GENERAL INFORMATIONEVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. All questions not covered in these rules and regulations shall be decided by the show management whose decision shall be final. Every horse entered for competition will comply with the rules of the horse show management, but management will, in no case, be responsible for any loss or damage that may occur, and it shall be condition of entry that each exhibitor shall hold this horse show and the officials and employees of the show blameless for any loss or accident to his horse, employees, equipment, which may occur from sickness, fire or otherwise.The management reserves the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit entries and cancel award prizes without claims for damages; to cancel or combine unfilled classes, or to reschedule classes after due notice to exhibitors; to change rings or rotate judges.Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, or groom shall disqualify the horse, and the owner shall forfeit his entry fee and other fees.Show management reserves to itself the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the show without being liable for compensation.All exhibitors must wear protective headgear at all times while mounted on the show grounds.All dogs must be on leashes and under owners control.All Hunter and Equitation classes will receive ribbons through eighth place. All sections with three or more classes will receive champion and reserve Awards. Jumper Awards follow USEF JP110.Sharps and Medical waste must be disposed of in sharps container available in the barns.Management reserves the right to use a dotted line in any hunter or equitation class.Ties involving first place in the jumpers will be jumped off. Ties not involving first place will be decided upon time unless otherwise stated. A starting order will be automatically generated by computer System.

SCHOOLING RULES:Must have back number to participate in schooling. Open schooling in main and bridge hunter rings up to 30 min before the start of the ring. Ticketed schooling times for Grand Prix ring posted on the schedule. $25 for schooling in the Grand Prix ring. Additional afternoon sessions maybe added and will be announced time permitting.Management has the right to cancel due to time restrictions or weather.

MORNING SCHOOLING RULES:Main Hunter Ring - Schooling over fences in the morning until approx ½ hour prior to the start of the first class.Grand Prix Ring- Schooling on the Flat until 45 min prior to the start of the first class.Indoor Ring- Open for schooling and lungingAnnex Ring - Schooling on the flat in the morning until 45 min prior to the start of the derby. Schooling Break for opportunity classes after the DerbyBridge Ring - Schooling over fences in the morning until 30 min prior to the start of the first class.

STABLINGStalls are both permanent and tent stalls with doors. Flooring is either matted (main and cafe barn), stonedust (barn #1, #2, and stonedust barn), or dirt (tent stabling). Stalls are $200 per week and are on a first come first served basis. All stall requests must be accompanied by a check or credit card and must be received by the close of entries to guarantee that we will have your stalls for you. STALLS RECEIVED WITHOUT A CHECK or CC WILL NOT BE RESERVED. There is a $50 non-refundable deposit on each stall. All horses staying in stalls will be charged a stall fee. ONLY horses under the same ownership are able to share stalls. Feed and bedding are available from our feed office. Horses staying in stalls will not be charged a grounds fee. No refunds on stalls after the closing date of entries.No Electric Golf Carts. All extension cords used in the tents must be a minimum of 14'.

CAMPER SPACES Camper spaces must be reserved on your entry or with the office [email protected] or 717-873-1222. All campers $250 Camper Fee per week.

ENTRIESEntries must be received the day before showing.NO PHONE, FAXED or EMAILED ENTRIES WILL BE ACCEPTED. Entry forms must be filled out completely and legibly including all classes and divisions entered, signatures, ID numbers, and organization or membership numbers before numbers will be issued. Exhibitors are responsible for their own errors and those of there agents in preparation of their entry forms. You can also enter online at www.horseshowsonline.comAN OPEN CHECK OR CREDIT CARD, VALID COGGINS TEST, PROOF OF EHV-1 VACCINATION AND ALL APPLICABLE MEMBERSHIP AND MEASUREMENT CARDS ARE REQUIRED TO BE PRESENTED TO THE OFFICE BEFORE NUMBERS CAN BE PICKED UP.An office fee of $45 will be assessed all entries. All accounts must be settled within 60 days of the end of the competition. A processing fee of $100 plus collection fees will be charged for all non negotiable checks.

NON-SHOWING HORSESAll horses on the show grounds must be registered in the office and show negative coggins and proof of EHV 1/4. Non-showing horses with stalls will be charged a $100 Non-Showing horse fee in addition to stall fees. Non-showing horses without stalls will be charged a $150 Non-Showing fee plus a grounds fee.

SCRATCHESHorses scratched before the closing date of entries will receive full repayment of fees minus a $15 office fee. Stalls will be refunded minus the $50 deposit if scratched before the closing date of entries. Stalls will not be refunded after the start of the horse show. Horses scratched after the closing date will be responsible for a $25 scratch fee plus office fee.

COVID-19 Social Distancing RulesParticipants are required to comply with these and any additional Competition Organizer requirements at all times while present on competition grounds. Failure to do so may result in expulsion from the grounds.1. Comply with social distancing requirements at all times while on the competition grounds. Wash hands often and adhere to other sanitization practices throughout the day.2. Face masks must be worn in any setting where there is a possibility of being within six feet of any other individual, and when not mounted on a horse. **A participant cannot be disqualified or penalized for wearing a facemask or face covering while competing.3. Only one person per barn to go to the office and pick up back numbers, please. Social distancing must be practiced and masks must be worn and temperatures taken to enter the office.4. Trainers are responsible to take the temperatures of all riders, grooms, and spectators with their farm. Anyone with a temperature of 99.5˚ F or higher may not enter the facility.5. Anyone who: exhibits COVID-19 symptoms, has tested positive for COVID-19 within last two weeks, or *has been in contact with someone who has tested positive for COVID-19 within the last two weeks* cannot enter the competition grounds.*Exception: Healthcare personnel who have treated patients using appropriate medical- grade PPE during the course of performing professional duties are exempted from this restriction.6. Any person who was present on the competition grounds tests positive for COVID-19 within 14 days of the conclusion of competition, they must immediately notify Swan Lake Stables [email protected] and USEF. Direct USEF reports to [email protected]. The public, spectators, and non-essential personnel such as guests are prohibited from being on the competition grounds until further notice.8. All entries must be pre-entries. No late entries will be accepted.9. Entries will be limited on a first come first serve basis.

NOMINATING FEEAll horses showing in the 1.20m to 1.40m Jumper Classes, JR/AO sections, Welcome Stake, Mini-Prix must be nominated and pay the nominating fee of $125.00 by the closing date of entries.

AWARDS & PRIZE MONEYEight ribbons, unless otherwise stated, will be presented in all classes. Champion and Reserve will be awarded in all divisions containing three or more classes with three or more competitors that run to completion. In the Hunter ring, this must include the Under Saddle class if applicable.Prize money will be credited to your bill. Please designate the payee along with mailing address and tax id on the entry blank. Prize money checks will be mailed within 30 days of the end of the competition. Three entries, unless otherwise stated, are necessary to fill a class, or the class may be canceled.

ORDERS OF GOAll Classics in the Grand Prix Ring will have a posted order of go. All Hunter Derbies and Second Round Classics will have a posted order of go.

COGGINSProof of a negative Coggins Test within one year is required of every horse entering the show faciliy.

MICROCHIPSAll horses that are competing in classes which require USHJA registration which are not microchipped will be ineligible to compete in Federation licensed competitions. A microchip used to verify identity must be a fifteen digit ISO compliant 11784/11785 chip and be implanted in the nuchal ligament of the animal.

EQUINE VACCINATIONSPer USEF Rule GR845.1 Equine Vaccination Rule: At Federation Licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhiopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management.

MANAGEMENTThe Management reserves the right to cancel, combine, or split and class if entries warrant or the rules of the USEF require it. Management also reserves the right to change the order of classes or to move classes to another ring. Management reserves the right to decline any entry for any reason and to return money owed before or during the show without being liable for compensation.

MOTORIZED VEHICLE STATEMENTMinors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

CRUELTY to and ABUSE of the HORSECruelty to or the abuse of a horse present on the grounds of any Licensed Competition is forbidden, constitutes a violation under Chapter 7, and renders the offender subject to penalty. The Show Committee, or Competition Management in

the absence of a Show Committee must bar violators from further participation for the remainder of the competition. It is the duty of the competition officials to report to the Federation any person who indulges in this practice for such further action as may be deemed appropriate.

Any action(s) against a horse by a competitor or an exhibitor, which are deemed excessive by a Federation judge, Federation steward, technical delegate or competition veterinarian, in the competition ring or anywhere on the competition grounds may be punished by official warning, elimination, or other sanctions which may be deemed appropriate by the Show Committee. Such action(s) could include, but are not limited to excessive use of the whip or spurs. Competitors and exhibitors have the right to contest any action taken pursuant to GR839.5 by filing a protest or grievance pursuant to Chapter 6 of the Rules for hearing and determination by the Hearing Committee.

For the purposes of this rule, the term “soring” is defined by the Horse Protection Act, 15 U.S.C. §1821.

Any Rider, who in the opinion of the judges, stewards, or schooling supervisiors, uses his or her whips or spurs in a cruel of excessive manner will be immediately eliminated from the class in which the incident occured and may be suspended from further showing for a 24-hour period starting from the time of the incident. In some cases the rider may be barred from further competition if further violations by that exhibitor take place with the same horse or other horses. All fees owed will be forfeited by that exhibitor with no compensation from the show. All incidents will be reported in the Steward's report and reviewed by USEF's Executive Director for further investigation and charges for hearing before USEF's National Hearing Committee.

USEF MEMBERSHIP STATEMENTLife, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Modified Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides.Nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions,

Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level

tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered.

I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation.

The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

POLING & OFFSETSManual poling and/or offesets with the use of a bamboo pole or any other device are prohibited at all times. Any rider or trainer found poling or using offsets, as well as the horse or pony involved, will be immediately eliminated from the class where the incident occurred and suspended for a 24-hour period starting from the time of the incident and will forfeit all entry fees. If further violations by the same exhibitor take place on the same horse/pony or another horse/pony, the exhibitor may be barred from further showing and forfeit all fees due to show.

WAIVER AND RELEASE OF LIABILITY,ASSUMPTION OF RISK AND INDEMNITY AGREEMENT

For and in consideration of United States Equestrian Federation, Inc. dba US Equestrian (“USEF”) allowing me, the undersigned, to participate in any capacity (including as a rider, driver, handler, vaulter, longeur, lessee, owner, agent, coach, official, trainer or volunteer) in a USEF sanctioned, licensed or approved event or activity, including but not limited to equestrian clinics, practices, shows, competitions and related or incidental activities and ________________________________(“USEF Event” or “USEF Events”); I, for myself, and on behalf of my spouse, children, heirs and next of kin, and any legal and personal representatives, executors, administrators, successors,, and assigns, hereby agree to and make the following contractual repre-sentations pursuant to this Agreement (the “Agreement”):

A. RULES AND REGULATIONS: I hereby agree to be bound and abide by the rules, regulations, and policies of USEF as published in the USEF Rule Book and on the website at www.usef.org, as amended from time to time.

B. ACKNOWLEDGMENT OF RISK: I knowingly, willingly, and voluntarily acknowledge the inherent risks associated with the sport of equestrian and know that horseback riding and related equestrian activities are inherently dangerous, and that participation in any USEF Event involves risks and dangers including, with-out limitation, the potential for serious bodily injury (including broken bones, head or neck injuries), sickness and disease (including communicable diseases), trauma, pain & suffering, permanent disability, paralysis and death; loss of or damage to personal property (including my mount & equipment) arising out of the unpredictable behavior of horses; exposure to extreme conditions and circumstances; accidents involving other participants, event staff, volunteers or specta-tors; contact or collision with other participants and horses, natural or manmade objects; adverse weather conditions; facilities issues and premises conditions; failure of protective equipment (including helmets); inadequate safety measures; participants of varying skill levels; situations beyond the immediate control of the USEF Event organizers and competition management; and other undefined, not readily foreseeable and presently unknown risks and dangers (“Risks”).

EQUINE ACTIVITY LIABILITY ACT WARNING:CAUTION: HORSEBACK RIDING AND EQUINE ACTIVITIES CAN BE DANGEROUS. RIDE AT YOUR OWN RISK.

Under the laws of most States, an equine activity sponsor or equine professional is not liable for any injury to, or the death of, a participant in equine activities resulting from the inherent risks of equine activities.

C. ASSUMPTION OF RISK: I understand that the aforementioned Risks may be caused in whole or in part or result directly or indirectly from the negligence of my own actions or inactions, the actions or inactions of others participating in the USEF Events, or the negligent acts or omissions of the Released Par-ties defined below, and I hereby voluntarily and knowingly assume all such Risks and responsibility for any damages, liabilities, losses, or expenses that I incur as a result of my participation in any USEF Events. I also agree to be responsible for any injury or damage caused by me, my horse, my employees or contractors under my direction and control at any USEF Event.

D. WAIVER AND RELEASE OF LIABILITY, HOLD HARMLESS AND INDEMNITY: In conjunction with my participation in any USEF Event, I hereby release, waive and covenant not to sue, and further agree to indemnify, defend and hold harmless the following parties: USEF, USEF Recognized Affiliate Associations, the United States Olympic & Paralympic Committee (USOPC), USEF clubs, members, Event participants (including athletes/riders, coaches, trainers, judg-es/officials, and other personnel), the Event owner, licensee, and competition managers; the promoters, sponsors, or advertisers of any USEF Event; any charity or other beneficiary which may benefit from the USEF Event; the owners, managers, or lessors of any facilities or premises where a USEF Event may be held; and all directors, officers, employees, agents, contractors, and volunteers of any of the aforementioned parties (Individually and Collectively, the “Released Parties” or “Event Organizers”), with respect to any liability, claim(s), demand(s), cause(s) of action, damage(s), loss, or expense (including court costs and reasonable attorney fees) of any kind or nature (“Liability”) which may arise out of, result from, or relate in any way to my participation in the USEF Events, including claims for Liability caused in whole or in part by the negligent acts or omissions of the Released Parties.

E. COMPLETE AGREEMENT AND SEVERABILITY CLAUSE: This Agreement represents the complete understanding between the parties regarding these issues and no oral representations, statements or inducements have been made apart from this Agreement. If any provision of this Agreement is held to be unlawful, void, or for any reason unenforceable, then that provision shall be deemed severable from this Agreement and shall not affect the validity and enforceability of any remaining provisions.

I HAVE CAREFULLY READ THIS DOCUMENT IN ITS ENTIRETY, UNDERSTAND ALL OF ITS TERMS AND CONDITIONS, AND KNOW IT CONTAINS AN ASSUMPTION OF RISK, RELEASE AND WAIVER FROM LIABILITY, AS WELL AS A HOLD HARMLESS AND INDEMNIFICATION OBLIGATIONS.

By signing below, I (as the participant or as the Parent/Legal Guardian of the minor identified below) hereby accept and agree to the terms and condi-tions of this Agreement in connection with my (or the minor’s) participation in any USEF Event. If, despite this Agreement, I, or anyone on my behalf or the minor’s behalf, makes a claim for Liability against any of the Released Parties, I will indemnify, defend and hold harmless each of the Released Parties from any such Liabilities as the result of such claim.

The parties agree that this agreement may be electronically signed. The parties agree that the electronic signatures appearing on this agreement are the same as handwritten signatures for the purposes of validity, enforceability, and admissibility.

Directions to Swan Lake

n Attention! mIf you have a tractor trailer type horse trailer please use these directions to come to Swan Lake from RT 15

Take the PA-116 Hanover Rd exit towards Rock Grove Rd. Travel 6.3 mi. Turn right on to Honda Rd. Go 1.2 miles and keep Left on Honda Rd. Go half a mile and turn left on Schoolhouse Rd.

Go 0.6 miles to Swan Lake Stables, trailer entrance on the left.

From Frederick on Route 15 traveling North

Take the Route 116 Exit (Hanover St.) - Bear right off exit. Go 4 miles to Bonneauville, after curve take immediate right onto Maple Street. Take first left on to White Hall Rd. Go 2.5 miles, see sign on left - Junque Shop, take left onto Honda Road. Make immediate right onto Schoolhouse Road. Swan Lake is 3/4 mile on the left.

From Harrisburg on Route 15 traveling South

Take the Route 116 Exit (Hanover St.) - Go left off exit. Go 4 miles to Bonneauville, after curve take immediate right onto Maple Street. Stay left at fork (Maple becomes White Hall). Go 2.5 miles, see sign on left - Honda Acres, take left onto Honda Road. Make immediate right onto Schoolhouse Road. Swan Lake is 3/4 mile on left.

From Westminster on Route 97 North

Go past McDonald’s in Littlestown. Turn right onto Whitehall Rd. Go 1 mile, turn right onto Littlestown Road. Go past Kosmos Farm, turn left onto Flatbush Road. Swan Lake is 1 mile on right.
