 Social Welfare Vocabulary

Aid to Families with Dependents Children (AFDC)-

financial support in the form of cash given to a family with

children in need of financial help. The grant is offered because the

head of the family is not employed and not receiving child

support or the non-custodial parent.

  

Assistance program-

a program financed by general income taxes that provides

benefits to poor citizens without requiring contributions from

them  

Client politics-

the type of politics where an organized minority or interest

group benefits at the expense of the public

  

Earned income cash credit-

federal program that provides a credit or cash supplement to low and moderate income workers

who qualify  

Income strategy-

a policy of giving poor people money to help lift them out of

poverty  

Insurance program-

a self-financing government program based upon

contributions that provide benefits to unemployed or retired

persons  

Majoritarian politics-

a political philosophy or agenda which asserts that a majority of the population is entitled to a certain degree of primacy in

society and has the right to make decisions that affect the society

  

Means test-

used in selective income security programs to determine eligibility

based on the income of the perspective recipient. The benefit

is reduced according to the income level and there is always

a level at which no benefit is granted.

  

Medicare Act of 1965-

the passage of the social security act amendments, popularly

known as Medicare, resulted in a basic program of hospital

insurance for person of age 65 or older, and a supplementary

medical insurance program, to aid the elderly in paying doctor bills and other healthcare bills

  

Service strategy-

a policy providing poor people with education and job training to

help lift them out of poverty  

Social Security Act of 1935-

an act to provide for the general welfare by establishing a system of federal old

age benefits, and by enabling the several states to make more adequate provisions

for aged persons, blind persons, dependent and cripple children, maternal and child welfare, public health, and the administration of their unemployment

compensation laws; to establish a social security board; to raise revenue; and for

other purposes.

  

Temporary Assistance for Needy Families (TANF)-

a needs based program for families with children under age 18 (or under age 19 if the child is

in high school) who need financial support because of the

death of a parent, a parent is absent from the home, or

physical or mental incapacity or unemployment of a parent.
