Pakistan Professionals Wing (previously known as the Pakistan Professionals Forum) is a wing of the Pakistan Association Dubai and was established in 1987 by a group of Dubai and Sharjah based Pakistani professionals. The membership consists of bankers, doctors, engineers, lawyers, business executives, IT professionals and other senior professionals. THE NEEDThe need for the Wing was felt due to the absence of a common platform where views and ideas of professionals could be exchanged and put into action. A platform was required where issues and matters pertaining to the community could be discussed and viable solutions found for improvement of the economic and social condition of the community at large, and to enhance the image of Pakistan. The need was also felt for providing financial aid and assistance to certain sections of the Pakistani community in the UAE for meeting educational, medical and other urgent needs. Pakistani Professionals also felt that they required a more formal structure to foster and improve relations with the UAE nationals and other nationalities in the UAE.

Mission StatementPakistan Professionals Wing was established with a view to provide its members a means of social interac-tion amongst themselves and with the nationals of the UAE and other countries. The Professionals Wing also endeavors to forge national unity and cohesion among Pakistanis and also to improve the image of Pakistan and Pakistanis in the UAE. The Pakistan Professionals Wing discourages fissiparous, political, ethnic or sectarian activities. Aims and Objectives– To promote social, professional and intellectual activities for Pakistanis residing in the UAE.– To improve and enhance the image of Pakistan through better communication and understanding with other nationalities and in particular with nationals of the UAE.– To assist associations of Pakistanis in the UAE in the fulfillment of their rightful and legitimate objectives.– To support educational institutions, activities and charitable causes in general and specially for the benefit of Pakistanis.– To work for and promote the interest of Pakistan and its citizens.– To enhance and broaden the scope of participation of Pakistani Professionals in the economic development of Dubai in particular, and the UAE, in general. – To keep in touch with developments in Pakistan and to invite prominent personalities in the fields of education, finance, engineering, medicine, management and banking or in any other field which the Professionals Wing may consider appropriate for the purpose of arranging symposia, seminars and lectures in the UAE.– To organize special interests symposia, workshops and seminars for enhancing the knowledge base and professional skills of the members.

HOW DOES IT WORK

THE CHARTER Charter

The Organizational Structure The Pakistan Professionals Wing is made up of a general body of its members, an Executive Committee, and Working Committees.

The ManagementThe management of the Pakistan Professionals Wing is entrusted to the Executive Committee.

The Executive CommitteeThe Executive Committee comprises of Chairman, Vice-chairman, Treasurer, Immediate Past Chairman and seven committee members, all of whom are nominated by the EC and elected by the General body of the Pakistan Professionals Wing. The leaders of the five Working Committees are ex-officio members of the Executive Committee.

The Executive Committee can meet as often as necessary but normally it must meet at least once a month. Forty percent attendance by members constitutes the requisite quorum. No member of the Executive Com-mittee is allowed to be a member of any other governing body / executive committee of any other sister organization of the community without the prior approval of the Pakistan Professionals Wing’s Executive Committee.

Fifty percent of the members of the Executive Committee retire and are replaced with the approval of PW General Body every year at the Annual General Body Meeting (AGM). The office bearers are allowed to hold office for one year ending with the AGM and with the exception of the Chairman are eligible for re-election. However the Vice-chairman and Treasurer are not eligible for re-election for more than two terms.

The financial year of the Pakistan Professionals Wing commences on 1st October of each year and ends on 30th September of the following year. Accounts are audited, by a firm of chartered accountants appointed by the General Body.

At the AGM all decisions are made by simple majority of all those present. Decisions to add, amend or rescind the by-laws require two-thirds of the majority of the members present.

The Working CommitteesThese are formed for the purpose of carrying out specific objectives of the Pakistan Professionals Wing. The present Working Committees are:• Membership Enrollment and Special Tasks• Employment Opportunities• Friendship with UAE and other Nationals• Symposia and Social functions• Community Welfare, Legal & Educational Support

Each Working Committee consists of a leader and alternate leader, who are elected by members of the respective committees and are allowed to hold office for a period of one year, which the members may extend by consensus for one more year. Each Working Committee is required to originate ideas and plans for the pursuit of their aims and forward these for the approval of the Executive Committee along with its implementation plans, estimate of costs and the resources required.

Functioning of Working CommitteesAll members are invited to join one or more of the five committees and contribute towards achieving the aims of the Professionals Wing. Once these members exercise their choice, the Committees are formed. In the first meeting of the Commit-tees the members choose their Leader and Alternate Leader for the year. Each Committee then prepares its “Program for the Year” which is presented to the Executive Committee for comments and approval. This Program sets out target and assigns tasks to be followed. Once the Program is approved the Executive Committee works towards achieving its stated aims by following the approved Program. Each Leader (in his absence the Alternate Leader) of the Committee also attends the regular Executive Com-mittee meetings and presents the progress of his Committee. At the Annual General Body Meeting, the Leader of each Committee presents the achievements of the Com-mittee to the members and answers any questions from the floor.

Committee # 1Membership Enrollment & Special TasksTo ensure that new members join the Professionals Wing.Pre-requisites for Membership The proposed member should have the following qualifications:• Be a Pakistani Citizen (in special cases of Pakistani Origin)• Have a Professional Qualification• Be over 21 years of age• Hold (preferably a decision-making position in his/her respective organization• Be proposed by an existing memberThe selection criteria for new members are as follows: Proposal is scrutinized & approved by the working committee & then it is forwarded to the Executive Committee for approval. After approval by the EC, an invitation is sent to the approved member (with a copy to the proposing member for follow-up). This letter contains a brief introduction of the Professionals Wing and its membership rules. Upon payment of the annual membership fees (AED1500/- perannum or on pro-rata basis, if he/she joins during the year), he/she is issued a welcome package and is enrolled as a new member. The new member’s name is added in the members’ list, which is circulated to all the members.

The Membership Committee & Executive Committee have the right to reject any application in the best interest of the Professionals Wing, without assigning any reason.

Special TasksThe second objective of this Committee is to take up special tasks approved by the EC during its one-year tenure i.e. from October to September. The scope of such special tasks can be varied such as to meet an existing need of the Professionals Wing, address community problems or to prepare and forward economic, social, educational or welfare proposals to the Government of Pakistan.

Committee # 2Employment OpportunitiesLike other Committees of the Professionals Wing, Committee No. 2 consists of some of the members of Professionals Wing who identify employment opportunities for Pakistanis in the UAE. The Professionals Wing does not work either as a recruiting company or a marketing research / information center. The role of Professionals Wing in principal, is that of identification of the opportunity and provide possible assistance.

Committee # 3Friendship with the UAE and other NationalsThe primary aim and objective of this Committee is to improve and enhance the image of Pakistan through better understanding and communication with the UAE nationals and nationals of other countries residing in the Emirates. The Professionals Wing has invited on various occasions prominent speakers to address the members and guests of the Professionals Wing has also invited them as guests to participate in other sympo-sia and functions of the Professionals Wing.

Committee # 4Symposia & Social FunctionThis Committee is responsible for organizing all the symposia and social events of the Professionals Wing with the objectives of:Promoting and enhancing social, professional and intellectual activities for the members of the Profession-als Wing and other Pakistanis residing in the UAE, by holding symposia, workshops and seminars. Improv-ing the image of Pakistan among other nationalities and particularly among the UAE nationals. This Committee is responsible for formulating an events calendar for the year. All events are approved by the Executive Committee.

Committee # 5Community Welfare, Legal & Educational SupportThis Committee works to achieve the following objectives:

Promote Educational Activities - Educational Fund

In order to promote educational activities the Committee maintains an Educational Fund which is used to provide financial assistance to needy students. Recognizing talent and Performance In order to encourage and recognize talent and performance of students in the community, the committee compiles the results of students appearing in Pakistani Board examination and awards Gold, Silver and Bronze Medals to the top three male and female students.

Essay Competition - An essay competition is organized by the Committee every year.

Assistance to Community Schools This Committee has successfully raised funds from within the community to assist Pakistani schools in the UAE.

Provide Legal Support and AdviceThe membership of the Professionals Wing includes a number of lawyers. These lawyers provide legal support and advice to the community.

Promote Social Welfare Activities This Committee has also provided assistance to those in need of emergency medical assistance. It has also assisted victims of the 2006 earthquake in Pakistan.

PANEL DISCUSSION ON PAKISTANI SCHOOLS’ REPORT AT PPW - DUBAI

PPW Education Committee conducted a comprehensive open-discussion meeting on 27th March, 2011 at PPW for principals and teachers from different schools, quality assurance advisers, educa-tionist, social development experts and senior executives of PPW on KHDA Inspection reports on Pakistani Schools’ performance. The discussion was focused on the problems and issues raised in the Knowledge & Human Development Authority (KHDA)'s Inspection report, possible solutions to improve on the shortcomings and strategies for meeting the objective, to initially attain an “Accept-able” level. In brief Mr. Munir Mahmood, Chairman PPW stressed for the self-evaluation in the school system. He pointed out that many Pakistani schools in the UAE are not fully aware of their own strengths and weaknesses. Some school staff are not sufficiently knowledgeable about best practices either locally or internationally. Most importantly, the lack of various sources of evidence to check the performance of their own schools was a barrier to self-improvement. He also assured that PPW will help and facilitate schools in the process of self-evaluation and continuous improvement within each section as recommended by the KHDA. Mr. Iqbal Maladwala highlighted & explained the KHDA’s seven quality indicator requirements and discussed possible immediate remedies. He also requested all schools to prepare their school's short term & long term plan for self-improvement in order to obtain an “Acceptable Level”. Each school's principal was asked to explain and share their school's real time shortcomings and strategies to overcome them. It was observed that some schools' principals were meeting each other for the first time.

Most of the schools highlighted the following issues:- The need of dynamic leadership and management in some of the schools. Lack of teacher training in the areas of pedagogy, pastoral care and use of ICT (Technology) Lack of localization of the Pakistani Curriculum to suit the learning needs of the students in the UAE. Lack of proper school polices on behaviour, performance management, assessments, marking, homework, trips, and professional training etc. Lack of central data system to track pupils' progress. Insufficient funds to ensure maintenance of the school building, class rooms, labs, and shortage of furniture, teaching & learning resources. Lack of safety, health & hygiene arrangements. Lack of commitment from parents, low attendance, discipline issues and inadequate numbers of parent/teacher consultation meetings.

- Students from low income families could not attend school due to non-payment of fees.- On occasions students are enrolled for Visa purpose only. (ghost students)- Delay in payments of teachers’ salaries which make them disgruntled.- Lack of a sound and safe school transport system.

Suggestion / Recommendations Prepare a comprehensive self-improvement plan for each school that would includes targets, people responsible for achieving the targets, how to achieve the targets, resources and deadlines.- Develop a central data base for lesson plans.- Develop a central data base of pupils' grades and targets.- Arrange continuous professional development opportunities to train new teachers and also look into in house and inter school training / sharing experience. Involve parents in the activities of school. Form a parent's body that is in close contact with the Leadership team of the school to exchange views and concerns.- Conducting gap analysis for KHDA / ADNEC or other local emirates inspection body's requirements.- Introduce success criteria for each target to be achieved.- Evaluation of assistance required for providing furniture & fixtures to class rooms and financial support for needy students.- Estimate of expenses to provide IT facilities to enhance teaching.- Review of salary package for teachers. After an extensive discussion, Mr. Irfan W. Malik thanked all the participants and informed them that the second session of discussion is proposed to take place next month where in PPW will invite experts from other schools who will also share their experience about KHDA quick fixes / quality indicators.

The Pakistan Professional Wing (PPW) over the last several years has been and continues to be actively involved in supporting students in the UAE whose parents are unable to support their education due to financial constraints.

One of the major achievement of PPW was completion of the new block consisting of six class-rooms and associated facilities in the Pakistan Community Welfare School, Mussafah, Abu Dhabi. The new block inaugurated by HE Jamil Ahmed Khan, Pakistan Ambassador to the UAE in a ceremony held at the school on January 18, 2012.

Ambassador Jamil Khan applauded the role of community and the members of Pakistan Profession-als Wing for the contribution in expansion of the new facility.

“There is nothing impossible from the making of a nation to setting up a school. It is the intention which makes everything easy and we are happy that the Pakistani community in the UAE is taking serious steps to take part in such projects which not only benefits the community but also helps strengthen the relationship with other communities” he said while addressing the gathering on the occasion of opening of new block.

It was also mentioned that the PPW has been providing financial assistance by payment of school fees for the less privileged Pakistani students. This year PPW had provided financial assistance of over AED1.650 million to 350 students. All these funds were contributed by its members.

In 2008, the Pakistan Professionals Wing was approached by a delegation led by Dr. Shehzad Thaheem, the then Community Welfare Attaché at the Pakistan Embassy, Abu Dhabi for financial support to this school. He informed the PPW that the School was established in 1979 at Journ Yafoor (Baniyas) by a group of dedicated Pakistani social workers. Later on in 1996 when the Journ Yafoor settlement was demolished by the Abu Dhabi Government, the school was shifted to Mussa-fah in port-a-cabins on land donated by the then Crown Prince, His Highness Sheikh Khalifa Bin Zayed Al-Nahyan.

A small section (6 classrooms), the school foyer and administration area was built with the grant from the Government of Pakistan and donations from the Pakistani community in Abu Dhabi and Dubai, in 2003. The Pakistan Professionals Wing contributed Dhs.165, 000/- in 2003. Later on, in early 2006, the Ministry of Education served a notice to close down the School on account of its failure to meet requisite standards. After that the school was taken over by the Pakistan Embassy, Abu Dhabi and the notice period was extended.

The School received a final closing down notice on 15.04.2007 from the UAE Ministry of Educa-tion, stating that “if the School fails to improve its existing building and other required standard of education for private schools, the School will be closed and its license revoked without further notice. This Community School may not offer the best education, but it was providing reasonably good education to students whose families could not afford “commercial schools”. It would have been unbearable for parents to see their children’s school close down. Pakistan as a nation is already challenged in education.

We as a community put our hands together for the survival of this School and were able to build

an extension which gave the school 6 new primary class-rooms, a school foyer and administrative area as per the approved site plan.

Over the last couple of years the number of students reached to 431 and in the upcoming session, the number will be increased to 600 after the completion of 6 new classrooms with all necessary facilities.

In the opening ceremony, the officials from the Embassy told the media that the community welfare school have over 80 per cent Pakistani children while remaining belong to other communities and it has been financially supported by the PPW for the last couple of years. “Recently the PPW has also provided 11 air conditioners and class rooms’ furniture besides completing the new block.” The officials recognized the contribution of PPW.

The school started with six classrooms and now it has 16 classrooms with over 480 students, provid-ing them with all essential facilities, including state-of-art computer lab, play ground, canteen and clinic.

Pakistani women honoured for distinguished services

Namira and Amna hailed for projecting positive image

Two talented Dubai-based Pakistani women were honoured by the Pakistan Professionals Wing (PPW) for their distinguished achievements and for projecting a positive image of their country. "Tonight, we are awarding adventurer and artist Namira Saleem, and film director and producer Amnah Khaishgi who are the source of pride for us all," said Munir Mahmoud, Chairman of the PPW at a ceremony recently in Dubai. He said the PPW members shared their joy with these outstanding ladies who excelled in their respective fields and got recognition for their country at international forums.

Khaishgi has written and directed a short film called Leap of Faith which was widely appreciated by the global audience at the Cannes Film Festival this year, as well as at the Abu Dhabi Film Festi-val 2010. Saleem is an artist and adventurer, who became the first Pakistani woman to conquer the North and South poles in addition to tandem skydiving from Mount Everest.

A farewell award was also presented to Caption (Retd) Ejaz-ul Haq, ex-chairman PPW, for his continuous support. Commenting on the occasion, Pakistan’s Consul General HE Tariq Iqbal Soomro said: "The honour given to two ladies was an excellent step taken by PPW for the positive image of the country. I congratulate the PPW's great work, especially their contribution towards education and social welfare." The PPW has given about Dhs.1 million as school fees to more than 200 underprivileged students from 112 families during the past nine months. Six Pakistani students have also been given scholar-ships for the first time to pursue higher studies. "I am thankful to the PPW members for their contributions towards this noble cause despite finan-cial constraints," said Mahmood who also presented the mid-term report of the PPW.

Improved teaching methods sought at Pakistani schools

Teachers encouraged to embracing benefits of technology

Education experts from the Pakistan Professionals Wing (PPW) Dubai are pushing for an accurate assessment of teaching methods employed in schools offering the Pakistani curriculum in the UAE, in an effort to ensure that students clearly understand core concepts while learning.

Munir Mahmoud, PPW chairman, said research shows that while children today respond to rote-based questions relatively well, they fail to answer unfamiliar or application-based questions due to unclear core concepts. "We at the PPW do realize that we have a mammoth task ahead of us that we need to start dealing with in small but right and effective steps," Mahmood said. He stressed that the PPW will assist schools carry out self-evaluations, and work towards the continuous improvement of each section as recommended by the Knowledge and Human Develop-ment Authority (KHDA). The PPW has started a series of free workshops, and has held open discus-sions on how to improve the quality of teaching and the standard of education offered by schools offering the Pakistani syllabus in the UAE. After witnessing the positive outcomes of two open discussion workshops, which were held for the first time in the UAE between principals of Pakistani-syllabus schools, teachers and members of the PPW, the PPW last week held another workshop to improve the skills of teachers of Pakistani schools.

Becoming techno-savvyThe workshop, whose theme was the ‘Use of Technology to Improve Teaching Skills' and was held on May 21, sought to help teachers use the internet and technology to improve their teaching skills. The day-long workshop was conducted by Amir Anzur, a ‘web-preneur' with over a decade's expe-rience in the online world and Dean of Webpreneur University. Some 50 teachers and principals of Pakistani schools in the UAE attended the free workshop. Anzur highlighted that several free teaching resources were available on different websites and emphasized that teachers should benefit from these resources.Irfan W. Malik, leader of the PPW Education Committee, said that the committee held a compre-hensive and open discussion on KHDA's report on the performance of Pakistani schools in the UAE. Principals and teachers from different schools, quality assurance advisers, educationists, social development experts and senior executives of the PPW participated in the discussion.

Possible solutionsThe discussion focused on the problems and issues raised in the Knowledge and Human Develop-ment Authority’s report, possible solutions to improve on the shortcomings and strategies for meet-ing the objective of attaining an ‘acceptable' level. Iqbal Maladwala, PPW executive committee member, stressed that teachers must use technology during their classes and improve their skills in the area of pedagogy and pastoral care.Each principal was requested to prepare a comprehen-sive school self-improvement plan for his school that included targets, people responsible for achieving the targets, how the targets can be achieved, resources and deadlines. They were also asked to look at a central database of pupil's grades and also consider in-house and inter-school training and sharing of experience.
