As you can imagine, with less than a week to go, the entire IAF staff is focused on making the 63 rd IAC an exciting meeting, networking and social point for the entire space community. Everyone involved in its organisation has been working extremely hard to make it a success and I would like to express my thanks, in advance, for what promises to be a stellar occasion. UpdateonIAC2015HostingBidsThe InternationalAstronautical Congress (IAC) continues to attractoutstandingbidsfromIAFmemberorganisationscompetingtohosttheCongressanditsassociatedspaceexhibition.Inrecentyearstheeventhasattractedcloseto3000participantsincludingalmost2000delegatesandpressrepresentativesandmorethan600studentsandyoungprofessionals.

Geo-Informatics and Space Technology Development Agency (GISTDA) – Pattaya, Thailand

GISTDA is the Thai Government agency tasked with managing, coordinatingandpromotingthenation’sinterestsinspacetechnology,particularlyinremotesensingandgeographicinformationsystems.Thailand’sheritageinspace-basedremotesensingdatesbacktoitsutilisationofNASA’sERTS-1satellite,launchedin1972.GISTAhasbeenamemberoftheIAFsince2010.

Pattaya City islocatedontheeastcoastoftheGulfofThailand,about165kmsoutheastofBangkok.SituatedwithintheindustrialisedEasternSeaboardZone,it isapopularbeachresortandthesecondmostvisitedcity inThailandafterBangkok.

ISAisthecoordinatingbodyforspaceendeavoursinIsrael.Thenation’sspaceexperiencebeganin1988withthelaunchofOfeq1by itsownShavit launchvehicle,affiliatingIsraeltotheclubofnationscapableof launchingtheirownsatellite.Sincethen,Israelhasdevelopeditscapabilitiesinareasasdiverseascommunicationssatellite technologyandmannedspaceflight. ISAhasbeenamemberoftheIAFsince1996.

Jerusalemisoneoftheoldestcitiesintheworld,withanabundanceofhistoricsites.ThecityhasbeenIsrael’skeytouristattractionformanyyearsandwasalsohost to the 45thIACin1994.

Thisyear,no less than fourcompetitivebidswere receivedby the29 June2012deadline tohost the66th IAC in2015.SiteinspectionswereconductedinAugustwhilstupdatedproposalsweredueby13September2012.Regretfully,oneofthebidders,Istanbul’sTechnicalUniversity,withdrewatthispoint.Thethreeremainingbiddingorganisationsandlocationsaredetailedbelow.ThewinningbidwillbeannouncedbytheIAFGeneralAssemblyduringthe63rdIACinNaples,Italy.

The Mexican Space Agency (Agencia Espacial Mexicana) wasformedinJuly2010tocoordinatethenation’sspaceinterests.Incommonwithmanyemergingspacenations,Mexicohasexperienceinremotesensingandcommunicationsapplicationsbutisalsointerestedindisastermanagement,securityandothersociallybeneficialusesofspace.TheAgencyhasbeenamemberof the IAFsince2011.

COSPAR was established in 1958 by the InternationalCouncilofScientificUnions(ICSU)-nowtheInternationalCouncil forScience -at thedawnof theSpaceAge. Itsobjectivesaretopromotescientificresearchinspaceatan international level andprovidea forum,open to allscientists, for the discussion of issues affecting spacescience. These objectives are achieved, amongst othermeans,throughtheorganisationofScientificAssemblies.

The 39th COSPAR Scientific Assemblywasheldbetween14and22July2012attheNarayanaMurthyCentreforExcellence in Mysore, India. It was organised by theIndianSpaceResearchOrganisation(ISRO)andtheIndianGovernment’s Department of Space (DOS). In additionto the usual scientific sessions, the Assembly includeda number of interdisciplinary lectures, a space agencyround table, an awards ceremony and a public lecturethatattractedanaudienceofabout1000.

In line with an agreement for the provision ofmutualassistance and collaboration, the IAFwas involved in asupportrolethroughouttheAssembly,helpingtopreparefortheCOSPARCouncil,heldonthefinalday,andvariousbusinesspanelmeetings.

IAF Attends 55thSessionofCOPUOSOnbehalfoftheIAFPresident,Vice-PresidentGerardBrachetmadeanofficialstatementatthe55th session of the United Nations Committee on the Peaceful Uses of Outer Space (UN COPUOS),heldinVienna,Austria,inJune2012.

InlinewiththeFederation’sCOPUOSpermanentObserverstatus,BrachetbriefedtheCommitteeonrecentIAFactivities,includingthe2011IACheldinCapeTown,SouthAfrica,thelaunchofthenewAfricanRegionalGroup,theGlobalExplorationConference(GLEX)2012andIAC2012.

HethenintroducedaproposedIAFsymposiumforthe50thsessionoftheCOPUOSScienceandTechnologySub-Committee(STSC),tobeheldinFebruary2013.Thesymposium,whichtraditionallytakesplaceontheafternoonof thefirstdayof the STSC session,will bedevoted to anoverviewof studies and concepts for activeorbitaldebrisRemoval.Itwillincludefourtofivepresentationscoveringthevariousaspectsofthesubject,fromtechnicalfeasibility to potential legal issues, and provide ample time for discussion and questions from the COPUOSdelegation.

AspointedoutbyBrachet,theissueoforbitaldebrisanditseffectonthelong-termsustainabilityofouterspaceactivities“becameahighpriorityfortheIAF,asitisforCOPUOS,followingaseriesofrecentincidentsthathighlightedthethreatofanincreasingorbitaldebrispopulation”.ThesymposiumwillofferanexcellentopportunityfortheIAFandCOPUOS/STSCtodiscussthesemutualconcerns.

During this year’s ILA Berlin Air Show, the Federationreceived back the IAF 60th anniversary space-flown flags,nowtravelledaboardSoyuzTMA-20,theInternationalSpaceStation,SpaceShuttleEndeavour(STS-134),Tiangong-1andShenzhou-9spacecraft.The flags were handed over by a Chinese delegationincluding Mrs Ping WU, Deputy Director-General of theChina Manned Space Agency (CMSA), and Ms JinyuGONG,DeputySecretaryGeneraloftheChineseSocietyofAstronautics (CSA). Representing the astronaut fraternitywasMrWangLIUoftheAstronautCenterofChinawhowasamemberoftheShenzhou-9missioncrew.Theceremony,followedbyacocktailreception,tookplaceon14September,duringILA’sAstronauts’DayorganisedintheAirShowSpacePavilion.TheflagswillbegivenouttoIAFmemberorganisationsastokensofrecognitionandgratitudeduringanExtraordinarySession of the IAF General Assembly on Wednesday, 4October,atthisyear’sIACinNaples,Italy.

AwardWinnersFrank J. Malina Astronautics Medal awarded to an educator whohas demonstrated excellence intaking fullest advantage of theresources available to promotethe study of astronautics andrelated space science, this yeargoes toAmalia Ercoli Finzi whohaspresenteduniversitycourseson spaceflight dynamics andorbital mechanics for almosthalfacentury.Finzihasalsoheldleading positions on several ESAand ASI boards and committeesand is Principal Investigatorfor the SD2 instrument on theRosettaspacecraft.

Allan D. Emil Memorial Award presented for an outstandingcontribution to space science,space technology, spacemedicine or space law, thisyear’s award goes to Kuminori Uesugi who has dedicated fourdecades of his professionallife to astrodynamics, orbitaldynamics and space propulsion.His outstanding contributionsto programmes such as Geotail,Hiten and Hayabusa, the firstasteroid sample return mission,have significantly improvedour understanding of the solarsystem.

Luigi G. Napolitano Award presented annually by the IAF’sEducationCommitteetoayoungscientist, under 30 years of age,whohascontributedsignificantlytotheadvancementofaerospacescience and has presented apaperaboutitattheInternationalAstronautical Congress, hasreceived27 applications inreplytothisyear’scallfornominations.

AUSTRALIA’S CSIRO ANDSPACEPOLICYUNITSUPPORTGLOBALSPACEACTIVITIESIn May 2012, Australia-NewZealand were jointly selectedwithSouthernAfricatohost the€1.5 billion Square kilometreArray (SkA) radio-telescope. TheSkAwill consist of thousands ofantennaslinkedtogetherbyhigh-bandwidthopticalfibretoactasa single large instrument witha collecting area approximatingonesquarekilometre. Construction of the SkAPhase 1 is expected to start in

2016,withsetsofantennaswithcomplementary frequenciesplaced on each continent andthen networked together. InAustralia and New Zealand, SkAPhase1willconsistof60newmid-frequency SkA dishes equippedwithphasedarray feeds, aswellas an array of low-frequencyantennas. The 36 dishes thatmake up CSIRO’s precursor SkAtelescope, the Australian SkAPathfinder (ASkAP), will also beintegrated into Phase 1 of theSkA. EUMETSATMSG-3LAUNCHOn 5 July 2012, MSG-3 wassuccessfully launched fromEurope’s spaceport in kourou,French Guiana. The satellitewill secure continuity of real-time weather monitoring fromgeostationary orbit, a space-based service vital to ensuringsafety on Earth, especially in

situationsofhigh-impactweatherincreasingly experienced aroundtheworldduetoclimatechange. MSG-3willbecomepartof the operational two-satellitesystemthatEUMETSAT operates tosupportweatherforecastersinoneof their greatest challenges,i.e. “Nowcasting”. Nowcastingis the detection, in real time, ofrapidly developing high-impactphenomena like thunderstormsorfog,predictingtheirevolutiona few hours ahead and issuingwarnings accordingly. It requiresvery frequent high-qualityimages of the atmosphere thatonly advanced geostationarysatellites can deliver from theirfixed position 36,000km abovetheEarth’ssurface.Furthermore,MSG-3 will expand the 30-yearclimate records accumulated bytheMeteosatseriessince1981.

CROSSING THE 1 NEWTONBARRIER IN ELECTRICPROPULSIONElectric propulsion encompassesspace propulsion technologiesthatrelyonacceleratingpositively-chargedionstoveryhighspeeds.So far, electric thrusters havemostlybeenemployedforstationkeeping and attitude control ofgeosynchronous satellites duetoathrustlevellimitedtoabout100mN. kAYSER-THREDESATELLITEINORBITOn 22 July 2012, Germany’sTET-1 satellite was successfullydelivered to its intended 520kmorbit by a Russian Soyuz-Fregatlaunched from the BaikonurCosmodrome inkazakhstan.The120kg spacecraft is healthywithall systems operating nominally.During its one-yearmission, theTechnology Experiment Carrier,TET-1, will test 11 pieces ofnew space hardware in theiroperationalenvironment. The TET platform hasbeenqualifiedaccordingtoECSSstandards and is highly versatileandexpandable tofit theneedsof future missions for science,Earth observation and spaceweather. Kayser-Threde, an OHBcompany, was selected by theGerman space agency, DLR, asthe satellite’s prime contractorandwasalsoresponsibleforthesatellite’s launch and missionsupport phases. Collaboratingwith kayser-Threde in the TET-1 project, which was fundedby BMWi, are Astro- undFeinwerktechnik AdlershofGmbH and DLR’s German Space

kYUTECH SATELLITE SETSNEWWORLDRECORDOn 18 May 2012, Japan’sKyushu Institute of Technology (Kyutech) launched its 7kgHORYU-II satellite to a 680kmsun-synchronousorbitaboardanH2A rocket. On 8 July, HORYU-IIsucceeded in its main mission,the photovoltaic generationof power at a voltage of 300V.Indeed, it was confirmed thatthepayload-66tinysiliconcellsconnected in series - generatedpower at nearly 350V during 30minutesofsolarillumination. Thegenerationofpowerat350Vsetanewworldrecord,thehighestpreviousphotovoltaicpowergenerationvoltagehavingbeen 160V, achieved on theInternationalSpaceStation.Ithasbeen known that photovoltaicpower generation beyond 200Vleadstoarcingatthesolararraysurface.HORYU-II is testing newdesigns of solar array that canprevent arcing even at 300V.The high-voltage technologywillcontribute to the realisation ofhigh-power electric propulsionfor large space platformapplications, such as a spacehotel,aspacefactoryoraspacesolarpowersystem.

SELM’S QB50 CUBESATSNETWORkQB50 is an international networkof 50 double CubeSats for multi-point, in-situ, long-durationmeasurements in the lowerthermosphereandre-entryresearchprojects.ItisledbythevonkarmanInstitute for Fluid Dynamics (VkI),whilst its Asian coordinator is theShaanxi Engineering Laboratory for Microsatellites (SELM), part ofthe Northwestern PolytechnicalUniversity, a professional scientificresearch and training centre inChina. The scientific objective ofQB50istostudythein-situtemporaland spatial variations of a numberofkeyconstituentsandparametersin the lower thermosphereusinganetworkofdoubleCubeSats.Itwillalso study the re-entry process bymeasuring key parameters during

re-entryandbycomparingpredictedandactualCubeSattrajectoriesandorbital lifetimes. The project hasbeenapprovedunder theEU’sFP7programme. SPACEGENERATIONCONGRESS2012The Space Generation Advisory Council (SGAC) seeks to employthecreativityandvigourofthenextgeneration in advancing humanity

throughthepeacefulusesofouterspace. One of the key ways theorganisationhasachievedthisoverthe past decade is through theSpace Generation Congress, heldannually prior to the InternationalAstronautical Congress. The 2012SGC will be held from 27 to 29SeptemberinNaples,Italy. SGC is a chance for like-minded students and youngprofessionals from around theworld tomeet and an opportunityfor them to share their views andopinions in tackling some of the

InterviewwithLuigideMagistris,MayorofNaplesLuigi de Magistris waselected Mayor of Naplesin May 2011. Previously,as a Member of theEuropean Parliament,he served as Presidentof the Commission onBudgetary Control andworked on issues such astransparencyofinvestmentfundallocationandhumanrights violations. He talksto us about Naples as thehostcityforIAC2012.

Q. What does it mean to the city of Naples, andthe surrounding region, that the InternationalAstronauticalCongressisbeingheldherethisyear?

Iamveryproudandhappythatthe63rd IACistakingplace inmy city. Naples has an important traditionin theaerospace industryand itsmetropolitanareahosts7,000aerospaceindustryemployeesandmanyof the industry’s leading companies.Moreover, theUniversities of Naples are renowned in the field ofaerospaceengineering. I am particularly proud that Naples is thehometownofthelateProfessorLuigiG.Napolitano,aformerpresidentoftheIAF.Hisheritagedemonstratesthat our city is deeply committed to the aerospaceindustry and I believe the IAC will open up newopportunities. Naples has embraced this conference withenthusiasmandthecity isgettingreadytohosttheCongress in thebestpossibleway. I amsure that itwill benotonlya successful scientificcongress,butalsoa‘flywheel’forthedevelopmentoftourismandemployment. I am also convinced that Naples canshowitsbetterfacetotheworld.

Q.WhatcandelegatesandotherIACvisitorsexpecttoenjoyaboutthisparticularIAC,givenitslocation?

Naplesisfullofhiddentreasuresandisrichinhistoryandculture.Itshistoricalcentre–listedbyUNESCOasaWorldHeritageSite-isendowedwithamazeofpicturesquealleysenrichedwithgracefulmonuments,baroque churches and archaeological ruins dating

backtotheAncientGreekswhofoundedourtown. Naplesflaunts itsexceptionalsettingonthewaterfrontofviaCaracciolo,fromwherevisitorscanenjoythebeautyofthesea,thebeachandtheislandsof theGulf ofNaples.One can also enjoy a vibrantatmosphere and experience the dolce vita in thestreets,strollingfromacafeteriatoapizzeria.Lastbutnotleast,Naplesisboththehome-townofthepizzaandconsideredtobetheplacetoexperiencethebestespressoinItaly.

Q.Arethereanyspecificlocalinitiativesorattractionsbeingorganisedforthisyear’sIAC?

Naples is a culturally vibrant city, full of theatres,music venues, sport events, museums and artgalleries.Duringthe63rd IAC,specialexhibitionswilltakeplaceatthefortressofMaschioAngioino,whilethewaterfrontofviaCaracciolo(which isusuallyanopen stage for musicians and buskers) will be theamazingsettingformusicalandsportingevents.

Q. How would you summarise the opportunityofferedtoNaplesandthewiderregioninhostinganinternationalcongresssuchastheIAC?

We have the chance to show the world the imageof the Neapolitan Renaissance we are building, viatelevision,thepress,theInternetandsocialnetworks.Itwill be an amazing opportunity and I am lookingforwardtoit!
