What is an MTR?
Material Test Report
Sometimes called: • Mill Test Report• Metallurgical Test Report• Mill Test Certificate• Inspection Certificate• Certificate of Testing
A quality assurance document used in the metals industry that certifies a material's chemical and physical properties and states a product’s compliance with specific standards

How do MTRs affect tracking and traceability?
On January 10, 2011, PHMSA issued Advisory Bulletin 11-01 stating:“… operators relying on the review of design, construction, inspection, testing and other related data to calculate MAOP or MOP must assure (sic) that the records used are … traceable, verifiable, and complete.”
The MTR is the record that you have that shows:• When the part was made• That the part complies with the applicable specification’s chemical, mechanical
and reporting requirements
Each specification has a Certification section that identifies the reporting requirements of the specification

API 5L (45th edition) – PSL 2
Inspection Certificate 3.1.B in accordance with ISO 10474:1991 (EN 10204:2004)
• outside diameter • PSL• wall thickness • type of pipe• pipe grade • delivery condition• chemical composition • carbon equivalent (analysis and acceptance criteria) • tensile test results • CVN impact test results and acceptance criteria• minimum hydrostatic test pressure • hydrostatic test duration• name/location of manufacturer • name/location of plate/coil rolling • name/location of steelmaking • results of other testing specified in the PO
• Additional requirements depending on seam type
3.1.B: issued by the department independent of the manufacturing department and is validated by an authorized representative of the staff independent of the manufacturing department.

• For ASTM standards, it is important to also check the General Specification that the product specification falls under (Example: ASTM A961 is the General Specification for ASTM A105)
