High Risk Activities

Notional budget for 2009 for 1 site: $900,000.

Outcome for 2009: a deficit of $42,000.

Notional budget for 2011 for 2 sites: $132,000.

Target Group: approximately 800 welfare recipients.

Students need to attend 10 hours per week under shared responsibility.

40 students attending for 10 hours per week for 48 weeks

would generate $980,000 income!

40 represents 5% of the target group!

LLNP Developments

TITEB met with Jenny Macklin in September 2010 and presented her with a paper outlining the problem.

300 welfare recipients referred to TITEB by the JSA did not attend 1 hour of training.

18 people at Nguiu breached for non attendance.

Current situation

21 attending regularly at Nguiu.

6 attending at Milikapiti where no breaches have occurred.

Capability with current resources: 40 in each site.

Potential income: $1,960,000.

Notional budget: $132,000.

No guarantee of increasing budget.

ITEP 2008

Target Group: 20 disengaged youth 15 to 19 years of age.

Objective: Pathway to trades.

Outcome: 2 entered trades, neither completed.

Consequences of non attendance: Nil!

CDEP Literacy and Numeracy Program

Target Group: 40 CDEP participants under the age of 21.

Outcome: Maximum of 3 participants!

Consequences of non attendance: Nil!

Summary of Activity

• 2007 Activity: 31,076 AHC at Nguiu. Population 1,500.

• 2010 Activity: 15,324 AHC at Nguiu, Milikapiti and Pirlangimpi. Population 2,400.

• A reduction of almost 50% in 3 years with a population increase of 60%

Employment Participation

To date 51 Tiwi have participated in SIHIP.

Average age: 34.8 years.

The oldest was 64 and the youngest was 22.

Five were under the age of 25.

There are currently only seven participating.

Apprenticeships

382 apprentices recruited, 5 under the age of 20.

145completions, none under the age of 20.

120 current apprentices, 2 under the age of 20.

Resources on Islands

Five Training rooms, 60 computer terminals.

Four offices, 10 computer terminals.

Two sheds.

Self contained accommodation for 13 lecturers.

Seven vehicles.

Total cost: $3.2M

Summary

As the majority of programs are funded on outcomes RTOs are the only partner taking risks!

As there are no consequences for non participation for welfare recipients, non participation has become the norm!

As youth engagement is non existent, long term outcomes will not be achieved!

What needs to be done?

Recipients of welfare benefits who are capable, need to engage in training and

employment activities under their shared responsibility agreements!

Governments need to share the risk of delivery of VET in remote communities!
