Counselling and Preference form filling Procedure
-: Information and Instructions to the Candidates:- 1. Admissions to Medical Superspeciality (DM/MCh) courses for academic
year 2016-2017 will be done by counselling & Preference form filling system. This admission process is for admission to Government / Corporation and Private Unaided Medical Colleges.

The DM/MCh candidate having overlapping university examination date from 28th July,2016 to 30 July 2016, such a candidate will be permitted to fill preference form on any day scheduled from 28th July,2016 to 30th July,2016.
3. SELECTION PROCESS DOCUMENT VERIFICATION AND PREFERENCE
FORM SYSTEM:
3.1 The candidates will give their preferences through a process "Preference form filling process" which will be notified by the competent authority on website www.dmer.org & www.mahacet.org The schedule, seat distribution and procedure regarding preference form filling process and details of further admission process will be made available to the eligible candidates in the preference form brochure and on the website. A candidate should be present personally for filling preference form (Proxy will not be permitted)*. The selection to a course/college will be made considering his/her Final State Merit List Number and preferences given by the candidate. Candidates as per State Merit List (SML) Number will be called for counselling and asked to fill the preference form. Counselling for MH-SSET 2016 eligible candidates will be carried out at Grant Government Medical College, Mumbai. During these sessions, candidates are assisted in exercising their preferences for various courses and the institutions. Seat allocation shall be made centrally at a later date on the basis of MH-SSET-2016 Final State Merit List (SML) and preferences exercised by the candidate. Note:- * However those candidates who are appearing for University PG Examination may send Proxy along with authority letter in the prescribed format given in this brochure (Annexure - D). If proxy is not sent along with authority letter in prescribed format, Proxy will not be permitted to attend the counseling process.

4. Selection Process shall be as follows: 4.1 The candidate should present personally to fill the preference form. The
candidate should submit only one preference form. Submission of more than one preference form shall lead to disqualification.
Candidates should download copy of preference form brochure and read the same carefully
4.2 At the time of filling the Preference form the candidate should bring all original documents and a set of attested copies of the same in support of claim made in application form.
4.3 List of Documents for MH-SSET is given below: I. Online downloaded Application form. II. Copy of downloaded Admit Card.

4.4 Based on preferences given, the seats will be allotted on merit and the allotment will be displayed on website of ‘www.dmer.org’ & 'www.mahacet.org'. All the candidates to whom a seat has been allotted in the 1st round on the basis of Merit-cum-Preference will have to compulsorily join the college and course so allotted, with in prescribed period by completing the requisite formalities. i.e submission of original documents as per the list given in 4.3 and payment of requisite fees.
4.5 It is made clear that even if a candidate to whom a seat has been allotted in the 1st round wants a betterment of his/her choice, such a candidate must initially accept the allotment and join the college by completing the necessary formalities as set out by these Rules, failing which such a candidate will be thrown out of the entire admission process of the current academic year 2016-2017.
If any candidate to whom a seat has been allotted in the 1st round does not join the college and course seat so allotted, it will be

presumed that such a candidate is not interested in the admission process and for all further round(s) of admission, such candidate shall not be considered for allotment of any seat whatsoever.
The seat so allotted to such a candidate who does not join, will be presumed to be a vacant seat as on and from the next date after the date set out as the last date for joining the college in terms of such allotment. Such a vacant seat will be allotted in the next round of admission process within prescribed period.
4.6 All the candidates who have filled the preference form and to whom a seat could not be allotted in the round will be held eligible for allotment of a seat in the subsequent Round(s).
4.7 After the first Preference Form round, Competent Authority may conduct subsequent computerized preference round(s), based on the same preference form and no separate preference form will be required to be filled by the candidate. For aforesaid round those candidates who have not joined / resigned after allotment of seat(s) will not be considered as eligible.
4.8 Cut-off date for the eligibility: The eligibility of the candidate shall be determined and/or decided for all purposes including for applicability of all these Rules and Regulations by considering the last date of document verification as the cut off date. However this clause will not be applicable to the candidates appearing for MUHS, Nashik PG examinations during July to August 2016. For these candidates cut of date will be 26th August 2016.
5. Procedure followed at Counselling Center 1. Orientation: Candidates will assemble in Grant Government medical
college, Mumbai as per the programme. They will be given orientation about the process. Counseling for Preference form filling will be done. The candidate must be present in person. Proxy will not be allowed.
2. Preference Form information brochure: This Preference form information brochure is made available to candidates on web site i.e www.dmer.org & www.mahacet.org. It contains relevant information about the process, State Merit List No. of last admitted candidate for DM/MCh courses for the academic year 2015-2016, subject, college code, distribution of seats, status of MCI Recognized and specimen copy of Preference form for practice. Candidates should read the information brochure of Preference system carefully and should bring the downloaded copy of the same for counseling.
3. Scrutiny Form: Scrutiny form will be issued to the candidates. Candidates should fill in required information. They should arrange documents in order as per list given on scrutiny form i.e. one set of originals and another set of attested photocopies.
4. Verification of Documents: Candidates will be called by State Merit List number. They should submit scrutiny form with a set of attested photocopies and show the originals. The documents will be verified by scrutiny officer & eligibility will be endorsed on the scrutiny form. Candidates should not submit original documents.

5. The Subject & College combination code is a two digit number specific for each college & Subject combination. Candidate can fill minimum one preference and maximum 25 preferences for DM Courses & 29 preferences MCh courses respectively. It is not compulsory to fill all Preferences. Subject & College code numbers are specific. Code No. represents a particular subject in specific college.

6. Candidate should read all instructions before he / she starts filling the preference form. Candidate should note carefully the subject & college combination codes. Candidate must first fill the specimen copy of Preference form given in the brochure with pencil for practice. Once the candidate is satisfied with his choices filled on specimen copy of Preference form, then he should start filling the actual Preference form using black ball point pen.
7. Candidate should write his most preferred college and subject combination code as Preference no.1 followed by his next choice as no.2 and so on. While filling the college and subject combination code number should be written in boxes.
8. Candidate must be very careful while filling the preference form. Candidate can fill minimum one preference or any desired number of specialty wise available preferences for MH-SSET 2016. The same code should not be filled more than once. In case the candidate fills the same code more than once, higher preference will be considered and subsequent repeated preference(s) will be ignored. If the candidate fills wrong code number that preference will not be considered.
9. If a candidate does not give preference for a particular code (Govt. / Corporation / Private); then it means that he / she is not interested / desiring to take that Superspeciality seat. Candidate should note that there will be no change / addition / deletion in his / her list of preferences at later date / stage (not applicable for final round by personal appearance).
10. The candidate should submit his duly filled Preference form at the specified counter. Candidate shall inform regarding any correction in the name if required at the counter.
11. Data Response Sheet & Verification: - Data response sheet of Preference Form in duplicate will be generated and will be given to the candidate for verification. Candidate should check that the data i.e. SML No. Name etc. and his Preferences and subject college combination codes have been correctly printed. After verification the candidate will report any discrepancy in the data and it will be duly

corrected according to his/her preference form. If the candidate does not report any discrepancy, it will be presumed that the data entered against his/her name is correct and subsequently corrections/ alterations will not be made at later date.
The candidate should sign the data response sheet copies. Candidate will be given a copy of data response sheet.
12. Candidate should note that the Preferences of subject and college combination codes, once entered in the record/data, after verification by the candidate, shall be final and irrevocable. Thereafter there can not be any change, addition or deletion of Preferences entered by the candidate. This final data shall be used in entire selection process for the admission to Medical Superspeciality (DM/MCh) courses.
13. If a candidate gets selected for a particular DM/MCh course, then the candidate is required to join that course as per the procedure. In case he / she does not join the course, he / she will not be eligible for subsequent admission process of MH-SSET 2016.
14. For filling of vacant seats after first round, same preferences will be considered for subsequent computerized rounds and no separate preference form will be required to be filled by the candidate (except for final round by personal appearance).
15. Seats distribution chart contains institute and subject wise available seats. Seat distribution chart is subject to change as per instructions of MCI/Court directives/Transfer of PG Teacher.
16. Candidate will be issued only ONE Preference Form. Duplicate / another Preference form will not be issued.
17. In case the candidate is not eligible for admission according to rules, the Preference form will not be issued or cancelled if already issued.
18. Candidates remaining absent for the process of preference from filling will not be issued preference form after the programme is over.
19. The registration once granted is valid only if the teacher and the Dean are satisfied about regularity, diligent persuasion of studies by the student as well as good conduct.
20. Candidate selected for admission shall be subject to disciplinary rules of MUHS / Institution / Government and local authority.
21. A candidate selected for Superspeciality course will not be allowed to change subject / college / institute / place on mutual basis.
22. In case of dispute in the matter of allotment of seat / course / institution or any other matter pertaining to the provisional selection or cancellation of admission, the decision of the Competent Authority shall be final and binding.

23. PROCESS FOR FILLING VACANT SEATS 23.1 After first round, the vacant seats will be filled in. For these seats
the selected as well as not selected candidates who have filled the
preference form are eligible, except for those who have filled "Status
Retention Form". For this process MH-SSET 2016 the respective
merit lists of DM and MCh will be operated from SML number 1
onwards. The candidate getting selected in the first round will be
considered for betterment in the subsequent selection process.
Rs.1500/- will be deducted by the previous college from the tuition
fees if there is shifting in subsequent selection process. The
betterment herein means the higher preference exercised by the
candidates. The shift in such betterment shall be compulsory and
mandatory except for those who have filled "Status Retention
Form". 23.2 Status Retention of Admission: After selection in first/subsequent
rounds, if the candidate desires to retain the same selection (subject
& college) and does not want to take any further betterment, then
he/she can do so by filling 'Status Retention Form' in the prescribed
Proforma given as Annexure "A" within specified time period after
selection which will be notified alongwith selection list. "Status Retention Form" is to be submitted to the Competent Authority
through the college where he/she is admitted. However candidate
should note that his name will be deleted from the further selection
process for the academic year 2016.
23.3 The Competent Authority will display notification on website
indicating the dates of subsequent selection process. If necessary,
after completion of earlier round(s) of allotment of seats by way of
Preference Form, the Competent Authority may conduct Personal
Counselling Round to fill vacant seats as deemed fit till 31/08/2016.
23.4 The following candidates will not be held eligible for subsequent
admission process.
23.4.1 All MH-SSET 2016 candidates who have not filled the
Preference Form.
23.4.2 All MH-SSET 2016 candidates to whom a seat has been
allotted in previous round(s) but have not joined.
23.4.3 Names of all the candidates to whom a seat has been
allotted in the previous round(s) and who have joined the
college accordingly and have further submitted Status
Retention Forms by the aforesaid prescribed date will be

removed out of consideration for the remaining admission
process.
23.4.4 All such candidates to whom a seat is allotted through MH-
SSET 2016 in the previous round(s) and joined the college,
but resigned the seat will not be eligible for personal
counseling round.
23.4.5 Candidates may resign on or before prescribed date to be
notified by Competent Authority, to be eligible for next MH-
SSET 2016.
24. THE CONDITIONS TO BE SATISFIED BY CANDIDATE AFTER SELECTION:- 24.1 A candidate will have to pay the prescribed fee (i.e. tuition +
deposit + others). He/she should deposit all relevant original certificates / documents in the concerned institution.
I) The fees for Government and Municipal Corporation Medical Colleges, as below as per GR. No. AMC-1007/628/CR.148/07/Edu-02 Mantralaya Dated 1st March, 2012 (subject to revision by the Govt. / appropriate authorities):
Tuition fees Rs.64,400/- per year + (development Fee 5,000)
Admission fees Rs.1,500/-
Gymkhana fees Rs. 500/-
Hostel fees Rs. 4,000/- per year
II)a. The fees for Bombay Hospital Institute of Medical Sciences, Mumbai is - total fees - 2,00,000/- (Two Lakhs Only) per year. The Candidates admitted in this institute will have to sign a compulsory One year service bond. If a candidate fails to render one year service after passing their superspeciality degree examination, as per the bond then a penalty of Rs. 2,00,00,000/- (Rupees Two crores) shall be payable by the student to the Bombay Hospital (As per college Information).
II)b. N.K.P Salve Institute of Medical Sciences & Lata Mangeshkar Hospital, Nagpur will have fees Stricture as decided by Pravesh Niyatran Samiti for the Year 2016-17.
24.2 The candidate will have to work as a Resident, under the Residency scheme, prescribed by the Government vide GR No.MED-1059/2116/CR-10/96/EDU, dated 31st Jan. 1996.

24.3 All selected candidates will have to submit DD/Pay order of 650/- drawn on any Nationalized/Scheduled Commercial Bank in favour of "NATIONAL INSURANCE COMPANY LIMITED, KOLHAPUR" Payable at Kolhapur for Amartya Shikshan Yojana as per GR.MED/100/880/CR-129/Edu-1, dated 13/10/2003 submitted to the concerned Institution.
25. CANCELLATION AND REFUND:- 25.1 A candidate who has confirmed his/her admission may cancel it by
submitting an application to the concerned Dean.
25.2 Candidate cancelling his/her admission on or before 16st August 2016, shall be held eligible for subsequent MH-SSET 2017.
25.3 Candidate cancelling his/her admission after 16st August 2016, will not be eligible for immediately succeeding MH-SSET.
25.4 The procedure for refund of fees shall be as under

26. DISCIPLINE:-
26.1 If any candidate / authorised representative or accompanying
person is found obstructing the counseling and or admission
process, trying to influence in unlawful manner/ creating nuisance,
the candidate shall be liable for disqualification from the process of
selection. The decision taken by the Competent Authority in this
respect shall be final and binding.
26.2 All candidates selected for admission shall be subject to the
disciplinary rules of the Institution, University and Government and
local authority.
26.3 Failure of the candidate in entering full and correct information in
the online application form and/or suppression of any information
would lead to disqualification of the candidate for MH SSET 2016 or
even at later date. Such a candidate will be debarred from the
examination / entire selection process.
26.4 Adopting an unfair means or engaging in malpractice in the
examination shall render a candidate liable for punishment under,
“Maharashtra Prevention of Malpractices Act, Universities, Board
and Other Specified Examination Act, 1982” and disqualify him/her
for MH-SSET-2016 examination.

26.5 If any person(s) or officer(s) dealing with the conduct of the MH-
SSET-2016 are found engaged in act(s) that would result in the
leakage of question paper or attempt to use or help in the use of
unfair means in this examination, he/she shall be liable to
prosecution under Indian Penal Code.
27. SERVICE BOND:
27.1 Candidates selected for Superspeciality Courses will be required to
give a bond as per GR NO. MED-1010/CR 184/10/Edu-2. Dated
28/05/2010 & GR NO. MED-1012/CR13/12/edu-2 dated 21, March
2012 of Rs. 2 Crore (supported by two sureties), to serve the
Government of Maharashtra or Local Self Government or Defence
Services for a period of 1 year. If the candidate fails to render the
services as stipulated above, the amount of Rs. 2 Crore will be
recovered from the candidate.
27.2 Candidate selected against a Superspeciality seat will be required to
sign a bond for completion of senior residency tenure, failing which
he/she will be required to pay Rs.10,00,000/- (Rupees Ten Lacs
Only) to the respective institution for the default (i.e. non completion
of senior residency tenure). However, this is not applicable to the
candidates of MH-SSET-2016 resigning the Superspeciality
registration on or before 16/08/2016.
27.3 Any candidate responsible for laps of Superspeciality Postgraduate
Medical Seats will have to pay additional penalty of Rs.10,00,000/-
(Rupees Ten Lacs Only). Any such candidate will not be eligible for
appearing at immediately succeeding MH-SSET 2016.
27.4 If a candidate resigns the selection/ residency after prescribed date,
then his/her original documents will not be returned unless he pays
the penalty as per 26.2 and 26.3. Dean/Head of the institute will
take all possible lawful measures to recover the penalty amount.
27.5 Any issue not dealt here-in above will be dealt with, when arising,
fully and finally by the Competent Authority. Any amendments made
by Government of Maharashtra from time to time will be
implemented.
27.6 Legal jurisdiction: All disputes pertaining to the conduct of
examination and selection shall fall within the jurisdiction of Courts
at Mumbai.

SELECTION PROCESS 1. The collected data will be centrally processed for the selection of candidates for
DM/MCh courses. 2. The selection will be done as per merit (SML no.) and on the basis of
Preferences given by candidates in Preference form. 3. The list of candidates selected for DM/MCh courses shall be displayed at the
website of DMER i.e. www.dmer.org & www.mahacet.org. 4. The selection list will be declared by 31st July, 2016. It will be displayed on the
website. List of selected candidates will be sent to all concerned colleges. Candidate should report and pay the fees and submit original certificates at respective colleges by 07th August 2016.
5. If the candidate does not report by specified date, then his / her selection automatically stands cancelled and he / she will be debarred from the subsequent process.
6. All the institutions should inform the joining of the candidates and vacancies arising due to non-joining of the candidates and cancellations at their institutions after the last date of reporting, immediately to DMER office.
7. The academic term of Medical Superspeciality courses will start from 1st August 2016.
8. Process for filling vacant seats: After first round, the vacant seats, if any will be filled in. For these seats the selected as well as not selected candidates who have filled the Preference form are eligible. For these process MH-SSET-2016 merit list of eligible candidates will be operated from SML number 1 onwards. The candidate getting selected in round one will be considered for betterment in the subsequent selection process. The betterment herein means the higher Preference exercised by the candidate. The shift in such betterment shall be compulsory and mandatory. Such candidates will have to collect original certificates and admissible refund of fees as per procedure from previous college and join the new course and college within stipulated joining period.
9. Status Retention of Admission : After selection in first/subsequent process, if the candidate desires to retain the same selection (subject & college) and does not want to take any further betterment, then he can do so by filling 'Status Retention Form' in the prescribed proforma given as per "Annexure- A" of this brochure, within specified time period after selection which will be notified along with selection list. 'Status Retention Form' to be submitted to the Competent Authority through the college where he is admitted. However candidate should note that his name will be deleted from the further selection process for the academic year 2016.
10. Candidates Selected in the first round but not reporting to the college and / or not paying the fees will not be eligible for subsequent admission process.
11. Candidate who has confirmed his/her admission may cancel it by submitting an application to the concerned Dean. Deans should inform such cancellations to DMER immediately.
12. Candidates may resign before 16St August 2016, to be eligible for next MH-SSET-2017.
13. Candidates canceling his/her admission after 16/08/2016 will not be eligible for subsequent two years for MH-SSET.
14. The procedure for refund of fees shall be as under. a) On or before 16/08/2016 : Rs.1500/- be deducted from the tuition fees and rest
to be refunded. b) After 16/08/2016 : No refund
15. Last date of admission process for filling vacant seats for Medical Superspeciality courses is 31St August 2016.
