COLTON RURAL FIRE PROTECTION DISTRICT #70 MEETING OF THE BOARD NOVEMBER 10, 2009 *The meeting was called to order with the flag salute at 5: 15 pm. *BOARD MEMBERS PRESENT: Jon Barnhart, Dennis Corwin, Danny Fine OTHERS PRESENT: Fire Chief Gary Anderson, Assistant Fire Chief Kerry Benthin, Clyde Musty, Jan Kaforski, Justin Fraijo, Brad Kuhn, Jodi Kuhn, Vern Estey, Carol Stephens, Rhonda Lehr, Niki Morre, Joe Brackin, Rachel Guet, Eric "Toby" Fine, Tim Behrens, Rob Wales, Marion Marsh, Randy Johnson, Kent Carroll, David Wales, Shawn Smith, Alex Wales, Miranda Carroll, Rex Rice, Bary Miller, Matthew Marsh, Bethany Monroe, Kathie Stephens *Dennis Corwin made a motion to approve the minutes from October's meeting and Danny Fine seconded. The motion carried unanimously. *Clyde Musty reviewed the Financial Report. Dennis Corwin made a motion to approve the Financial Report as received and to pay the bills. Danny Fine seconded the motion and the motion carried unanimously. Discussion followed on the bonded debt that will be retired in 2012. *FIRE CHIEF'S REPORT: The Activity Report was reviewed with 27 calls responded to last month. OFDDAlOFCA conference - Chief Anderson said the conference was well worth attending. Board member Danny Fine discussed ethics law changes, "safer" grant program and the non-funded Oregon Fire Guard organization. Danny Fine asked Chief Anderson if out-of-district billing was still being followed. Chief Anderson said the out-of-district billing program is in force. Dennis Corwin made a motion to accept new volunteers Tanner Conner, Joel Gonzales, Toby Fine and Chris West and Jerrad Dukes. *ASSISTANT FIRE CHIEF'S REPORT: Assistant Fire Chief Kerry Benthin stated that the fire academy started last weekend. Jesse Anderson has received her Firefighter 1 and there are maybe another ten who don't have the firefighter 1 status, including four new recruits. The weekend before Thanksgiving will be the last Firefighter 1 class session.

*OLD BUSINESS:

Chief Anderson said there have been engineering setbacks on the new tenderthat will incur $12,000 in late fees. The District cost will be $600 less due to thedelays. The tender should be here in February.

The new thermal imaging camera will be mounted in Engine 129 and put intoservice on Wednesday, November 11th.

Jon Barnhart discussed the policy that will cover the high school fire fighterprogram. Once Chief Anderson receives a sample policy from Special Districtshe will e-mail to all board members and officers for review and comment.

Board President Jon Barnhart discussed the District's Chain of Commandindicating if there is a problem with going to the Fire Chief, and then go to theAssistant Fire Chief and the Lieutenant.

Jon Barnhart said a suggestion box will be placed in the meeting room and thePresident and Vice-President of the Board will have a key. The box will bechecked twice a week. Jon stated that his phone number is listed in thetelephone book and anyone is welcome to call him.

Jon Barnhart apologized for his actions at the last volunteer meeting regardingthe 501©(3) tax exemption and asked that the volunteer association continuewith business as usual.

Jon also stated that the letter received by the board from the volunteers is anissue that is in the past and the District is moving forward.

Jon Barnhart commended volunteer Brad Kuhn for responding to a call without1209 in service.

Jon Barnhart said that there are some community members who are under theimpression that there is no emergency medical service available in Colton. Aplan of action needs to be put in place to rectify this situation.

*NEW BUSINESS:

Dennis Corwin made a motion to accept board member Chris Border'sresignation due to moving out of state. Danny Fine seconded the motion and themotion carried unanimously.

Danny Fine made a motion to approve the first reading of amended DistrictPolicies as follows: 100, 101.6, 101.8, 102.1, 102.2, 103.1, 103.10, -103.11,103.12,103.13,103.18,103.19,103.21,103.22, 202.2, 202.5, 202.6, 202.9,204.1 205.1, 206.2, 207.1, 207.2. Dennis Corwin seconded the motion and themotion carried unanimously.

Jon Barnhart read new District Policy 103.23 - District Expectations ofVolunteers. Dennis Corwin made a motion to approve the first reading of newDistrict Policy 103.23 - District Expectations of Volunteers. Discussion followedand Danny Fine seconded the motion. The motion carried unanimously.

Jon Barnhart said that DP 103.23 is already in place in other Districts and theattorney Colton Fire District uses has approved the language. Public input will beconsidered before the second reading and adoption of the policy at next month'sboard meeting.

Dennis Corwin made a motion to approve deleting District Policies 101.5,103.17,202.3, and 202.4. Danny Fine seconded the motion and the motion carriedunanimously. Jon Barnhart stated these policies are being deleted due to beingredundant or outdated.

Public comment - Chief Anderson stated that he is the only paid person withinthe department and it's a huge workload for just one person. He said he is sorryabout the recent miscommunication.

Carl Stephens asked what it would take to hire another paid person within the firedistrict. Danny Fine said there is currently no growth within the community so thetax base is not getting bigger. Jon Barnhart said it could take up to $70,000annually to hire another person.

*ADDED AGENDA ITEMS:

Dennis Corwin made a motion to approve Danny Fine's conference expenses in.the amount of $182.33 for mileage. Jon Barnhart seconded the motion and themotion carried unanimously.

Chief Anderson said the District has 30 H1N1 vaccines available for thevolunteers. Nancy Ney will administer the vaccines in-house.

*The meeting adjourned at 6:20 p.m. to go into Executive Session pursuant toORS 192.660(2)(b) - Discipline of Public Officers and Employees.
