In Fiscal Year 2017, eliminate route as approved by the WMATA Board. The last day of Metrobus
1E service will be August 19, 2016. ART will connect Dominion Hills with East Falls Church Metro
Station effective August 22, 2016.
Justification for Change
This route has low ridership in Dominion Hills (approximately 20 boardings per day). Discontinued
segments along Wilson Boulevard will be served by Metrobus 1B, which will absorb the Metrobus
1E trips. ART 53 will be extended to connect Dominion Hills with East Falls Church Metrorail
Station. This recommendation is being made in accordance with the State of Good Operations
report adopted by the WMATA Board. These changes will occur June 28, 2016.

In Fiscal Year 2018, increase peak frequency in the peak direction to 10 minutes, as
well as during midday/evening services to every 15 minutes, late night/Sunday

Justification for Change
This recommendation will promote Primary Transit Network (PTN) levels of service
along Washington Boulevard from Ballston west to the County line. PTN corridors
are intended to have 15 minute or better frequencies, 18 hours or longer, every day of
the year. Buses currently average more than 30 passengers on several peak period
trips. This recommendation will accommodate expected growth in demand along the
corridor.

Justification for Change
In Phase 1, this recommendation will increase frequency to match current effective frequency of
Metrobus 4A and 4B during the midday, Saturday and Sunday periods of every 30 minutes.
Metrobus 4A will be converted into the proposed Metrobus 1Y, an express peak hour service into
Downtown DC. In Phase 2, new service configurations are being recommended that maintain
Metrobus service on specific through corridors and ART will provide local neighborhood service.
Timing and factors regarding transfer of service will be discussed in coordination between Arlington
County and WMATA.

Justification for Change
New service configurations are being recommended that maintain Metrobus service
on specific through corridors and ART on local neighborhood roads, therefore this
route will continue straight on Glebe Road. Combined with the proposed Metrobus
23A/B, this route will provide high frequency Primary Transit Network (PTN) level
service (every 15 minutes) along the Glebe Road corridor. Discontinued segments on
S Walter Reed Drive (between South Kenmore Street and 6th Street) will be served
by ART 77, while the discontinued segment on 2nd Street will be served by ART 45.

Justification for Change
The Metrobus 16A primarily serves residents of Fairfax County. The proposed route
restructuring for Columbia Pike (in Arlington) will continue to provide service for
Columbia Pike residents in Arlington to Pentagon, as well as add a new high
frequency service to Pentagon City & Crystal City. The service provided by the
Metrobus 16A in Arlington would be duplicative, and by reducing the number of stops
made improves the trip for Fairfax residents and overall transit operations along
Columbia Pike.

Description of Change
In Fiscal Year 2018, provide a new frequent service connecting Skyline, Columbia
Pike, Pentagon City and Crystal City every day in conjunction with implementation of
Premium Transit Network service on Columbia Pike.
Justification for Change
The Metrobus 16M is being added as a high-frequency, premium bus service that is
part of the new Columbia Pike Premium Transit Network. This route will operate
between Skyline (in Fairfax County) and Crystal City. The route will stop at all 24 of
the proposed Columbia Pike Transit Stations (12 in each direction), with additional
stops near Skyline, Jefferson Street and Route VA- 7, Pentagon City, and Crystal
City. The route will utilize Transit Signal Priority (TSP), off-board fare collection, near-
level boarding, and real-time passenger information to provide an improved travel
experience. The Metrobus 16M will be a specially branded service.

Description of Change
In Phase 1 (Fiscal Year 2018), this route will provide peak period service every 7.5 minutes to the
Pentagon Metrorail station (Yellow/Blue Lines) and every 15 minutes (with every other bus) to
downtown DC. The midday/evening frequency would be every 12-15 minutes to the Pentagon and
approximately 40 minutes to Downtown DC until 1:00 AM. Saturday and Sunday service
frequencies to the Pentagon will be 20 and 30 minutes, respectively, with hourly service on
weekends to Downtown DC. In Phase 2 (Fiscal Year 2021), peak period trips and many of the off-
peak trips originating or terminating at the Pentagon will be replaced by Metrobus 16Z trips.
Overall frequencies on Columbia Pike between Culmore and Pentagon will remain the same, while
the number of Metrobus 16X trips and operating costs associated with the Metrobus 16X will be
reduced.
Justification for Change
In Phase 1, the Metrobus 16X will become the primary route serving trips to the Pentagon as part of
the Columbia Pike service restructure. Some of the hours currently provided by the Metrobus 16B
and 16J will be combined with the Metrobus 16X. This will result in some trips terminating at the
Pentagon and some trips continuing into DC as the Metrobus 16X currently does. These changes
will improve frequency as well as provide more service throughout the day between Culmore and the
Pentagon/Washington, DC. This will eliminate duplicative routes and simplify the service provided to
the public. In Phase 2, Metrobus 16Z will be implemented and will maintain the effective headways
along the Columbia Pike that were created in Phase 1.
