Message from the CSS

I am pleased to present the 2018 Annual Report of Leyte Provincial Statistical

Office. We are highlighting our accomplishments and milestones during the year-

in-review as we continue to put our best foot forward every day to serve the public

in the most efficient and effective ways possible.

“Public Office is a Public Trust.” As public servants, we continued to be, at all

times, accountable to the people, serve them with utmost responsibility, integrity,

loyalty, and efficiency; act with patriotism and justice, and lead modest lives.

Despite of the many challenges in five years of existence as PSA, we were able to

achieve our deliverables and commitment as an employee, as a team and as an

organization. This drives us to sustain our vision to be solid, responsive and world class authority on quality

statistics and civil registration. The continued conferment as ISO 9001:2015 certified field office brought

significant improvement to our performance, processes and delivery of services.

As what Aristotle said “We are what we repeatedly do. Excellence then, is not an act, but a habit.” The conduct

of various activities on statistical operations, civil registration, information dissemination, statistical planning &

coordination, partnership and linkages, and general administration are highlighted in this report. As we

repeatedly conduct these activities, as mandated by law and other statutory requirements, we exhibit excellence

as we continue to meet the expectations of our clients and stakeholders. The timely release of our products and

delivery of quality services became our habit as public servant. The conduct of over-and-above activities such

as corporate social responsibility, information and education campaign, inter-agency coordination, provision of

technical assistance, among others, made us realized that we need to expand our horizon in order to ensure

equitable development. All these are better achieved through continued learning and development activities to

have competent and committed human resources.

Again, it’s about time to bring back the praises to the people whom we have worked with in 2018. Our deepest

gratitude to our sample respondents for their time and cooperation in responding to all our statistical inquiries

and undertakings; to the Local Government Units, national agencies, non-government organizations, academe,

media, private sector and other stakeholders for their untiring support and assistance; to our hired personnel

(data collectors, service contractors, utility personnel) who served as our external providers for their continued

service, loyalty and dedication; and most of all to PSA Leyte personnel for the Love, Enthusiasm, Youthfulness,

Teamwork, and Endless commitment and passion for work in the service of the people for the greater glory of

God.

1. Serve as the central statistical authority of the

Philippine government on primary data collection;

2. Prepare and conduct periodic censuses on

population, housing, agriculture, fisheries,

business, industry, and other sectors of the

economy;

3. Collect, compile, analyze, abstract and publish

statistical information relating to the country’s

economic, social, demographic and general

activities and condition of the people;

4. Prepare and conduct statistical sample surveys on

all aspects of socioeconomic life including

agriculture, industry, trade, finance, prices and

marketing information, income and expenditure,

education, health, culture, and social situations for

the use of the government and the public;

5. Carry out, enforce and administer civil registration

functions in the country as provided for in Act

3753, the Law on Registry of Civil Status.;

6. Collaborate with departments of the national

government including GOCCs and their

subsidiaries in the collection, compilation,

maintenance and publication of statistical

information, including special statistical data

derived from the activities of those departments,

corporations and their subsidiaries;

7. Promote and develop integrated social and

economic statistics and coordinate plans for the

integration of those statistics, including the

national accounts;

8. Develop and maintain appropriate frameworks and

standards for the collection, processing, analysis

and dissemination of data;

9. Coordinate with government departments and

local government units (LGUs) on the promotion

and adoption of statistical standards involving

techniques, methodologies, concepts, definitions

and classifications, and on the avoidance of

duplication in the collection of statistical

information;

10. Conduct continuing methodological, analytical and

development activities, in coordination with the

PSRTI , to improve the conduct of censuses,

surveys and other data collection activities;

11. Recommend executive and legislative measures to

enhance the development of the statistical

activities and programs of the government;

12. Prepare, in consultation with the PSA Board, a

Philippine Statistical Development Program

(PSDP);

13. Implement policies on statistical matters and

coordination, as directed by the PSA Board,: and

14. Perform other functions as may be assigned by the

PSA Board and as may be necessary to carry out

the purposes of RA 10625.

PSA Mandate and Functions

The PSA shall primarily be responsible for the implementation of the objectives and provisions of R.A.

10625. It shall plan, develop, prescribe, disseminate and enforce policies, rules and regulations and coordinate

government-wide programs governing the production of official statistics, general-purpose statistics, and

civil registration services.

It shall primarily be responsible for all national censuses and surveys, sectoral statistics, consolidation of

selected administrative recording systems and compilation of national accounts.

Milestones in 2018

CSS Sheryl Ann A. Jamisola was conferred Masters in Development Management (MDM) under the Public

Management Development Program (PMDP) - Middle Managers Class (MMC) during the Graduation

Ceremony held on December 7, 2018 at the Development Academy of the Philippines Convention Center,

Tagaytay City.

CSS Jamisola, MMC Batch 16-Sangbigkis, earned the MDM after

successfully completing the two (2) phases of the program, the

Residential Sessions and Re-entry Project Phase. Her Re-entry

Project entitled “Strengthening Civil Registration and Vital Statistics

through Electronic-based Data Collection System in Lapaz, Leyte” works

on improving the Barangay Civil Registration System (BCRS) by

introducing the use of an android tablet/cell phone in data

collection, processing and validation.

The MMC is one of the courses offered by Public Management

Development Program (PMDP). The goal of the PMDP is to foster

careerism in government and promote stability in the bureaucracy

by producing high-performing, high potentials officials that front the branches of government from national

line, regional, and attached agencies to constitutional commissions, government-owned and controlled

corporations (GOCCs), and legislative branches.

PSA Leyte introduces eBCRS

The Barangay Civil Registration System (BCRS) has long been utilized as a strategy in facilitating civil

registration at the community level where the Barangay Officials assist in the civil registration work. This

grassroots approach is designed to have a systematic process of reporting and monitoring vital events .

Reporting or collection of data is done through Paper-and-Pen Interviewing (PAPI).

However, the use of PAPI in the reporting or collection of data

poses many problems or issues to some barangays due to the

following reasons: a) longer duration of the data collection, b) not

cost efficient considering that LGUs need to reproduce BCRS forms

for use in the data collection, c) lack of computers and personnel

during data entry of accomplished BCRS forms, and d) problems

during data processing and validation due to inconsistent and

missing entries.

To address the challenges confronting the BCRS, the Philippine

Statistics Authority- Leyte Provincial Office developed a software

called e-BCRS that runs an electronic-based data collection system.

This innovation is introduced by CSS Sheryl Ann A. Jamisola as

offshoot of her Re-entry Project of the Public Management Development Program (PMDP) at the

Development Academy of the Philippines (DAP). With this new system, the Computer-Aided Personal

Interviewing or CAPI will be utilized in the data collection using an Android tablet/cell phone instead of

PAPI. In effect, this will make a paperless BCRS. Also, the data collected can now be easily processed and

validated for these are entered directly on the Android tablet/phone.

The eBCRS pilot test was conducted for two (2) days in Bgy. Gimeranat East, Lapaz, Leyte. All 133

households of the sample barangay were enumerated by the office-hired collectors. Positive feedbacks were

received as data gathered using eBCRS were presented before the Local Government of Lapaz and

Barangay East Gimeranat.

Monthly

Farm Price Survey

This is a nationwide household-based survey designed to gather data on

prices received by farmers for their produce and prices paid for the pesticides they used in their farms. For the year in review, 24 kinds of crop were considered in the survey. Five (5) respondents

per crop were selected purposively belonging to the top five (5) crop producing

municipalities.

Monthly Palay and Corn Situation Reporting System Serves as a monitoring system of the growing conditions and

actual plantings of palay and corn. Specifically, it aims to update the forecasts for the current quarter based on standing crop and forecasts for the next quarter based on planting intentions and to provide monthly updates on the area and production of palay and corn by stages of growth (i.e., vegetative, reproductive and maturing) across the country. In 2018, 64 corn farmers and 79 palay farmers from the 20 sample barangays were

interviewed monthly.

MPCSR

Palay and Corn Stock Survey Intends to generate estimates of the current stock of rice and corn in

farm and non-farm households. It is a monthly survey being conducted in the first four (4) days of the month with the 1st day of the month, 6:00 AM, as the reference period. Leyte had 42 farm households and 100 non-farm households interviewed every month in

2018.

Quarterly

Consumer Expectations Survey It captures the economic outlook of consumers as an indication of the

country’s future economic conditions. This is a complementary survey to BSP’s Business Expectation Survey. This is administered on a sample basis at household level drawn through a stratified multi-stage random sampling. In 2018, there were 96 sample households in each survey rounds in January, April and

October 2018, while 97 households were sampled in July 2018 survey round or a total of 385

sample households enumerated for the entire year.

Crops Production Survey This survey aims to generate basic production statistics for crops other

than palay and corn at the national, regional and provincial levels. It covers more than 200 crops of which 19 are considered major crops. In 2018, six (6) samples in nonfood industrial crops, seven (7) samples in vegetables and

four (4) samples in fruits classified as major crops were covered in Leyte.

Labor Force Survey

The survey is designed to provide statistics on levels and trends of employment, unemployment and underemployment for the country, as a whole, and for each of the administrative regions, including provinces and key cities. This is conducted every January, April, July and October. In 2018, a total of 5,369 households were sampled for LFS.

Quarterly

Palay Production Survey Aims to generate estimates and forecasts on palay areas, production and

yield, usage of yield enhancing inputs, usage of yield protecting inputs, farmers planting intention, and farmer’s participation and availment in the different government programs and interventions in agriculture. It aimed at providing data inputs for policy making and program interventions on palay. The date of collection is in the first 10 days of the following quarter. Leyte had 20 sample barangays and 154 sample HHs covered every quarter in 2018.

Quarterly Aquaculture Survey Generates data on volume and value of aquaculture production by

aquafarm type, by culture environment, by species, by quarter at the national, regional and provincial levels. This survey had 140 households sampled quarterly in 2018.

Leyte produced about 21, 107.90 metric tons in aquaculture fishing during the reference

year.

Quarterly Commercial Fisheries Survey Undertakes to generate information on quarterly volume and value of

fish unloaded at commercial fish landing centers, also segregated by species. The QCFS covered a total of 6 landing centers located n Leyte.

The province yielded around 1114.12 metric tons from the commercial fishing in 2018.

Quarterly

Quarterly Inland Fisheries Survey Generates data on quarterly volume and value of fish unloaded at mu-

nicipal fish landing centers by species at the national, regional and provincial levels. There were 80 total sample households from five (5) sample barangays in 2018. Of the 80

sample households, only 22 were engaged in inland fishing.

In 2018, Leyte produced about 3.23 metric tons in inland fishing.

Quarterly Municipal Fisheries Survey Generates data on quarterly volume and value of fish unloaded at

municipal fish landing centers by species at the national, regional and provincial levels. In 2018, around 7362.64 metric tons were yielded by the municipal fishing in Leyte from

the 20 households sampled quarterly .

Semestral/Annual/Other Survey

Agricultural Wage Rate Survey

The Agricultural Wage Rate Survey (AWRS) is formerly known as

Agricultural Labor Survey . It is a nationwide semestral statistical activity that focuses

mainly on generating information on the cost of farm labor, specifically for the four (4)

major crops such as palay, corn, coconut and sugarcane.

In January– June 2018 round, 70 HHs engaged in growing in the abovementioned four (4)

major crops were sampled. In July-December 2018 round, 40 HHs were sampled, 20 from

palay farming and 20 from corn farming.

Survey on Overseas Filipinos

Aims to derive national estimates on the number of Overseas Filipino

Workers, their socio-economic characteristics and the amount and mode of remittances, in

cash and in kind, received by their families. This was a rider survey to the October 2017

Labor Force Survey.

Family Income and Expenditure Survey

Is a survey on family income and expenditure of households across the

country which aims to gather data on family income, sources of income, family expenditure

and related information affecting family income and expenditure levels and patterns,

income distribution and degree of inequality among families, and serve as benchmark

information for CPI and inputs for country’s poverty threshold and incidence.

This survey is undertaken every three (3) years as a rider survey to Labor Force Survey

(LFS)

The first visit was conducted in July 2018 which covered 3,038 sample households/

housing units.

Establishment-based Statistics

Weekly/Bi-Weekly/Bi-Monthly Survey

Agricultural Marketing Information System This is an integrated system of collecting, processing,

analyzing and disseminating information that involves design and implementation of site-specific monitoring scheme that parallels the existing marketing system. Price surveys are implemented in major local/provincial market centers and strategic terminal markets throughout the country. Prices of the sample agricultural commodities gathered through the Retail Price Survey for Agricultural Commodities and Wholesale Price Survey for Agricultural Commodities are run as inputs in AGMARIS.

Survey of Retail Price for Generation of CPI Serves as basis for the construction of the Consumer Price Index (CPI),

which indicates a-verage changes in prices of commodities and services consumed by an average Filipino household. The new 2012-based CPI market basket has been implemented in 2018 with a total of 910 commodities per outlet.

Weekly Survey of Selected Petroleum Products

This survey is conducted every Friday to provide snapshot of the prices of selected petroleum products on a weekly basis. Prices of diesel, kerosene, unleaded gasoline and liquefied petroleum gases (LPG) were

collected every week from seven (7) sample outlets in Leyte in 2018.

Monthly/Quarterly/ Annual Survey

Monthly Integrated Survey of Selected Industries Provides the government and private sectors timely flash indicators on

the performance of growth-oriented industries in the manufacturing sector. The province had three (3) sample establishments in 2018.

Producer Price Survey The survey gathers monthly producer prices of selected products of

establishments included in the market. The PPS covered three (3) sample establishments in the province in 2018.

Annual Survey on Philippine Business and Industry Gathers information on structure, levels, performance and trends of

economic activities of the formal sector in the country. This survey is conducted yearly. Leyte had a total of 358 sample establishments and enterprises covered in 2018.

Quarterly Survey on Philippine Business and Industry

This is a quarterly survey that provides statistics on revenue, employment and compensation of the identified establishments engaged in economic activities with total employment of 20 and over except in the Agriculture, Forestry and Fishing sectors. Leyte had a total of 320 sample establishments in 2018.

Census and Sampling Frames

Geo-tagging of Building Structures

This activity aims to come-up with accurate and reliable digitized maps, use primarily for the

various censuses and surveys conducted by the office.

This activity will identify and mark building structures as points in the digitized maps and

attributing these buildings with the pertinent geographical information in the barangays.

All buildings within the sample Primary Sampling Units (PSUs) will be visited and geo-

tagged. During the operation, hired Map Data Collectors (MDCs) will use Tablet in geo-

tagging building structures.

Integrated Survey on Labor and Employment

Is a nationwide survey of establishments employing at least 20 workers. Conducted simultaneously with Occupational Wages Survey (OWS), it consists of at least three modules covering topics on employment, conditions of work and industrial relations. The ISLE aims to provide inputs to studies on industry trends and practices, and bases for the formulation of labor policies. Leyte had a total of 120 sample establishments in 2018.

Occupational Wages Survey

Is a nationwide survey of establishments which employ 20 or more workers. The main objective of the survey is to generate statistics for wage and salary administration and wage determination in collective bargaining. This is conducted simultaneously with Integrated Survey on Labor and Employment (ISLE).

Administrative-based Statistics

Foreign Trade Statistics Are compiled by PSA from copies of import and export documents

submitted to the Bureau of Customs (BOC) by importers and exporters or their authorized representatives as required by law. Preliminary monthly export and import statistics are released in the form of press releases 40 days and 55 days after the reference month, respectively.

Commodity Flow or Domestic Trade Statistics Refers to air, rail and coastwise trade statistics compiled monthly

by PSA based from airway bills collected from Philippine Airlines (PAL) operating in domestic airports and daily report of outgoing shipments (DROS) and passenger manifests from port areas in the province. In 2018, there were 2,599 collected and processed domestic trade documents. For airway bills, 954 documents were collected and processed.

DomStat

Agricultural Situation Report This report gathers information on crop, livestock and poultry, fisheries,

prices and market supply situation and general outlook of certain municipality/city. It also covers the infrastructure development, seminar/trainings, government programs, workshops/meetings that took place and the prevailing weather condition/climate in the locality. In 2018, ASRs were obtained from selected cities/ municipalities every month.

Construction Statistics from Approved Building Permit Construction statistics contained in approved

Building Permits (BP) are collected from all

cities and municipalities. The data generated

include the number, floor area, type and the

value of building construction proposed for

construction during the specified period.

Collection of Data from Slaughterhouses and Poultry Dressing Plant

Data are collected from accredited abattoirs and dressing plants as well as LGU-supervised slaughter facilities. It aims to provide government executives, policy makers, and planners with information in support of the Meat Sufficiency Program of the government. 29th National Statistics Month Celebration

The 29th National Statistics Month (NSM) was observed by the PSA Leyte

Provincial Statistical Office by conducting various activities anchored on the theme

“Exploring Philippine Wonders in Numbers: Statistics Towards Sustainable Tourism

Development”. This year’s celebration was hosted by the Department of Tourism (DOT).

The 29th NSM highlighted the significance and role of statistics in assessing the

condition of the tourism industry in the country.

A. Hanging of Streamer

The 28th NSM streamers were hung not only in the vicinity of PSA Leyte

Provincial Statistical Office but also in the offices of different Local Government

Units (LGUs) in support of the month-long celebration.

B. Display of Bulletin Board

Aside from the hanging of NSM streamer, the bulletin board of PSA Leyte

was also updated and filled with several information materials showcasing the

statistical data of the province relevant to the theme.

C. Tree Planting

As one of the major activities of NSM and in support of the National Greening

Program of Department of Environment and Natural Resources (DENR), the PSA Leyte ,

along with other government agencies, joined the Tree Planting Activity as volunteer

planters. About 500 Bitaog and Talisay saplings were planted in the mangrove located in

Bgy San Roque, Mayorga, Leyte.

D. Data Dissemination

To further bring the importance of statistics to the consciousness of the public, the PSA Leyte Provincial Statistical Office conducted Information Dissemination Fora on Official Statistics to various schools/institutions.

Official statistics concerning Leyte were presented during the dissemination. These data are generated by the PSA which are obtained from different surveys and censuses it conducted. Also, topics on civil registration were also included so as to cater the interest of the public about the vital events such as birth, marriage, death and other legal instruments.

E. Fun Run

The provincial staff of PSA Leyte and other government employees participated in the STATMAN Fun Run on September 30, 2018. It was the first time that an activity of this kind was organized as part of the festivity of the NSM. The race route covered the whole stretch of Magsaysay Boulevard in Tacloban City.

Civil Registration Month Celebration The province-wide celebration of the 2018 Civil Registration Month (CRM) was successfully

observed with the collaborative efforts of PSA Leyte, headed by then OIC Bernadette R. Montana,

and all Municipal/City Civil Registry Offices (M/CCROs) of the province of Leyte. The 27th

edition of the CRM was anchored on the theme “#napapanahongCRVS”. The theme contemplated

on having an up-to-date and accurate Civil Registration and Vital Statistics which can be used in

the formulation and implementation of government programs aimed to improve the quality of

lives of the Filipino people.

Throughout the month-long celebration, symposia, data dissemination seminars, trainings,

exhibits, slogan and poster making contests, quiz bee, tree planting, mass weddings, mobile

acceptance of civil registry documents request, information and education campaign such as press

conference, media interviews, and hanging of CRM streamers and tarpaulins were conducted .

The annual celebration of the Civil Registration Month is undertaken every February, pursuant to

Proclamation No. 682 issued on January 28, 1991 by former President Corazon C. Aquino.

Decentralized Vital Statistics System (DVSS)

The DVSS is used in the machine processing of submitted civil registry documents by the Local

Civil Registrars in the province. The documents underwent data entry, verification and data

editing before data files and documents are submitted to Civil Registration Service at PSA Central

Office.

In 2018, a total of 79,051 civil registry documents were registered.

Philippine Civil Registration Information System (PhilCRIS) Users PhilCris is available for use by the Offices of the Civil Registrars and other end-users. The software enables encoding of relevant information from civil registry documents, storage of vital data, query and retrieval of encoded records. The system is offered free-of-charge, however Memorandum of Agreement is to be executed between the PSA and interested parties. As of December 31, 2018, 41 cities/municipalities and 26 institutions were reported using PhilCRIS in

Issuance of Certificates of Registration of

Authority to Solemnize Marriage

Starting January 2006, there was full decentralization of

the processing of Certificate of Registration of Authority to

Solemnize Marriage (CRASM) to the field offices where

the church assignment of the Solemnizing Officer is located

whether renewal or new application. Evaluation and

processing are undertaken at PSA Provincial Statistical

Offices while approval is done at the Regional Statistical

Training/Seminars on Civil Registration

The solemnizing officers of the Bible Baptist Church coming from different parts of Leyte attended the one-day Orientation Seminar for the Solemnizing Officers on April 25, 2019 in Bgy. Poblacio III, Mayorga. Statistical Specialist II Michael Rudolph B. Falle served as the resource speaker. SS II Falle presented topics on marriage laws, recent jurisprudence affecting marriages, updates on marriage registration procedures, and updates on the registration of the authority of solemnizing officers. Proper filling out of the application form for CRASM was also discussed.

The personnel of PSA Leyte attended the one-day cascading of Analysis of the Cause of National Death for Action (ANACONDA) held at the PSA Leyte Training Room. This was presented by Romil Alinsub, Statistical Analyst of PSA Leyte. ANACONDA is an electronic tool that assesses the accuracy and completeness of mortality and cause of death by checking for potential errors and inconsistencies found in the Certificate of Death. It also assists the users in determining information such as Age-Sex Pyramid, Crude Death Rates, Life Table, Leading Causes of Death, and others.

The Training-Workshop on Barangay Civil Registration System, Civil Registration Laws and Procedures was conducted on September 24-26, 2018 at Bayan Resortel, Hindang, Leyte. This was attended by the Barangay Secretaries of the Municipality of Hindang. CSS Sheryl Ann A. Jamisola was one of the resource speakers. The importance of having a functioning BCRS was discussed in facilitating the registration of vital and registrable events at the barangay level with the Barangay Secretary as the focal person. Pertinent laws on civil registration was also tackled.

Hanging of Streamers Every month, the province shows it support to the activities of other government agencies and in observance of various national celebrations by hanging streamers in the office vicinity. Streamers of the PSA activities are also displayed in the conspicuous area. A total of 89 streamers were displayed in 2018.

Maintenance of Bulletin Board

The office maintains bulletin boards located within its vicinity. It is being updated on a monthly basis. It

displays the publications such as fact sheets, special releases and newsletters and other latest press

releases.

Social Responsibility

A. Adopt a Marginalized Institution Program

The underprivileged patients of Schistosomiasis Hospital and Research Center (SHRC)

were the recipient of the Adopt-a-Marginalized Institution Program initiated by PSA Leyte in

2018. Sanitary materials and prepackaged food were distributed to the patients when the PSA

Leyte staff made its two (2) visits to the hospital on February 20, 2018 and September 12, 2018.

The SHRC is a level II hospital located in Palo, Leyte. It started first only as a research arm

and provider of clinical service to patients with schistosomiasis nationwide in 1975. However, it has

already expanded its medical and ancillary services and now attends to patients with various

illnesses and diseases. Most of the patients are the poorest of the poor coming from Leyte and

Samar.

As part of the office’s social responsibility to preserve the environment, the PSA Leyte conducted

a coastal clean-up drive in Bgy. Baybay, Carigara Leyte, on September 22, 2018.

After the clean-up drive, SS II Michael Rudolph B. Falle gave an Echo-Seminar on Basic Pollu-

tion Cotrol to the PSA Leyte staff.

Financial Matters

Fund Allocation and Expenditures

In 2018, The PSA Leyte received a total allocation of P18,252,692.30 million for its regular operation

and support activities. On the other hand, the province made a total of P18,251,515 disbursement which

equivalent to a 99.9 percent utilization rate.

Income Generated

PSA Leyte collected a total of Php 581,069.25 from sales of Civil Registry Forms, PSA publications,

payments for Certificates of Registration on Authority to Solemnize Marriage (CRASM) application and

sale of Unserviceable Property Plant and Equipment (PPE).

Summary of Property, Plant and Equipment (PPE)

As of December 31, 2018, the total acquisition cost of the

province for property, plant and equipment amounted to

P5,135,333.82. The accumulated depreciation was valued

at P2,801,505.57, while the total book value reached

P2,278,294.25

Fuel Consumption About 2,014.19 litres or an average of 167.90 litres of diesel per month were consumed in 2018. The

month of July recorded the highest consumption with 271.72 litres while the month of December

reported the lowest consumption with only 91.89 litres.

As of December 31, 2018, PSA Leyte has 11 regular employees on its roster. Seven (7) of these are

females and four (4) are males. Nine (9) service contractors were also hired to augment the manpower.
