3.2.2 Safety Risk Management: The organization shall develop and maintain a formal process that records and ensures analysis, assessment and mitigation control of the safety risks/threats identified within the operations. 3.2.3 Safety Assurance: The organization shall develop and maintain the means to verify the safety performance of the organization and to validate the effectiveness of safety risks controls.

4.2.2 The Facility Manager shall be responsible for the operation, safety and security of the facility and the safety of all personnel, passengers, baggage, and cargo, when services are provided. 4.2.3 An FBO/BAHA shall designate a Safety Manager for each facility. This position may be an additional duty or may constitute, due to the complexity of the organization, a full time equivalent status.

4.8.1 The FBO/BAHA shall develop and maintain a program to assess and manage the inherent risks associated with fatigue for all personnel.

Training 5.1.1 FBO/BAHA employees shall be given training commensurate with their responsibilities in order to carry out their job in safe manner. The objective of training is to promote safety awareness and to provide airside workers and their management competency for the work they undertake.

6.2.1 Standard Operating Procedures (SOPs) are the foundation of effective personnel coordination and a key component of team resource management and threat and error management (TRM/TEM).

a. Accordingly, FBO/BAHAs shall establish and maintain SOP’s for facilities, ramp, and equipment that enable line service personnel to support the arrival and departure of aircraft effectively and within the limitations specified in the company operations manual.

7.7.2 The FBO/BAHA shall have procedures that ensure that passenger and crew baggage is protected from unauthorized interference from the point at which it is accepted and/or screened, whichever is earlier until facility personnel assist the crew in baggage loading during departure, or upon aircraft arrival, the baggage is accepted by the facility for transfer and acceptance by another entity for further handling.

7.5.1 The FBO/BAHA shall ensure that an organization in the food chain demonstrates its ability to control food safety hazards in order to ensure that food is safe at the time of human consumption. 7.5.2 The FBO/BAHA providing water and ice to flight operation customers shall maintain oversight on the source and handling of potable water and ice.

11.1 The FBO/BAHA shall have a plan detailing the procedures to be followed in the event of an accident, incident or other emergency. Compliance with the plan is mandatory in the case of accidents involving substantial damage to aircraft or injury to passengers, crew members or persons on the ground.

13.1 FBO/BAHA shall have processes to ensure, so far as is reasonably practicable, the health and safety of any individual who might be affected by any work activity within their control. 13.6 Lone Working: FBO/BAHA should have a policy designed to alert staff to the risks presented by lone working, to identify the responsibilities each person has in this situation, and to describe procedures which will minimize such risks.

15.1 FBO/BAHAs required under a national civil aviation security program shall draw up, apply and maintain a security program. The primary objective of security program is to assure the protection of operation by the safe guarding of passengers, crew, ground personnel, facilities and its equipment’s, against acts of unlawful interference perpetrated on the ground or in flight.
