Challenge:
As part of a consortium led by TPP Law Ltd, to provide two separate solutions for Avon and
Somerset Probation Trust (ASPT) regarding:
1. An options appraisal of the commercialisation of some existing services offered; and 2. An options appraisal of a Framework Agreement PQQ bid for work commissioned by
National Offender Management Services (NOMS). NOMS is directly responsible for all
Probation Trusts and are part of the Ministry of Justice. Both pieces of work were under strict time deadlines and outputs.
Solution:
Both pieces of work involved:
Legal risk assessment Business and Finance risk assessment
The commercialisation work also involved:
Sales and Marketing risk assessment.
Both were delivered on a tightly scoped requirement by ASPT, and outlined all of the options, and solutions to their requirements. The commercialisation options appraisal may be taken
further in future, once the Board of ASPT has reviewed its conclusions and acts accordingly.
Results:
Both reports were delivered to time and budget. The commercialisation report is to aid the
ASPT Board to make strategic decisions in 2011-12 and beyond as to the provision, scope and level of services offered that can be commercialised without compromising the ASPT
standing orders and performance obligations laid down in statute. The Framework Agreement
PQQ report was for ASPT as Prime for a consortium bid to be invited to tender for a long term contract from NOMS. The PQQ outcome is awaited, which may result in further work.
