    Donald J. Welch, Ph.D.

    Dr. Donald J. Welch has been the President and CEO of Merit Network, Inc. since jin July 2006. Since 2006 Merit has grown significantly, serving more members wit

    services. In 2010 Merit won $103 million in grants towards a $130 million project network infrastructure throughout rural areas of Michigan. In 2010 he was named thThornton/Lawrence Tech Leader and Innovator of the Year as well as one of MichCEOs by Corp! Magazine.

    Prior to his arrival at Merit, Don was the Director of Enterprise Technology (CTO) Merchandising Applications for H-E-B, a $12 B retailer in Texas and Mexico. He hresponsibility for enterprise architecture, integration, infrastructure and security as w

    delivering and supporting Merchandising applications. In addition, he created H-E-Technology Innovation Store, where new technology was developed and piloted in store.

    Before joining H-E-B, he served for 25 years in the U.S. Army attaining the rank ofearning the Legion of Merit for his service. His last assignment was as the AssociaInformation Technology (CIO) and Professor of Computer Science at West Point. Hresponsible for the computer operations and infrastructure used to educate future ArHe built West Points wireless network, one of the first large and secure wireless newhich was the recipient of a Computerworld Best Practices in Mobile and Wirelessecurity. He is also a recipient of the Apgar Award for innovation in teaching for hiclassroom.

    Among his other Army assignments, Don was the Chief of Software Engineering focounterterrorist unit, Delta Force. In this role he oversaw the integration of numerou

    applications into an enterprise database as well as pioneering technologies such as gpositioning system (GPS) and digital maps. He has also been the senior human resomanager for the Army's professional information technology workforce, where he hreshape the officers to better meet a changed approach to information technology. Hmanaged information technology support for the Department of Computer Science aand a branch of the Army Human Resources Command. While at West Point, he taucomputer science, information technology, and international relations at the undergrAt the start of his Army career he commanded two light infantry companies and thr

    platoons.

    He has been active in information assurance and software engineering research withpublications and a dozen invited talks in those disciplines. He is a frequent speaker onetworking, regional networks and related topics. He is involved in the research ancommunity in many ways. He is a member of the Educause and Internet2 Network

    Summary of Written Testimony

    Problem

    In rural and remote Michigan, a lack of viable backhaul infrastructure limits Intern

    service performance, availability and affordability for community anchor institution

    and businesses, placing these entities at a disadvantage compared to their

    metropolitan areas of Michigan and the US.

    Solution

    Merit Network, Inc., Michigans research and education network provider, in collabo

    commercial providers, acting as sub-recipients of the BTOP grants, will create 2,287

    mile, shared infrastructure that will address Michigans backhaul shortfalls.

    Impact

    Through REACH-3MC, Merit will provide 105 community anchor institutions with a d

    fiber connection, and enable the same benefits of a high-capacity connection for

    community anchor institutions in the service area.

    REACH-3MC will create a statewide CAI network that will enable M ichigans publ

    consolidate resources, cut costs and provide more service to Michigans citizens.

    The REACH-3MC service area encompasses over 1 million homes and 55,000 busines

    benefit from the fiber-optic infrastructure either as direct customers of a REACH-3M

    or indirectly through an existing service provider that obtains backhaul from a R

    recipient.

    Because it is a middle mile network with open access principles, REACH -3MC

    harm incumbent service providers in the service area.

    Michigansuniquegeographycreatesastatewithasubstantiallandmassandapo

    ispredominatelyconcentrated inmetropolitanareasof theLowerPeninsulasso

    Intheruralareasbeyondthiscore,populationdensityisnotenoughtosupporta

    buildout of Internet infrastructure. The cost of construction is too great

    sustainable return on investment. The result is that the regions of the No

    AboutMeritNetworkandtheSHLBCoalition

    MeritNetwork,Inc.isanindependent,501(c)3,nonprofitorganizationthatreceiv

    orfundingofanykindfromtheStateofMichigan. Ouroriginsdatebackto1966

    was foundedby the threemajoruniversities inMichiganasa shared resource

    their networking needs. Over time,Meritsmission has evolved to include t

    lowercosts,consolidateservicesandprovidemoreservicetoMichiganscitizens.

    REACH3MCwillprovideover100directconnectionstocommunityanchorinstitut

    middlemile project, the aim of REACH3MC is not to directly connect eve

    businessinthenetworkservicearea,butrather,REACH3MCwillbuildbackhaulLocal ISPswillthenhavetheopportunitytousethis infrastructuretoprovidefas

    privateuniversities,93%ofpublicuniversities,66%ofcommunitycolleges,63%

    50%oflibrarycooperativesand37%ofpubliclibrariesinMichiganthevastmaj

    notconnectedduetoalackofaffordablebackhaulintheirarea.

    Advanced Placement (AP) classes, which provide students with a significa

    advantage in college preparation, are only available on a limited basis in rem

    Michigandistrictsifatall. Foreign languageclasses tella similar story: studen

    areas have fewer opportunities and options than those inmetropolitan areas.

    Duetotheneedtoupdatefirstresponsepublicsafety,theStateofMichiganco

    studyontransitioningtoNextGeneration(NG)911service. Theresultingplanha

    highavailability network as its foundation. The cost of such a network ha

    implementationofthisplanindoubt. WithREACH3MCinplace,makinganincre

    totheNG911systemisnotonlypossible,butlikelyinthefuture.

    A portion of REACH3MC was designed with input from the State of M

    Administrator. The fiber, leveragingREACH3MCandMeritsexistingnetwork,w

    footprint to connect all Public Safety Answering Points (PSAPs) to a rob

    infrastructure that will create costsavings and enable the consolidation of re

    redundancy, security, interoperability, and flexibility of this network will be p

    maintainingareliable911system inMichigan,andprovideoptionsandfunction

    changingdemandsofpublicsafety.

    ImprovedServiceforHomesandBusinesses

    REACH3MCwill enable the commercial subrecipients access to 51 Central O

    deterred potential companies from operating here. With the completion of

    prospectivecompanieswillnotbeforcedtodecidebetweensettingandresourc

    willhavepristinenaturalresourcesandleadingedgemodernbusinessinfrastructuJobCreation

    MeritNetworkplanstohire13newpositions insupportofREACH3MC funded

    program. Of those 13, Merit has hired 5 thus far. REACH3MC subrecipien

    indicatedthat

    staff

    support

    of

    the

    project.

    statewide broadband infrastructure in Michigan could result in a $440 billio

    Michigansgrossstateproductoverthenexttenyears.

    Because theBTOPgrant requiresa20percentcashmatch, the initialFederal in

    catalyzedanadditional$25.7millioninprivateinvestment. Merithassuccessfully

    million in loansthatwillaccount for itsportionofthetotalmatching funds,and
