitentiary. Ifhegoes he may be followed by some ofhis fellow swindlers.
Arranging for the Encampment.
On Friday evening Governor Pat-tison,Generals Beaver,Siegfried,llart-ran ft and Snowdon, with their stalls ;
Adjutant General Guthrie, AssistantAdjutant General Hassinger,lnspectorGeneral Goddard,Colonel Hutchiuson,chief of artillery, and other notablesin state military circles left Harrisburg for Carlisle. At that point theparty embarked on a special train for
Gettysburg, where they made thenecessary arrangements for the en-
campment of the National Guard ofPennsylvania in August, The camp-
ing ground were gone over, the head-quarters of the various officers locatedand the plan of encampment generallymade out. This year the three bri-gades will go into camp together as
at Lewistown year before last.

WASHINGTON, 1). C., May 27th,lSS4.When Mr. MacVeagh writes such a
letter to Mr. Bristow as Mr. Bristowhas received from Mr. MacVeagh,and
when Mr. George Bliss causes to bepublished such a letter as he wrote toMr. Arthur when Mr. Arthur held thethrottle valye of New York politics,you may depend upon it there is goingto be some lively shaking up among thedistinguished parvenus m the Republi-can household. Bliss is the same fel-low whom Brewster employed to prose-cute the Star Route tliives to a trium-phant acquittal, for which the Govern-ment paid him $l5O per day, trayellingexpenses, hotel fare,and a couple pleas-uit drives. lie knows all about Arthur,but lie don't want to tell as much now,as he was disposed to tell four yearsago. The upshot of this little quarrelis going to be a great big oue, becausethe half-breed portion of the familyhaye had the cold shoulder of Arthurduring three long years. What withBlaine and his immense boom, Loganwith his boomlet, and Edmunds with asort of boom-eranglet, I hardly thinkthat Arthur is going to worry through.They and their friends are not firingblank cartridges at Arthur just now,but each means business for himself.The National News Bureau here, thelargest concern of its kind in the coun-try, holds correspondence with severalthousands of'the leading daily andweekly newspapers in the UnitedStates. I had an interview with itsmanager to-day, who told me that inresponse to a circular that the Bureauissued a month ago, he had received re-plies from a majority of them. The al-most unanimous sentiment from Demo-cratic editors was for Tilden and theold Ticket,and lightening the wrong of1876. Upon the question of tariff theyseem about equally divided betweenfree trade outright aud a tariff for rev-enue only, with now and then a spurtof protection from the Eastern press.On the Republican side of the bousethe sentiment of the editorial fraternitywas overwhelmingly for Blame, withthe proclivities of the Eastern newspa-
; pel's divided up between Edmunds, Ar-thur and Lincoln. Not a few of theDemocratic newspapers are mentioningthe name of Roswell P. Flower,of NewYork, whose chances from this stand-point are quite as good as were those ofJames K. Polk, at this time of the yearforty years ago.
The death of Sam Ward, the notedWashington lobbyist, revives many re-collections of the career of one whoseconnection with the lobby and intimacywith public men, had resulted in morevicious legislation iu the past twenty-five years than had eyer before been gotten through since the foundation of theGovernment. It may be said that hewas the foster-parent of every one ofthe land grant subsides?measures thatwere prepared in the interest of rail-roads alone ar.d. as now appears, wereintended specially to throttle the Gov-ernment. Sam was a power here dur-ing Mr. Johnson's administration, andWelcker's tables nightly, during a sess-ion of Congress, were surrounded bythe Senators and Representatives whomSam had invited to partake of his lay-ish hospitality, knowing that the af-fectual way of getting a Congressionaljob done thoroughly, was through a di-rect appeal to the Congressional stom-ach. lam sorry tc say that Sam's ex-ample in the way of big dinners is stillfollowed, and by them a great deal ofofficial rascality is hidden from publicgaze.
The knowing the capitol saythat Congress willbe ready to adjournand go home about the 15tli of June. Ifit does there willbe a larger amount ofnecessary legislation left undone thanever before. So far the House has pass-ed but 161 bills out of more than 7,000introduced and the business now onthe Speaker's table would gejid the ses-sion clear into August. The Senatehas done little better than the House,having passed 226 bills, and left lying
oyer 2,167 for the next session.Congress has got into the business of
erecting public buildings at this sessionby wholesale. So far no less than 07have been ordered,ranging in price froms<>o,ooo to $2,600,000, and the end is notyet. But there are some things aboutthis public building business thatshould be ventilated,and this very weektwo bills were adopted iu the Senatethat never should have been. One isthe giving ot $250,000 for the new cus-tom house at Portland, Oregon, a placeof 30,000 inhabitants, which alreadyhas a building that cost the Govern-ment $200,000. The other is the appro-priation of SIOO,OOO for a public build-ing at Saratoga, a littlo watering-placeof 10,000 population,which has not halfthe need of a public building of thiscost that it has for missionaries duringthe gambling season.
