HANDICAP CHAIRMAN- JACK FAHEY Posting Many of us play a round or two as a single or by yourself. So as of January 1st, 2016 the SCGA has declared that you do not post your score when playing a s single or alone. Expand on the “R” rating Also another way to get an “R” rating is when your index is say 9.1. You shoot a 78 and 81 tournament scores. Those are within the normal range. Then if you go through a stretch when you are not playing well and your index goes up to a 13.2. Now those 2 scores will kick in as exceptional scores and the “R” rating will apply.


SCRIP CHAIRMAN- PAUL W HAASE Hello Golfers! Congratulations to all who won Scrip/cash in the July Club Championships. I hope to see you all at the August Stableford event. I have received a lot of positive feedback on the new way we pay out the winner of each event. To insure that everyone gets their awards without any delay, we distribute the scrip/cash at the scoring table, in the bar after the tourney. This will be in lieu of the starter passing them out. You’ll be asked to sign a sheet by your name and numbers. You will always be able to collect at a later date, if you need to miss a tourney. All awards going forward will be tracked in this manner and the book will be at every event. Scrip is like cash, once I give it to you, you are responsible for it. I can’t replace it. I try not mail out these awards, as the mail service is risky on cash awards. I can be reached by email at [email protected]. Or my Cell number is 714-812-6490. If you miss a tourney, I will try to meet you at the club so you can spend your award sooner. This month’s rules guy items are as follows: I was asked about the grounding of a club in a hazard (#6 Dry lake on Classic). This as almost everyone knows is not allowed and will cost you strokes, or loss of hole in match play. There is a twist to this rule, that I was asked to qualify after last month’s tourney. One of our players hit into the dry lake (Hazard) on hole #6. When he approached the ball, he carried the clubs he was going to choose from, into the hazard, selected the club he would use and then laid the remaining clubs down on the ground, in the hazard, and hit his shot. I am asked if laying the clubs down, was considered a violation and should the golfer be penalized. If also how many strokes. The answer is he does not get a penalty for the clubs he laid down in the hazard. The current ruling is that since the golfer was not testing the ground with those two clubs, it is not a violations. Lesson learned here, you may want to leave those clubs outside the hazard, and not make things difficult for yourself or the rest of the foursome. The following happened to the writer in the club championship day two. We were waiting on the 16th tee box (Par 3). It was a long wait and another golfer in the foursome was laser scoping the yardage from a point next to the Stationary Plate. After he moved off, I placed his tee down and hit the ball to the back of the green, turned around and the other golfers mentioned that I had not hit from the teeing area. I couldn’t believe it, but mentioned I would reload and hit from the correct area, between the moveable markers. And play both balls, until we could get a ruling on how many strokes I need to take for the penalty. After hitting on to the front of the green with my provisional ball, I as told by the group behind us who had a rules book that I was lying 4, hitting my fifth shot. I picked up the first ball and sunk the 70 ft putt to save what I though was a 5 (Double bogey). Here is what I should have done, per rule 11 in the USGA book. (rule 11, page 61) Playing from out site the Teeing Ground In Stroke play: if a competitor, when starting a hole, plays from outside the teeing ground, he incurs a 2 stroke penalty and must then play a ball from within the teeing ground.


If the competitor makes a stroke from the next teeing ground without first correcting his mistake, or, in the case of the last hole of the round, leaves the putting green without first declaring his intention to correct his mistake, he is disqualified. The stroke from outside the teeing ground and any subsequent strokes by the competitor on the hole, prior to his correction of the mistake do not count in his score. The Exception; for Match play, if a player, when starting his hole, plays a ball from outside the teeing ground, there is NO Penalty, but the opponent may immediately require the player to cancel the stroke and play a ball within the teeing ground (I can see some strategy point here) So in my case, I lied 3 on the green after teeing from the correct teeing ground and holed the putt out for a 4. But since I signed my card, and made no attempt to question, the score stands. I hope you learn from my mistake. If you have questions on the rules, let me know and I will look them up and print the answers. You may also go online and google SCGA and they will provide and answer.
