History of The Alexis de Tocqueville Humanitarian AwardUnited Way of Carlisle & Cumberland County established The Alexis de Tocqueville Humanitarian Award in 2000. The Award recognizes an individual or a couple's outstanding volunteer service to the community. As such, the honorees are:

• Committed volunteers within local systems of human service• Creative in their approach to community service• Sustaining volunteers, with community service over a period

of years• Outstanding in providing leadership and working with others• Inspirational and encouraging of others to service

Michael B. Devlinas the recipient of the 2017

Alexis de Tocquevil le Humanitar ian Award

Michael B. Devlin graduated from Somerset Area Senior High School in

1967. He attended Indiana University of Pennsylvania before graduating in 1972 from St. Vincent College in Latrobe, PA with a degree in Accounting. Mike was a member of the Pennsylvania

Institute of CPA's & the American Institute of CPA's from 1976 to 2006.

He has spent 45 years with the accounting firm of Boyer & Ritter, LLC,

formerly as a Principal and presently as a Consultant.

At Dickinson School of Law, Mike served as an adjunct professor of accounting for approximately 28 years. Mike has been a member of the Kiwanis Club of Carlisle for 38 years, and was recognized in 2014 as a Legion of Honor Member. He is a member of the Greater Carlisle Area Chamber of Commerce and the West Shore Elks. He is a current Board Member and Vice President of the Todd Baird Lindsey (TBL) Foundation. He has been involved with the TBL Foundation for about 16 years.

Mike is also presently a Board Member of the Carlisle Regional Medical Center, where he has served as a Board Member for about 7 years. He was a Board Member of the Carlisle Hospital for approximately 9 years, serving as Treasurer for 4 years. He was also Treasurer of the Carlisle Area Religious Council (Project SHARE) for about 20 years. He served for 6 years as the Finance Committee Chairman at St. Patrick's Church. Mike is the former

Treasurer of the Acoustic Neuroma Association, where he served for about 8 years when it was first organized in Carlisle.

Mike was Treasurer for Al Masland when Al ran for House of Representatives; also he was Treasurer for Al's campaign for judgeship. He served on the Board of the Stoneridge Homeowner's Association at Wintergreen, VA for 14 years; he was Treasurer for 11 years. He has had a long-time presence at Wintergreen (since the early 90's) and enjoys returning to his home and entertaining his friends there on the mountain. Mike is also 20-year member of the Bailey Club.

For the United Way of Carlisle & Cumberland County, Mike is a former member of the planned giving committee and a former co-chair of the Alexis de Tocqueville Society. After co-chairing the Society for 6 years, he remains an active member.

About Alexis de Tocqueville

Alexis Charles-Henri Clerel de Tocqueville, author of Democracy in America, was commissioned to study the prisons and penitentiaries of the United States in 1831 with Gustave de Beaumont. During his study of American society and politics, he observed the American spirit of volunteerism and admired the commitment to advancing the common good and creating opportunities for all.

About The Alexis de Tocqueville Society

Created in 1972 by United Way Worldwide to recognize persons who have rendered outstanding service as volunteers, The Alexis de Tocqueville Society inducts members who embody de Tocqueville’s observations of the American spirit of voluntary effort for the common good.

In 1998, United Way of Carlisle & Cumberland County established its own Alexis de Tocqueville Society to acknowledge the commitment of local community leaders to philanthropy.

I have seen Americans making great and sincere sacrifices for the key common good and a hundred times I have noticed that, when needs be, they almost always gave each other faithful support.
