PROJECT DESCRIPTION
MIA-Troy Recreation Trail
PID 100778
The City of Troy proposes to resurface three sections of the Troy Recreational Trail in Troy,
Miami County. The Troy Recreational Trail is a component of the Great Miami River
Recreational Trail.
The trail segments to be resurfaced extend from Lytle Road to Trade Square (Segment A); from
Harrison Street to the Adams Street bridge (Segment B); and from the Market Street bridge to
the Miami Shores Golf Course (Segment C). The pavement in these sections is deteriorated,
with areas of cracking and heaving that present an impediment to Trail users.
Construction is expected to begin in September 2019 and conclude in October 2019. Within
each segment, construction is expected to require up to one week. Affected segments will be
closed during construction, with signed on-street detours provided. Utility relocations are not
anticipated.
The Troy Recreational Trail is maintained by the City of Troy Board of Park Commissioners.
The underlying land is currently owned by the City of Troy Board of Park Commissioners, the
City of Troy Board of Education, the Miami Conservancy District (MCD) and one private
property owner. Portions of the Trail were not previously acquired in a manner that allows for
the necessary long-term control and public access required for a federal-aid project. As part of
the project, approximately 1.3-acre of City-owned land will be dedicated as public right-of-way.
The City will enter into a long-term agreement with MCD for the approximately 2.5 acres of
Trail on MCD-land. The portion of land occupied by CSX is in the area under the control of
MCD and will be included in the long-term agreement. The project will acquire approximately
0.25-acre of permanent right-of-way from the private property owners on which the Trail is
currently located.
The portions of Trail to be resurfaced clip Hook Park (Segment A from Sta. 14+45 to Sta.
19+65) and terminate at the Miami Shores Golf Course and associated lands (Segment C Sta. 23
to Sta. 24). Hook Park and Miami Shores Golf Course are recognized Section 4(f) Resources
owned and maintained by the Troy Board of Park Commissioners. The City will dedicate
approximately 0.25-acre of land within Hook Park and 0.2-acre of land associated with Miami
Shores Golf Course as public right-of-way. The Trail also extends along the eastern edge of
Hook Elementary School, outside of the established recreational facilities at the school; the
school board will dedicate approximately 0.2-acre of land from the Hook Elementary School
property as public right-of-way. The MCD-owned land through with the Trail extends is owned
and maintained by MCD for purposes of flood control and is not recognized as a Section 4(f)
resource.
ODOT Office of Environmental Services has determined that the dedication of right-of-way
from Hook Park and Miami Shores Golf Course, as well as the dedications/leases from other
publicly-owned properties, do not constitute a Section 4(f) use, as the Troy Recreation Trail is an
existing recreational facility. The detour of the Trail is considered to be a “temporary no use” of
the trail, due to the provision of a signed detour.
The project will not require any work within streams or wetlands. No tree removals will be
required under the project. Segment C of the project is located within the designated special
flood hazard area associated with the Great Miami River; the project will be designed to result in
no increase in the base flood elevation.
Within Segment A, minorities represent 4% of the population and individuals in poverty
represent 26% of the population. Within Segment B, minorities represent 47% of the population
and individuals in poverty represent 72% of the population. Within Segment C, minorities
represent 6% of the population and individuals in poverty represent 47% of the population.
The project will be constructed with federal (Transportation Enhancement) and local funding.
The environmental review for this project is being undertaken based on Stage 2 level plans.
Environmental clearance is scheduled for 03/09/2018. The project is expected to award in
August 2019.
