Sri Ravi Capoor, lAS, Additional Chief Secretary to the Govt. Of Assam, Industries &Commerce Department & Chairman, State Level Committee, presided over the meeting andwelcomed all the members & officials present in the meeting and asked the Member Secretary toplace the agenda before the committee for discussion & scrutiny.

Sri Biswajeet Das, Add\. Director of Industries & Commerce (UAZ) & Member Secretary, theState Level Committee welcomed the members and explained the purpose of the meeting andrequested the members to deliberate on the Agenda placed before the committee.

Agenda 1: Confirmation ofthe Minutes of the last SLC The Minutes of the 53nl State LevelCommittee meeting held on 30.10.2018 was circulated among the members. As there was noobservation or comments from any members, the Committee confirmed the Minutes.

Agenda 2:Discussion & approval of claims of 30% CCIS (Below ~1.5 Crore)

The Member Secretary placed before the Committee a total of 43 nos. of deferred, & freshcases.

The Member Secretary informed the committee that:

All the claims were scrutinized as per policy guidelines issued by DIPP, Government of Indiafrom time to time. He further informed about the procedures adopted for scrutinizing the claimsbefore placing in the Committee. All the claims placed before the Committee had already beenscrutinized at various levels. Physical verification was initially done by the office of the GM,DICC.Senior Finance & Accounts Officer and Audit Cell of the office of the Commissioner, Industries &Commerce, Assam also verified the claims and admissibility of documents submitted by theclaimants in the light of guidelines issued by the Government of India till date. The Committee wasalso informed that the claim put up through agenda note by the office of the Commissioner,Industries & Commerce, Assam were found to be eligible, admissible and in accordance with therevised guidelines.

The Member Secretary further informed that all the financing banks/institutions were alsoinvited to the SLC to appraise the status of their financing units.

After threadbare discussion and obtaining the views of the officials of the Banks / FinancialInstitutions of the claims financed by them, the Committee examined all 43 nos. of Central CapitalInvestment Subsidy claims placed before the SLC and approved 24 nos. of cases, deferred 3,rejected 15 nos of cases and 110ne) view from DIPP.

The decision of the State Level Committee case wise is placed at Annexure-I & II

The meetin ended with a vote of thanks from the Chair.
