According to POEA statistics,nearly 400,000 overseas Filipinoworkers were deployed in theMiddle East in 2005. On anygiven year, 30 to 40% of all OFW

departures are Middle East contract work-ers. Ten years ago, the bulk of Filipinos livingand working in the Middle East were con-struction workers. Today, most of them arenurses and office employees. While the jobspecifications may have changed, the num-ber of Filipinos leaving to work in the MiddleEast continues to boggle the mind. In 2005,OFW deployment to the Middle Eastreached a level not seen since the Kuwaitand Saudi Arabia construction boom of theearly to mid 1990’s.

The Middle East opens up a whole newworld for Filipino skilled workers and profes-sionals. As most Middle Eastern countries offertax-free income, a lot of Filipinos, thinkingabout how much they can earn, try their luckat working there. If you are considering work-ing in the Middle East, it is best to acquaintyourself with the land, the laws and the people.

GeographyThe Middle East is located at the junction ofthree continents, namely Europe, Asia andAfrica. This strategic location made the MiddleEast significant during the early years of con-quests and trading. This region is significanttoday because of its vast petroleum reserve. It isalso the seat of Islam.

The PeopleThe people in the Middle East are of Arab ori-gin. All Arabs consider the Arabian Peninsulatheir ancestral home where their language origi-nated. Arabs distinguish themselves on the basisof descent, tribal affiliation, and social status.

The family is the basic unit of Arab society,and Arabs are identified by the family to whichthey belong. Family life is dominated by men.Women are considered to be the property oftheir fathers or husbands. Marriages are usu-ally arranged by parents for their children.

A tribe is a collection of families headed bya sheik. Bedouins or nomadic tribes make upone-fifth of the Arab population. Nomads arewandering tribes but many now live in townsand cities.

ReligionIslam is a monotheistic faith, one of theAbrahamic religions, and the world’s second-largest religion. Followers of Islam are knownas Muslims. Muslims believe that God revealedhis divine word directly to mankind throughmany prophets and that Muhammad was thefinal prophet of Islam.

More than 90% of the Middle East’s popu-lation are Muslims. Islam originated in the Ara-bian peninsula in the 7th Century AD.Muhammad, the revered prophet of Islam, wasan Arab, and the most sacred Islamic shrinesare found in the region.

There are two (2) branches of Islam: theSunnis and the Shiites. Majority of the Mus-lims in Saudi Arabia, Kuwait and UAE areSunnis. A minority belong to the Shiites.

The

1. The Basic Creed – the profession offaith– “there is no God but Allah, andMuhammad is the prophet of Allah.”2. Prayer – consists of two forms, the per-sonal and devotional spontaneous typeand the ritual, often congregational. Spe-cific words and postures are offered five(5) times a day: at dawn, midday, mid-af-ternoon, sunset and before going to bed.Before prayer, ablutions are performed bywashing the hands, feet and face. Fridayis the chief day of communal worship.3. Pilgrimage – to Mecca, where the mostholy shrine of the Kaaba in the Great

The Five Pillars of IslamMosque is located, is an annual Muslimrite that every believer is expected to takepart at least one in his/her lifetime. Thisis done during the Ramadan which is thelast month of the Islamic calendar.4. Fasting – is done during the wholemonth of the Ramadan. During each day,from dawn to darkness, all eating, drink-ing and smoking are forbidden. Thebreaking of the fast after dusk is often fol-lowed by feasting and merrymaking, andsome households even receive guests.5. Zakat – is an obligatory tax or contribu-tion by Muslims to the state or community.

Islam is the most powerful force in the Arabworld. Laws are based on the Koran, the holybook of Islam. Muslims believe that the Koranwas revealed to the prophet Muhammad byGod through the Angel Gabriel on numerousoccasions between the years 610 and up till hisdeath in 632.

Islamic Laws or Sharia dictates all social atti-tudes and customs in both the public and pri-vate sphere – from the operation of the justicesystem to the way of dressing. The term Shariaitself derives from the verb shara’a, which ac-cording to Abdul Mannan Omar’s Dictionaryof the Holy Qur’an connects to the idea of “spiri-tual law” (5:48) and “system of divine law; wayof belief and practice” (45:18) in the Qur’an.

Muslims pray five times a day. Upon hear-ing the call to prayer, restaurants, stores andother public places close for approximately halfan hour and Muslims stop their activities to prayduring the day.

Crime and PunishmentIslamic social and legal literature prescribe thebounds of acceptable behaviour. Crimes arecategorized into three:

a. Haad – crimes against divine command-ments like robbery, theft, murder and adultery.Punishment is harsh, from amputation of bodyparts to execution.

b. Ta’zir – crimes against the communityand the punishments are lighter. It could befine, imprisonment or whipping.

c. Qisas – includes murder and bodily harmand victim or his kin can seek retribution –death for death or and eye for an eye.

here are many things that are tabooin the Middle East and some couldlead to a severe punishment. In mostinstances, the laws are black and

white, there are no grey areas. Also commit-ting such taboos, even out of ignorance is notan excuse in the court of law. It is of extremeimportance that you understand what thesetaboos are.

1. Public practice and observance of anyreligion other than Islam is prohibited. Somecountries do not allow foreigners from bringinginto their borders any form of religious artifactssuch as the crucifixes, rosaries or prayer booksof other religions.

2. The religious police or muttawa roamthe streets to ensure the strict observance ofIslamic religious practices and severely punishoffenders, Muslim or non-Muslim.

3. If you must pass a person who is praying,it is courteous to pass behind or by the feet ofthe worshiper.

4. The host, according to Arab custom, hasthe privilege to set the topic of conversation. Itis considered impolite to appear impatient or inhaste. Doing so means you don’t care aboutthe person or you can’t control yourself.

5. Most conversations start with a wish forpeace, (Asalamu Al-Akum) and proceed tosmall talk, “how are you?” and “How is yourfamily?” before getting down to the business athand.

6. Politics and religion are best left alone.Generally Arabs will not debate the Islamic re-ligion, though many are happy to explain theirreligion to non-Muslims who are genuinely in-terested.

7. In most Arab countries, the left hand isconsidered “unclean”. The left hand earnedthis reputation in the harsh desert, a land offew trees and no paper. It was the custom toeat, shake hands, wave a greeting, all with the

right hand while the left hand was reserved forcertain “hygienic functions” or blowing thenose. (The left hand was cleaned by rubbingin the sand). Traditionally at meals the left handis kept hidden in the folds of the robe.

8. The sole of the foot is also consideredunclean because it touches the ground. It isconsidered impolite to point the sole of the footat an Arab when sitting together. This does notmean that when sitting people cannot crosstheir legs. The custom is more applicable whensitting on cushions or mats at a traditional Ara-bic feast. Then, if seated with legs extended,the soles of the feet could point at another guestand cause insult. Generally, Arabs kneel or sitcross-legged at traditional dinners.

9. It is impolite to pass food or eat with theleft hand. When eating and drinking, use yourright hand. Use your right hand also when youpass, offer or receive anything.

10. Still, there are several commonly usedhand gestures which could have a differentmeaning if used in the Middle East.

a. The thumbs up in the West can beequated to the “middle finger” in the MiddleEast.

b. The Peace or the victory sign is generallyunderstood when the pads of the fingers arepointed away form the person making the sign(in other words, palm out.) When the sign ismade with the knuckles facing away from theperson making the sign (palm in) the sign maybe taken for a “devil sign” or “the middle fingerextended.”

c. The Okay sign, or the circle made withthe thumb and index finger, the other threefingers extended can be misunderstood to bethe sign of “the evil eye”

11. The Koran forbids Muslims to touchor eat pork or the products of swine. It is pos-sible that this originated in an effort to protectpeople from contracting diseases that resulted

from eating tainted or contaminated porkproducts.

12. Many Muslims don’t like to be photo-graphed. If you really want that picture to re-member the interesting local fashions, ask be-fore you photograph. Photographing a personwithout asking first is considered very offen-sive.

13. In most Arab countries, holding hands,kissing, walking arm-in-arm, and even flirtingbetween men and women in public (even be-tween husband and wife), is strictly taboo!Such behavior can result in arrest and impris-onment. Married couples are not allowed to

(OFWs) in the next three years withthe Kingdom of Saudi Arabia (KSA),United Arab Emirates (UAE),Bahrain, Kuwait, Qatar, Oman, Leba-non, Israel, Libya, and Jordan gen-erating the most number of new jobopportunities, the Department of La-bor and Employment (DOLE) said.

A report reaching Labor and Em-ployment Secretary Patricia A. Sto.Tomas said that the Philippine Overseas Labor Offices (POLOs) in the Middle Eastwould pursue various marketing strategies to ensure the OFWs’ access to the newjob opportunities that are projected to be generated in the region starting 2006 until2008.

Undersecretary for Employment Danilo P. Cruz said that marketing strategies havebeen lined up during the POLO regional command conference held recently in Dubai,UAE. Middle East-based Labor Attaches Manuel Roldan, Delmer Cruz, Angel Borja,Bulyok Nilong, Alejandro Santos, Felicitas Bay, Romeo Young, Glenda Manalo, Nur Al-Din Tamano, Leopoldo de Jesus, Jaime Gimenez, Teresita Manzala, ElenaCalingasan, Vicente Cabe, and Florencia Ardivilla attended the conference.

Cruz said that the labor attaches projected a total of 258,950 new jobs that wouldbe generated in the Middle East in the next three years - some 173,600 new jobs in theGulf Cooperation Countries (GCC) of KSA, UAE, Qatar, Bahrain, Kuwait, and Oman;and another 85,350 new jobs in non-GCC countries of Lebanon, Israel, Libya, andJordan.

OFWs deployed in these countries totaled 347,311 or 98.56 percent of the totalnumber of land-based OFWs deployed in the Middle East in 2004. They constitutedalmost half (49.3 percent) of the total land-based OFWs deployed globally last year.

In the GCC countries, the most number of new jobs are expected to be generatednot only by the sustained construction activities but also by the expansion in themedical, tourism, retail, and ICT sectors. Exploration of oil and gas will also be ex-panded and, thus, expected to generate new jobs.

The non-GCC countries, on the other hand, are projected to need more foreignhousehold workers and caregivers.

Sto. Tomas said that the DOLE and the Philippine Overseas Employment Admin-istration would market OFW services directly to the employers through the conduct oflabor marketing missions in the region. Jobs fairs in which foreign employers wouldbe invited will also be conducted.

“This is geared at enabling the Philippines maximize the benefit for the OFWs fromthe expanding labor market in the Middle East,” Sto. Tomas said.

At the same time, efforts will be pursued geared at enhancing the image of theOFWs as world-class workers and to sustain the continued preference for them in theMiddle East, the DOLE chief said. (DOLE)

Hong Kong OFWs Return HomeThe POEA reiterates its earlier warning to job applicants thatthere are not much jobs available in Macau even as 10 Filipinovictims of illegal recruitment were repatriated from Hong Kong.

The victims arrived in Macau last January 15, 2006 andfound out that there is no job vacancy waiting for them. Thevictims were advised by the Philippine Consulate to return to thePhilippines because of lack of documents for further stay in Macau.

Macau is implementing its localization program wherelocal residents are given priority in the recruitment, particu-larly those who are qualified for basic level jobs.

Foreign workers are allowed only to fill up shortage oc-cupations in Macau like supervisors in the executive, fi-nance, casino, gaming operations, hotel and restaurant, in-formation technology and marketing departments.

Non-residents who are working without valid work per-mits will be penalized up to 20,000 patacas and will be bannedto work in Macau for two years. (POEA)

Pinoy PilotsLike medical workers and teachers, Filipino pilots are nowjoining the exodus of skilled workers leaving their lovedones behind in search for high-paying jobs in foreign lands.

The exodus of pilots started when Indian recruiters cameto the Philippines offering a salary of US$6,000 to US$8,000while South Korean recruiters offer a much higher salary ofUS$12,000 a month.

These monetary compensations attract Filipino pilotswho reportedly receive around US$ 3,000 a month in localcommercial airlines like the Philippine Airlines (PAL) whilepilots in the Armed Forces of the Philippines who man oldunits receive a much lower compensation compared to thoseconnected with commercial airlines.

The salaries of Filipino pilots in the local commercialairlines are relatively high here in the Philippines but theireducational investment is also very high. One has to spendas much as P2 million to complete a two-year pilot trainingin a reputable flying school.

To make these pilots stay, PAL gave a 10 percent salaryincrease effective February 1 despite their five-year em-ployment contract to avoid piracy.

With the exodus of Filipino pilots, Malacañang said thatsound economic management from the top, political re-solve and an enterprising people are working wonders forthe economy. We shall be relentless and unwavering on thisscore as we assure that macroeconomic gains will continueto be translated into microeconomic gains. Heaven-Sent Fil-AM Medical DonationsMedical mission headed by Van Ong of the Illinois, Michi-gan Fil-AM medical and surgical group and other foreignvisitors are in Davao to conduct a four-day surgical opera-tion (starting Monday Feb 6) at the Davao Medical Center.

DMC chief of hospital Dr. Gerry Cunanan said that ontop of the free medical and surgical operations for indigentpatients, the group also donated a hospital ambulance, medi-cal surgical equipments, anesthesia machines, surgical in-struments, medical surgical supplies, brand new aircon units, stuff toys, used clothings for hospital patients and boxes ofother equipment that filled the DMC’s supply room.

Director Cunanan, together with surgical departmentchief Dr. Abe Jun Versoza, Dr. Manuel Tan and other DMCofficials welcomed the surgical group.

“Today is a blessed day for DMC with all the blessingswe received from our friends and visitors from the UnitedStates who brought gifts to the Filipino people in SouthernMindanao.” Dr. Cunanan said.

Upon learning of the informal sector’s (squatters) plight, VanOng family donated additional thousands of dollars for the con-struction of houses for the poor people who were residing at thecompound of DMC but were demolished to pave way for an addi-tional construction undertaken by DMC’s expansion program.

In his speech, Surgical mission head Van Ong said “we haveformed the newest nursing FANA organization in the state ofMichigan and this is the second year that we have visited Davaoto help our Davao constituents.”

Van Ong, who is a Davaoeno and a first batch nursing gradu-ate (in 1969) of San Pedro Nursing College said their nursingorganization is committed to be here every year to conduct simi-lar medical mission purposely to help indigent families in Davao.

“We wish to share the blessings and success to our fellow-men,. Our medical mission is one way of paying back what isdue to the Filipino people,” he added.

“For so long I have been contemplating of retiring in mynursing profession and was thinking about what I am going todo with all the time that I have. I really don’t travel as an indi-vidual and I thought of having a medical mission and at thesame time seeing places,” added.

He said this was how the mission and the nursing organiza-tion was born with his brother, who has been getting in touchwith him always in his mind.

“I have seen the commitment of all our members who arenow with me and the commitment of the Davao people here atDMC in helping the people especially the poor. While most ofour members are not from the Philippines, we saw the need formedical services and we are here to do that,” he said. (Rose B.Palacio / PIA)

PDOS OFW UpdatesLabor and Employment Secretary Patricia A. Sto. Tomas saidthat the Overseas Workers Welfare Administration (OWWA)has taken steps to improve and update the Pre-Departure Ori-entation Seminars (PDOS) aimed at enabling departing docu-mented overseas Filipino workers (OFWs) to understand theculture including the laws, rules and regulations of their coun-tries of destination.

Sto. Tomas, who chairs the OWWA board, said that OWWAsupervises the registered agencies and organizations which con-

duct the PDOS. She said that the industry follows the PDOScurriculum designed by OWWA and submits their speak-ers and discussants to OWWA trainers training.

She added that OWWA constantly revises the PDOScurriculum to ensure uniformity of seminar topics and dis-cussions. Also, she said that the agency gives the PDOSproviders with updates and advisories on developments invarious OFWs destinations, including cases of OFWs whohave had brushes with the laws of the host countries, therebyto warning departing OFWs of the consequences they maysuffer if they committed violations abroad.

The recruitment industry considers the conduct of PDOSa serious requirement and undertaking and they are heldjointly liable with the principals in case the OFWs committedviolations in the course of their employment overseas.

Sto. Tomas said that recruitment agencies strictly re-quire newly-hired OFWs to attend PDOS. The OFWs, sheadded, are asked to present a PDOS certificate at the air-port prior to their departure.

The PDOS providers include 303 land and sea-basedagencies, 14 non-government organizations, five industryassociations and three private organizations which conductcountry-specific PDO Seminars.

The OWWA conducts PDOS only for name hires andgovernment-placed OFWs since it is impossible for the agencyto singly conduct the PDOS in view of the huge volume ofOFW deployment, which in 2005, reached almost a million.

Sto. Tomas noted that many OFWs who committedoffenses abroad were recruited illegally and subsequentlyfailed to attend PDOS and were, thus, ignorant of the lawsand regulations of their host countries.

She stressed, however, that all OFWs including thosewho have gone and worked abroad through illegal meansand who have had brushes with the laws of the host coun-tries are extended legal assistance onsite as provided for byRepublic Act No. 8042. (DOLE)

OFWs in BeirutThe Philippine Overseas Labor Office (POLO) in Beirut iscoordinating with the host country’s government in provid-ing appropriate assistance to overseas Filipino workers(OFWs) who are currently under the custody of the SureteGeneral (Immigration) of Lebanon prior to their repatria-tion to the Philippines, the Department of Labor and Em-ployment (DOLE) today said.

Philippine Labor Attache to Beirut Ma. Glenda A.Manalo reported to Labor and Employment SecretaryPatricia A. Sto. Tomas and clarified that the “31 OFWs”inaccurately reported by media to be languishing in a Beirutjail are actually under the custody of the said Lebaneseoffice and are being assisted by the POLO.

Manalo said the “Beirut jail” where the OFWs havebeen ostensibly imprisoned as per media reports is in realitythe “Immigration” center where OFWs about to be repatri-ated from Lebanon to the Philippines pass through or tem-porarily stay in.

She said this is necessary as a last recourse in order for theLebanese government to summon any abusive employer andcompel them to surrender the travel documents, as well asprovide for the airfare for the repatriation of an exploited OFW.

Manalo said that the POLO, in coordination with thePhilippine Embassy in Beirut, is coordinating with the hostcountry’s government for this purpose, while at the sametime rendering continuous appropriate assistance and con-ducting regular visits to the victims who may be undocu-mented OFWs.

She added that the POLO in Beirut is also pushing for theadoption of measures to prevent the recurrence of exploita-tion and abuse on vulnerable migrant Filipino workers.

Q: Good day! I am interestedin putting up a business, or pos-sibly franchise, but I am a littleshort on funds. Aside from us-ing up all my savings, how elsecan I raise capital for a business?

A: The need for more capitaloften hampers an individual’splan to set up a franchise or hisown business. Some may havepersonal savings to infuse intotheir new venture, but it is notadvisable to divest all of one’ssavings for this purpose. Paanokung malugi ang negosyo?Magsisimula ka ulit sa wala.

Most people source their busi-ness funds from the following:

Bank loans – more andmore banks have developedloans specifically geared to-wards small and medium en-terprises (SME). Require-ments for a bank loan usuallyinclude a business plan, a cleancredit history, business andpersonal financial statements,and collateral, among others.

Family and friends – it isfortunate if someone in yourfamily or circle of friends canloan you money for a business.

An advantage of loaning fromfamily or friends is that the pay-ment scheme and interest ratesmay be more favorable, if at all,but this arrangement couldstrain relationships if loans arenot paid on time. Government GuaranteedLoans – the government’sgrowing support for SMEs hasopened up many loan programsfor those planning to start theirown business or franchise on.One organization that comesto mind is the SB Corporation,which has an array of loansvarying in size and term, de-pending on the type of business.

Aside from loans, you canask like-minded individuals topool their resources with yours.Humanap ka ng mga ka-sosyo.Ask them to join you in your

venture, at their own risk ofcourse. The more people join-ing the venture, the morespread out the risk becomes.

Before approaching any-one for a loan, you should havea clear picture of how eachcentavo of the loan will bespent. Aside from the start-upcosts, what else will you spendon? Consider the day-to-dayexpenses you will have to shoul-der until the revenue from yourcustomers start coming in.

Will you need capital forsix months? One year? Howsoon will your income be ableto support your operations? Iffranchising, include monthlyfees the franchisor may chargefor management, marketingsupport, etc. Also, make sureyou are covered for unex-pected expenses or emergen-cies. The resulting amount iswhat you should aim for whentalking with possible investors.

These numbers should besummarized into a financial re-port. Include how much youhave now, how much you needto help you launch and run theventure, how you plan to use it,and finally, how you intend topay for the loan.

For you to be granted a loan,you must satisfy the questionforemost in the investor’s mind:“Why is this a good investment”?

A good business plan, should beable to answer that by tellingthem about the following:

Business - What is it allabout? How it is going to makemoney? Who will run the busi-ness and are they qualified?

Competition - Who isyour competition? Whatmakes your business stand outin the industry? How do youfare against your competition?

Market – How big is thedemand for your product/ser-vices? Does the product havebrand recognition?

Promotions - What is yourmarketing plan? How depen-dent is your sales on marketing/ advertising?

Overhead - How manyemployees will you need? Posi-tions, training needed? Whatequipment will your businessneed? How much is needed tomaintain it? Do you own or rentyour place? What are your pro-jected capital requirements forthe next five years? Ten years?

The answers to all these ques-tions should give your investor agood picture of your plans andenable him to decide whether ornot to lend you money.

If after you present yourplans, the bank or investor turnsdown your application, ask themwhy you were declined. Huwagagad mawalan ng pag-asa. Al-ways take setbacks as a chanceto learn and improve yourselfand your business. This mayteach you how to correctly ap-proach the process of securing aloan – and will move you a stepcloser towards getting your funds.

Pahinis FestivalThe municipality of Laua-an launched “Pahinis” Festival re-cently in commemoration of its 91st foundation anniversary.

Mayor Aser S. Baladjay said that the grand historic affairunited Lauan-ons as one people enriching its identity and re-membering the historic deeds of those who worked and died forthe freedom and independence of today’s generation.

Laua-an became an independent municipality in Janu-ary 1915 by virtue of Executive order No. 129 of then Gen.Francis Burton Harrison. It is the 12th municipality of theprovince during the Filipino-American regime.

Located in north-central town of the province, 55 kilo-meters from the capital town of San Jose, Laua-an is theleading producer of muscovado sugar (brown sugar).Muscovado sugar is a major industry in the municipality withbig number of sugar mills exist since the 19th century. Laua-an is also a home of sugar migrant workers in the sugar landof Negros Occidental and other parts of the country.

“Pahinis” Festival derived its significance from theMuscovado sugar as a promising industry in the town of Laua-an. “Pahinis” is a local term for cleaning and preparing equip-ment, tools, paraphernalia and materials before the produc-

tion of brown sugar. It also stages ritual or thanksgiving for abountiful sugarcane harvest.

This year’s theme is “Paghanduraw kang Nagriligad, Tulaysa Paghiriugyon sa Pag-ugwad (Reminiscing the past, a Bridgefor Unity and Progress). The theme goes with the call of Presi-dent Gloria Macapagal Arroyo for Filipino people to unite andmove forward as one nation.

Thousands of spectators witnessed the historic launching of“Pahinis” festival with Governor Salvacion Z. Perez as guest ofhonor. Various activities were conducted such as unveiling ofmunicipal landmark, slideshow of the town’s history and pro-file, launching of municipal theme song, Ati-ati tribe competi-tion and other cultural and sports activities.

Over the next 3 years, Kirilenko continuedto improve as a player. He moved to CSKAMoscow and led them to the championship inthe 1999 season. He also became a constantand integral member of the Russian NationalTeam. There was no doubt, however, as to whatKirilenko wanted to do. He wanted to play inthe NBA.

Do Anything AndreiHe was drafted by the Utah Jazz in 1999 butdidn’t play his first NBA game until 2001 (hehad to complete his contract with CSK Mos-cow). For Utah, however, waiting 2 years forKirilenko to arrive was worth it. In his fiveyears with the Jazz, Kirilenko has displayed asteady and versatile game coaches love. “Hegets you 15 points and 8 rebounds every game”says Jazz Coach Jerry Sloan. “Andrei also playshard, doesn’t complain, and does everythingfor his team”. Ever heard of triple threats?Kirilenko is a quadruple or even quintiplethreat. He scores, rebounds, passes the ballwell, blocks shots, and gets a lot of steals. Infast, Kirilenko has already registeredthree”5X5’s” in his career (recording five eachof points, assists, rebounds, blocks, and steals).The only player to record more 5x5s is HakeemOlajuwon who played 17 years for the Hous-ton Rockets.
