MEMORANDUM CIRCULAR

SUBJECT COMPULSORY USE OF NEW OFFICIAL E-MAIL ADDRESSES AT THENATIONAL IRRIGATION ADMINISTRATION

Back in 2010, Memorandum Circular No. 39, s. LOlO was issued regarding the Use of Official E-Mail Addresses at the National Irrigation Administration. During the implementation of theemail system, many users have encountered some problems in accessing their email addressesthrough some of the web browsers, like Internet Explorer, GoogleChrome, Mozilla Firefox, etc.This prompted us to temporarily deactivate the email system. After a careful evaluation, wedecided to change the system used by our email server from window-based to Linux-basedsystem. We have installed and tested a new system (VMware Zimbra). So far, it runs smoothlyon any browser available on the web.

In view of the above, previous email addresses that were assigned to the respective offices willno longer be accessible to the new system. Hence, new email addresses will be provided to allDepartment/Operations/Project Managers, Division Managers and Section Chiefs at theCentral, Regional and Irrigation Management Offices only. The email addresses in Annex "A"for which the function within the organization exists is associated with the username. You mayfind the email addresses difficult to remember. However, once you have entered these emailaddresses into your contacts, you can easily search by the name of the person as displayed orby the organization to where the person belongs.

Annex "A" shows the names of offices with the corresponding assigned usernames, e-mailaddresses and display names. However, any additional email address requirements may berequested from the Management Information Division (MID) for approval. Submit request foradditional email addresses using the following template:

I. NIA eMail Policy Guidelines

The Heads of Offices concerned shall use the new official e-mail addresses assigned tothem immediately.

NIA shall adopt some policies and guidelines developed by the Information andCommunication Technology Office (ICTO) for Agencies' reference in drafting agency-level policy. Attached are the policies and guidelines: Annexes "B" - Acceptable Use of the NIAE-mail Facility, "C"- Prohibited Use of the NIA E-mail Facility and "0" - Proper E-Mail Etiquette.

Annex liB"

Acceptable Use of the NIA E-mail Facility

1. As a rule, any e-mail sent using the NIA E-mail Facility is permitted for as long as thesame is used relative to the performance of official duties and responsibilities of thegovernment employee. When using the NIA E-mail Facility, the Account Holders shall actprofessionally and shall be bound by the provisions of the Code of Conduct and EthicalStandards for Public Officials and Employees (R.A. 6713).

2. All e-mails sent using the NIA E-mail Facility which is not related to the performance ofofficial duties and responsibilities of the government employee shall fall under theProhibited Use of the NIA E-mail Facility (Annex "C"), and may be subject toadministrative and other actions.

3. Messages sent through the NIA E-mail Facility should be treated as formal businessdocuments. Salutation, spelling, grammar and punctuations should be appropriate andcorrect.

4. The E-mail Account Holders, in creating e-mails, shall observe E-mail etiquette attached

in Annex "D".

Annex "C"

Prohibited Use of the NIA E-mail Facility

1. No e-mail shall be sent through the NIA E-mail Facility for purposes outside of theperformance of official duties and responsibilities. It shall not be used to send out jokes,rumors, gossipsor opinions which are not delivered in the performance of official dutiesand responsibilities.

2. E-rnail Account Holders shall be prohibited from accessing,copying or deleting the e-mail of another Account Holder without the consent from the latter.

3. Account Holders shall not disclosetheir passwordsto other persons.

4. The NIA E-mail Facility shall not be used for the creation or distribution of messageswhich are disruptive or offensive to other persons including offensive comments andstatements about race, gender, disabilities, age, sexual orientation, pornography,religious beliefs and practices, political beliefs or national origin.

5. The NIA E-mail Facility shall not be used for personal or commercial purposes and forthe promotion of businessor other matters outside of the government.

6. As a rule, sending of bulk mail shall be prohibited unless such bulk mail is formallysolicited. Users should send e-mail messagesand copies thereof only to those with alegitimate need to read the message.

7. The use of materials, procedures, devices or technologies that will enable unauthorizedaccessto the NIA E-mail Facility is prohibited.

8. Authorized users are prohibited from using their NIA E-mail Account in registering orjoining SocialNetworking Sitesand other list groups that are personal use in nature.

Annex "D"

Proper E-Mail Etiquette

1. Be sure to include a subject line.

2. Consider using a BCCto keep email addresses private or to ensure that the "To:" area of themessage remains a small size.

3. Write clear and concise messages.4. Write short sentences.5. Avoid double spacing your messages as e-mail requires recipients to scroll through

messages without the benefit of highlighting or marking the message as one might on aprintout.

6. Use a descriptive subject line.7. Avoid the use of all capital letters.8. Avoid using colored fonts.9. When replying to a message, consider deleting part of the original message to save space on

the screen. Retain only the part of the sender's message to which you are responding.10. Avoid using the Reply To All function as this sends your response to all recipients of the e-

mail.

11. Avoid acronyms because not everyone will know their meaning.12. Use proper grammar and conduct a spell check of your messages.13. Use simple fonts because computers may have a limited number of fonts available for e-

mail use. Using a small or compact font keeps the message in a more confined area.14. Be specific. State terms and conditions clearly to avoid miscommunication, especially when

providing information about times, places or people.15. Leave the address field blank and fill it out last, to avoid sending unchecked or hastily

written messages.16. Do not use unnecessary punctuations.17. Do not use text messaging shortcuts.18. Avoid emoticons.19. Never use slang language.20. Remain gender neutral.21. Keep harassment and discrimination policies in mind.22. Never reply to spam.23. Ask permission before forwarding.24. Be cautious when sending attachments.25. Always use salutations and signatures.26. Standard E-mail Signature, Event Promotion / Notification and Disclaimer
