Modernization of public administration with the help of information technologies and development of e-democracy comprise:
The use of information technologies to increase the effectiveness of decisions taken by state institutions (including development of integrated information systems, use of advanced data management technologies, etc.) and to enable optimal choice of strategic directions for state development.

Gradually, this would open new opportunities for crime prevention, research, border protection and control of trafficking in drugs and dangerous substances; decision making would become faster and more motivated, public services, property protection and other procedures would be streamlined. Computer technologies and mathematical products could also be used in developing and integrating other institutional and national databases.
