1. POSITION OBJECTIVESAs part of the Council’s Youth Services team, the position is responsible for:

Developing and implementing effective diversionary and positive programs and activities for young people in Wyndham and surrounding communities;

Facilitating young people’s participation in local decision making and service delivery; and

Facilitate use of and coordinate the operations of the Ted Birch Youth and Recreation Centre

2. KEY RESPONSIBILITIES

The Casual Youth Officer is primarily responsible for the delivery of programs and projects for young people and supervision of users of the Ted Birch Youth and Recreation Centre. The position requires flexible working hours with some evenings and weekend work to achieve the key outcomes of service delivery.

The Youth Officer will:

Promote participation in healthy lifestyles through program and activity provision, including life skills development, information and education;

Supervise users of the Ted Birch Youth and Recreation Centre; Effectively engage young people, their families and community members in identifying

needs and developing responsive programs and activities; Together with team members, regularly review and update procedures and operations in

order to provide effective operation and continuous improvement of services internally and externally;

Assist in the coordination of youth services through joint and collaborative planning, identification of issues and needs and the development of strategies;

Provide information, advocacy and referral services for young people, service providers and other stakeholders;

Prepare and present reports regarding planning, programs, activities and outcomes; and Actively participate as a member of the Youth and Community Services teams;

4. ORGANISATIONAL CONTEXTTo undertake tasks and provide support for the Community Development team to achieve the delivery of services and programs for young people, their families or carers and the Wyndham community. These services are to be delivered in a positive, professional and safe manner at all times, within organisational and legislative requirements.This will be achieved by:

Ensuring effective communication, procedures and systems and competent professional work practices to support high quality service delivery

Providing organisational and community leadership through professional conduct, ethical behaviour, accountability and responsible decision making;

Contributing to overall continuous improvement strategies and strategic planning; and Demonstrating and supporting behaviours which comply with Council’s values and strive

towards a high standard of service delivery to the organisation and the community.

5. KNOWLEDGE AND SKILLSOrganisational:

Effective engagement with young people, families and community members.; Knowledge of issues affecting young people and their families, particularly in remote

and Indigenous communities; Knowledge of community development principles and practices and youth service

frameworks; Knowledge of community engagement techniques in diverse and cross cultural

communities and ability to effectively communicate with a range of individuals and organisations;

Experience in planning, implementing and evaluating youth programs and activities including working collaboratively with other service providers;

Knowledge of Windows based software and effective administration systems and procedures;

Interpersonal:

Well developed written and verbal communication skills; Sound time management, organisation and administration skills; Public relation and negotiation skills and a commitment to customer service; Demonstrated ability to work as part of a team to achieve objectives; Ability to identify, discuss and resolve issues with staff at all levels; Demonstrated ability to work within tight timeframes and regularly monitor deliverables; Ability to manage one’s own time and assist others to achieve specific timeframes and

allocated tasks; Demonstrated ability to work independently and take ownership to resolve factors that

may influence the delivery of service in a timely and accurate manner; and Ability to manage multiple tasks effectively with a degree of flexibility within a changing

workplace environment.Change Management:

Ability to recognise issues and use initiative to identify and discuss proposed solutions; Ability to promptly respond to changed circumstances and make sound decisions to

ensure the ongoing efficient and effective delivery of key deliverables within the role; and

Ensure compliance with and adherence to all legislative requirements and business practices at all times.

and Demonstrated ability to observe all safe working practices and take reasonable care to

ensure one’s own safety at work and that of other Officers within the workplace.

6. ESSENTIAL SELECTION CRITERIA – QUALIFICATIONS, SKILLS AND EXPERIENCE

Demonstrated ability to work independently and use initiative to achieve objectives. Demonstrated ability to work successfully in a team environment The ability to plan, implement and evaluate youth programs and activities Experience working with young people, particularly in community based settings Demonstrated ability to engage and build positive relationships with young people, their

families/carers and the community Well-developed interpersonal, verbal and written communication skills Experience in developing partnerships and working collaboratively Qualifications in Youth Work, Social Sciences or a relevant field are desirable.

7. OTHER REQUIREMENTSThe successful applicant will be required to submit the following documentation. The Shire of Wyndham East Kimberley will reimburse costs where required.

Working With Children Check – WA; National Police Clearance; Copies of Certified Qualifications; Drivers License; and Medical Certificate.

The successful applicant will be required to sign the Shire’s staff code of conduct.
